Chapter 1 General Principles

The relevant requirements of the "Regulations on the Development of the Green Building of Ningxia Hui Autonomous Region", give full play to the role of fiscal capital incentives, and formulate these measures in combination with the actual situation of the autonomous region.

Article 2 The capital and low -carbon demonstration project funds (hereinafter referred to as demonstration project funds) of the urban and rural construction of the autonomous region refer to the requirements of the relevant standards and standards of the state and the autonomous region. It is used to demonstrate the financial award funding for the construction of green low -carbon high -quality development projects in urban and rural construction in the region.

Article 3 The funding of demonstration projects adheres to the principles of openness, fairness, and fairness, shall implement special, special management, and accept social supervision.

Article 4 The application, review, and approval of the demonstration project shall be responsible for the unified guidance and supervision and management of the Housing, Urban and Rural Construction Department, and the Finance Department of the Autonomous Region. Demonstration project technical review and guidance services and other specific work entrusted the construction technology and industrialization development center of the autonomous region.

The administrative departments of housing and urban and rural construction of each city, county, and counties are responsible for the organization and implementation of demonstration projects in their own jurisdictions.

Chapter 2 Demonstration Project Scope and Awards Standards

Article 5 Demonstration project funds focus on support the following eight categories of projects:

(1) Green building evaluation logo project;

(2) Prefabricated architectural demonstration projects: mainly include prefabricated building demonstration bases, prefabricated building demonstration projects, etc.;

(3) Energy -saving demonstration projects: mainly include near -zero energy consumption building, near -zero energy consumption rural houses, building energy audit and building energy consumption monitoring and evaluation, etc.;

(4) The existing building green renovation demonstration project: mainly includes a building project that obtains the existing building green transformation evaluation logo;

(5) Demonstration project of renewable energy building application: mainly includes the use of solar energy, geothermal energy, sewage waste heat, wind energy, air energy, biomass energy and other demonstrations of heating, cooling water supply, power supply lighting, and cooking of the building project;

(6) New technology application demonstration project in the field of green construction;

(7) Green building supporting capacity building project: mainly including green buildings, prefabricated buildings, green building materials and new wall materials, building energy saving, renewable energy production application related regulations and policies, standard quota preparation, major topic research, key technologies, key technologies R & D, and project consultation, review, performance evaluation, etc.;

(8) The state clearly requires local demonstration projects related to policies to support policies.

Article 6 If the implementation plan passes the review, or the relevant departments of the autonomous region and above are accepted and evaluated, and the relevant certificates and qualification certificates are obtained in accordance with the following standards:

(1) Demonstration items for obtaining green building logo are given to the construction area: 20 yuan/square meter in one -star, and a single project award is not more than 1 million yuan; two -star 35 yuan/square meter, a single project award Make -up funds do not exceed 1.75 million yuan; Samsung level is 55 yuan/square meter, and a single project award -made funds are up to 2.75 million yuan. The Housing and Urban -Rural Development Department of the Autonomous Region and the Urban -Rural Development Department and the Finance Department can adjust the award and supplementary standards appropriately according to the number of projects and construction area of the green building evaluation.

(2) Prefabricated building demonstration projects will be given to the award according to the construction area: A -level 80 yuan/square meter, a single project award -made funding for not more than 1.6 million yuan; AA level 100 yuan/square meter, and a single project award -made funding funds does not exceed 200 200 10,000 yuan; AAA -level 120 yuan/square meter, a single project award -making funding for up to 2.4 million yuan. (3) For the ultra -low energy -consuming construction project, the award standard is 600 yuan/square meter, and the single project award is up to 3 million yuan. A single project award -making funds do not exceed 4 million yuan; zero -energy consumption construction project award standard is 1,000 yuan/square meter, and a single project award -replenishment funds shall not exceed 5 million yuan; nearly zero energy consumption rural residential projects, the reward standard is 600 For yuan/square meter, a single project award -making funding for up to more than 80,000 yuan.

(5) Fixed subsidies for renewable energy application demonstration promotion projects, county (city, district) in principle does not exceed 4 million yuan (upper limit). In principle, the subsidy of renewable energy application technology innovation and pilot construction projects does not exceed 500,000 yuan (upper limit).

(6) For products obtained from green building materials certification, in accordance with the "Green Building Materials Product Holding Certification Catalog (First Batch)", a large product reward of 100,000 yuan is obtained, an increase of 20,000 yuan for each product type.

(7) Demonstration projects for new technology application of green construction technology shall determine the award -rewarding standards by the Housing and Urban -Rural Development Department of the Autonomous Region and the Urban and Rural Construction Department and the Autonomous Region Finance Department. Green building supporting capacity building projects will provide subsidies based on the completion of the content, application effects, and economic and social benefits according to the actual construction.

(8) Demonstration project funds for building energy audit and building energy consumption monitoring and evaluation are determined according to government procurement results. The state clearly requires local provision -supported construction energy -saving and green building -related demonstration projects, and gives financial support according to specific circumstances.

Chapter 4 Project Declaration and Audit and Acceptance

Article 7 The application demonstration project shall obtain the project approval, construction land, planning, construction, environmental protection, acceptance and other licenses and completion inspection filing documents in accordance with the law and no quality and safety accidents during the construction process.

(1) Green building demonstration project. It meets the standard of green building evaluation and obtains the evaluation of green buildings; the construction area of one -star residential building is more than 10,000 square meters, and the construction area of two -star and three -star residential buildings is more than 5,000 square meters; The construction area of three -star public buildings is more than 2,000 square meters;

(2) Pretending building demonstration base. Comply with the construction requirements of the autonomous region's prefabricated building demonstration base, through the identification of the prefabricated building demonstration base organized by the autonomous region;

(3) Pretending building demonstration project. To comply with the national or autonomous region assembly building evaluation standards, through the assembly of the autonomous region's prefabricated building;

(4) Near -zero -zero -energy consumption building demonstration project. Meeting the energy consumption indicators in the "Near -Zero Energy Consumption Construction Technology Standards" (GB/T51350), the construction area is greater than 1,000 square meters, and the review of the near -zero -energy consumption building demonstration project through the autonomous region;

(5) Nearly zero energy consumption rural residential projects. The design energy conservation rate of demonstration projects should reach 75%or more (including 65%energy -saving design standards+renewable energy utilization rate) building energy conservation standards.

(6) There are existing demonstration projects for building green renovation. The autonomous region's acceptance and evaluation should be passed and the star -level existing architectural green transformation evaluation logos should be obtained. The residential building reconstruction area is greater than 10,000 square meters. The same demonstration project only provides demonstration support in the scope, such as: Green Building Demonstration Project can only declare one of the one -star, two -star, and three -star green building demonstration.

Article 8 The funds of the application for demonstration projects must be fulfilled in the following procedures:

(1) According to the national and autonomous regions to achieve carbon peak carbon and carbon neutralization and promotion work requirements in the construction field, the Housing and Urban -Rural Development Department of the Autonomous Region will issue a notice of the next year's demonstration project replenishment funds before the end of August of the Autonomous Region;

(2) According to the principles of territorial management, the city, county (district) housing urban and rural construction and financial authorities have conducted preliminary review of the project application materials, and submitted the autonomous region's housing, urban and rural construction department and the autonomous region finance department before the end of January that year.

(3) The Housing and Urban -Rural Development Department of the Autonomous Region, together with the Autonomous Region Finance Department, organized experts to review the demonstration project by the end of April of that year. The project through the review was announced by the Housing and Urban -Rural Development Department of the Autonomous Region for 5 working days on its portal. The publicity period is included in the demonstration project plan as a basis for the special fund awards.

Article 9 The following materials must be submitted to the funds of the demonstration project:

(1) Project application form;

(2) Project implementation plan;

(3) Relevant licenses or certification documents such as project establishment, land, planning and other relevant license (farm house demonstration projects shall provide relevant license or certification documents such as collective construction land (homestead) and rural construction planning);

(4) Other materials provided by the project declaration notification document.

Article 10 If one of the following circumstances, it will not pass the demonstration project application:

  (1) Intellectual property rights are controversial;

  (2) The project has received financial awards from other channels;

  (3) The implementation plan of the demonstration project without authorization;

  (4) If it does not meet the current policies and regulations of the state and autonomous region.

Chapter 5 Supervision and Management

Article 11 The green low -carbon high -quality demonstration project in the urban and rural construction field of the autonomous region meets the current management of the current project project or the relevant provisions of the government procurement in accordance with its regulations.

Article 12 The application unit of demonstration project funds shall be organized in strict accordance with the approved demonstration project implementation plan and shall be responsible for the authenticity of the application materials.

Article 13 Demonstration project implementation unit is the responsible subject of project implementation and fund use. It is responsible for the compliance and effectiveness of the use of funds. , Check the audit and other work.

Article 14 Municipal, county (district) housing, urban and rural construction, and financial authorities shall incorporate the construction of territorial demonstration projects into the scope of supervision, fulfill the supervision of quality and safety, fund use supervision, and project performance management. Those who fail to construct or use funds in accordance with the implementation plan are ordered to be rectified within a time limit and report to the Housing Urban and Rural Construction Department of the Autonomous Region and the Finance Department of the Autonomous Region.

Article 15 The Housing and Urban -Rural Development Department of the Autonomous Region shall, together with the autonomous region's financial department, shall perform supervision of the project in accordance with the law.

Article 16 If there is one of the following situations during the implementation process, the Housing and Urban -Rural Development Department of the Autonomous Region and the Urban -Rural Development Department will cancel their demonstration project qualifications and recover the award -making funds. Reverse the company's bad credit records and announce the exposure to the society.

(1) Those who fail to organize the implementation plan of the application;

(2) If the construction document is not constructed in accordance with the construction drawing, the change of major projects without authorization is not approved;

(3) Reduce standards and deliberately extend the construction or acceptance period, and have not passed the assessment and acceptance after the rectification;

(4) Provide false information and deceive the award -made funds through unfair means;

(5) Others who do not meet the relevant current laws and regulations of the state and autonomous regions.

Article 17 Divisions, units or individuals who have identified fraud, interception, crowded, and embezzling demonstration project funds that have been identified by audit institutions shall be transferred to the judicial organs according to the relevant state regulations, and the suspected crime is transferred to the judicial organs.

Article 18 The municipal, county (district) housing and urban and rural construction, and the staff of the financial department in the project review, acceptance, and fund allocation will be negligent, abuse of power, and fraud in private. Accountability is transferred to judicial organs for suspected crimes.

Article 19 These Measures are explained by the Department of Finance, Housing, and Urban -Rural Development.

Article 20 These Measures will be implemented from the date of release, and the end of 2025. The "Interim Measures for the Management of Special Fund Management of Pilot Demonstration Projects of Renewable Energy Application for Renewable Energy Application" (Ning Cai Jianfa [2010] No. 688) is abolished at the same time.
