In order to further promote the high-quality development of green buildings in our city and help achieve the double carbon goal, According to the Notice of the Ministry of Housing and Urban-Rural Development and the National Development and Reform Commission on Printing and Distributing the Implementation Plan of Carbon Peak in Urban and Rural Construction (Construction Standard No. 2022) and the Notice of the Ministry of Housing and Urban-Rural Development on Printing and Distributing the Management Measures of Green Building Identification (Construction Standard Code 2021) 1 (No.), Notice of Shaanxi Provincial Department of Housing and Urban-Rural Development on the Establishment of the Working Mechanism of "Four Clearances and One Responsibility" for Green Building Construction (No. Shaanxi Jianfa (2022) 1050), hereby further improve the management of green building construction as follows:


I. Main work objectives


-- Green buildings will account for 80 percent of new civil buildings in cities and towns by 2023, 90 percent by 2024, and 100 percent by 2025;


-- Star-rated green buildings will account for more than 30 percent of new civil buildings in cities and towns by 2025;


-- Ultra-low energy consumption buildings, reaching more than 600,000 square meters by 2025.


Ii. Specific task requirements


1. Green buildings. New civil buildings in cities and towns shall implement the Evaluation Standards for Green Buildings (GB/T 50378) and shall be designed and constructed according to the basic grade of green buildings or above.


Newly built residential buildings with fully decorated buildings of no less than 50,000 square meters should be rated as one star or above.


Newly built public buildings with a total floor area of 20,000 square meters or more; public welfare buildings that meet the needs of the public, such as state organ office buildings and government-invested schools, hospitals, museums, science and technology centers and gymnasiums; and public buildings that are fully invested by state-owned enterprises shall be at least one-star. Among them, the six districts of the city, the development zone of the project at least two stars.


Super high-rise buildings should be designed and constructed according to the three-star standard of green building.


(2) Ultra-low energy consumption buildings. Accelerate the construction of ultra-low energy consumption buildings, by 2025, the construction of ultra-low energy consumption building projects: high-tech zones shall not be less than 200,000 square meters;  The open District, Qujiang New District, Chanba ecological District, aerospace base are not less than 50,000 square meters; Other districts and counties explored the construction of ultra-low energy consumption buildings in light of local development conditions.


(3) Green ecological residential areas.  There are no less than 2 economic development districts, Qujiang New District, Chanba Ecological District, International Port District and Aerospace base respectively. We will encourage other districts and counties to explore ways to build green and ecological residential communities.


(4) Green and ecological urban areas.   Buildings within the Green Eco-city should be at least one star, and qualified projects should be encouraged to reach two stars or above.


5. Application of renewable energy. New buildings should be equipped with solar systems and other renewable energy sources encouraged.


Newly built residential buildings with 12 floors or less in urban areas and public buildings with hot water supply requirements shall use solar water heating systems or other renewable energy sources instead; Encourage and support the construction of new industrial parks, schools, hospitals, party and government offices, scientific research institutions and other public buildings in the application of building photovoltaic integration.


Priority will be given to the development of geothermal energy heating in areas that cannot be covered by cogeneration. Medium and deep geothermal energy and ground source heat pump technologies will be promoted in new residential buildings and public buildings such as offices, teaching facilities, hospitals, hotels, office buildings and convenience centers where conditions permit.


6. Building an energy regulatory system. We will promote energy consumption statistics, energy auditing, and energy efficiency disclosure, and establish a sound mechanism for building an energy regulatory system.


We will strengthen the construction and maintenance of energy consumption monitoring systems for public buildings, formulate energy quota standards for public buildings, include key energy-using buildings, government office buildings and large public buildings in energy consumption monitoring platforms, and publicize energy efficiency as required.


 Until 2025, at least 10 government office buildings or large public buildings of more than 20,000 square meters will be audited annually in each of these pilot areas.


Strengthen energy efficiency management during building operation, guide and encourage contractual energy management and contractual water-saving management, and use municipal water, rainwater and other non-traditional water sources to promote water-saving use of buildings; Encourage the monitoring and management of energy use in public areas of new residential buildings.


7. Building green rural housing. To plan the preparation of design standards for green rural housing, guide and standardize the construction of green rural housing, improve the construction quality of rural housing, extend the service life of rural housing, improve the residential function of rural housing, and enhance the quality of rural housing. In Lintong District, Chang 'an District and other agriculture-related districts and counties, pilot projects will be carried out to build green rural housing models that are safe, practical, energy-saving, environmentally friendly, economically beautiful, healthy and comfortable.


Third, the implementation of the main responsibility


We will further consolidate the main responsibilities of all parties involved in green building, establish a "closed-loop responsibility" work system with clear responsibilities, and ensure that the construction links of green building projects are closed, the whole process is controllable, and the responsibilities are clear.


(1) Responsibilities of the construction unit. Construction units shall assume the main responsibility for green building construction. When conducting project design, consulting bidding or commissioning design, the grade of green building and related index requirements shall be clearly defined. Strengthen the organization and implementation of the whole process of project construction, perform duties in accordance with policies, regulations and green building standards and specifications, and do not express or imply that the relevant units will lower the green building standards and grades for any reason.


After the construction drawing design review has made clear the grade of green building, according to the needs, design and consulting institutions can be entrusted by themselves to conduct star-level pre-evaluation of green building, and no logo will be awarded.


During the special inspection and acceptance of the project, the design, construction and supervision units shall be organized to conduct self-inspection on the implementation of various green building technical measures of the project, and after forming a qualified self-inspection report of the corresponding level of green building, they shall apply for mid-term special inspection and acceptance of green building to the district and county housing construction administrative departments and the management committee of the development zone.


(2) Responsibility of the design unit. Complete the green building design documents in strict accordance with the green building standards and regulations and the depth of preparation of green building design documents, define the green building related technical measures, conduct self-assessment according to the requirements of different levels, and issue the corresponding technical measures supporting documents. Those that do not meet the design requirements of the corresponding grade of green building shall not be submitted to the construction unit for examination.


(3) Responsibility of the drawing examination institution. In strict accordance with the specific requirements for the comprehensive implementation of green building standards, in accordance with the standards for green building and the key points of examination, the construction drawing design documents submitted by the construction units shall be subject to the special technical examination of green buildings, and the special examination opinions shall be issued to clarify the grades of green buildings and the main technical measures, and those that fail to implement the green building standards in accordance with the provisions or fail to pass the special examination. The certificate of qualification shall not be issued.


(4) Responsibility of the construction unit. Construction shall be carried out in strict accordance with the qualified construction drawing design documents and construction technical specifications, and the special construction organization plan for green buildings shall be prepared. The construction materials, products and equipment used shall conform to the requirements of the construction drawing design documents, and the selection of building materials products certified as green building materials shall be encouraged. The construction materials, products and equipment used in construction shall be inspected, and samples shall be sent to qualified testing institutions for reinspection in accordance with regulations to ensure that the performance indicators meet the standard requirements.


(5) Responsibilities of the supervision unit. In accordance with the regulations and requirements of green building standards and qualified construction drawing design documents, supervise the construction activities and witness the sampling and inspection of the construction site. Those who arbitrarily alter the design content of the construction drawings for green buildings, fail to carry out construction in accordance with the examined and qualified construction drawing design documents, or use building materials, products and equipment that do not meet the requirements of the green building standards shall be stopped, and those who fail to stop shall be promptly reported to the local competent construction administrative department.


Fourth, strengthen supervision and management


We should do a good job in the supervision and management of green buildings throughout their life cycle, improve the comprehensive closed management mechanism of all links including design, drawing review, construction, acceptance and operation, and improve the management of green building identification to ensure efficient and stable operation of green buildings.


1. Strengthen front-end supervision of projects. The relevant contents of green building design and drawing examination shall be included into the cloud platform of Xi 'an Construction drawing Joint examination. The housing and construction management departments at all levels shall do a good job in the review and review of the content of green building design and the conclusion of the construction drawing examination, to ensure that the green building design meets the requirements of policies and standards.


(2) Do a good job of green building identification. The municipal administrative department of housing construction shall do a good job in identifying and awarding one-star green buildings. The district/county administrative department of housing construction and the administrative committee of development zone shall do a good job in the cultivation, recommendation and preliminary examination of star-rated green buildings in accordance with the green building identification procedures (see annex).


(3) To find out the bottom of the implementation of the "four Qing". We will focus on the four key links of the design, construction, acceptance inspection and filing of the completion of new buildings, and establish four lists of green building construction projects to be started, under construction, acceptance inspection and filing, so as to ensure that the project base is clear, construction responsibilities are clear, implementation is accurate, and supervision responsibilities are real, so as to ensure that green building development and construction tasks are completed with high quality.


(4) Carrying out daily inspections and inspections. We will continue to focus on projects, establish a regular inspection mechanism, and carry out supervision and inspection of design, drawing review, construction, acceptance inspection and operation. For units that have violated regulations, we will establish a list of problems, and follow up and supervise them through stoppage of work for rectification, individual interviews, centralized review, and special report until the number is cancelled.


5. Doing a good job in management, training and guidance. Relying on the resource advantages of universities and research institutes in our city, we will continue to carry out the service activities of "three, four lectures and two interactions" on building energy conservation, focusing on the policies, regulations and technical standards of green buildings, energy consumption statistics, renewable energy application, green ecological residential areas, green farm houses and other aspects, summarize and promote replicable experience and practices, and create a good atmosphere for all parties to pay attention to and promote development.


This notice shall be implemented as of the date of issuance. In case of any discrepancy between relevant requirements in the Notice of Xi 'an Green Building Construction Action Plan (No. 2021) jointly issued by Xi 'an Housing and Urban-Rural Development Bureau and nine other departments, this Notice shall prevail.

Green building identification procedures


1. Identification declaration


The declaration of green building identification shall be voluntary. The project construction unit, operation unit or owner unit shall declare after the construction project has passed the completion acceptance inspection and completed the record. Design, construction, consulting and other related units are encouraged to jointly participate in the declaration.


The applicant shall provide the following materials and be responsible for their authenticity, accuracy and completeness when applying for the green building sign project.


1. Green building identification declaration and self-evaluation report;

2. Project approval, completion acceptance record and other relevant documents;

3. Applicant company profile, qualification certificate, unified social credit code certificate, etc.;

4. Drawings, reports, calculations, pictures, videos and other technical documents related to identification;

5. Commitment letter to report operation data of major green performance indicators annually.


Two, identification recommendation


The one-star green building project shall be recommended by the district/county housing construction administrative department and the development zone management committee, and submitted to the municipal housing construction administrative department for identification and identification; The two-star green building project shall be recommended by the municipal administrative department of housing construction and submitted to the provincial administrative department of housing construction for identification and identification; The three-star green building project shall be recommended by the provincial administrative department of housing construction and submitted to the Ministry of Housing and Urban-Rural Development for identification and identification.


3. Accept the examination


The review is divided into two steps: formal review and expert review.


Form review: the district/county housing construction administrative competent department and the development zone administrative committee shall check whether the application units and projects meet the requirements for declaration and whether the application materials are complete, complete and effective, and report to the municipal housing construction administrative competent department for review. During the formal examination period, the applicant may be required to supplement the materials once, and the items that fail to pass the formal examination shall not be recommended for application and shall not be organized for expert examination.


Expert review: For the one-star green building project that has passed the form review, the municipal administrative department of housing construction will select more than 7 relevant experts from the provincial green building expert database to form an expert team for review, review the green building performance according to the green building evaluation standards, and determine the green building grade. For the technical content of the project that cannot be determined during the examination, experts can be organized to carry out on-site verification.


Iv. Project publicity


After the review, it will be publicized on the portal website of the municipal housing construction administrative department, including the project location, type, name, applicant, green building star rating and key technical indicators. The publicity period shall be no less than 7 working days. Signed written opinions on publicized items must be verified and objections handled.


V. Recognition of public announcement


The municipal administrative competent department of housing construction shall issue a public announcement and grant a certificate to the projects that have no objection to the public announcement.
