Measures for the Administration of Group Standards of Shaanxi Building Energy Saving Association

    Chapter I General principles. 

    Article 1 in order to strengthen the standardized management of the group standards of the Shaanxi Provincial Building Energy efficiency Association, and to better serve the members, the government, the service industry, the society and the employees, according to the relevant provisions of the State Council, such as the regulations on the implementation of the Standardization Law of the people's     Republic of China, the Reform Plan for deepening Standardization work, Guofa [2015] No. 13 and the regulations of Shaanxi Province on Standardization, and the measures for the Administration of Organization Standards of Shaanxi Province. 

    The Shaanxi Provincial Building Energy efficiency Association (hereinafter referred to as the Association) shall formulate and promulgate these measures in the light of the reality of the industry. 

    Article 2 the group standards referred to in these measures refer to the standards (technical guidelines, guidelines, regulations, atlas, etc.) that are formulated and promulgated by the association on the platform of the association, through a fast, flexible and efficient standardized market mechanism according to market demand, and organized and promulgated in accordance with the prescribed procedures, and are effective supplements to the national building energy efficiency standards, industry standards and local standards. 

    Article 3 these measures shall apply to the daily management of the establishment, compilation, revision, promulgation, implementation and supervision of the group standards of Shaanxi Building Energy efficiency Association. 

    Article 4 the standards of associations shall follow the following principles: 

    Chapter II organizational structure and Management. 

    Article 6 organizational structure. 

    (1) as the executive body of group standards, the Association is fully responsible for the management of group standards. 

    (2) the association shall set up a technical expert committee on engineering construction standards, which shall be used as the technical support for the formulation and revision of group standards, and shall be specifically responsible for the establishment and examination of group standards. 

    (3) for the formulation and revision of each organization standard, a standard compilation and revision group shall be established, which shall be composed of the editor-in-chief unit and the editor-in-chief unit, and the editor-in-chief unit shall be widely representative. 

    (4) the members of the compilation group shall have the corresponding professional theoretical level and rich practical experience. 

    The compilation team shall be subject to the management of the association and be responsible for the quality and progress of the group standards drafted. 

    Chapter III revision of Standards. 

    Article 7 the following conditions shall be met for the compilation of revised group standards: 

    (1) the editor-in-chief unit shall have the status of an independent legal person, generally no more than 2. 

    (2) to do a good job in the preliminary work for the compilation of standards, and implement the principal responsible persons of the chief editorial unit and the compilation group, with no less than 5 participating units. 

    (3) the technical content of the group standard is mature, advanced and reliable, and has the conditions for implementation and application. 

    (4) the establishment funds have been implemented to ensure the smooth implementation of the establishment work. 

    Article 8 the revision process of the group standard system includes the establishment of a project, soliciting opinions, technical evaluation, approval, release, review and abolishment, and no next procedure shall be carried out without passing or carrying out the previous procedure. 

    Each link is organized and implemented by the association.

    (1) the group standards are in line with national and local laws and regulations, as well as administrative regulations and administrative measures. 

    (2) to give priority to the formulation of group standards in areas where there are no national standards or industry standards, to meet the needs of industry development and market innovation, and to effectively protect the rights and interests of consumers. 

    (3) for national standards, industry standards and local standards that can no longer meet the needs of development, if the formulation and revision work cannot be carried out in a timely manner, group standards may be formulated first; group standards shall apply for inclusion into the national, local or industry standard system in due course. 

    (4) in order to speed up the promotion and application of scientific and technological achievements in safety, energy conservation, environmental protection, health and quality in the industry, group standards can be formulated first to provide more advanced technical standards for the industry. 

    (5) it has good application prospects and mature and advanced new technologies, new materials, new products, new equipment, new processes and new construction laws can be formulated as group standards, and support the integration of patented technologies and products into group standards. 

    Article 5 follows openness, fairness, transparency, voluntariness and consensus. 

    The technical standards of group standards are not lower than or stricter than national standards, industry standards and local standards, and should be forward-looking and leading in content and not contradict the current national standards, bank marks and landmarks.

    Section 1 Project Establishment and drafting. 

    Article 9 items booked by the group standard system (revision) shall be reported quarterly. 

    The urgently needed standard preparation projects related to national security, ecological security and public health shall be declared at any time, and the association will open a green channel to deal with them quickly. 

    Article 10 member units may individually or jointly apply for the establishment of group standards, and the joint application shall specify the lead unit, which shall be responsible for raising relevant expenses and liaison work for the formulation of group standards. 

    Article 11 member units and their relevant units shall submit the following materials for the establishment of group standards: 

    (1) "Application form for revising the Group Standard system of Shaanxi Building Energy efficiency Association" (Annex II). 

    (2) draft group standards. 

    (3) the fund-raising plan related to the revision of the group standard system. 

    (4) other documents that are helpful to explain the establishment of the standard project of the group. 

    The applicant shall ensure that the contents of the application materials for the establishment of the project are complete and accurate, and shall be responsible for the authenticity and legality of the contents of the materials. 

    Article 12 after receiving the submitted materials, the Association shall organize relevant technical experts for the construction of standards to examine the necessity and feasibility of the establishment of group standards, and form expert opinions for the demonstration of group standards (Annex III). 

    Article 13 after the application for the establishment of a project has been demonstrated and approved by the expert committee, the association shall make a public announcement on the website for seven working days, formally approve the establishment of the project without objection, and issue the preparation plan to the editor-in-chief; for the project with objection, inform the applicant unit of the problem for study and revision; if the project is not approved, the project shall not be established, and the project applicant shall be notified. 

    Section II soliciting opinions and submitting for trial. 

    Article 14 for an association group standard project that has been approved, the project applicant unit shall be responsible for organizing and setting up a group standard compilation group, formulating a work plan, determining the person in charge of the project, and submitting it to the association for examination and approval. 

    Article 15 the standard drafting group shall complete the drafting of the draft group standard for soliciting opinions and compiling instructions in accordance with the provisions of GB/T 1.1 "guidelines for Standardization work part 1: structure and preparation of Standards". 

    After all members of the standard drafting group confirm and agree on the draft group standard, they shall submit it to the association for public consultation (not less than 30 working days). 

    Article 16 the association shall supervise the standard compilation group to summarize and deal with feedback, and fill in the summary form for soliciting opinions on the reported group standards (Annex IV). 

    Article 17 the organization standard compilation group shall submit the group standards to the association for review, which shall include: 

    (1) submission of group standards for review. 

    (2) compilation notes (Annex V). 

    (3) Summary and processing form of soliciting opinions on group standards. 

    (4) other materials that are helpful to explain the standard. 

    Article 18 after the submission of examination materials, the association shall organize the technical experts of engineering construction standards to hold a group standard examination meeting after the preliminary examination of the draft of group standards and related materials. 

    Article 19 the association organizes to examine the standards submitted for examination and shall abide by the following provisions: 

    (1) the examination shall be conducted in the form of a review meeting, and the examination experts shall be selected from the technical expert database of the engineering construction standards of the Association, with a number of not less than 7. 

    (2) the participating experts or the experts of the participating units shall not serve as examination experts. 

    (3) the conclusion of the review shall be approved by not less than 80% of the review experts, and the conclusion of the review shall be reflected in the form of the minutes of the meeting. 

    If the examination fails, the technical experts of the engineering construction standards shall give opinions on re-soliciting opinions, re-examination or termination of the project. 

    Article 20 the group standard drafting group shall seriously deal with the examination opinions and form a summary and processing table of the group standard review opinions (Annex VI). 

    Article 21 the group standards examined and approved shall be submitted for approval after being revised by the standard compilation group in accordance with the examination and approval of experts.

    Section III submission for approval and examination. 

    Article 22 the following materials shall be submitted for approval of group standards: 

    (1) report and approval of group standards. 

    (2) compilation of notes. 

    (3) Summary and processing form of soliciting opinions on group standards. 

    (4) Group Standard Review form. 

    (5) the summary and processing table of the examination opinions of the group standards. 

    Article 23 after the submission of the standard application and approval materials of the group, it shall be examined by the association for the first time, and the standard application and approval materials of the group shall be submitted to the expert committee for examination and approval. 

    Section IV approval, issuance and Review. 

    Article 24 after being examined and approved by the technical expert group of engineering construction standards of the association, the group standard shall be formally issued by the association. 

    Article 25 the standard number and promulgation of the organization. 

After the group standard is approved, it shall be uniformly numbered and issued by the association in accordance with the group standard management measures of Shaanxi Province. 

The serial number is composed of group standard code (T /), social group code (SXBEEA), group standard sequence number and age number. 

    Article 26 the published group standards shall be submitted by the association to the provincial department in charge of industry standards for the record on an annual basis. 

    Article 27 the association shall organize the review work in accordance with the actual development of the industry and the implementation of the standards, and the review period shall generally not exceed 3 years. The association shall issue a review announcement after the conclusion of the review has been examined and approved by the technical experts of the engineering construction standards. 

    Article 28 the conclusion of the review shall give opinions on the continued validity, revision or abolishment of group standards, and shall be dealt with in accordance with the following circumstances: 

    (1) the group standard which is confirmed to be still valid shall not change the sequence number and age number of the group standard. When the standard is issued, the words "XXXX confirmed validity" shall be written under the group standard number on the cover of the standard. 

    (2) to confirm that the revised group standard shall be revised in accordance with the revision procedure of the group standard system, and that the serial number of the revised group standard shall remain unchanged, and the date number shall be changed to the newly released date number. 

    (3) the group standards that are confirmed to be abolished shall be abolished. 

    Section 5 Adjustment of group standard projects. 

    Article 29 the association shall promptly inspect the implementation of the group standard project and, if necessary, make adjustment suggestions, and the lead unit of the group standard shall fill in the application form for adjustment (cancellation) of the group standard project (Annex 7). Adjust or cancel the group standard project. 

    The adjustment of the group standard name should not go beyond the research scope of the original group standard project. 

    Article 30 the formulation period of group standards (from the establishment and approval of the project) is generally 24 months, and under special circumstances, the standard project may be extended for 6 months upon application. After the expiration of the cycle, the group standard compilation revision project that has not applied for extension or cannot be released within the time limit can be automatically cancelled.

    Chapter IV implementation of Standards. 

    Article 31 the compilation, revision and promotion of group standards shall be uniformly organized by the association, and member units and relevant enterprises shall actively cooperate; the association will promptly commend and reward units and individuals that have made positive contributions to the work of group standards. 

    Article 32 the Association encourages relevant units (enterprises) of the industry to actively adopt group standards and encourage group standards to apply for conversion to local standards, industry standards or national standards when conditions are ripe. 

    Article 33 the group standards issued by the association shall be adopted and publicly committed by the relevant units and strictly implemented; other units may adopt the group standards issued by the association voluntarily in accordance with the provisions of the association. 

    Article 34 after the publication of the standard, the association shall announce it on the website, publicize and report it in the relevant media, and uniformly organize the training, consultation and technical guidance related to the standard, as well as the relevant demonstration and testing activities in the process of implementing the standard. 

    Article 35 the copyright of group standards belongs to the association. Without the consent of the association, no organization or individual may reproduce, disseminate, print or distribute any part of the group standards for profit. 

    If patents are involved, they shall be implemented in accordance with the relevant provisions. 

    Article 36 for the compilation and implementation of group standards, the chief editorial unit shall raise funds on its own in accordance with the principle of "beneficiary investment" and the market-oriented way, and make a budget according to the actual needs of the revision of the standard project system, the revised funds of the standard system shall be earmarked for the use of reasonable funds. 

    Article 37 the association shall charge the editor-in-chief a certain management fee for each standard, which shall be mainly used for the manpower and operating costs in the standardization management work, and the charging standard shall be determined through consultation in a market-oriented manner. 

    Article 38 any organization or individual who has any objection to the group standard shall submit it in writing to the association. 

    Article 39 the Shaanxi Building Energy Saving Association shall be responsible for the interpretation of these measures. The group standards jointly managed by a number of organizations, and the relevant management requirements shall be determined by a number of organizations through consultation. 

    Article 40 these measures shall enter into force as of the date of promulgation.
