In order to implement the major strategic decisions and arrangements of carbon peaking and carbon neutrality, promote the comprehensive green and low-carbon transformation of the economy and society, and do the work of carbon peaking in the district in an orderly manner, this implementation plan is formulated in accordance with the Implementation Opinions of Shanghai Municipal Committee of the Communist Party of China and Shanghai Municipal People's Government on Implementing the New Development Concepts to achieve Carbon Peaking and carbon Neutrality in a complete, accurate and comprehensive manner and the Implementation Plan of Shanghai Municipality for Carbon PeAking.


I. General requirements


 With energy optimization, energy conservation and efficiency improvement, low-carbon transformation, circular development and green life as the main direction, speed up the construction of a clean and low-carbon modern energy system, promote the popularization of energy conservation and efficiency improvement, focus on the green and low-carbon transformation in industry, construction, transportation, agriculture and other fields, save, intensive and efficient use of resources, continue to consolidate and improve carbon sink capacity, and take the lead in building a low-carbon demonstration of "Jiading New City". We will advocate green and low-carbon national action, and advance the work of peaking carbon in a scientific and orderly way.


Ii. Main objectives


During the 14th Five-Year Plan period, Jiading District further optimized its industrial structure and energy structure, the energy utilization efficiency of key industries reached the advanced level in China, the development of green and low-carbon industries made positive progress, the circular development economic system was initially established, and the green production and life style was promoted in a multi-dimensional and all-round way. By 2025, energy consumption per unit of GDP will be reduced by 14 percent from 2020, and carbon dioxide emissions per unit of GDP will meet the market-set target.


During the 15th Five-Year Plan period, major progress has been made in optimizing and upgrading the industrial structure and energy mix. Energy efficiency in key industries has reached international advanced levels. Notable achievements have been made in the development of green and low-carbon industries.


3. Key Tasks


1. Promote green and low-carbon energy consumption and accelerate the building of a modern energy system


We will continue to optimize the energy structure, accelerate the implementation of non-fossil energy alternatives, promote the establishment of a clean, low-carbon, safe and efficient modern energy system and a new power system, and support the region's high-quality economic and social development.


1. Vigorously develop non-fossil energy. Vigorously develop non-fossil energy such as solar energy and biomass energy, increase the introduction of foreign clean energy, expand the application scenarios of hydrogen energy according to local conditions, prudently promote the multiple application scenarios of hydrogen energy, promote the breakthrough and introduction of related support management policies for hydrogen fuel and hydrogen refueling stations, optimize the construction and operation management of hydrogen refueling stations and other infrastructure, promote the construction of pure hydrogen stations in Jiabei Country Park. Speed up the formal operation. By 2025, a total of 6 hydrogenation stations (including skid loading stations) will be put into operation. Adhering to the principle of "build as much as possible and build as much as should be built", we vigorously promoted the "photovoltaic +" project in various fields. During the 14th Five-Year Plan period, the installed photovoltaic capacity was increased by 294,000 kW. We will push ahead with the implementation of distributed photovoltaic development pilot projects for whole streets (towns) such as the Jiading Industrial Zone. Combined with a number of projects such as Shanghai Jiangqiao Household Waste Incineration Plant and Jiading Renewable Energy Utilization Center, we will orderly develop biomass power generation. We will explore and implement wind power generation and other renewable energy power generation projects, accelerate the substitution of renewable and new energy sources for conventional fossil energy, and promote local consumption of renewable energy. 2. Properly control oil and gas consumption. We will keep the growth rate of petroleum consumption within a reasonable range, increase the efficiency of the use of oil and oil products, explore ways to replace conventional fuel oil with biodiesel, and further promote the replacement of electric energy. In the industrial sector, we will optimize and adjust the industrial structure and give priority to the development of emerging industries with low energy consumption. In the transport sector, we will further increase the proportion of new-energy vehicles in use, and accelerate the electrification and low-carbon replacement of motor vehicles, inland waterway vessels and other means of transport. In the construction sector, new projects will be built in accordance with "green standards", and existing buildings will be constructed with low carbon and energy-efficient. We will improve the ability to ensure natural gas supply and guide natural gas consumption in an orderly way. During the 14th Five-Year Plan period, we will accelerate the renovation of old natural gas pipeline network and strive to complete the renovation of 50 kilometers of old natural gas pipelines. 3. Accelerate the construction of a new power system. Actively cooperate with the municipal power system deployment, promote the construction of a strong structure, intelligent interaction, flexible operation of the city grid. We will promote the rational implementation of electricity substitution on the demand side, expand the electricity consumption market, and actively improve the ability to ensure the supply of electricity. During the "14th Five-Year Plan" period, we promoted the construction of 220kV Shengxin substation and other projects, and cooperated with municipal departments to promote the construction of UHV DC project to send scenery base from outside the city to Shanghai. Improve the power demand response mechanism, guide industrial power users and industrial and commercial interruption users to actively participate in the load demand side response. We will actively promote the integration of source network, charge and storage and the complementary development of multiple energies, and promote the distribution of "new energy and energy storage" as the main body of microgrid and orderly charging of electric vehicles. 2. Promote energy conservation and efficiency, and strengthen institutional safeguards and scientific and technological support


We will give priority to conservation, improve work systems, and deepen refined management. Focus on key energy use units to further improve energy efficiency; We will promote energy conservation and carbon reduction in new infrastructure, and strengthen support for technological innovation and application.


1. Strengthen the fine management of energy conservation work. First, further improve the target decomposition and evaluation system for district-level energy conservation management. During the "14th Five-Year Plan" period, adhere to the principle of "flexible management of total energy consumption" and "rigid constraint of energy consumption intensity". During the "15th Five-Year Plan" period, orderly promote the transition from dual control of energy consumption to dual control of total carbon emission and intensity, and consolidate the work responsibilities of all departments, streets and towns. We will strengthen process supervision, improve the assessment and notification mechanism, and form a promotion mechanism and responsibility system with multi-level responsibilities and joint efforts, so as to ensure that the tasks of carbon peaking, energy conservation and emission reduction are fully implemented. Second, establish and improve the energy consumption management system for the whole life cycle of the project, starting from all links and processes of the construction of the project such as industrial access, construction and operation, and focusing on the core indicators such as energy consumption per unit output value, energy utilization efficiency of data centers (PUE) and energy consumption per unit building area based on the leading industrial planning of key regions and the municipal industrial energy efficiency guide. We will establish a comprehensive, normalized and long-term energy consumption management system. We will strengthen supervision and law enforcement. First, we will strictly implement rules and regulations related to the review and acceptance of energy conservation for fixed asset investment projects, and strengthen supervision over energy conservation during and after operations. Second, continue to strengthen the communication and cooperation with the district power company, regularly monitor and feed back the power consumption of new energy use projects, link with energy conservation review information, and timely identify and track energy use projects that violate the construction or operation rules. 2. Continue to improve energy efficiency. We will upgrade production and manufacturing processes to conserve energy, and continue to reduce energy consumption per unit of output and per unit of product in key energy uses. The region's enterprises continue to promote the improvement of energy efficiency of general equipment and motor systems, and promote the optimization and cascade utilization of energy systems; We implemented energy conservation and carbon reduction projects in key industries, and carried out energy-saving renovation projects for street lamps in the region. Benchmarking international and domestic advanced standards, carrying out in-depth energy efficiency benchmarking and meeting activities, creating a "leader" in energy efficiency in various fields and industries, and improving the efficiency of energy and resources utilization. 3. Strengthen management of key energy-using units. We will strengthen the construction of an online monitoring system for energy consumption of key energy-consuming units. Listed key energy-consuming units with an annual comprehensive energy consumption of 5,000 tons shall establish an online monitoring system for energy consumption, and promote the construction of an online monitoring system for energy consumption of key energy-consuming units with an annual comprehensive energy consumption of 2,000 tons of standard coal in industrial areas and more than 1,000 tons of standard coal in other industries. Promote access to the municipal national energy center platform, equipped with the number and precision of second and third level tables as required, and strengthen data collection, analysis and utilization. We will organize key enterprises to conduct energy audits and diagnose the energy efficiency of key energy-using equipment, and promote energy audits of key energy-using enterprises that consume 5,000 tons or more of standard coal per year in the industrial sector, to help them identify weak links in energy conservation and consumption reduction. By 2025, 83,500 tons of standard coal will be saved in industrial and communications industries. 4. Strengthen new infrastructure to save energy and reduce carbon. We will make overall plans to advance the intensive construction of new infrastructure in an orderly manner, and strictly control the total quantity and scale of the infrastructure. The energy utilization efficiency (PUE) of new data centers shall be no higher than 1.3, and the projects with prominent functional positioning, business revenue support and development of key industries in the incubation area shall be favored. Accelerate the upgrading of existing data centers and strive to ensure that the energy utilization efficiency (PUE) of data centers after transformation is no higher than 1.4; We will promote the inclusion of online monitoring systems for key unit energy consumption in data centers. We will accelerate the construction of new infrastructure such as hydrogenation stations and 5G information infrastructure, continue to promote the construction of 5G smart transportation demonstration zones, and support the construction of a smart transportation system. 5. Continue to enhance the capacity of low-carbon technology innovation. To build an important bearing area of Shanghai Science and Technology Innovation Center and a highland of science and technology innovation in the Yangtze River Delta, focus on the hydrogen energy industry, deepen basic research in application based on the construction of Jiading Hydrogen Energy Port, and strengthen the popularization and application of innovative technologies in fuel cell vehicles and hydrogen supply network construction. We will strengthen the cultivation and introduction of carbon-neutral talent teams, and accelerate the formation of a competitive talent system environment. We will strengthen the protection of intellectual property rights, strengthen the dominant position of enterprises in innovation, and support enterprises to undertake major green and low-carbon science and technology projects of the state and this municipality. We will continue to strengthen cooperation in low-carbon science and technology innovation in the Yangtze River Delta, and accelerate the creation of a "science and innovation node in the Yangtze River Delta". 3. Accelerating the green and low-carbon transformation of industrial sectors and strengthening the leading and demonstration effect of the automobile industry


We will develop and strengthen strategic emerging industries, make manufacturing high-end, smart, and green, resolutely curb the blind development of "two high and one low" projects, promote green manufacturing in industrial sectors, and promote the development of the industrial structure toward a new form of low-carbon business.


1. Promote green and low-carbon transformation of industries. We will improve the structure of the manufacturing sector, continue to promote regional industrial restructuring, accelerate the exit of industries with low land resource utilization, and resolutely eliminate backward production capacity. By 2025, we will have completed the adjustment of 125 enterprises. We will comprehensively transform traditional industries and promote the green and high-end development of traditional pillar industries. We will vigorously develop strategic emerging industrial clusters of high-end manufacturing, quality manufacturing, intelligent manufacturing and green manufacturing, and build advanced manufacturing clusters with obvious low-carbon transformation effects, such as the "new Four modernizations" of automobiles, smart sensors and the Internet of Things, high-performance medical equipment and precision medicine. For strategic emerging industries with rapidly growing energy consumption, we will encourage the use of new technologies, new processes, new equipment, and new materials to reduce carbon emissions, actively lead the green development of strategic emerging industries with a high starting point, and gradually create a new situation in which economic quality and efficiency improvement and industrial low-carbon development will work together. 2. Continue to promote industrial agglomeration and strengthen the leading demonstration of the automobile industry. To accelerate the industrial agglomeration of parts, systems and vehicles, continue to upgrade the energy level of Jiading Hydrogen Energy Port, establish a national hydrogen fuel cell vehicle measurement and testing platform, build a whole industrial chain of hydrogen fuel cell vehicles, and create a fuel cell vehicle industry ecology with complete infrastructure. By 2025, the total output of the whole industry chain of Jiading hydrogen and fuel cell vehicles will strive to exceed 100 billion yuan. There are more than 100 headquarter enterprises, high-tech enterprises and enterprise technology centers. The total number of demonstration vehicles is no less than 3,500. We will continue to promote energy conservation and upgrading projects in the automobile industry, support the leading role of automobiles, electronics, and communications in key areas such as supply chain integration and innovation and low-carbon management, promote the transformation of the traditional automobile industry into smart manufacturing, high-end manufacturing, and green manufacturing, and promote the green and low-carbon development of the entire supply chain of key industries. 3. Resolutely curb the blind development of "two high and one low" projects. List management, classified disposal and dynamic monitoring are implemented for "two high and one low" items. We will strictly control the construction of new projects, and prohibit the construction of projects with high or low production capacity in industries that are already saturated. We will improve the coordination mechanism for energy conservation management of regional construction projects, comprehensively examine projects under construction, and make every effort to promote energy efficiency. We will dig deep into potential stock projects, supervise transformation and upgrading, and promote the withdrawal of outdated production capacity in accordance with relevant policy documents of Shanghai Municipality on industrial structure adjustment. We will strengthen supervision and inspection of regular energy conservation management by centralized administrative departments. 4. Actively promote green manufacturing. We will improve the green manufacturing system, promote cleaner production, build green and low-carbon factories, green and low-carbon industrial parks, and green and low-carbon supply chains, and drive the green transformation of production models through typical demonstrations. Encourage green factories to compile green and low-carbon annual development reports. We will guide green factories to further upgrade their standards to international advanced levels. We will promote the green and low-carbon development of supply chains, and encourage the formulation of low-carbon development plans based on "one chain, one policy". Encourage enterprises in the park to adopt the production mode of comprehensive utilization of energy and resources, accelerate the development of comprehensive utilization of resources, and promote the establishment of zero-carbon and low-carbon parks. By 2025, 50 green factories, three green supply chains and three green parks will be set up, with more than 25 percent of key energy-using enterprises in the region being green. 4. Speed up green construction in the building sector and promote the large-scale application of renewable energy


We will promote the implementation of ultra-low energy consumption building standards for new buildings, strengthen energy-saving renovation of existing buildings, accelerate the optimization of building energy structure, continue to promote the use of renewable energy, and accelerate the transformation of the building sector into a green and low-carbon one.


1. "Ultra-low energy consumption" in new buildings. An ultra-low energy consumption building technology and supervision system covering the whole life cycle of buildings should be formed. During the "14th Five-Year Plan" period, no less than 400,000 square meters of ultra-low energy consumption building demonstration projects should be implemented, including no less than 200,000 square meters of ultra-low energy consumption building demonstration projects in Jiading New City, and at least one ultra-low energy consumption building demonstration area should be built. By 2025, Jiading New Town will fully implement the ultra-low energy consumption building standards. During the 15th Five-Year Plan period, 50 percent of new residential buildings in the region will be subject to ultra-low energy consumption building standards, and by 2030, all new civil buildings in the region will be subject to ultra-low energy consumption building standards. We will accelerate the creation of green and ecological urban areas in the Central Activity Area of Yuanxiang Lake, Jiabao Wisdom Bay and Fengbang New Town of Beihongqiao, and promote the cluster development of green buildings. We will implement a system of energy consumption and carbon emission quotas for residential buildings and all types of public buildings, and strengthen regulatory requirements for land transfer, design review, and completion acceptance. 2. "Energy-saving renovation" of existing buildings. We accelerated the energy-saving renovation of existing buildings. During the 14th and 15th Five-Year Plan period, we completed energy-saving renovation projects for existing buildings of more than 3 million square meters, of which 350,000 square meters were built with an average energy saving rate of 15 percent or above. We will comprehensively improve the energy efficiency of existing public buildings, and conduct in-depth energy efficiency standards and energy audits for public buildings. We will support public institutions and large public buildings in efficient cooling, upgrade and eliminate inefficient equipment, and use smart management and control technologies to upgrade and upgrade them. We will continue to upgrade municipal infrastructure to save energy and reduce carbon footprint. We will encourage government offices, shopping malls, hotels, hospitals, data centers and other key areas to upgrade their energy efficiency by regions and in batches. 3. Optimization of building energy structure. We will continue to promote the application of renewable energy in the field of construction. By 2022, new public buildings, residential buildings and industrial plants will use at least one renewable energy, and a supporting design and acceptance management system will be established. By 2025, the replacement rate of renewable energy in urban buildings will reach 10%. By 2030, it will further increase to 15%. We will promote the installation of photovoltaics in suitable new buildings. From 2022, no less than 50% of the rooftop area of new government offices, schools, industrial plants and other buildings shall be installed with photovoltaics, and no less than 30% of the rooftop area of other types of public buildings shall be installed with photovoltaics. We will promote the installation of photovoltaics in existing buildings. By 2025, the rooftop photovoltaic coverage of public institutions and industrial plants will reach more than 50%, and by 2030, they will be fully installed. We will raise the level of electrification of building terminals, guide the development of building heating and domestic hot water into electrification, and promote the gradual and comprehensive electrification of new public buildings. 5. Transforming the transport sector into a green and low-carbon one, and establishing a nationally leading smart and low-carbon transport system


We will promote green and low-carbon transformation of transportation and infrastructure, implement the strategy of prioritizing public transportation, build a green and low-carbon travel network, and vigorously promote the development of smart transportation.


1. Upgrading and transformation of transportation vehicles. We will accelerate the transformation and upgrading of transport vehicles into electrified, low-carbon and intelligent vehicles, and actively expand the application of clean energy such as electricity, natural gas, biomass fuel and hydrogen energy in the transport sector. During the 14th Five-Year Plan period, all new or updated buses, taxis and other public transport vehicles shall, in principle, use new energy vehicles. All new or updated vehicles of Party and government organs, state-owned enterprises and public institutions, sanitation, postal services and other public sector vehicles shall use new energy vehicles, and the proportion of new and clean energy buses shall reach 96% by 2025. 2. Low-carbon transformation of transport infrastructure. The concept of "energy saving and low carbon" is integrated into the whole process of transportation infrastructure planning, construction, operation and maintenance to reduce energy consumption and carbon emissions throughout the whole life cycle. New large transportation hub facilities shall be constructed in accordance with the two-star and above green building standards to realize the photovoltaic installation. We will accelerate the construction and low-carbon transformation of supporting infrastructure such as charging piles, supporting power grids, filling stations and hydrogen refueling stations. During the 14th Five-Year Plan period, 3,300 public and special charging piles were built, no less than two hydrogen refueling stations (including skid-loading stations) were built, and all 47 inland river wharfs (excluding hazardous chemical wharfs) of the region were covered by onshore power facilities for ships. 3. Build a green and low-carbon travel network. Optimize the travel environment of urban public transport and slow travel system. Accelerate the construction of bus hubs such as the first and last bus station of Yecheng Road, Chengliu Middle Road, Jiamin Line, Lexiu Road of Rail Transit Line 14 and Shanghai International Automobile City Station of Rail transit line 11, carry out research on the planning of China transportation network, and promote the planning and construction of China transportation demonstration line; Cooperate with municipal departments to promote the planning and construction of large-volume rail transit such as Jiamin Line and the north extension of Metro Line 13 and the western extension of Metro Line 13, and promote the planning and construction of the western extension of metro Line 14, so as to gradually form a three-tier, one-network public transport service network of "large-volume rail transit, medium-volume bus rapid transit and regular bus". Build a characteristic high-quality slow traffic system, highlight the art and cultural atmosphere of the pedestrian area, and create a low-carbon, green, safe and high-experience travel environment. 4. Building a smart transportation system. We will actively promote the construction of intelligent infrastructure environment, deepen and improve the construction of a series of standard systems for the "dual-intelligence" coordinated development, and form a standard system for the coordinated development of vehicle-transport-city connected smart city infrastructure and intelligent Internet-connected vehicles. We will continue to promote the demonstration application of autonomous taxis, special vehicles and connected public transport, and strive to become the large-scale demonstration application model of intelligent connected vehicles in China. 6. Promote the cluster development of recycling industries and build a circular economy to help reduce carbon emissions


Under the guidance of source reduction, recycling and recycling, we will speed up the establishment of a recycling system covering all types of solid waste in the region, and further improve the comprehensive utilization level of bulk solid waste.


1. Build a recycling industrial system. Comprehensively implement the comprehensive development policy and land use guarantee for the resource recycling industry, and actively build a platform to further improve the development scale and level of regional enterprises in the resource recycling industry. We will vigorously promote green design, further promote clean production, continue to promote the recycling transformation of the park, and improve the recycling efficiency of energy and resources in the region. We will expand the scale of remanufacturing in areas such as auto parts and mechanical and electrical products, and further expand the level and scale of the remanufacturing industry. By 2025, the comprehensive utilization rate of general industrial solid waste will reach above 95 percent. 2. Build a circular social system. We will further promote the control of plastic pollution, reduce the amount of plastic produced and used at source, promote the application of alternative products and modes, standardize the recycling and utilization of plastic waste, and strengthen special cleaning and treatment of plastic waste. We will accelerate the green transformation of express packaging, reduce secondary packaging, and promote packaging that can be recycled and easily recycled. We will improve the whole-process classification system of household garbage and the construction of transport facilities, promote long-term normal management, promote the reduction of household garbage at the source, optimize the construction of the "point station" system of recyclables, accelerate the cultivation of a number of high-energy recycling market players, and improve the comprehensive capacity of recycling. During the 14th Five-Year Plan period, the wet waste resource treatment project (Phase II) was completed. By 2025, the regional household waste recycling rate will reach 50 percent and the utilization rate of resources will reach more than 85 percent, and the whole region will realize zero landfill of raw household waste. 3. Promote circular development in the construction sector. We will promote the reduction of waste from construction sites and decoration, and vigorously promote the reduction of waste sources such as engineering residue. We will increase research, development and promotion of technologies for the recycling of construction waste, and promote the high-level utilization of recycled building materials. 7. Upgrading the development of green, modern agriculture and promoting the full implementation of the rural revitalization strategy


We will vigorously develop new agricultural industries and forms of business with green, low-carbon and ecological recycling as growth points, continue to promote rural development and low-carbon energy use transformation, improve the digital level of agricultural machinery services, and build integrated areas for modern agricultural intelligent production.


1. Continue to promote agricultural recycling. We will actively promote the ecological cycle agriculture model of fertilizer saving and medicine saving by combining planting and breeding. We will continue to promote the use of organic fertilizers instead of chemical fertilizers and green prevention and control technologies, and maintain zero growth in the use of chemical fertilizers and pesticides. Agricultural waste such as manure and urine from livestock and poultry and crop straws will be fully utilized. Strengthen the recycling and disposal of waste agricultural film and pesticide packaging waste, improve the recycling system, and strive to achieve full recovery. 2. Accelerate low-carbon development of agricultural energy. We will vigorously develop renewable energy in agriculture, promote the diversified utilization of crop straw, and expand various off-field utilization methods such as fertilizer, feed, base material and fuel. By 2025, the comprehensive utilization rate of crop straw in this region will be stable at more than 99%. Encourage the use of more organic fertilizers and biological pesticides. 8. Continue to consolidate and improve carbon sink capacity and build a modern carbon sink system


We will promote the integrated development of forest land, garden land and green space, stabilize the carbon sequestration capacity of existing ecological Spaces, improve the quality of forests and grass, increase carbon sinks, and create high-quality green and low-carbon ecological Spaces.


1. Consolidate and enhance forest carbon sink capacity. We will strengthen spatial planning and use control, stabilize the carbon sequestration role of existing important ecological Spaces such as forests, grasslands, gardens and cultivated land, continue to increase the area and stock of forests, carry out projects to accurately improve forest quality, and increase the carbon sink of ecosystems. Afforestation will be carried out in accordance with the special Afforestation Plan of the 14th Five-Year Plan. By 2025, the region's forest coverage will reach 18.3 percent. 2. Promote the construction and renovation of parks. By 2025, nine new parks will be built, with a green coverage rate of 38.5% in the built-up areas and a per capita green area of 10.12 square meters. We will encourage and support key regions to actively develop low-carbon demonstration zones and strengthen demonstration and guidance. The whole region adopted different policies to promote regional green and low-carbon transformation in a scientific and orderly way.


1. Jiading New Town will lead the construction of low-carbon demonstration area. Pilot work such as low-carbon development practice area and low-carbon community will be carried out in selected areas within the scope of Jiading New City, and the scope of low-carbon pilot will be gradually expanded to strengthen the demonstration and leading role. By 2025, the mid-term evaluation of Jiading New Town's low-carbon development practice area will be completed and two low-carbon communities will be created. 2. Construction of "waste free city". Accelerate the establishment of Jiading New City "waste free city" comprehensive management system and technology system. We will strengthen coordinated management of solid waste, improve the classification of household waste to improve its quality and efficiency, improve the system for the comprehensive utilization and disposal of general solid waste, and raise the level of safe collection, transportation and disposal of hazardous waste. We will intensify trans-regional and trans-sectoral coordinated environmental remediation efforts. By 2025, all the goals and tasks of building a "waste-free city" in the 14th Five-Year Plan period of the region will be completed, and the amount of solid waste at source will be reduced significantly, and the level of resource utilization will be significantly improved. 3. Pilot "Green Ecological Urban area". Pay attention to the spatial layout, ecological quality and efficiency of ecological resources, promote the organic integration of the new city park form and urban space, strengthen the integration of park green space and cultural and sports functions. By 2025, the forest coverage rate within Jiading New City will reach more than 21%, the per capita green park area will reach 11.5 square meters, and more than 50 kilometers of new backbone greenways will be added. We will increase the public's awareness of conservation, low carbon and environmental protection, advocate simple and moderate lifestyles, and enhance the awareness of enterprises as subjects of green development, so as to create a favorable atmosphere for the whole society to consciously practice green and low carbon.


1. Strengthen publicity and education for ecological progress. We will strengthen national education on energy conservation, low-carbon environmental protection, resources, energy and the environment, and popularize basic knowledge of achieving carbon peak and carbon neutrality. We will make full use of new media and other innovative publicity methods to strengthen publicity and education of ecological civilization to the public. We will continue to carry out themed publicity activities such as Earth Day, World Environment Day, Energy Conservation Publicity Week, National Low-carbon Day, and Green and Low-carbon Travel Month, and strengthen publicity efforts on the classification of waste products and the reduction and limit of plastic products. We will give full play to the role of carbon-neutral college practice bases for young people, enhance their awareness of green and low-carbon, and promote the concept of ecological civilization. We will carry out the construction work of green life, such as energy-saving institutions, green communities, green schools, green shopping malls and green travel, and select green families and the most beautiful families to raise the awareness of ecological civilization among family members. We will continue to carry out a nationwide campaign to conserve energy, and encourage the public to give priority to the purchase and use of energy-saving electrical appliances, water-saving appliances and other green products. We will actively foster a green consumer market and expand the supply and consumption of green and low-carbon products. Encourage the development of second-hand trading market, promote the reuse of electronic products, home appliances, books and other second-hand goods. We will give full play to the role of news media, trade associations and other social organizations and urge enterprises to conscientiously fulfill their social responsibilities. 4. Strengthen the training of cadres. It has actively organized special training courses on carbon peaking and carbon neutrality, and conducted special training for cadres in all departments, streets and towns to popularize scientific knowledge, publicize key policy points, strengthen the awareness of the rule of law, and deepen the importance, urgency, scientific and systematic understanding of the work of carbon peaking and carbon neutrality among cadres at all levels. Iv. Safeguard measures


1. Strengthen data information collection and statistics. Further improve the energy consumption data collection and statistical system of the region, strengthen the capacity building of carbon emission statistics and accounting, explore the construction of intelligent, efficient and connected energy management center platform, rely on various existing monitoring platforms, strengthen data connection, eliminate data islands, strengthen data sharing on the basis of ensuring data security, improve the effect of energy data to promote energy conservation and consumption reduction. 2. Improve the economic policy system. We will implement national and municipal preferential tax policies on environmental protection, energy and water conservation, and the purchase of new-energy vehicles. We will implement the mechanism for government and enterprise green electricity prices. When conditions are ripe, carbon emission reduction support tools can be set up to support industrial green transformation. We will encourage private capital to set up investment funds in green and low-carbon industries in a market-based manner. 5. Organization and implementation


1. Improve political standing and strengthen organizational leadership.  We should raise our political position, unify our thoughts and actions, fully realize the urgency and arduousness of achieving the "double carbon" goal, focus on the target tasks, accurately grasp the development direction, strictly implement the work requirements, go all out to promote the carbon peak work of Jiading District in a solid, steady, scientific and orderly way, ensure the completion of the peak target on time, and promote the comprehensive green and low-carbon transformation of the economy and society. 2. Strengthen overall planning and coordination and tighten responsibilities. Give full play to the systematic planning and coordination role of the leading group of Jiading District Carbon Peak carbon neutralization work, study major issues and plan key work. All relevant departments should perform their respective duties and elaborate various work measures in accordance with the "Implementation Opinions of the CPC Shanghai Municipal Committee and the Shanghai Municipal People's Government on Implementing the New Development Concepts for Carbon Peaking and Carbon Neutrality in a complete, accurate and comprehensive manner", the "Implementation Plan of Shanghai Municipality for Carbon PeAking" and the main objectives and key tasks set out in this plan. All departments cooperated closely, strengthened communication and coordination, and gave full play to their joint efforts to promote the work in an orderly manner. All streets and towns should effectively implement their territorial management responsibilities, do a good job in grasping the carbon and reaching the peak, ensure the implementation of work tasks in place, and further form a working situation of connecting up and down, overall linkage and joint efforts. 3. Strict supervision and assessment to ensure the realization of goals. We will further improve the energy consumption dual control and carbon emission assessment mechanism, incorporate the relevant work indicators for carbon peaking into the assessment and evaluation system for carbon peaking and energy conservation and emission reduction at the district level, adhere to the principle of "strength rigidity and total flexibility", and improve the mechanism for decomposition, assessment, evaluation and notification of district-level goals and tasks based on the binding indicators and the implementation of key work. All relevant departments, streets and towns should designate responsible persons and contact persons for the task of achieving peak carbon neutrality, strengthen coordination and form joint efforts.
