Guangdong Launches Action on Building Energy Conservation and Efficiency Enhancement

In carrying out energy-saving and carbon reduction actions for existing building operations, Guangzhou, Shenzhen, Zhuhai, and Dongguan are supported as pilot cities to take the lead in implementing energy consumption or efficiency quota management. At the same time, it is planned to increase the energy efficiency of new public buildings and residential buildings by 20% and 30% respectively by 2025.

The Action Plan mainly carries out energy-saving and efficiency enhancing actions from four aspects: improving the energy efficiency of new buildings, energy-saving and carbon reduction of existing building operations, optimizing building energy structure, and regional energy-saving and carbon reduction.

In carrying out the action of improving the energy efficiency of new buildings, we will revise the "Guangdong Provincial Energy Efficiency Design Standards for Residential Buildings" and "Guangdong Provincial Energy Efficiency Design Standards for Public Buildings", study and develop Lingnan characteristic ultra-low energy consumption buildings, near zero energy consumption buildings, and zero carbon building technology standards, and improve the energy efficiency standards of new buildings. Implement incentive policies for star level green building identification projects, and issue special policies that require green building projects supported by green finance to obtain green building identification in principle. Carry out demonstration projects such as ultra-low energy consumption buildings, near zero energy consumption buildings, and the application of "light storage direct flexible" technology. Vigorously promote green construction, promote the integration and development of intelligent home appliances and residential industries, etc.

In terms of carrying out energy conservation and carbon reduction actions in existing building operations, we will promote the construction of a public building energy and resource consumption data sharing platform, and carry out the normalization of annual statistics and updates of basic building information and energy consumption data. Support Guangzhou, Shenzhen, Zhuhai, and Dongguan as pilot cities to take the lead in implementing energy consumption or efficiency quota management. Strengthen the management and adaptation of energy-saving operation in existing buildings, and the nine cities in the Pearl River Delta will first carry out building energy efficiency evaluation or green performance post evaluation. Encourage the adoption of the "owner built+data sharing" model for large-scale public buildings to monitor and manage building operation energy consumption and efficiency. Support eligible cities to apply for national key cities for improving public building energy efficiency, and promote energy-saving and green transformation of existing buildings.

According to the Action Plan, by 2025, the energy efficiency level of new residential buildings in cities and towns in Guangdong Province will increase by 30%, and the energy efficiency level of new public buildings in cities and towns will increase by 20%. Build over 3 million square meters of Lingnan characteristic ultra-low energy and near zero energy buildings, and complete the energy-saving and green transformation of existing buildings with an area of over 30 million square meters. The total consumption of primary and secondary energy during building operation should be controlled within 112 million tons of standard coal, and the proportion of building energy and electricity consumption should exceed 80%.
