    (1) Photovoltaic action to benefit the people. 

    Focusing on clean and low-carbon energy supply, accelerate the large-scale photovoltaic development of the whole county, vigorously develop ecological composite photovoltaic power stations such as distributed photovoltaic and agriculture (forestry, fishery) photovoltaic complementary, and create a comprehensive rural clean energy supply system that serves rural revitalization. 

    In 2021, we will strive to complete the newly installed photovoltaic capacity of 270000 kilowatts.

    We will speed up the formation of a number of low-carbon and efficient emerging industrial clusters, build a number of environmental protection industry (park) demonstration bases, and promote the formation of an open, collaborative and low-carbon industrial ecosystem. 

    In 2021, 20 environmental protection factories and 2 environmental protection parks will be established, and 50 enterprises will be audited for cleaner production.

    Centering on the development needs of industrial upgrading and environmental protection transformation in Jinyun County, taking the breakthroughs of environmental protection manufacturing technology, environmental protection digital technology and low-carbon energy technology as the core, leading the development of industrial clusters and regional environmental protection and low-carbon cycle, efforts will be made to build Jinyun into an innovative demonstration zone for sustainable development of "environmental protection and low-carbon circular development" in the province. 

    In 2021, we will take the lead in implementing the demonstration project of near-zero carbon energy for water-photohydrogen biomass.

    We will carry out the action of greening one million mu of land and accurately improving the quality of 10 million mu of forests. we will comprehensively promote the construction of the "five major forests" of mountain forests, sloping land forests, urban forests, rural forests and passage forests, as well as strategic reserve forests and the demonstration of "ten thousand trees in one village", so as to tap the potential of forestry carbon sequestration and increase foreign exchange, and achieve an all-round jump in forest stock, carbon reserves and carbon density.

    In 2021, it is planned to complete the preparation of the implementation plan; in 2022, it is planned to carry out the action of planting water-resistant plants in the fluctuating zone, the distribution project of waterway navigation marks and the environmental protection transformation of the ferry wharf.

    For the whole year, we plan to invest 2.6 billion yuan, start construction of seven projects and put into operation six power transmission and transformation projects of 110kV and above, and promote ten major zero-carbon energy Internet demonstration projects, such as Jinyun Ocean Scenic Water Storage Energy Collection Station, Jingning     Green Power 100% Pan-Micro Grid, and so on. We will greatly enhance the consumption and delivery capacity of clean energy. 

    In 2021, we will strive to reduce the average power outage time per household to less than 3.18 hours, a decrease of 50% compared with the same period last year, and the largest voltage drop in the province.

    The Lishui Power Energy Industry carbon Neutralization Promotion Alliance will be established to promote innovation and cooperation among participants in low-carbon technology research and development, management improvement, demonstration application, market development and so on. 

    In 2021, it is planned to replace 300 million kilowatt-hours of electricity, save 85500 tons of standard coal and reduce carbon emissions by 227500 tons.

    Give full play to the role of hydropower resources in auxiliary peak regulation, aggregate the city's hydropower generation information through special power network, 5G,     Beidou communication and other technologies, build an interactive platform for load and storage in the source network, build a "virtual power plant for environmental protection energy", and increase the consumption of clean energy. improve the flexible regulation capacity of the power grid. 

    At the same time, explore to bring the "environmental protection energy virtual power plant" into the electricity market transaction, and give full play to the zero-carbon peak regulation value of clean energy through the market mechanism. 

    In 2021, the maximum peak load is expected to be 500000 kilowatts, an increase of 2 million kilowatt-hours of clean energy consumption, and a saving of 8 million yuan in demand response funds.

    Vigorously promote enterprises to carry out "Lishui Shan Teng" brand certification, "made in Zhejiang" certification, environmental protection product certification, low-carbon product certification and other high-quality certification. 

    In 2021, it is planned to add 25 "Lishui Shangeng" brand certification enterprises, 8 "made in Zhejiang" brand certification enterprises, and 2 environmental protection product certification enterprises.

    Take the lead in exploring the construction of regional "zero-carbon" banking and insurance institutions (outlets), and promote banking and insurance institutions (outlets) to neutralize the carbon emissions generated in the process of construction and daily operation by installing roof photovoltaic and purchasing forestry carbon sinks, so as to achieve zero carbon emissions and help realize the value of forestry carbon sinks.

    We will raise the energy-saving design standards for new buildings and the energy-saving rate per unit area of new buildings, and incorporate the basic requirements of ultra-low energy consumption buildings into the compulsory code for engineering construction.

    We will actively integrate into the national unified carbon market and the integrated carbon inclusive market in the Yangtze River Delta, and promote various forms of trading practices such as carbon neutralization and enterprise performance trading in large-scale activities. 

    In 2021, it is planned to complete the filing of more than two forestry carbon sequestration projects and carbon neutralization of more than two large-scale activities, and promote three electric power enterprises to complete registration, quota accounting and payment in accordance with the requirements of the national unified carbon market.

    Apply for the increase of carbon emissions rights, emissions trading and other eco-environmental rights and interests trading varieties, strive to establish a provincial carbon trading market, and promote forestry carbon sequestration trading and carbon emissions trading.
