In order to thoroughly implement the decision and deployment of the CPC Central Committee and The State Council on carbon peaking and carbon neutrality, further improve the level of building energy conservation, and vigorously promote the construction of ultra-low energy consumption buildings in our province, our Department will carry out the application of demonstration projects of ultra-low energy consumption buildings throughout the province. The relevant matters are hereby notified as follows:

I. Declaration requirements

To declare the subject

For municipal and county projects, the project construction unit shall submit the application materials to the housing and urban and rural construction department of the city (place) and county (city) where the project is located, and submit the application materials to the provincial housing and urban-rural Development Department after being examined and approved by the local housing and construction department and the finance department to the local people's government.

Declare the conditions

The applied projects shall be the new or reconstruction projects within the administrative region of our province, which are started from January 1 to December 31, 2022, with the goal of constructing ultra-low energy consumption buildings. According to the national Technical Standard for Near-Zero Energy Consumption Buildings GB/T 51350-2019, the Energy-saving Design Standard for Ultra-Low Energy Consumption Residential Buildings of Heilongjiang Province DB23/T 3337-2022 or the Energy-saving Design Standard for Ultra-Low Energy Consumption Public Buildings of Heilongjiang Province DB23/T 3335-2022, It shall also comply with the provisions of Article 7 of the Notice on the Issuance of Interim Measures on the Management of Awards and Subsidies for Demonstration Projects of Ultra-Low Energy Consumption Buildings in Heilongjiang Province (Black Wealth Regulation Review (2022) No. 4).

2. Application materials

Demonstration project application shall submit the following information:

1. Application for ultra-low Energy Consumption Building Demonstration Project in Heilongjiang Province;

2. Construction permit of construction project;

3. Construction drawing examination certificate, complete set of electronic construction drawings and energy saving reports, etc.;

4. Performance table of demonstration projects.

3. Application process

1. Organize the declaration. The project applicant shall prepare the demonstration project application materials as required, and submit the full set of application documents (stamped scanned version) to the Construction information collection system of ultra-low Energy consumption Building Project in Heilongjiang Province before October 28, 2022.

2. Project selection and publicity. The Provincial Department of Housing and Urban-Rural Development and the provincial Department of Finance shall organize experts to review, demonstrate and verify the application materials of various localities and departments, and formulate the annual ultra-low energy consumption demonstration project in combination with the budget arrangement of annual awards and subsidies. The approved demonstration projects will be publicized on the website of the Provincial Department of Housing and Urban-Rural Development for 7 days, and the projects with no objection after the publicity period will be determined as ultra-low energy consumption building demonstration projects in Heilongjiang Province.

4. Other matters

1. Support the winners according to the requirements of the "Interim Measures for the Management of Awards and Subsidies for Demonstration Projects of Ultra-Low Energy Consumption in Heilongjiang Province".

2. Publicize and promote the selected projects to provide replicable and scalable experience for the construction and operation of ultra-low energy consumption buildings in our province.

3. The provincial housing and construction department, provincial departments of selected for low energy consumption of building demonstration project in heilongjiang province implements the prize for the whole process of budget performance management of funds, to strengthen the performance management by objectives and performance targets audit strictly, release budget synchronous release performance indicators, performance evaluation, found illegal use of funds and other major issues, will be in accordance with the rules of the project.
