Jiangsu·Guiding Opinions on Promoting Green Urban-rural Development under the Target of Emission Peak——From the official website of Department of Housing and Ur

  The urban-rural development bureaus (construction committee and real estate authority) of all districted cities; the (municipal) gardens bureau of Nanjing, Wuxi, Suzhou and Nantong; and the Water Affairs Bureau of Nanjing, Xuzhou and Suzhou:

  In order to thoroughly implement the important instructions of General Secretary Xi Jinping on emission peak and carbon neutrality, as well as a series of important instructions for housing and urban-rural development, comprehensively promote the transformation of urban-rural development in the province to a green and low-carbon direction, and strive to build a beautiful Jiangsu based on the actual work in the province, the following opinions are hereby put forward:

  I. Fully understand the significance

  General Secretary Xi Jinping has stressed on many occasions that achieving emission peak and carbon neutrality is a broad and profound systematic reform of the economy and society, and more powerful policies and measures should be adopted to strive to achieve CO2 emission peak by 2030 and achieve carbon neutrality by 2060. The housing and urban-rural development covers a wide range, involving many industries and a long industrial chain. Promoting green urban-rural development will make a positive contribution to the emission peak in the province. In recent years, Jiangsu has actively promoted the transformation development, green development and low-carbon development in the field of housing and urban-rural development, and has achieved positive results. However, the mode of large-scale construction and large-scale consumption formed in the period of rapid urbanization has not been fundamentally changed. Entering the new development stage, unswervingly taking the road of green urban-rural development, and promoting the realization of emission peak and carbon neutrality goals, is the only way for the high-quality development of housing and urban-rural development in the province, which has important practical significance. The housing and urban-rural development departments at all levels in the province should base themselves on the new development stage, take the initiative to meet the target requirements of emission peak and carbon neutrality on the basis of the action of energy-saving urban-rural development deployed and implemented by the provincial Party committee and the provincial government in 2009, and integrate the green development concept into the various key tasks in the field of housing and urban-rural development. In combination with the implementation of the construction in the new era, promotion of green building and the modernization of the construction industry, and the promotion of the construction of beautiful and livable cities and beautiful rural villages, the departments will strive to build a new development pattern in the field of housing and urban-rural development in the province.

  II. Accurately grasp the overall requirements

  1. Guiding thought

  Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implementing the spirit of the 19th CPC National Congress and the Second, Third, Fourth, and Fifth Plenary Sessions of the 19th CPC Central Committee, and following the decision deployment of the CPC Central Committee, State Council and provincial Party committee and government, we will implement the new development concept based on the new development stage, build a new development pattern, focus on the emission peak and carbon neutrality goals, vigorously promote green and low-carbon development, and continue to promote energy-saving and emission reduction, low-carbon development, environment-friendly, green and ecological development of housing and urban-rural development, so as to promote the province's green urban-rural development to a new level.

  2. Basic principles

  Put people first and make people's livelihood shared. We will stick to the people-centered development thought, combine emission peak and improving people's life quality, build high-quality green buildings, create green and low-carbon residential communities, create beautiful livable cities, create green villages, promote widespread participation of the people, advocate green life style, and enhance the well-being of the people, so people can have a greater sense of happiness and security through green development in urban and rural areas.

  Make systematic planning and overall promotion. We will adhere to systematic thinking, strengthen forward-looking thinking, pay attention to the overall planning, combine with the emission peak action plan of provincial Party committee and provincial government, incorporate the emission peak goal requirements into the overall layout of housing and urban-rural development, strengthen the multi-target coordination of each line, accelerate the formation of a sound policy support system, and comprehensively promote green urban-rural development.

  Highlight key points and make unremitting efforts. We will focus on urban areas with consideration given to rural areas, limit total energy consumption in housing and urban-rural development, increase the carbon sink capacity of green space, and improve energy efficiency. We will start from me from now on, pay attention to innovation in thinking, method and technology, and make unremitting efforts to promote the early realization of emission peak and carbon neutrality.

  3. Overall objectives

  By 2025, the total scale of green buildings in the province will remain the largest in China, and the carbon emission intensity of buildings will be the lowest in China; the green development concept of housing and urban-rural development system in the province will be deeply rooted in people's hearts; a complete life cycle throughout the design, construction, operation, and demolition of buildings will be built; and a new green development pattern involving real estate industry, construction industry, municipal facilities, landscaping, urban management, village and town construction and other industries will be established. By 2030, major achievements will be made in green urban-rural development in the province, with laws, policies and technical standards being improved, and carbon in housing and urban-rural development reaching its emission peak goal.

  III. Promote high-quality development of green buildings

  1. Improve the quality of green buildings

  The new edition of "Design Standards for Green Buildings", "Design Standard for Residential Buildings" and "Design Standard for Thermo-environment & Energy Saving in Residential Buildings" will be fully implemented to improve the safety, durability, health, comfort, resource conservation and intelligence of buildings, and improve the indoor air and water quality, sound insulation and other health performance indicators of buildings, so as to continuously improve the quality of green buildings. We will strengthen the construction of high-quality green building projects, vigorously develop ultra-low, nearly zero and zero-energy buildings, encourage government-invested projects to take the lead in demonstration, and continue to develop green building demonstration zones. By 2025, all new buildings will be designed and built in accordance with ultra-low energy consumption standards, with a further 30% increase in energy efficiency on top of the 30% increase in 2020. A number of high-quality green building projects will be completed, and a number of energy-efficient, low-carbon, smart and livable green building demonstration zones will be established.

  2. Promote the energy saving renovation of existing buildings

  We will carry out in-depth energy statistics, auditing and publicity for office buildings and large public buildings, formulate energy consumption limits for public buildings by classification, explore the implementation of energy consumption management systems for public buildings based on limit indicators, and guide localities to incorporate energy-saving renovation of existing buildings into the green building development plan of "The 14th Five-Year Plan" for simultaneous development, and renovate existing buildings that exceed the energy consumption limit. We will focus on the buildings of public institutions and encourage the use of energy management contracts and other market-based methods to carry out green and energy-saving renovation to improve the energy efficiency of buildings. By 2025, a number of projects will be completed to save energy and increase efficiency of existing buildings.

  3. Deepen the application of renewable energy in buildings

  We will further excavate the application potential of renewable energy in the building body and surrounding areas, promote the comprehensive utilization of new energy such as solar thermal energy, photoelectric energy, shallow geothermal energy, air energy and biomass energy, and vigorously develop the integrated application of photovoltaic technology of building materials such as photovoltaic tiles and photovoltaic curtain walls in urban buildings. We will also actively promote heat pump distributed heating to improve the level of building electrification application. By 2025, the installed capacity of integrated application of solar photovoltaic buildings in the province will reach 500 MW, the application area of solar thermal buildings and geothermal energy buildings will reach 50 million square meters and 3 million square meters, respectively, and the proportion of renewable energy replacing conventional building energy will reach 8%.

  4. Advocate green design

  We will adhere to design guidance, and establish a green, low-carbon, economical, reasonable, comfortable and natural design concept that inherits culture and highlighting the style, which will run through the whole process and life cycle of the project. We will actively adopt natural ventilation and natural lighting to create a good building microclimate, pay attention to the recycling of water resources, and minimize the consumption of energy and resources and the impact on the ecological environment. We will also promote the application of building information modeling (BIM) technology, promote multi-professional collaboration under the leadership of green building design, and promote the integrated development of building technology and art, science and technology and humanities. By 2025, a group of green building design talents with industry influence will be cultivated, and a group of influential green building design enterprises will be cultivated.

  5. Promote green construction

  We will further implement construction waste reduction and explore the establishment of a dynamic evaluation system for green construction of engineering projects. By 2025, the amount of construction waste discharged from construction sites of new buildings will be no more than 300 tons per 10,000 square meters (excluding engineering slag and engineering mud), green construction technology will be fully applied, and the large projects will reach the national standard for green construction evaluation. We will steadily develop prefabricated buildings and promote prefabricated decoration. By 2025, prefabricated buildings will account for 50% of the newly started construction area in the same period, and the prefabricated decoration buildings will account for 30% of the newly-started finished housing area in the same period. We will also promote the certification and adoption of green building materials and products, encourage relevant certification bodies and inspection and testing institutions to apply for the certification qualification of green building materials and products, establish a working mechanism for the adoption and application of green building materials, and encourage green building materials and products to be preferentially used in green buildings and prefabricated buildings.

  6. Strengthen green operation management

  We will establish an operation data reporting system of green building label projects, strengthen operation data management of green building label projects, guide property management enterprises to carry out green property management and improve the intelligent operation management level of buildings. We will improve the itemized measurement, monitoring and evaluation system for building energy consumption, carry out operational evaluation of green buildings, strengthen the evaluation of building energy efficiency, and strengthen the credit management of energy efficiency evaluation institutions. We will also guide local governments to regularly update and maintain building energy consumption monitoring platforms, achieve real-time collection and monitoring of building energy consumption, and timely publicize and disclose energy consumption information of key energy-using buildings. By 2025, the operation and management platforms at the districted city level will be fully upgraded.

  IV. Build green and low-carbon living communities

  1. Promote the improvement of existing residential areas

  We will implement the concept of green and low-carbon through the whole process of the renovation of old urban residential areas and the construction of beautiful and suitable residential areas; promote the simultaneous implementation of building energy-saving renovations while renovating conditional old communities, actively use sponge city construction concepts and methods, select economical and environment-friendly processes and materials, and promote the application of energy-saving lighting, water-saving appliances, permeable asphalt and other products; fully integrate scattered land to add greening sites and pocket parks, strengthen the construction of convenient green parks, and enhance the ecological effects of existing residential areas; and encourage the introduction of professional property management services and strengthen energy-saving and emission-reduction operations and management.

  2. Carry out green community creation actions

  We will implement the requirements of the "Notice on Issuance of the Green Community Creation Action Plan by the Ministry of Housing and Urban-Rural Development and Other Departments", and establish and improve the mechanism for the construction and renovation of community living environment, to promote the greening of infrastructure, and create a green and pleasant environment. We will also strengthen departmental coordination, promote the concept of green development throughout the entire process of community design, construction, management and service, and promote the construction and improvement of community human settlements in a simple, moderate, green and low-carbon way. By 2022, the creation of green communities will achieve remarkable results, and more than 60% of urban communities will be expected to participate in the creation activities and meet the requirements.

  3. Strengthen intelligent management of residential communities

  We will implement the requirements of "Opinions on Promoting Property Service Enterprises to Accelerate the Development of Online and Offline Life Services" and "Opinions on Promoting Property Service Enterprises to Develop Home-based Community Elderly Care Services" by the Ministry of Housing and Urban-Rural Development and other departments, promote the construction of smart property management service platforms, support connectivity with third-party platforms such as e-commerce, technology, finance and express delivery, give full play to the role of property service enterprises as a bridge between residential communities and the outside world, and advocate green and low-carbon living and travel for residents. We will build smart living communities and promote the construction and upgrading of smart security, smart parking, smart charging, smart access control (gate), smart lighting and smart property services. We will also encourage property service enterprises to make use of various smart property services to actively explore green and energy-saving solutions, reduce the cost of property management services, and realize the green development of property management services.

  4. Promote the construction of beautiful and livable neighborhoods

  We will accelerate the joint promotion of residential blocks, promote the integration of "private space within the wall" and "public space outside the wall", advocate the pattern of "small blocks and dense road network", comprehensively consider factors such as ventilation and sunshine, optimize the building group space and building interface, improve the micro-climate of the block, and reduce the heat island effect. We will enrich the service functions of the blocks, encourage the composite utilization of facilities and the mixed layout of business types along the street, add life service facilities for elderly care, childcare, cultural, sports and housekeeping, improve the service business of the block convenience and commerce, build "one-stop" life service complexes, "15-minute community service circle" and "5-minute convenient life circle" to guide residents to travel nearby and reduce carbon emissions. We will also advocate green transportation, establish road network microcirculation, improve non-motor vehicle and pedestrian traffic system and pedestrian crossing facilities, create a walking and cycling environment in the blocks, effectively connect the layout of bus stops, encourage the construction of intensive parking facilities above and below ground, advocate time-sharing parking, and promote traffic carbon reduction, so as to create block green spaces, promote the construction of avenue and greenway in the blocks, and connect public activity space.

  V. Promote green transformation in urban development

  1. Vigorously implement the urban renewal action

  We will build a compact, distributed and clustered spatial structure, encourage the establishment of energy, water supply and other lifeline systems that are independent of each other and appropriately connected with each other, optimize the layout of green grids and corridors between groups, build biological corridors, and lay out places for emergency evacuation and disaster avoidance, so as to form an organic evacuation pattern of the city. In accordance with the principle of full utilization and functional renewal, priority should be given to the small-scale and gradual transformation and upgrading of urban central areas, historical areas, waterfront areas, old residential areas, industrial areas and other areas, to promote spatial stitching and functional mending. We will carry out urban ecological restoration, promote ecological restoration of damaged mountains, rivers, lakes and wetlands in cities in an orderly manner, protect the natural features of mountains in cities, and restore and maintain the natural connectivity and mobility of rivers, lakes and water systems. We will strengthen the protection and utilization of famous historical and cultural cities and towns, promote the contemporary activation and utilization of historical buildings and spaces, and realize the green and sustainable development of historical and cultural resources on the basis of maintaining the traditional pattern and historical features. Besides, we will strengthen the shaping of urban features, improve the quality of urban renewal through careful design and lean construction, build high-quality buildings, create high-quality space, and avoid unnecessary reconstruction in the future.

  2. Promote green development of municipal infrastructure

  We will accelerate the development of urban green lighting, comprehensively apply efficient light sources in new (renovation and expansion) projects, and accelerate the energy saving renovation of existing low-efficiency and high-consumption lighting facilities by means of energy contract management; actively promote smart lighting control technologies such as single lamp control, time-sharing and zoning control, and speed up the application of smart lamp poles; strengthen the construction of water-saving cities, intensify the renovation of old urban water supply networks, promote intelligent zoning and metering management, and control the leakage rate of urban water supply networks within 10%; actively promote the construction of ecological wetlands for the tail water of urban sewage treatment plants to improve the ecological safety of effluent; and strengthen the utilization of urban sewage resources. By 2025, the recycling rate of tail water in urban sewage treatment plants will reach 25%. Moreover, we will intensify energy saving and consumption reduction in water supply and drainage facilities, promote the application of technologies such as photovoltaic utilization in water supply and drainage facilities and the recovery and utilization of heat energy from sewage and water sources, promote information-based and intelligent upgrading of facilities, and optimize, adjust and accurately control the operating conditions of facilities. In the municipal road construction, we will vigorously promote the application of construction waste, road waste and other recycled materials, to promote the construction of urban underground utility tunnels in light of local conditions.

  3. Promote the construction of sponge cities systematically

  In the urban construction activities, priority should be given to protecting the life community of mountains, rivers, forests, fields, lakes and grasses, and consolidating the ecological base of sponge cities. We will establish and improve the work promotion mechanism, integrate the concept and requirements of sponge city construction through the whole process of project construction, and strengthen the coordinated advancement with the renovation of old communities, the treatment of black and odorous water bodies, and drainage and waterlogging prevention; coordinate the construction of "green" and "gray" infrastructure, and give full play to the role of urban green space, water bodies, roads, buildings and facilities in absorbing, storing, slowing, releasing, and purifying rainwater; pay attention to the overall integration of ecological landscape and sponge function, rationally use permeable paving, rainwater gardens, recessed green spaces, grass-planting ditches and other measures to strengthen the vertical design of the interior and surrounding plots of the site, and rationally construct rainwater catchment zones and runoff channels; strengthen the demonstration and guidance of typical projects, improve the sponge facility maintenance management system, strengthen the monitoring and evaluation of the operation effect of facilities, and improve the construction level of sponge cities.

  4. Strengthen the sorting and disposal of waste and the utilization of resources

  We will promote waste reduction, resource utilization, continuous improvement of large-scale diversion treatment of urban and rural household waste, kitchen waste, construction waste, and landscaping waste, steadily promote the fine classification of urban household waste, strengthen scientific management, and pay attention to publicity and guidance; promote the development of habits, improve the long-term mechanism, and build a full-chain disposal system of classified placement, collection, transportation, and processing. By 2025, the recycling rate will reach more than 35%. We will also promote waste incineration treatment and reduce the amount of waste landfilled. By 2022, municipal solid waste will achieve "zero landfill"; strengthen methane emissions control from landfills to reduce unorganized emissions; encourage the use of collaborative disposal process to treat kitchen waste, and realize energy utilization of biogas generated; promote the construction of construction (demolition and renovation) waste disposal facilities, and promote the application of resource utilization products, and achieve full coverage of the utilization of urban construction waste at or above the county level by 2025; and promote the resource utilization of landscaping waste. By 2025, the utilization rate will reach 40%.

  5. Solidly promote the construction of ecological garden city

  We will strengthen the construction of urban landscaping, strengthen its functions of maintaining ecological balance, creating a beautiful environment, conserving energy, securing carbon and increasing sink, and pay attention to the systemization, integrity and ecology of open green space; protect and restore mountains, rivers and other ecological resources, properly distribute structural green spaces, darn and expand small and medium-sized green spaces, build ecological corridors, and promote the organic integration of water, road, and green networks; strengthen the protection of urban biodiversity, plant more native suitable tree species, promote multi-layer greening and natural community planting, promote vertical greening, encourage rooftop greening, improve the three-dimensional green amount of urban spaces, and continue to improve ecological benefits and total carbon sink; balance park green space layout, improve accessibility, improve service facilities, enhance the level of landscape art, and build high-quality urban green living rooms; improve the tree-lined system, build urban greenways, and organically connect green spaces, residential areas, public service facilities, transportation and slow-moving systems. By 2025, the construction of national ecological garden cities will continue to take the lead in China, and provincial ecological garden cities will cover every districted city. The green coverage rate of urban built-up areas will remain above 40%, and the coverage rate of 10-minute service circle of urban parks will reach 82%. The carbon sink capacity and carbon sequestration efficiency of urban green space system will continue to increase.

  VI. Strengthen the construction of green villages

  1. Promote the construction of green rural housing

  In accordance with the principles of safety, applicability, energy saving, carbon reduction, economic beauty, health and comfort, we will continue to improve the design and construction quality of rural housing, and improve the housing conditions of farmers. With the focus on building new rural housing, we will study and improve suitable technologies for green rural housing, steadily raise energy saving standards for rural housing, promote the use of renewable energy sources such as solar photovoltaic, solar thermal and biomass energy, and reduce the cost of electricity for farmers. In combination with the work of seismic reinforcement of rural housing in earthquake-prone areas, we will simultaneously explore and promote energy-saving renovation of existing rural housing. Besides, we will guide farmers to reduce the use of coal, straw and other traditional energy sources and effectively reduce direct carbon dioxide emissions.

  2. Promote the construction of green villages

  We will follow the law of urbanization and the trend of integrated development of urban and rural areas, and in accordance with the layout plan of towns and villages, guide the investment of various resources to give priority to the planned development of villages, and avoid process construction waste. We will strengthen the classification and guidance of villages. The agglomeration and promotion type and characteristic protection type villages should pay attention to maintaining the rural landscape pattern full of traditional artistic conception, and realize the organic integration of villages and surrounding natural environment. The planning of newly-built villages should be moderate in scale, appropriate in size and natural in boundary, and avoid the urbanization, artificial and hard construction behavior. We will also encourage the recycling of abandoned local building materials and old objects, and transform idle buildings in villages; pay attention to village's greening methods and the native nature, and give priority to the selection of fruits and vegetables and local suitable plants; reasonably and intensively allocate public service facilities, and adopt various online and offline methods to meet the production and living needs of villagers; and strengthen the greening of the supporting construction of municipal facilities such as water supply, drainage, roads, etc., and establish and improve the long-term management and protection mechanism of the village environment.

  3. Promote the construction of green towns

  We will actively promote the greening of small towns and constantly enhance their comprehensive service capabilities; make full use of the original topography to maintain the landscape and natural features, and adopt native tree species that are naturally suitable and low in maintenance cost for greening and beautification; according to the actual condition of the town, scientifically determine the construction scale. New buildings should be built in multi-storey, and high-rise buildings should be strictly controlled; adopt a combination of centralized and decentralized methods to lay out public facilities, encourage the combined use of public service buildings, and use renewable energy such as solar energy and wind energy according to local conditions to improve energy efficiency; and guide the development of slow-moving systems, organically connect with public activity venues, service facilities and other supporting facilities, and encourage the use of low-carbon transportation methods such as public bicycles and electric vehicles.

  4. Promote the reduction of domestic waste and the utilization of resources in rural areas

  Household waste sorting should be taken as an important carrier to improve rural ecological civilization, and incorporated into village rules and regulations and the construction of village customs and civilization, to actively guide villagers to develop the habit of waste sorting. We will explore a simple and easy classification and treatment mode that is in line with the characteristics of rural areas and the habits of farmers, and reduce the amount of waste disposed out of villages. We will also actively promote the ecological treatment of perishable waste on site, the resource utilization of recyclable waste, the integration of other waste into the urban-rural household waste collection, transportation and disposal system, and the unified collection, transportation and disposal of harmful waste in accordance with relevant regulations.

  VII. Pay attention to the organization and implementation

  1. Clarify work responsibilities

  The province's housing and urban-rural development system should strengthen the organization and leadership, seriously implement the concept of green development, and put green urban-rural construction under the emission peak goal on the important agenda as an important content of the high-quality development of housing and urban-rural development. Local construction, real estate, urban management, municipal garden, water affairs and other competent departments should perform their duties, strengthen communication and coordination, carefully organize and implement them, to form a strong force for promoting green urban and rural construction, and ensure high-quality completion of various tasks.

  2. Strengthen policy support

  We will improve laws and policies, and promote the revision of the "Regulations on the Development of Green Buildings in Jiangsu Province", "Regulations on the Administration of City Appearance and Environmental Sanitation in Jiangsu Province", "Regulations on the Protection of Famous Historical and Cultural Cities, Towns and Villages in Jiangsu Province," etc. The green urban-rural construction requirements will be integrated into the evaluation criteria of Jiangsu Habitat Environment Award, Jiangsu Ecological Garden City, Demonstration City (County) of Urban Management in Jiangsu Province, Livable Area (old residential area) in Jiangsu Province, etc. We will actively build the technical system and standard system to support green urban-rural development, strengthen the guiding role of provincial special funds, focus on attracting nongovernmental funds, and give full support to projects that implement the concept of green and low-carbon development.

  3. Strengthen demonstration and guidance

  We will highlight the green orientation of demonstration projects such as sponge cities, livable demonstration residential areas, green buildings, construction industry modernization, rural housing improvement in northern Jiangsu, waste sorting, landscaping, etc., timely supplement pilot cities and pilot projects for the construction of beautiful and livable cities, and pay attention to the assessment of green and low-carbon transformation and development; strengthen investigation and research, timely find, establish and summarize typical practices, regularly compile the typical cases of green urban-rural development in the province, give full play to the typical demonstration and leading role; and encourage all localities to explore boldly and innovate boldly, and strive to form reproducible institutional results, and promote them in general when conditions are ripe.

  4. Focus on publicity and guidance

  We will carry out various forms of training and exchanges to continuously improve the capacity and level of green urban-rural development; give full play to the role of the media in publicity and guidance, report on typical experiences and advanced practices in a timely manner, and further consolidate social consensus, to win support from all sectors, and create favorable conditions for advancing the work; organize and coordinate various forces to participate in green urban-rural development, create a good working atmosphere, and guide the people to consciously maintain their beautiful homes.
