I. Scope of implementation


In principle, prefabricated or passive ultra-low energy consumption buildings shall be adopted for construction projects invested or led by the government and new public buildings with a single building area of more than 5000 square meters within the administrative region of the city. All commercial housing development projects shall implement the requirements for the proportion of prefabricated buildings in accordance with the annual targets. For the project with a total land area of 50 mu, the transferred residential building land or a total building area of 100,000 square meters or more, it is clear in the planning conditions that no less than 10% of the passive ultra-low energy consumption buildings should be built.


Second, policy support


(1) floor area ratio reward


In the process of planning approval and acceptance, if the commercial housing building is constructed in the prefabricated way and the assembly rate reaches more than 50% (including), the floor area of the prefabricated part of the external wall (not exceeding 3% of the total planned floor area) shall not be included in the floor area ratio of the transaction land; For the project that reaches the evaluation grade A or above, 4% of the planned total construction area will not be included in the project floor area ratio.


For projects built with passive ultra-low energy consumption buildings, the increased floor area due to wall insulation and other technologies will be rewarded within 9% of the above-ground floor area, and the rewarded floor area will not be included in the project floor area ratio.


Prefabricated or passive ultra-low energy buildings can not be included in the area of floor area ratio, and the land price and urban infrastructure support fee will not be added.


(2) Adjusting the pre-sale funds supervision


For projects built using prefabricated or passive ultra-low energy building technologies, the following policies shall be implemented for pre-sale capital supervision:

2. Real estate development enterprises shall change the mode of capital withdrawal and use to set, instead of building. 3. (4) Construction policies


The following construction policies apply to prefabricated and passive ultra-low energy buildings:


1. Heavy pollution weather does not stop work. When the "Hebei Province Heavy Pollution Weather Emergency Plan" level Ⅰ emergency response measures are released, the construction sites of prefabricated and passive ultra-low energy consumption buildings may not be suspended, but they shall not be engaged in excavation of earth and rock, stone cutting, muck transportation, painting and painting and other operations that discharge air pollutants.


2. Implement "zero penalty" ecological and environmental law enforcement. The law enforcement of ecological environment shall be carried out by means of informing, reminding and helping. Except for the cases of malicious violations, no fines shall be adopted to deal with the violations of ecological environment, so as not to be punished for minor offenses, for the first time, or for non-intentional offenses.

Within the scope of their functions and on the basis of ensuring safety, the public security and transportation departments provide support to vehicles carrying ultra-high and ultra-wide parts (precast concrete members, steel members, etc.) in transportation and smooth traffic.


3. Other work requirements


(1) Strengthening land use for prefabricated and passive ultra-low-energy buildings and implementing all aspects of the plan.
