Chapter I General provisions

Article 1 In order to create a good investment environment, promote the sustainable and healthy development of economy, and build a high-quality pioneering urban area of sustainable development, According to the "Measures for the Management of Shenzhen Luohu District Special Fund for Industrial Development" (hereinafter referred to as the "Measures"), "Rules for the Implementation of Shenzhen Luohu District Special Fund for Industrial Development (to attract Investment)", "Rules for the Implementation of Shenzhen Luohu District Special Fund for Industrial Development (to help enterprises develop with High quality)", "Rules for the Implementation of Shenzhen Luohu District Special Fund for Industrial Development (Scientific and Technological Innovation)" (the following brief Called "1+3") and other policy documents, combined with Luohu District's high-quality economic development requirements and industrial development orientation, the work measures are formulated.

Article 2 The support funds involved in these measures shall be implemented in accordance with the Measures; Related to government industrial housing, talent recruitment, talent support, listed financing, industrial agglomeration development, investment incentives, in accordance with the relevant administrative measures and policy documents.

Article 3 The objects of support applicable to these measures include:

(1) Construction enterprises engaged in construction, decoration, design, supervision, survey, consulting, property services and other construction enterprises (hereinafter referred to as construction enterprises) that operate normally in Luohu District according to law, pay taxes according to law, and are included in Luohu statistics according to law;

(2) Units investing in the implementation of prefabricated buildings, green buildings and energy-saving renovation projects of public buildings in Luohu District.

The second chapter supports the development of enterprises

Article 4 Encourage enterprises to settle down

Starting from Jan 1, 2022, newly relocated or established construction enterprises will be eligible for hukou support according to conditions. If the newly moved or established construction enterprises meet the standards of the headquarters, relevant policies of the headquarters enterprises can be implemented.

Article 5 Enterprises shall be encouraged to obtain qualifications

Construction enterprises that have newly obtained the super grade general construction contracting qualification and comprehensive engineering design qualification will be awarded RMB 5 million for each qualification; Newly obtained Grade A general construction contracting qualification, Grade A engineering design industry qualification, each qualification will be awarded RMB 2 million; Newly obtained Class A qualification of engineering design specialty will be awarded RMB 500,000 for each qualification. If the same enterprise obtains more than one qualification in the same year, it will be rewarded according to the principle of "no repetition".

Article 6 Encourage standardized development of enterprises

For construction enterprises that meet the national standards and are successfully incorporated into the National Statistics Network Direct reporting platform (hereinafter referred to as the platform) for the first time in the previous year, they can be given a one-time reward of up to 150,000 yuan according to conditions. As for the above enterprises, they will be given a one-time growth reward of up to RMB 200,000 after normal operation for more than 2 years (including) after being included in the platform. This support is issued to the personal account of the management team, and the specific list of the team is provided by the enterprise.

Article 7 Encourage enterprises to grow and generate income

According to the conditions, the maximum growth and income generation support of 1 million yuan can be given to the normal operation of construction enterprises in the previous year. The financial support can be divided into basic reward and growth reward.

Article 8 Enterprises shall be encouraged to achieve excellent rating

For the construction enterprises registered in Luohu District for more than one year, the projects that participated in the construction in Shenzhen won the "China Construction Engineering Luban Award", "National Quality Engineering Award", "China Civil Engineering Jemtianyou Award", "China Construction Engineering Decoration Award", "China Water Conservancy Engineering Quality (Dayu) Award", "National Highway Traffic Quality Engineering Award" in the previous year, the enterprise will be awarded RMB 2 million; For those who have won "Guangdong Province Construction Engineering Goldsmith Award", "Guangdong Province Construction Engineering Quality Award", "Guangdong Province Excellent Architectural Decoration Engineering Award" and "Guangdong Municipal Government Gold Award", 500,000 yuan will be awarded to the enterprise.

For survey and design and other engineering construction-related service enterprises registered in Luohu District for at least one year, If the project that participated in the construction in Shenzhen won the "Andrew Martin Interior Design Awards", "APIDA" and "Gold Award of Architectural Creation Award of Architectural Society of China" last year, the enterprise will be awarded RMB 1 million.

If multiple works of the same enterprise win multiple awards in the same year, they will be awarded once according to the principle of "no repetition".

Article 9 Enterprises shall be encouraged to make technological innovations

For construction enterprises registered in Luohu District for more than one year and awarded with national construction method, the enterprise will be awarded 100,000 yuan; Enterprises with provincial or ministerial level construction methods will be awarded 50,000 yuan.

For construction enterprises registered in Luohu District for more than one year and participating in construction projects in Shenzhen that are awarded national or provincial new technology application demonstration projects (including ten new technology application demonstration projects of construction, science and technology demonstration projects or green construction demonstration projects), one-time rewards of 100,000 yuan and 50,000 yuan will be given to the enterprises respectively.

Article 10 Encourage enterprises to attract talents and wisdom

Full-time introduction of first-class international and domestic industry experts, such as academicians of the Chinese Academy of Engineering, national Engineering Survey and design masters, Pritzker Prize, Liang Sicheng Architecture Award winners, will be awarded 1 million yuan for each introduction. Experts should be hired after Jan. 1, 2022, and sign a two-year employment contract with an employer. Funding will be disbursed in the following year after the expert's arrival.

Construction enterprises that introduce professionals from Hong Kong and Macao to practice in Luohu shall be encouraged. For each Hong Kong and Macao professionals who have the Hong Kong and Macao architectural professional qualification certificate and have registered with the provincial or municipal competent departments, have signed a labor contract with the enterprise for more than two years and have worked in the unit for more than one year and are still on the job, a subsidy of 30,000 Yuan will be given to the enterprise.

Article 11 Support enterprises in purchasing houses

Construction enterprises that purchase office space for their own use for the first time in Luohu District and apply for support can enjoy up to 100 million yuan of support according to certain percentage of the purchase price, which will be paid for five years.

Article 12 Support enterprises in renting houses

Starting from January 1, 2022, construction enterprises that have self-used office buildings for more than three years in the new lease period of Luohu District and apply for support will be given rent support in accordance with the conditions of a certain percentage of the actual rent of the previous year each year during the lease contract period, with an annual maximum of 5 million yuan.

Article 13 Enterprise management team support

For construction enterprises that have been operating normally for more than 1 year (including), the management team of the enterprises shall be given a certain percentage of financial support according to the conditions.

This support is issued to the personal account of the management team, and the specific list of the team is provided by the enterprise.

Article 14 Housing support for talents in enterprises

According to the "Rules for the Implementation of Talent Housing Allocation and Management in Luohu District of Shenzhen", enterprises that meet the relevant provisions and are included in the annual List of Luohu District Talent Housing Enterprises and Public Institutions can provide a maximum of 150 square meters of talent housing for outstanding talents. For qualified "elite talents" in various fields, According to the relevant policy provisions and standards of the district housing construction Bureau to enjoy housing monetary subsidies.

The third chapter supports the technological development of construction industry

Article 15 Enterprises shall be encouraged to implement prefabricated construction projects with high standards

Prefabricated building demonstration projects approved by the Ministry of Housing and Urban-Rural Development or the Department of Housing and Urban-Rural Development of Guangdong Province, which have passed the completion acceptance record of construction projects and reached the national Prefabricated Building Evaluation Standards (AA level or above), or the Shenzhen Prefabricated Building Scoring Rules (75 points or above), According to the construction area of prefabricated building demonstration project construction units to give certain standard support. The maximum amount of support for a single project is 2.5 million Yuan, which shall not exceed a certain proportion of the construction and installation cost of the applied project.

The supporting projects declared in this article must be implemented within the jurisdiction of Luohu. If the same project has obtained or declared the municipal special financial support funds for other prefabricated buildings, or if there have been general or above production safety accidents and various quality accidents during the implementation of the project, it shall not be supported.

Article 16 Enterprises shall be encouraged to construct high-star green building projects

The green building project has passed the completion acceptance record of the construction project, and obtained the national 2-star or above or Shenzhen Gold grade or above green building evaluation mark (completed or in operation), or obtained the existing building green transformation mark of 1-star or above, or obtained the national, Guangdong Province or Shenzhen ultra-low energy consumption building or (nearly) zero carbon and zero energy consumption building mark. Support the project construction unit, the maximum amount of support is 4 million yuan, and does not exceed a certain proportion of the construction and installation cost of the applied project.

For the projects that have obtained both the national and Shenzhen Green Building evaluation marks, support shall be given according to the highest level of the green building evaluation marks. For projects that have obtained the green building evaluation mark, the green transformation mark of existing buildings, and the ultra-low energy consumption building or (nearly) zero carbon and zero energy consumption building mark of the state, Guangdong Province or Shenzhen, two kinds of support can be given at the same time according to the two certification methods. The total support amount is not more than 4 million yuan; The same evaluation mark, title can only apply for one subsidy.

The supporting projects declared in this article must be implemented within the jurisdiction of Luohu.

Article 17 Enterprises shall be encouraged to carry out energy-saving renovation projects for public buildings

Public building energy saving renovation projects have been incorporated into Shenzhen Key City project management system for public building energy efficiency improvement in advance, and implemented energy saving renovation in accordance with relevant regulations and guidelines of Shenzhen Key City project management for public building energy efficiency improvement, and passed the energy saving verification and evaluation by a third-party energy efficiency assessment unit. If the energy saving rate (the proportion of energy consumption reduction per unit building area) shall not be less than 10% after verification and evaluation, and the energy saving rate shall not be less than 80% after obtaining the Energy Saving Evaluation Report of Energy Saving Operation of Energy Saving Renovation Project, certain standard support shall be given to the investment units of energy saving renovation according to the benefiting area of the project. The maximum amount of support for a single project is 1 million Yuan, and does not exceed a certain proportion of the reconstruction investment of the applied project.

The amount of investment in this article shall be subject to the amount approved in the special financial audit report of the project.

The supporting projects declared in this article must be implemented within the jurisdiction of Luohu.

Chapter IV Supplementary Provisions

Article 18 The "previous year" referred to in this measure generally means the complete natural year preceding the application date; For newly moved or newly registered enterprises, it may also refer to a 12-month period or the next natural year after the date of move or the date of registration.

Article 19 If the applicant refuses to cooperate with the supervision and inspection of the special funds or violates the written promise in the process of filing and implementing the project, he or she shall be ordered by the relevant department to make corrections, the responsible person shall be punished according to the Regulations on Punishment and Punishment of Illegal Financial Acts, and the special funds shall be recovered according to law; If the case constitutes a crime, criminal responsibility shall be investigated according to law. If the enterprise has a general or above quality safety accident or causes major adverse impact events in the current year, it will not enjoy the incentive and support policies of this year.

Article 20 This measure and other similar preferential measures in Luohu District shall be declared by enterprises at their own choice and shall not be subsidized twice. In principle, the use of special funds shall be controlled by the total amount. If the annual special funds are used up, the declared projects approved by the current year will not be allocated in the current year.

Article 21 The relevant provisions of this measure shall be interpreted by the District Housing and Construction Bureau together with relevant departments. Matters not mentioned herein shall be implemented in accordance with "1+3" and other policy documents.
