In order to further improve the application scope of ultra-low energy consumption buildings, the scope of implementation, innovative technical measures and other requirements, and strengthen the construction units and third,The following regulations are hereby formulated for the management of the service agencies of the party.


1. For ultra-low energy consumption building projects including commercial housing and residential buildings, all the buildings in the approved construction design scheme shall be used as the application model

In principle, individual buildings with a built-up area of less than 2,000 square meters and a building height of more than 100 meters are not included in the scope of declaration. The construction of supporting affordable housing and supporting public service facilities within the scope of declaration shall implement the technical requirements of ultra-low energy consumption buildings; Other buildings within the scope of application can apply for the implementation of the ultra-low energy consumption building technical requirements, or the implementation of the total building area of 5,000 square meters (including) within the whole scope of application

Can build + innovation pilot (including but not limited to zero carbon buildings and "light storage straight soft" buildings).


2. The implementation scope of single ultra-low energy consumption building shall be the whole building above ground, which may include underground rooms with normal activities and need heating and cooling, but shall not include underground air defense, garage, equipment room and other rooms. The underground parts involved in the implementation of the technical requirements of ultra-low energy consumption buildings are not included in the calculation of floor area ratio.


3. When the implementation scope of the ultra-low energy consumption building includes functional rooms such as laboratories, data rooms and cold storage, or due to other technical reasons, the implementation scope needs to be deducted from the local floors of the above-ground building, the energy consumption statistics scope of the ultra-low energy consumption building will not be included in the calculation scope of the floor area after expert evaluation, and the related building area will not be included in the calculation scope of the floor area ratio. When the implementation scope of ultra-low energy consumption public buildings is part of the floor, the energy consumption of the ultra-low energy consumption buildings shall be separately uploaded to the energy consumption monitoring platform of the municipal State organ office buildings and large public buildings.


Iv. If the public buildings with ultra-low energy consumption cannot implement the technical requirements for ultra-low energy consumption buildings in the leased and sold areas due to leasing and selling reasons at the time of completion, the construction unit shall make a commitment and specify the relevant technical measures for ultra-low energy consumption buildings in the leasing and selling contract. Ultra-low energy consumption public buildings that apply for the special support funds for building energy conservation and green building of this Municipality shall be declared after all ultra-low energy consumption technical measures have been implemented.


V. For the commercial housing and residential buildings in the application project, n of the Real Estate Alliance Green Gas Construction Vegetable Research and Development Association (including) with a moving price of 80,000 to 100,000 yuan shall implement at least one technical measure in the near zero energy building and intelligent construction on the basis of ultra-low energy consumption buildings; If the linkage price of real estate is more than 100,000 yuan (inclusive), two technical measures of near-zero energy building and intelligent construction should be implemented at the same time.


Vi. For the commercial residential buildings in the application project, the project with the linkage price of real estate less than 45,000 yuan (inclusive), or the villa project with the incomplete decoration price less than 50,000 yuan (inclusive), and the development of two innovative technologies (see the attachment for details), can apply for the demonstration of the integration of building external wall insulation.


7. In the design of ultra-low energy consumption building projects, the national, industrial, local and accepted standards should be correctly selected, and the names and specific practices of the standards and atlas used should be indicated in the design documents. If new materials are used, they should meet the relevant regulations of this municipality. Inspection reports and data of equipment materials shall not be used as the basis for the design of construction drawings.


8. All special designs of ultra-low energy consumption building projects, including but not limited to building doors, Windows, curtain walls, prefabricated components, floor radiation systems, electromechanical systems, renewable energy systems, etc., shall be carried out construction drawing review and construction drawing stage review simultaneously with the main building construction drawing design drawings, and shall not be supplemented by promises. If the special design is not provided, Shall not conduct construction drawing review and construction drawing stage review; The main building design unit shall summarize the relevant special designs, and specify the index of each special design drawing and the main relevant special requirements in the construction drawing design of the main building. Special design contents related to ultra-low energy consumption buildings shall be implemented in interior decoration.


The heat transfer coefficient of the main wall of the external wall of the building heating and air conditioning room shall not be greater than that of the non-heating and air conditioning room. The heat transfer coefficient of the main wall of the external wall of the heating and air conditioning room on the first floor and bottom of the building shall not be greater than that of the external wall of the heating and air conditioning room on the other floor.


10. The average heat transfer coefficient of building exterior wall is less than 0.4W/ (m·K). The unit type curtain wall is adopted for the enclosure type curtain wall, and the proportion of the corresponding facade area is not less than 80% of the surface area of the enclosure type curtain wall, and the unit standardization rate is not less than 70%.


11. When solar photovoltaic power generation system is used in ultra-low energy consumption building projects, roof photovoltaic modules or facade photovoltaic modules should be rationally arranged according to solar shielding analysis. When setting up energy storage systems, fire audits should be conducted and operational strategies for generation, storage and electricity consumption should be defined.


12. In addition to meeting the renewable energy consumption and photovoltaic installation area of newly built buildings in this city, the commercial housing and residential buildings in the ultra-low energy consumption building project shall also implement the requirement that the renewable energy replacement rate shall not be less than 5% of the renewable energy consumption.


Xiii. The municipal and district administrative departments of urban and rural construction shall, from time to time, organize the random inspection of the projects under construction of ultra-low energy consumption buildings. The construction units shall cooperate with the relevant random inspection and provide the following materials to be checked according to the construction progress of the projects:


(I) Drawing data: including the drawing data and as-built drawing data that have passed the construction drawing examination.

(II) Performance test report of building components or components: including performance test report of door, window or curtain wall components, performance test report of thermal insulation materials and other performance certification materials of parts that affect the realization of the ultra-low energy consumption index of the project.

(3) Mechanical and electrical equipment performance test report: including product performance test report of air handling units (fresh air units, exhaust air heat recovery units), performance parameter test report of cold and heat source units, lamp specifications or selection samples, performance test report of renewable energy equipment, and other equipment performance certification materials that affect the realization of the ultra-low energy consumption index of this project.

(IV) Special construction schemes for key nodes of ultra-low energy consumption buildings and corresponding construction inspection records: including construction schemes for key nodes and corresponding construction records.

(5) Building air tightness test report: including five test reports of building air tightness test, and the applicability of the air tightness test method, the rationality of the test room selection of proof materials.


Xiv. When providing consultation, testing and other technical services for ultra-low energy consumption buildings, the third-party service agencies shall carry out their work in accordance with the current Shanghai Technical Guidelines for Ultra-Low Energy Consumption Buildings and other relevant policies and standards of the City. Where a third-party service institution and its staff commit any of the following acts, the Municipal Administration of Housing and Urban-Rural Development shall notify the list of such service institution on its official website, refuse to accept the technical plan and other reports provided by it, and shall not carry out relevant technical services.


(1) failing to carry out work in accordance with the Guidelines and relevant standards and norms.

(2) resorting to fraud or fabricating false technical schemes, test reports or simulation calculation conclusions.

(3) seeking illegal interests by taking advantage of one's position.

(4) violating other provisions of laws, regulations and rules on building energy conservation.

(5) Arbitrarily subcontracting ultra-low energy consumption technical services to other third-party service organizations.

1. Variable design of residential space (realize more than 3 kinds of space changes or the kitchen, toilet and other Spaces can be moved).

2. Standardization and modularization of architectural design should be realized (the sum of the area of the two most reused basic units in residential buildings should not be less than 70% of the total building area; The sum of the space area of the three most reused standard structures in non-residential buildings accounts for no less than 70% of the total building area).

3. Prefabricated structural system with shock absorption and isolation technology

4. The main structure connection node adopts dry connection, combined connection or other new connection technology which is convenient for construction and reasonable force. Or adopt reliable and innovative thermal insulation, waterproof, fireproof structural measures.

5. Prefabricated prestressed structural system is adopted.

6. Adopt the internal industrialization technology of factory production and on-site dry operation.

7. Adopt EPC design, procurement and construction integrated project general contracting mode.

8. Adopt efficient and high-precision new template and support system (application ratio is not less than 80%)

9. Adopt photovoltaic building integration technology (the number of implemented buildings of photovoltaic building integration shall not be less than 10% of the total number of buildings of the project, and shall not be less than 1

10. With intelligent manufacturing technology, the volume of prefabricated components produced by automated production lines should not be less than 35% of the total volume of prefabricated components; Or the project adopts the design technology for intelligent manufacturing, which generates the data results based on the common data format and can directly drive the factory automation equipment.

11. The project shall adopt at least two kinds of intelligent construction equipment, and the number of applied buildings of each equipment shall not be less than 2/3 of the total number of the project buildings, and not less than 1 building. The equipment includes but is not limited to mechanization, automation and intelligent construction equipment for masonry, plastering, latex paint spraying parts installation, floor tile laying and other application scenarios.

12. Other innovative applications in management modes, new systems, new technologies, new materials, new processes, etc.
