  In order to implement the Fifth Plenary Session of the 19th CPC Central Committee and the spirit of the 14th plenary session of the provincial party committee, consolidate and enhance the important position of the construction industry in the city's economic and social development, reform and innovation to lead the high-quality development of the construction industry, according to the "implementation of the views on promoting reform and innovation in the construction industry in Zhejiang high-quality development" (Zhejiang Government Office [2021] No. 19) and other documents, agreed by the municipal government, put forward the following implementation views.


  A. Development goals


  By 2025, the city's construction industry output value reached more than 240 billion yuan, the value added of the construction industry accounted for more than 6.5% of the city's gross domestic product (GDP), the cultivation of core competitiveness of general contracting, the whole process of engineering consulting enterprises and Wenzhou City construction enterprises "strong enterprises" more than 50, assembly-type building accounted for more than 35% of new The proportion of assembled buildings reaches more than 35%, steel structure buildings account for more than 20% of assembled buildings, intelligent site coverage reaches 100%, 12 provincial-level technology centers and 15 municipal-level technology centers have been built. Gradually form a new situation of construction industry with steady development of green building level, continuous optimization of industrial team, upgrading and innovation of construction technology, effective protection of engineering quality and safety, and significant improvement of industry governance ability.


  II. Key initiatives


  (A) promote the green development of the construction industry


  1. Accelerate the promotion of green building. Conscientiously implement the requirements of carbon peak, carbon neutral work, and revise the green building special planning. Upgrade the energy-saving design standards of new buildings, and implement mandatory standards for low-energy and ultra-low-energy buildings. Vigorously promote the energy-saving renovation of existing buildings, and orderly promote the energy-saving renovation and energy-efficiency improvement of administrative office buildings, government investment projects and large public buildings with high energy consumption and high carbon emissions, such as medical, hotel and commercial buildings. Increase the application of renewable energy, improve the application of renewable energy in new buildings, and enhance the comprehensive utilization of construction waste.


  2. Accelerate the industrialization of construction. Vigorously develop steel structure and other assembly-type buildings, and actively promote the pilot steel structure assembly-type housing. Encourage rural residents to use light steel frame structure, low-level cold-formed thin-walled steel structure and other steel structure system to build their own housing. New buildings should be strictly in accordance with the requirements of the green building special planning for the implementation of assembled construction, to encourage the use of steel structures and other assembled buildings as a priority. Assembly-type construction projects meet the requirements, approved by law, can be invited to tender as a technically complex class of projects. Commercial residential projects in the land transfer documents should be clear in the implementation of assembly-type construction requirements. Reasonably guide the construction of assembly-type construction industry base, strengthen land security, strictly control the quality of parts and components, and strengthen the standard leading.


  3. Accelerate the promotion of assembled decoration. Promote the separation of pipes and lines, integrated decoration technology, and gradually promote the application of integrated, modular building components such as integral kitchens and bathrooms. Strengthen the application of assembled decoration in commercial housing, and promote the deep integration of assembled decoration and steel structure and other assembly-type buildings. Future community projects in the land grant documents should be clear, not less than 20% of the residential floor space on the ground corresponding to the building monolith should be implemented assembly decoration.


  (B) promote scientific and technological innovation in the construction industry


  4. Strengthen digital leadership. Strengthen the integrated application of the Internet of Things, big data, cloud computing, artificial intelligence, block chain, CIM and 5G in the construction field. Strive to become a pilot city for new urban infrastructure construction, coordinate the construction of a city information model platform (CIM), solidify the digital reform support platform, converge and share the city's engineering digital results, and enhance the ability of multi-span digital collaboration. Steadily promote the comprehensive application of BIM technology in all stages of engineering construction, comprehensively enhance the level of informationization and wisdom of engineering construction and management, and encourage places with conditions to set up construction intelligent construction parks. Encourage enterprises to establish multi-party collaborative intelligent construction work platform for general contracting projects, strengthen the intelligent construction of upstream and downstream collaborative work, the formation of an industry chain covering design, production, construction, technical services. Play a leading role in government investment projects, encourage government investment in new public building projects and municipal bridges, rail transit, transportation hubs, etc., the implementation of BIM technology and special consulting services model.


  5. Strengthen intelligent governance. Implement quality and safety management wisdom, information technology, standardization project, accelerate the construction of safety risk census system to ensure the interoperability of information in various departments, all kinds of risk data dynamic database, accurate control. Promote the use of remote monitoring, automatic control, automatic warning and other facilities and equipment, and accelerate the construction and application of intelligent supervision systems for quality and safety throughout the life cycle of housing construction projects.


  6. Strengthen the innovation of science and technology system. Encourage local reliance on universities, research institutes and leading backbone enterprises to carry out industry-university-research cooperation. Gradually form a government-led, business-led, digital-led science and technology innovation system. Guide all kinds of innovation subjects to build a joint innovation carrier with technology development, transformation of results, technology services and other functions. Promote the construction of enterprise technology centers and academicians, post-doctoral workstations, and encourage special construction enterprises to strive for the establishment of national enterprise technology centers, first-class construction enterprises to establish municipal-level technology centers and above, and professional enterprises to establish technology research and development centers. Support enterprises to actively participate in the preparation of national standards, industry standards, local standards and national work methods, and support leading enterprises to unite with enterprises in the industry chain, universities and research institutes to form innovative consortia to declare scientific research projects and provincial collaborative innovation projects. Encourage places to increase the financial incentives for scientific and technological innovation results.


  (C) play a leading role in government projects


  7. Actively implement the new organization construction model. Actively promote the centralized organization and construction of government-invested projects. Promote the use of government investment projects by the unit itself to organize the construction of professional institutions formed by the government, the construction platform to focus on the organization of construction, investment, construction, supervision separation, and constantly improve the professional level of project management. Actively promote general contracting. Suitable for the use of general contracting of government-invested projects, state-owned funds holding projects to take the lead in the implementation of general contracting. Construction projects using general contracting mode meet the requirements, approved by law, can be invited to tender as a technically complex class of engineering projects.


  8. Actively promote the whole process of engineering consulting. Increase the cultivation of full-process engineering consulting enterprises, and support the transformation of special consulting enterprises to full-process engineering consulting enterprises through joint operation, mergers and acquisitions and reorganization. Using general contracting projects, take the lead in implementing the whole process engineering consulting services covering investment decision, construction implementation, operation and maintenance, etc., and encourage private investment projects to use the whole process engineering consulting services. To effectively improve the quality, shorten the duration and save investment in the whole process of engineering consulting units, encourage construction units to be rewarded according to a certain percentage of the benefits generated.


  9. Actively promote the construction process settlement. Solid promotion of the construction process settlement, the government and state-owned funds invested in the contract duration of 18 months and above the new construction projects, construction units and construction units should be carried out on both sides of the construction process settlement, to encourage private investment projects with reference to the implementation. The construction unit shall not complete the audit as a reason for the delayed settlement of the project and arrears, shall not be the audit results as the basis for the completion of the government investment projects, except as otherwise agreed in the contract or otherwise provided for in laws and regulations.


  (D) improve the level of quality and safety standards


  10. Accelerate the standardization of quality management. Deepen the implementation of the three-year action of quality and safety standardization, vigorously promote the implementation of quality responsibility, design source control and process technology implementation standardization. Sound regulatory system, strengthen the construction of engineering quality supervision team. Encourage the adoption of government purchase services, entrusted with qualified social forces to carry out project quality supervision and inspection and random testing. Promote the pilot project quality insurance, cultivate the project quality insurance market, and improve the project quality warranty mechanism. Construction units insured for project quality insurance in line with national and provincial provisions of the scope of warranty and warranty period, can be exempted from paying the corresponding property warranty, insurance costs are included in the cost of construction. Strengthen the quality of fully renovated residential engineering sub-family inspection, the implementation of third-party testing sub-family assessment. Actively advocate every construction must be excellent, in the bidding documents and construction contracts agreed to quality and price and other engineering quality incentive terms. Encourage building construction enterprises to actively declare the "Mayor's Quality Award".


  11. Accelerate the standardization of risk prevention and control. Promote the standardization of behavior, management procedures, field appearance order and protection stereotypes as the main content of the safety standardization construction. The full implementation of measures to curb major accidents, the key areas, key projects, key links to implement differentiated management, strict implementation of the hidden danger color management mechanism, the establishment of improved administrative law enforcement and criminal justice convergence mechanism, according to the law to punish production safety violations, forcing the implementation of safety responsibility. The introduction of third-party institutions involved in safety risk management, the full implementation of the construction of the field of safety production liability insurance.


  12. Strictly implement the project quality responsibility system. Strengthen the primary responsibility of the construction unit for the whole process of quality management of engineering construction and the main responsibility for the completion of acceptance, strict implementation of the project legal person responsibility system, the primary responsibility for engineering quality and safety according to law. Strengthen the main responsibility of the construction unit, the full implementation of the project quality and safety manual system, the key processes, key parts of the concealed project implementation of the sign acceptance, and improve the quality responsibility traceability system. Strengthen the collection of quality credit information on housing units, and pilot the credit evaluation of construction units and land concessions, housing pre (sales), administrative permits to simplify procedures, differentiated supervision and other matters linked to the creditworthy incentive and disciplinary system for failure to trust.


  (E) promote the transformation and development of the construction industry


  13. Promote the transformation and upgrading of enterprises. Take advantage of the opportunity of enterprise qualification reform, develop preferential policies to encourage enterprises to combine, merge, reorganize and upgrade their qualification levels, promote mixed ownership and project shareholding reform, establish a modern enterprise system with management, technology, capital and other elements participating in revenue distribution, gradually form an industrial agglomeration effect, and accelerate the pace of enterprise listing. Guide enterprises to expand into infrastructure and other professional fields. Support the transformation of backbone enterprises to construction industrialization enterprises, professional contracting enterprises to take the road of "specialization and precision".


  14. Strengthen the cultivation of backbone enterprises. Deeply carry out the construction enterprise "strong enterprise" and "growth enterprise" selection activities, give full play to the construction enterprise "strong enterprise" and "growth enterprise "Demonstrate the leading role, in the enterprise qualification upgrade, enterprise financing, engineering guarantee, credit evaluation and other aspects to give support. The establishment of the city's construction enterprises of the industrial alliance, drive the overall development of the industrial chain.


  15. Adhere to the open development of the market. Vigorously develop the construction industry headquarters economy, promote the development of construction clusters, and formulate relevant preferential policies to attract central enterprises and quality construction enterprises outside the city to set up headquarters or regional centers in Wen. Establish and improve the coordination mechanism for the development of the construction industry "going out", play the advantages of the national Wenzhou Chamber of Commerce and outside the Wenzhou business, Wenzhou enterprises, build a platform for the development of the industry at home and abroad, and improve the share of the construction market outside the city. The city enterprises contracted outside the city projects can participate in the city's municipal engineering quality award.   16. Strengthen the cultivation of industrial teams. Improve the mechanism of talent introduction and cultivation, play the role of the main body of training in the construction industry enterprises, and encourage leading enterprises and industry associations to declare professional skills level recognition institutions. Increase the training of construction workers in assembly-type construction and other efforts to implement a new apprenticeship system and modern apprenticeship system. Support team leaders with certain management capabilities to form professional work enterprises, according to the provisions of the policy of small and micro enterprises. Vigorously promote the spirit of craftsmanship, in-depth selection of Wenzhou craftsmen activities. Actively encourage the city's construction industry enterprises and various vocational and technical colleges, alliances, cooperation, the establishment of talent training base. Strengthen support for talent training bases in terms of land supply, site leasing and other elements. Incorporate the introduction of construction talents into the talent cultivation program at all levels. Implement the policy of renting and selling housing for talents, and coordinate the enrollment of children of introduced talents in schools and nursery schools.


  (F) to enhance government services and governance capacity


  17. Establish a unified construction market. Firmly establish the city's "one piece" thinking, not for extraterritorial enterprises to set barriers. In the bidding activities give full play to the role of credit supervision mechanism, not illegal to limit or exclude market players from participating in the construction market competition. In accordance with the principle of "who is on the project who gains, who contributes who benefits", reform the existing single tax allocation by project or by enterprise, unified tax source management. By the finance, taxation and housing and construction departments to study and develop tax redistribution work plan, the city's construction enterprises in the counties (cities, districts) between the financial tax revenue generated by the project location 80%, the enterprise location 20% ratio, the implementation of the total branch management model for unified distribution.


  18. Promote the reform of the bidding system. Implementation of the main responsibility of the bidders, adhere to the combination of merit and competitive bidding, the implementation of a variety of factors such as technical, commercial, credit and other comprehensive evaluation. Standardize the promotion of bidding "evaluation separation" reform, encourage construction, investigation, design, general contracting, the whole process of engineering consulting bidding using the "evaluation separation" approach. Accelerate the connection between the public resources trading platform at all levels and the supervision system of each industry, and promote the electronic bidding process.


  19. Strengthen the supervision of the construction market. Accelerate the construction market credit system construction, promote the application of unified credit evaluation system with quality and safety as the core, and introduce the implementation rules of municipal credit evaluation. Improve the credit information database, the credit system and administrative approval, bidding, supervision and random inspection, merit evaluation, engineering security and other matters related. Comprehensively carry out dynamic inspection and enforcement of enterprise qualification, personnel qualification and practice behavior, and further regulate the construction enterprise market clearance mechanism. The administrative departments of various industries should strengthen the special rectification of the construction market, actively carry out the inspection of the construction contract performance evaluation, and crack down on illegal issuance, subcontracting, subcontracting, dependency and other illegal and unlawful acts. Strictly in accordance with the construction market credit disciplinary system, the blacklisted construction market entities, as a key regulatory target.


  20. Effectively reduce the burden on enterprises. Further implementation of the reform of the security deposit system, the strict implementation of the guarantee of payment for construction work, effectively reduce the burden of construction enterprises, stimulate the vitality of the construction market entities, the failure to pay in full and on time for construction work caused by mass incidents and caused by quality and safety accidents, be held responsible according to law. The implementation of the margin differential payment, credit evaluation results of the highest level of construction enterprises can be exempted from paying the tender deposit for government investment projects, credit evaluation results of the next highest level of construction enterprises can be reduced by half to pay the tender deposit for government investment projects.



  III. Guarantee measures


  (A) strengthen organizational leadership. The relevant units to strengthen the linkage, increase the services and support for construction enterprises, coordination to solve the difficulties and problems faced by the development of enterprises, the full release of policy dividends, guide enterprises to use the full support policies.


  (C) increase financial support. Actively expand the range of collateral, support construction enterprises to construction materials, engineering equipment, engineering projects, etc. as collateral for loans. Support financial institutions for the construction industry enterprises to provide financial services such as pledging accounts receivable and issuing bonds to finance. Incorporate steel structure and other assembly-type buildings and high-star green buildings into the scope of green finance key support. Support eligible enterprises and projects by opening up green channels, increasing credit support and reducing financing costs.


This opinion shall take effect from January 1, 2022.
