  1. Performance

  2. Support scope


  Green Finance's key support for green buildings is ultra -low energy consumption buildings, star -rated green buildings, renewable energy applications, prefabricated buildings, existing construction energy conservation and green transformation projects.


  (1) Ultra -low energy consumption building. Refers to the design and construction of ultra -low energy consumption buildings. Among them, passive ultra -low energy consumption buildings must meet the "Passive ultra -low energy consumption building energy -saving design standards" (DB13 (J)/T 8359) or "Passive ultra -low energy consumption public building energy -saving design standards" (DB13 (J)/T 8360) Requirements; nearly zero -zero -energy consumption buildings need to meet the "Technical Standards for Near -Zero Energy Consumption" (GB/T 51350).

  (2) Star green building. Refers to the design and construction of star green buildings. The building needs to meet the "Green Building Evaluation Standards" (DB13 (J)/T 8427), "Green Building Evaluation Standard" (GB/T 50378), "Green Industrial Building Evaluation Standard" (GB/T 50878) and other standards The requirements for the standards of the level and above meet the relevant requirements of the "Green Terminal Standards" (MH/T 5033), the "YC/T 396) of the Tobacco Industry Green Workshop Evaluation Standard.

  (3) Renewable energy application. Refers to the design and construction of building renewable energy application systems, which must comply with the "General Specifications for Building Energy Conservation and Renewable Energy Use" (GB 55015), and at the same time meet the "Application Technology Standards for Civil Building Solar Hot Water System" (GB 50364), "Architecture) "GB/T 51368)," Technical Specifications for the Engineering of Geological heat pump systems "(GB 50366), and" Evaluation Standards for Renewable Energy Construction Application Evaluation Standards "(GB/T 50801) and other standard requirements.

  (4) Prefabricated buildings. Refers to the design and construction of assembly buildings, which must meet the "Pretending Wood Structural Building Technical Standards" (GB/T 51233), "Pretending Steel Construction Technology Standard" (GB/T 51232) "(GB/T 51231) and other national standards, the building must meet the" prefabricated building evaluation standards "(GB/T 51129) A and above standard requirements.

  (5) The existing building energy conservation and green transformation. Refers to the implementation of energy conservation and green transformation of existing buildings, which must be in line with the "Technical Regulations for Energy Conservation Reconstruction of the Hanging Building" (JGJ/T 129), "Technical Standards for Energy Conservation Reconstruction of Public Buildings" (DB13 (J) 121), "DB13 (J) 121)," There are standards such as the Evaluation of Green Reconstruction Evaluation (GB/T 51141) and other standards.


  3. Support measures


  Financial institutions provide key support for green building projects that meet the requirements. In terms of credit quota, priority to ensure green building credit (in terms of interest rate pricing, continuously release the potential of LPR reform, guide financial institutions to reduce the level of loan interest rates of green construction projects, and promote the steady decline in the comprehensive financing cost of enterprises; Take the "Green Channel" model, prioritize acceptance, priority approval, and priority.


  Insurance institutions provide green building comprehensive insurance services for green building projects that meet the requirements, improve the insurance terms and service content, and make a closed -loop management of the entire process of compensation for the entire process of compensation.


  Fourth, application conditions


  (1) Basic conditions


  1. The borrower must meet the basic requirements of financial institutions on green credit borrowers.

  2. Green construction projects need to obtain pre -evaluation prices issued by the city -level housing and urban and rural construction departments where the project is located.

  3. The development, construction, and supervision of green construction projects should have good credit records.

  (2) Optional conditions


  Ultra -low energy consumption buildings, star green buildings, renewable energy applications, prefabricated buildings, existing buildings, and green transformation projects issued by qualified insurance institutions.


  Five, handling process


  (1) Project pre -evaluation

  1. After the construction of the construction project is completed, the construction project is approved by the city -level housing and urban and rural construction departments where the project is located.

  2. After the city -level housing and urban and rural construction departments are reviewed, publicized, and announced, they will issue a pre -evaluation certificate on projects that meet the scope of support.


  (2) Credit application, review and distribution

  3. The construction unit submits written applications and related materials in accordance with the requirements of financial institutions, and supplements the materials in time.

  4. After the financial institution accepts credit applications, the green building credit is included in the green channel, and the preliminary screening, due diligence, project evaluation, loan review, loan approval and other links will be completed as soon as possible to ensure that the loan will be issued as soon as possible.


  (3) Post -loan management

  5. Construction units should strengthen project management to ensure that the use of funds is consistent with the application of loans. After the project is completed, the completion evaluation certificate issued by the municipal housing and urban and rural construction departments should be obtained. Star green construction projects should also obtain the corresponding level logo.

  6. Financial institutions shall continue to carry out evaluation, monitoring and statistical analysis after loan issuance, strengthen the flow of funds after loan to monitoring, and strictly prevent funds from flowing to non -green construction fields.

  7. For star -rated green construction projects that are unqualified or not obtained by completion evaluation, financial institutions need to start green finance exit procedures.


  6. Supervision and management


  (1) The housing and urban and rural construction departments of each city (including Dingzhou, Xinji City and Xiong'an New District, and the same below) are responsible for the supervision of the city's green building development and related activities, and actively touch the financing needs of green construction projects. Pre -evaluation of green building project organizations applying for green credit; guiding the supervision and supervision and construction units to build green construction projects in strict accordance with the planning and construction drawing design documents; after the project is completed, the completion evaluation work is organized in accordance with relevant standards.

  (2) The city center sub -branch is responsible for the overall coordination and orderly promotion of the city's green credit work. Carry out green credit and financial statistics, manage the green credit statistics of various financial institutions; support and guide financial institutions to establish and optimize the credit management system that meets the characteristics of green construction projects, optimize the credit approval process, and use the risks to control green Building projects increase support and reduce the cost of green credit; the green building projects that meet the requirements are included in the field of green credit management; guiding all financial institutions to apply for preferential green credit policies from superiors.

  (3) The Banking Bureau of China Insurance Regulatory Bureau is responsible for guiding bank insurance institutions to actively innovate financial products and services on the premise of compliance and risks in accordance with laws and regulations and controlling risks.

  (4) Local financial regulatory bureaus of each city are responsible for the financing docking of green construction projects with financial institutions. According to the specific financing needs of green construction projects, carry out promotion to relevant financial institutions, and organize relevant departments to organize various forms of financing docking activities to guide financial institutions on the basis of implementing national credit policies and controlling risks.   Seven, guarantee measures


  (1) Fresh information communication. All functional departments should establish an information communication mechanism, promote information sharing, form a joint force, and create necessary conditions for bank insurance institutions to obtain green building project information.

  (2) Improve professional ability. All levels and departments should strengthen the study of relevant policies, regulations, and standards of green finance and green buildings through training and introduction of external technical resources.   (3) Promotion of innovative products. Encourage financial institutions to focus on the green construction industry chain and innovate the development of green financial products and models suitable for Hebei provincial conditions. Encourage insurance institutions to actively explore the development of green building insurance products, such as green building performance insurance, potential defect insurance insurance for engineering quality, and production safety liability insurance to build a green building insurance service system to protect the rights and interests of relevant parties.
