Implementation Plan for Carbon Peak in Hunan Province

In order to thoroughly implement the major strategic decisions and arrangements of the CPC Central Committee and The State Council on carbon peaking and carbon neutrality, and effectively and orderly promote the provincial carbon peaking action, this implementation plan is formulated.


I. General requirements


 Under the principle of "two-wheel drive, two-hand effort, steady and orderly, safe carbon reduction", we will unswervingly follow the road of ecological priority and green development, comprehensively promote the green and low-carbon transformation of economy and society, build a new socialist modern Hunan that is prosperous, strong, democratic, civilized, harmonious and beautiful, and ensure that the carbon peak will be achieved as scheduled by 2030.


Ii. Main objectives


During the 14th Five-Year Plan period, the province made significant progress in the optimization and adjustment of industrial structure and energy structure, energy utilization efficiency in key industries was significantly improved, the growth of coal consumption was strictly and reasonably controlled, the construction of new electric power system was accelerated, new progress was made in the research and development, promotion and application of green and low-carbon technologies, and green production and life style was widely promoted. The policy system for green, low-carbon and circular development has been further improved. By 2025, the proportion of non-fossil energy consumption will reach around 22%, and the reduction of energy consumption and CO2 emissions per unit of GDP will ensure that the national targets are met, laying a solid foundation for achieving the carbon peak target.


During the 15th Five-Year Plan period, the province made great progress in adjusting its industrial structure, initially established a clean, low-carbon, safe and efficient energy system, basically formed a low-carbon development model in key areas, reached the internationally advanced level of energy utilization efficiency in key energy-consuming industries, further increased the proportion of non-fossil energy consumption, made key breakthroughs in green and low-carbon technologies, and made green lifestyle a conscious choice of the public. The policy system for green, low-carbon and circular development is basically sound. By 2030, the share of non-fossil energy consumption should reach around 25%, and the reduction of energy consumption and carbon emissions per unit of GDP should meet the national targets, and the target of peaking carbon emissions by 2030 should be achieved.


3. Key Tasks


We will give priority to the implementation of the "Ten actions to achieve carbon peaking", including green and low-carbon energy transformation, coordinated carbon reduction in energy conservation and pollution reduction, carbon peaking in industrial sectors, carbon peaking in urban and rural development, green and low-carbon transport, resource recycling to help reduce carbon, green and low-carbon scientific and technological innovation, consolidation and improvement of carbon sink capacity, green and low-carbon national action, and green financial support.


1. Green and low-carbon energy transformation action


1. Optimize and adjust the coal consumption structure. On the basis of ensuring energy security and supply, we will control total coal consumption in a scientific and reasonable way. We will implement the requirements of coal control and electricity conservation. In principle, no new coal consumption will be allowed except for major coal power, petrochemical and cogeneration projects that meet the national and provincial planning layout, and coal consumption in newly built projects will be replaced by tapping reserves. We will speed up the upgrading of existing coal-fired power units to save coal and reduce consumption, and the upgrading of heating and flexibility. We will speed up the energy-saving upgrading of coal-fired power units with a coal consumption of more than 300 grams of standard coal/KWH. Those units that cannot be upgraded will be phased out and shut down, and those that can be converted to emergency backup power sources as appropriate. In principle, no new coal-fired power projects with parameters below ultra-supercritical level will be built, and the coal consumption standards of newly built coal-fired power units will meet international advanced standards. We will actively guide key industries such as steel, building materials and chemicals to reduce coal, reduce carbon, and conserve energy and improve efficiency. Continue to promote the industrial, tertiary, public institutions and consumer end of the "coal to electricity" and "coal to gas", further expand the free coal burning prohibited areas, take multiple measures to gradually reduce until the ban on free coal burning. We will strengthen monitoring and supervision of coal consumption and set up a monitoring system for coal consumption in key industries of the province. 2. Vigorously develop renewable energy. We will accelerate the increase in the proportion of renewable energy in the province. We will vigorously promote the rapid and large-scale development of wind power and photovoltaic power generation where conditions permit, and step up the exploitation and utilization of geothermal energy with its superior resources.


We will develop agricultural and forestry biomass power generation and waste incineration power generation in light of local conditions, encourage the transition from biomass direct combustion power generation to combined heat and power generation, and actively explore the development of regional smart energy sources, so as to form an energy pattern featuring multiple and complementary energy sources. We will develop hydropower capacity in light of local conditions, and do a good job in improving hydropower capacity. New renewable energy consumption will not be included in the assessment of total energy consumption. By 2030, the total installed capacity of new energy power generation will reach over 40 million kW. 3. Properly regulate oil and gas consumption. We will appropriately control the share of petroleum in primary energy consumption, continue to upgrade the quality of refined oil products, and promote cleaner alternative fuels and better energy efficiency, especially in the transportation sector. We will improve the capacity of natural gas reserves, transmission and distribution, and guide glass, building ceramics, mechanical and electrical, pharmaceutical, textile and food processing enterprises to improve the utilization of natural gas. 4. Increase the power introduction outside the district. Actively expand the channel of foreign power into Hunan, improve the ability of foreign power input. Speed up the construction of AC UHV ring network in Central China, strive to increase Qishao DC transmission capacity to 8 million kW, and realize Yajiang DC power distribution to Hunan 4 million kW. Speed up the construction of "Ning-electricity into Hunan" project, and strive to be completed and put into operation at the end of the "14th Five-Year Plan". We will orderly carry out preliminary work on other power input channels outside the province. In principle, the proportion of renewable energy in a new trans-regional transmission channel should not be less than 50%. 5. Build a new power system. We will promote the building of a modern, new-type energy power system, and vigorously enhance the comprehensive regulation capacity of the power system. We will accelerate the construction of Pingjiang and Anhua pumped storage power stations, and promote the full operation of pumped storage projects that have been included in national planning. We will accelerate the construction of flexible power supply and build natural gas peak-regulating power stations in light of local conditions. We will actively build strong power grids, smart distribution grids and micro-grids to accommodate a high proportion of renewable energy. Establish and improve the provincial power demand response mechanism, guide self-provided power plants, industrial and commercial interruptible loads, and electric vehicle charging network to participate in the system regulation. We will carry out integrated construction of source, network, load and storage at the provincial, city and county levels and in industrial parks.


We will actively develop the "new energy plus storage" model, promote the intensive use of energy, and solve the problems of water, wind, and light abandonment. We will support the rational allocation of energy storage systems by distributed new energy sources, accelerate the demonstration, promotion and application of new energy storage, and strengthen the safety management of energy storage power stations. By 2025, new energy storage will be applied on a large scale. By 2030, the installed capacity of pumped storage power stations will reach about 20 million kilowatts. 2. Coordinated efforts to save energy and reduce pollution


1. Comprehensively improve the management level of energy conservation. We will implement a budget management system for energy use, strengthen the review of energy conservation in fixed asset investment projects and strengthen both on-going and off-site oversight, and conduct comprehensive evaluation of energy use and carbon emissions in projects, so as to promote energy conservation and carbon reduction at the source. We will improve the digitalization of energy conservation management, and improve the provincial energy information system and the online monitoring system for energy consumption of key energy users.


We will establish and improve an energy conservation management system that integrates energy conservation management, supervision and law enforcement, and improve the energy conservation supervision system at the provincial, city and county levels. We will use a combination of administrative penalties, credit supervision, and green electricity prices in accordance with the law and regulations, establish an inter-departmental joint law enforcement mechanism, and strengthen the binding force of energy conservation supervision. 2. Carry out key actions to save energy, reduce coal and reduce carbon. We will make coordinated efforts to improve energy conservation and efficiency, reduce coal and carbon emissions, and promote energy security and industrial and supply chain security. We will organize key industries such as iron and steel, non-ferrous metals, building materials, petrochemicals, coal and power, as well as data centers to benchmark the energy efficiency of these industries, and establish a list of enterprise energy efficiency. China has carried out a survey of coal consumption, established a provincial coal consumption database, and encouraged coal-related enterprises to speed up technological transformation, energy substitution, capacity integration and technological innovation. 3. Promote energy efficiency improvement of key energy-using equipment. We will raise energy efficiency standards across the board, accelerate the phasing out of outdated energy-using equipment, upgrade and upgrade general equipment such as transformers, motors, water pumps, and industrial boilers, and promote the use of energy-saving, efficient, advanced and applicable process equipment. We will strengthen the review, supervision and supervision of energy conservation of key energy-using equipment. In principle, the major energy-using equipment in new projects should meet the energy efficiency level of level 2 or above, and encourage the priority use of technologies, products and equipment that meet the national level of energy efficiency or are listed in the national or provincial promotion catalogs of key energy-saving and low-carbon technologies. Energy efficiency index shall be included as an important technical index in equipment bidding documents and procurement contracts. We will actively promote the integrated service model of energy-saving design, diagnosis and upgrading of energy-using equipment, and encourage key energy-using enterprises to provide energy-saving services. 4. Strengthen new infrastructure to save energy and reduce carbon. We will improve the spatial layout of new infrastructure, make overall plans for and scientifically allocate data centers, 5G communication base stations and other energy-intensive new infrastructure, and encourage new facilities to be prioritized in areas rich in renewable energy. We will optimize the energy use structure of new infrastructure, explore diversified energy supply modes, and adopt natural cooling sources, DC power supply, and "photovoltaic + energy storage" technologies in light of local conditions. We will promote green and energy-saving upgrading of existing large and ultra-large data centers, promote green technologies such as efficient refrigeration, advanced ventilation, waste heat utilization, and intelligent energy use control, and improve the energy efficiency of existing facilities.


Newly built large or ultra-large data centers will have an energy utilization efficiency of no more than 1.3, and those with an energy utilization efficiency of more than 1.5 will be gradually transformed to save energy and reduce carbon. 5. Intensify coordinated efforts to reduce pollution and carbon. We will promote coordinated control of pollutants and greenhouse gases, and incorporate the goals and requirements of peaking carbon into the "three-line, one-order" zoning control system. We will coordinate the reduction of pollutants and the control of carbon emissions, optimize the coordinated control of key environmental factors such as water, gas, soil and solid waste, and explore the establishment of a "dual control" system for the intensity and total amount of carbon emissions. Select key industries to explore the construction of carbon emissions impact assessment system, into the environmental impact assessment system. We will study the inclusion of greenhouse gas emissions in the ecological environment statistics system, improve the indicator system, and clarify the statistical scope and accounting methods. (3) Industrial carbon peak action


1. Resolutely curb the blind development of low-level projects with high energy consumption and high emissions. We will formulate a management catalog of "two high-level" projects, implement inventory management, classified disposal, and dynamic monitoring, and strictly implement national industrial policies and requirements for capacity replacement. Comprehensively examine the projects under construction, and for those whose energy efficiency level is lower than the energy consumption quota entry value of the industry, stop work for rectification according to relevant regulations, and promote the energy efficiency level as much as possible to fully reach the domestic advanced level.


Strict control of new projects, energy efficiency in principle to reach the level of advanced value. We will tap the potential of existing projects to conserve energy and reduce emissions, and guide efforts to diagnose energy conservation and review cleaner production. We will strengthen regulation on a regular basis, and prohibit low-level projects with high energy consumption and high emissions from being built before approval or launched in violation of regulations. 2. Promote the metallurgical industry to reach the peak in an orderly manner. We will deepen supply-side structural reform in the steel industry, strictly replace production capacity, and strictly prohibit new production capacity in violation of regulations. We will vigorously develop short-process electric furnace steelmaking and scrap steelmaking, accelerate the establishment of a recycling system for scrap steel resources, and promote the use of such energy-saving and carbon-reducing processes as converter gas and steam recovery, blast furnace slag waste heat recovery, and oxygen-rich combustion. Actively explore and develop hydrogen metallurgy. We will accelerate the development of the recycled non-ferrous metal industry and improve the construction of a network system for recycling, sorting and processing of waste non-ferrous metal resources. We will increase the capacity for deep processing and utilization of recycled non-ferrous metals, accelerate the spread of advanced and applicable new green and low-carbon technologies, and continue to reduce energy consumption per unit product of non-ferrous metals. 3. Promote the building materials industry to reach the peak in an orderly manner. We will strictly implement the policy of replacing production capacity, encourage enterprises in cement, building ceramics and flat glass to upgrade advanced energy efficiency in standard industries, and eliminate outdated production capacity in accordance with laws and regulations. Encourage the replacement of coal burning, promote the scale operation of the sintered brick and tile industry, and gradually increase the proportion of electricity and natural gas consumption. Building materials enterprises are encouraged to use fly ash, industrial waste residue and tailings as raw materials or cement mixtures.


We will accelerate the production, certification, application and promotion of green building materials, and strengthen the research and development and application of new cementitious materials, low-carbon concrete, wood and bamboo building materials and other low-carbon building materials. 4. Promote orderly peaking of the petrochemical and chemical industries. Green and low-carbon access to petrochemical and chemical projects will be strictly controlled, and new refining and coal-chemical production capacity will be strictly controlled. We will guide chemical enterprises to gather in chemical industry parks, encourage them to change the way they use energy, promote the cascade utilization of steam system energy and the transformation of steam turbines, and encourage electricity and natural gas to replace coal. We will promote centralized gas and heat supply and make petrochemical and chemical raw materials lighter. To optimize product mix, promote the coordinated development of petrochemical and chemical industries with coal mining, metallurgy, building materials, chemical fiber and other industries, and strengthen the efficient utilization of refinery dry gas, liquefied natural gas, hydrogen and other by-products.


By 2025, the one-time crude oil processing capacity of the province will be controlled within 15 million tons, and the capacity utilization rate of major products will be raised to more than 80 percent. 5. Foster green and low-carbon new growth drivers. We will actively cultivate and develop green and low-carbon industries, and consolidate and expand our achievements in building a green industrial manufacturing system. We will build a state-level industrial cluster for new energy and energy-saving industries, focusing on developing complete sets of new energy power equipment such as power transmission and transformation technologies, flexible transmission technologies and equipment, and intelligent wind power generation systems.


To build an industrial system for new-energy vehicles, accelerate vehicle research and development and close coordination with zero-production, accelerate the development of supporting industries for key components such as power batteries, motors and electronic controls, improve the charging (replacement) electricity infrastructure and power battery recycling and utilization system, and guide vehicle enterprises to carry out research and development and industrial promotion and application of hydrogen fuel vehicles. We will foster and expand the prefabricated construction industry, focusing on supporting the production of new prefabricated composite panels, and encourage prefabricated construction enterprises of steel structures to join forces with other types of construction enterprises, so as to establish cooperation between upstream and downstream industries. 4. Carbon peaking in urban and rural development


1. Promote green and low-carbon transformation in urban and rural development. We will establish a sound mechanism for coordinating green development in the development of regions, city clusters, and urban areas, determine the scale of construction projects in a scientific way, and control the excessive growth of new land for construction. We will optimize urban spatial patterns, scientifically layout urban ventilation corridors, and enhance urban climate resilience. We will carry out urban ecological restoration projects, build sponge cities and ecological garden cities in light of local conditions, and improve urban greening.


We will improve green design and green construction management, accelerate the promotion of green and low-carbon building materials and green construction methods, and promote the recycling of building materials. We will promote a new type of urbanization that takes county towns as an important vehicle, implement the green and low-carbon concept, improve public facilities, and upgrade services.


We will promote the establishment of a green and low-carbon urban and rural planning and construction management mechanism, and encourage TOD (public transport-oriented) urban planning and development. Formulate the building demolition management system to prevent large-scale demolition and construction. 2. Improve the energy efficiency of buildings. We will improve standards for building energy conservation, carbon reduction, and green renovation, study and issue management measures and policy documents on energy consumption and carbon emissions in building operations, and raise requirements for energy conservation and carbon reduction. We will accelerate the popularization and application of applicable technologies for building energy conservation, and promote the large-scale development of ultra-low energy consumption and low-carbon buildings. We will speed up the green renovation of existing residential buildings, carry out energy-saving renovation of public buildings, promote contractual energy management and other models, improve the refined and intelligent management of building energy use, and explore the implementation of a management system for energy consumption quotas for civil buildings.


We will accelerate the development of green communities and promote green property management. By 2025, all new buildings in cities and towns will be subject to green building standards. 3. Optimize the energy use structure of urban and rural buildings. We will deepen the application of renewable energy in buildings and promote the integration of photovoltaic power generation and buildings. We will raise the level of electrification of building energy across the board, utilize renewable energy sources such as geothermal energy, solar energy, and biomass energy in light of local conditions, and gradually make heating, cooling, and domestic hot water cleaner. Speed up the construction of "light storage, direct and flexible" buildings integrating photovoltaic power generation, energy storage, DC distribution and flexible electricity use. By 2025, the renewable energy replacement rate of urban buildings should reach 8%, and the rooftop photovoltaic coverage rate of newly built public institutions and factories should reach 50%. 4. Promote rural development and low-carbon transition to energy use. We will promote the construction of green rural housing and the renovation of existing rural housing, and study and popularize key technologies and products suitable for green rural housing construction. We will promote the use of green building materials and encourage the use of prefabricated steel and wood structures. We will accelerate the application of renewable energy such as biomass and solar energy in agricultural production and rural life. We will promote energy-saving and environmentally friendly cookstoves, electric farm vehicles, energy-saving and environmentally friendly farm machinery and fishing boats. We will strengthen rural power grids and upgrade rural electrification. 5. Green and low-carbon transport action


1. Promote low-carbon transformation of transport equipment. We will accelerate the promotion of electric vehicles, hydrogen-powered vehicles, liquefied natural gas vessels and other new-energy means of transport, promote the electrification of urban public service vehicles, organize the implementation of projects to promote efficient and clean transport equipment, and gradually reduce the proportion of traditional fuel-powered vehicles in the production and sale of new vehicles and in vehicle ownership.


We will comprehensively promote the standardization, vanization and lightweight of freight vehicles, promote intelligent fuel passenger and freight transportation, reduce empty load rate and unreasonable passenger and freight turnover, and improve energy efficiency. We will carry out the project to upgrade the power supply at ports and ports, and speed up the construction of supporting onshore power facilities for berths with 1,000-ton class and above. We will speed up the phasing out of inefficient and energy-intensive old vessels, appropriately develop special container ships and large bulk multi-purpose vessels, and carry out demonstration and application of green smart vessels such as liquefied natural gas powered vessels and electric vessels.


During the 14th Five-Year Plan period, all new public transportation vehicles will use new and clean energy sources. By 2030, the proportion of new vehicles powered by non-fossil energy sources will reach 40 percent. The carbon emission intensity of operating vehicles will be reduced by about 9.5 percent from that of 2020. Land transport oil consumption aims to peak by 2030. 2. Build a green and efficient transport system. We will give full play to the advantages of water transport resources and railway transport, and speed up the transport of bulk goods and medium - and long-distance transport of "transit rail" and "transit water". We should vigorously develop multi-modal transport with railway as the backbone, improve the construction of special railway lines for industrial and mining enterprises, logistics parks and ports, make full use of the geographical advantages of Yueyang Port, Changsha Port, Changde Port, Hengyang Port and other ports, actively develop container railway inbound and outbound ports, realize seamless docking with container "water bus", and increase the proportion of container water-iron combined transport.


We will accelerate the development of a green freight delivery system in urban and rural areas, and intensify the implementation of green freight delivery demonstration projects in urban areas. Actively promote the construction of national logistics hubs in Changsha, Yueyang, Hengyang, Chenzhou, Huaihua and other cities, and promote the joint construction and sharing of Changzhutan national logistics hub.


Building changzhutan city circle centered "3 + 5" ring intercity transportation network of changsha-zhuzhou-xiangtan urban agglomeration. To increase the proportion of public travel, build an efficient, connected, fast and comfortable urban public transport system, promote the construction of bus rapid transit and other public transport systems, promote the construction of a passenger transport system with rail transit as the backbone in the central urban areas of super and megacities, and support the use of existing railways to operate urban (suburban) trains. We will deepen the construction of an all-area public transportation system with the basic framework of urban, urban and rural areas and towns, and actively guide the public to choose green and low-carbon transportation.


During the "14th Five-Year Plan" period, the combined volume of molten metal container will strive for an annual growth of about 15%. The proportion of green transportation in cities with a permanent urban population of more than 1 million should be no less than 50%, and by 2030, no less than 70%. 3. Accelerate the construction of low-carbon and smart transport infrastructure. The green and low-carbon concept is integrated into the whole process of transportation infrastructure planning, construction, operation and maintenance to reduce energy consumption and carbon emissions throughout the whole life cycle. We will promote full-factor, full-cycle digital transformation and upgrading of transport infrastructure, and carry out "green highway" and "green port" projects. We will speed up the construction of supporting facilities for new energy transportation, promote the construction of infrastructure such as electricity charging (replacing) facilities, supporting power grids, filling and hydrogenating stations, and strive to provide full coverage of electric charging (replacing) facilities in service areas of expressways and ordinary national and provincial highways.

1. Promote circular development of industrial parks. We will promote the resource utilization of industrial surplus pressure and heat and gas, waste gas and liquid, and centralized gas and heat supply in industrial parks, and promote the multi-energy cooperative supply of electricity, heat and cold, and the comprehensive cascade utilization of energy.

We will orderly promote the development of demonstration bases for the comprehensive utilization of bulk solid waste and industrial resources, and foster and expand a number of key enterprises.

We will strengthen the control of the whole chain of plastic pollution, promote the use of e-commerce express packages, promote the integration of products and express packages, crack down on excessive packaging, and reduce the amount of household waste at source. We will develop waste incineration and power generation in light of local conditions and reduce the proportion of waste buried in landfills. We will support "universities, enterprises and institutes" and other innovation entities in establishing incubators and bases for innovation and entrepreneurship in green technology innovation projects. 8. Consolidating and improving carbon sink capacity


1. Consolidate and enhance forest ecosystem carbon sinks. We will strengthen the planning and control of land use, strictly control the scale, structure and spatial distribution of land used for construction projects, strictly observe the red line for ecological protection, and set the minimum number of forests. We will further promote the afforestation campaign and the development of national forest cities, implement the forest chief system, carry out the forestry carbon sequestration project and the protection and restoration project of natural forests (non-public forests), and enhance the carbon sequestration capacity of forest ecosystems.


Strengthen the research on forewarning and prevention technology of major forest disasters. We will strengthen the protection of natural forests, the construction of public welfare forests and afforestation on the upper reaches and banks of the four rivers of "Xiangzi Yuan Li". We will actively promote the research, development and application of smart agricultural technologies, ecological technologies, and sink enhancement technologies; accelerate the spread of intelligent agricultural equipment that saves energy and consumes low energy; reduce the amount of chemical fertilizers and pesticides and increase their efficiency; and enhance the utilization of crop residues and livestock and poultry waste as resources.


We will accelerate ecological restoration and improvement of degraded land, such as those left over from historical mines, in areas with subsidence of coal mining, and in areas with stony deserts. We will strengthen the protection of wetlands in the Dongting Lake District and the Lishui Zone, promote the protection and restoration of internationally important wetlands such as East Dongting Lake, West Dongting Lake and South Dongting Lake, as well as important national-level and provincial-level wetlands such as Langpan Lake and Jiangkou Bird Island, and strengthen the protection and restoration of grasslands in southern China such as Nanshan Ranch to enhance the capacity of carbon sequestration.

We will carry out activities to create green life in energy-saving institutions, green families, green schools, green communities, green travel, green shopping malls and green buildings. Establish a green and low-carbon publicity and display platform to enhance the regional influence of activities such as energy-saving Publicity Week and Hunan International Green Development Expo.

We will continue to carry out themed activities such as energy Efficiency Leader, water Efficiency Leader, CD Action, water saving and energy saving, and circular economy case promotion, to enhance the public's awareness of green and low-carbon simplicity, moderation and curbing waste, and promote the concept of carbon peak and carbon neutrality. We will improve the price formation mechanism for wind power and photovoltaic power generation, establish a price mechanism for new types of energy storage, and encourage and promote the development of new energy and related energy storage industries. We will deepen the reform of electricity transmission and distribution prices, increase the flexibility of the electricity pricing mechanism, and increase the availability of new energy sources in local areas. We will improve policies on green electricity prices, such as differentiated and tiered electricity prices, for industries with high energy consumption and high emissions, and intensify their implementation to promote energy conservation and carbon reduction. We will improve the tiered electricity price system for households, guide electricity conservation, and optimize electricity consumption behavior. 5. Organization and implementation


1. Strengthening overall planning and coordination. Adhering to the leadership of the Party, the provincial carbon peak carbon neutralization leading group has strengthened the overall deployment and systematic promotion of all work, studied major issues, formulated major policies and organized major projects. The provincial Carbon Peak Carbon neutral Expert Advisory Committee has been established to carry out major policy research and strategic consultation, and provide professional and intellectual support.


All member units should steadily advance relevant work in accordance with the requirements of the decision-making and deployment of the provincial Party Committee and government and the work of the leading groups. The office of the leading group should strengthen overall planning and coordination, regularly dispatch the progress of work in various regions, key fields and key industries, and urge the implementation of various goals and tasks. All regions and departments should have a deep understanding of the importance, urgency and complexity of the work of peaking carbon neutrality, shoulder their political responsibilities, and work hard to implement the goals and key tasks set out in this Plan.


The carbon peaking implementation plans of all cities and states and the sectoral and sectoral implementation plans of relevant provincial departments shall be comprehensively balanced and approved by the provincial carbon peaking carbon neutralization leading group and shall be issued and implemented in accordance with the procedures. 2. Making special efforts to adapt to local conditions All regions should accurately position themselves for development, take into account the realities of economic and social development and resource endowments, adopt policies based on classification, adapt to local conditions, and work in tandem to effectively and orderly advance the work of carbon peaking. The Changzhutan area should give full play to its advantages as a national low-carbon pilot city and take the lead in promoting comprehensive green transformation of economic and social development. The Dongting Lake District and southern Hunan region should focus on optimizing the energy consumption structure, building a diversified industrial system, and fostering green growth drivers.


Western Hunan should follow the strategic guidance of ecological priority and green development, establish an ecological economic system featuring industrial ecology and ecological industrialization, and develop an innovative green economy. In light of national arrangements and actual conditions, a number of representative cities and industrial parks will be selected to carry out pilot projects of carbon peaking, and explore ways to replicate and spread the experience. 3. Strict oversight and assessment. Based on the dual control degree of energy consumption, a comprehensive evaluation and assessment system for peaking carbon neutralization has been gradually established, and coordinated management, decomposition and assessment of energy consumption indicators and carbon emission indicators have been implemented. We will strengthen supervision over the application of assessment results, commend and reward regions, units and individuals that have done outstanding work in reaching the carbon peak in accordance with regulations, and inform and criticize and hold accountable regions and departments that have failed to meet the carbon emission control targets, and incorporate the implementation of the government's annual target responsibility assessment.


Municipal and prefectural people's governments and member units of leading groups shall organize the annual assessment of the carbon peaking targets and tasks, and timely report relevant work progress and major issues to the provincial carbon peaking carbon neutralization leading group.
