Some measures taken by Beijing to further improve the market-oriented green technology innovation system

    First, we will further expand the key areas and advantages of green technology innovation. 

    In order to strengthen the drive of scientific and technological innovation to achieve the goal of carbon neutralization, on the basis of the eight key areas and advantages clearly defined in the implementation Plan, carbon neutralization, prevention and control of plastic pollution and prevention of food waste will be included in the key areas of green technology innovation in this city. 

    Among them, carbon neutralization focuses on nine key development directions, including wind power, hydrogen energy, new energy vehicles, low-power semiconductors and communications, photovoltaic, carbon capture and storage (CCUS), near-zero energy consumption buildings, resource recycling, and low-carbon homes, to strengthen support for core technology research, system integration, achievement transformation, demonstration and promotion, large-scale application, standard formulation and intellectual property layout.

    By means of public solicitation and expert recommendation, focusing on energy conservation and carbon reduction, carbon neutralization, taking into account green technologies in other fields, and collecting and selecting advanced technologies with great development potential, leading technological level and high promotion value, timely release and dynamically adjust the recommended catalogue of innovative green technologies in Beijing (hereinafter referred to as "recommended catalogue"). 

    The technology of this city that has been included in the national green technology promotion catalogue is automatically included in the recommended catalogue of this city. 

    Take the "recommended catalogue" as the basis for policy support, strengthen the service of technological supply and demand, give financial support to the construction and effect evaluation of qualified demonstration and application projects, and increase promotion efforts.

    Third, pilot construction and opening up a number of innovative green technology application scenarios. 

    Centering on 11 key areas of green technology innovation, through the recommendation and public solicitation of departments, districts and trade associations, the application demand and scene supply of green technology innovation achievements are collected, and the demand list of application scenarios is established. to create a good demonstration and application environment for the main body of green technology innovation.

    Fourth, strengthen the support of third-party detection and evaluation of the application effect of technology. 

    In order to objectively verify and accurately evaluate the practical application effect of innovative green technology, and to avoid errors in self-evaluation by both supply and demand of the technology, qualified third-party institutions are entrusted to track and evaluate the effect of the use of the technology. in addition, financial support is given to the cost of testing and evaluation, and the inspection and evaluation cycle is a use cycle of the technology product (non-whole life cycle). 

    The third-party inspection and evaluation is mainly aimed at the innovative green technologies that adopt the "recommended catalogue" and have independent intellectual property rights and have not achieved performance in the Beijing market, including the first three sets (sets) or batches (times) of complete sets of equipment products, basic materials, systems and so on.

    Fifth, support the construction of innovative green technology demonstration and application projects. 

    Using the technology in the recommended catalogue, the first three (sets) demonstration projects applied in Beijing shall be subsidized by the implementing units from the municipal special funds for energy conservation and emission reduction. 

    In principle, the subsidy standard shall not exceed 30% of the total investment of the project, and the maximum amount of subsidy for a single project shall not exceed 10 million yuan. 

    Projects that have enjoyed financial support from other municipal governments are no longer supported.

    Sixth, promote the first demonstration application of green technology. 

    Encourage qualified innovative green technology demonstration projects to actively declare the first major technology and equipment of the state and this city, and for those included in the recommended catalogue, qualified innovative green technologies are first recommended into the selection procedure of the city's first (set) demonstration application.

    Seventh, improve green financial support. 

    We will build and improve a comprehensive service platform for green technology innovation and financing in Beijing, and guide banks and other financial institutions to set up green channels for loans for innovative green technology demonstration and application projects. 

    We will explore and launch "Jinglutong" and other monetary policy tools to support the development of green projects and green enterprises, and actively support qualified innovative green technology enterprises to issue green bonds. 

    Research and explore to attract social capital to establish the city's green technology innovation investment fund. 

    Insurance institutions are encouraged to innovate the first (set) insurance of green technology in combination with the application scenarios of green technology.

    Ninth，to establish a service mechanism for key enterprises with innovative green technology. 

    Support qualified green technology innovation enterprises to apply for national and municipal engineering research centers, R & D and innovation platforms and enjoy relevant support policies. 

    Support industry associations to regularly carry out visits, research and services to key enterprises of innovative green technology, understand the needs of enterprises, and promote the implementation of relevant policies. 

    Focus on the development focus of the city's carbon neutralization industry and the trend of technological innovation, and deepen the evaluation of key areas and key links in the city. 

    Strengthen the follow-up research and research of green technology R & D innovation and demonstration projects, and organize professional exchange and training. 

    We will strengthen the supervision of the whole process of financial subsidy projects and constantly improve the performance of financial funds.
