Relevant Officer of Ministry of Housing and Urban-Rural Development Interpreted the Technical Guidelines for Green Construction (Trail)

  In order to implement the major decision of the CPC Central Committee on emission peak and carbon neutrality, practice the requirements of "Opinions of the General Office of the State Council on Promoting the Sustainable and Sound Development of the Construction Industry" (No. 19 [2017], General Office of the State Council), and "Notice of the General Office of the State Council on Forwarding the Guiding Opinions of the Ministry of Housing and Urban-Rural Development on Improving the Quality Assurance System and the Quality of Construction Projects" (GBH, [2019] No. 92), promote the high-quality development of the construction industry, and promote the green construction, the General Office of the Ministry of Housing and Urban-Rural Development issued the "Technical Guidelines for Green Construction (Trail)" (hereinafter referred to as the "Guidelines") on March 16, 2021, specifying the general requirements, main targets and technical measures for green construction, which is an important document to guide the green construction work and promote the transformation and upgrading of the construction industry and the green development of urban and rural construction at present and in the future. The relevant person in charge of the Engineering Quality and Safety Supervision Department of the Ministry of Housing and Urban-Rural Development interpreted the content of the "Guidelines".


  What is the background of the "Guidelines"?


  General Secretary Xi Jinping pointed out that the joint efforts of Made in China, Created in China and Built in China continue to change the look of China. The construction industry is the pillar industry of the national economy and has made important contributions to the economic and social development and improvement of people's livelihood in China. But at the same time, the construction industry is still facing some problems, such as large resource consumption, high pollution emission, and extensive construction methods. There is still a gap between the construction industry and the new development concept of innovation, coordination, green, opening and sharing. At the 2020 United Nations General Assembly, China pledges to strive for achieving emission peak by 2030 and carbon neutrality by 2060. Therefore, the transformation and development tasks facing the construction industry are very arduous.


  In order to promote the transformation, upgrading and green development of the construction industry, Minister Wang Menghui presided over the compilation of the textbook "Green Construction and Transformational Development" in the series of textbooks "Urban and rural Construction Committed to Green Development" in 2019, systematically putting forward the concept, development goals and implementation path of green construction. In 2020, the Ministry of Housing and Urban-Rural Development issued the "Letter on the Implementation of Green Construction Pilot Work" and carried out the green construction pilot projects in Hunan, Shenzhen of Guangdong and Changzhou of Jiangsu to explore a technology system, management system, implementation system and quantitative assessment evaluation system of green construction that can be replicated and promoted, and create experience for the implementation of green construction in other regions of the country.


  To further standardize and guide the pilot work of green construction, the Ministry of Housing and Urban-Rural Development, on the basis of in-depth investigation and research, organized the compilation of guidelines and put forward key technical points in the whole process of green construction to guide the technical direction of green construction.


  What are the connotations and main features of green construction?


  Green construction is an engineering construction activity that uses the construction method conducive to the conservation of resources, the protection of the environment, the reduction of emissions, the improvement of efficiency and the guarantee of quality to realize the harmonious coexistence between man and nature through scientific management and technological innovation in accordance with the requirements of green development.


  Green construction fully considers the quality, safety, efficiency, environmental protection and ecology of construction projects, adapts measures to local conditions, adheres to the integration and coordination of the whole process of planning, design, construction and delivery, and emphasizes the attributes and characteristics of greenization, industrialization, informatization, intensification and integration of construction activities.


  What are the main content of the "Guidelines"?


  The "Guidelines" are divided into general provisions, terminology, basic provisions, green planning, green design, green construction and green delivery. The chapter of "Green Design" clarifies the work content that needs to be carried out, including the implementation path and related indicators of greenization, industrialization and informatization, and defines the responsibilities of the parties. The chapter of "Green Design" specifies the requirements for promoting the integrated design of building, structure, electromechanical and decoration, exploring collaborative design of design, production, procurement and construction, and guiding standardized design of prefabricated buildings. The chapter of "Green Construction" puts forward the technical requirements for optimal design, resource saving, emission reduction, intelligent technology application, etc. And the chapter of "Green Delivery" emphasizes comprehensive performance adjustment, clarifies the main content and evaluation mechanism of green construction effect evaluation, and puts forward the requirements of digital delivery.


  What are the main technical requirements of green construction?


  First, adopt systematic integrated design, lean production and construction, and integrated decoration to strengthen the promotion and application of new technologies and improve the overall industrialization level of construction methods.


  Second, combine with actual needs and effectively use BIM, IoT, big date, cloud computing, mobile communication, block chain, AI, robot and other related technologies to improve the overall informatization level of construction methods.


  Third, adopt the general engineering contracting, whole-process engineering consulting and other organizational management methods to promote the in-depth coordination of design, production, and construction, and improve the overall intensification level of construction management.


  Fourth, strengthen the communication and cooperation between upstream and downstream enterprises in the whole industry chain of design, production, construction and operation, strengthen professional division of labor and social cooperation, optimize resource allocation, and build a green construction industry chain to improve the overall industrialization level of the construction process.


  What provisions have been made for carbon emission reduction in the "Guidelines"?


  First, it is stipulated that high-strength, high-performance, high-durability, corrosion-resistant, and anti-aging materials should be preferred to extend the service life of buildings, reduce the frequency of component replacement, reduce raw material consumption from a long-term perspective, and achieve source emission reduction.


  Second, it is stipulated that a collaborative design mechanism covering different stages of design, production, and construction should be established, and the collaborative deepening design of spaces, components and parts should be carried out in accordance with the principles of standardization and modularization. Through the pre-participation of production and construction parties, mistakes, omissions and defects in the design are avoided, the adaptability of parts and components is improved, the ease of engineering is improved, and the waste of rework is reduced.
