First, the implementation of the "construction to strengthen the enterprise" action. Cultivate and develop key enterprises, focusing on cultivating a group of leading key enterprises with core competitiveness and brand influence, named by the state government as "Liangshan Top 10 Construction Enterprises"; We will guide growing small and medium-sized enterprises to grow bigger and stronger. The state government names a batch of "10 best growing Enterprises in Liangshan Construction Industry" every year, supports small and medium-sized enterprises with comparative advantages to participate in the professional subcontracting of the general construction contract project, and takes the development road of "specialized, refined and new". Support enterprise promotion qualification. A one-time reward of RMB 10 million yuan and RMB 3 million yuan will be given to the newly promoted enterprises with special (comprehensive) and first-class (Class A) general contracting qualifications. For the construction enterprises whose annual operating revenue reaches 5 billion yuan, 3 billion yuan, 1 billion yuan and 500 million yuan for the first time, they will be given fund awards and subsidies of 1 million yuan, 500,000 yuan, 200,000 yuan and 100,000 yuan respectively. The state finance will arrange 20 million yuan to set up special funds for the development of the construction industry at the state level to support the development of the construction industry enterprises and to honor various incentives that should be borne by the state.


Second, supporting the transformation and development of enterprises. Accelerate the Internet construction of Liangshan construction industry, and promote the application of building information model (BIM), big data and intelligent construction. We will accelerate green and low-carbon development of the building sector, and vigorously promote prefabricated buildings such as steel structures and smart construction. The provincial construction industry modernization demonstration base will be given a fund award of 500,000 yuan; For those awarded provincial construction industry modernization demonstration projects, the construction units will be given a maximum fund award of RMB 1 million yuan; Two-star and three-star green building projects, ultra-low energy consumption building projects, high assembly rate and intelligent construction demonstration projects will be given a one-time award of 500,000 yuan; Actively promote project general contracting, cultivate project general contracting market. Government-invested projects, prefabricated buildings and projects applying BIM technology take the lead in the implementation of whole-process engineering consulting, and list the implementation of whole-process consulting projects as key service objects; Implement the policy of "high quality, high price" and "high quality first". The developer may reward the general contractor with the high quality project fee of no more than 0.5% of the construction and installation project cost for the national, provincial and state quality project awards approved in accordance with the regulations.


Third, encourage strategic cooperation between enterprises. Enterprises are encouraged to cooperate with central enterprises and large domestic construction enterprises to jointly contract large and medium-sized projects through joint-stock cooperation, project cooperation, consortium and other means, and the performance of engineering projects undertaken by the consortium established by backbone enterprises in the state and large construction enterprises in Liangang is recognized. Support outstanding local construction enterprises to carry out professional subcontracting cooperation with central and state-owned enterprises for engineering projects, and improve technical management level.


Fourth, cultivate and expand the talent pool. Build a service platform for talents in the construction industry, and strengthen the training of complex, innovative and comprehensive senior management talents and professional talents. Construction enterprises are encouraged to strengthen independent training. The part of the expenditure on employee education that does not exceed 8% of the total wage and salary is allowed to be deducted when calculating the taxable income of the enterprise income tax, and the excess part is allowed to be carried forward for deduction in subsequent tax years. All counties (cities) are encouraged to introduce policies for skill upgrading that are in line with the characteristics of their industries, and provide subsidies for skill upgrading to qualified personnel who have obtained vocational skill certificates. Support construction enterprises, governments of construction labor export places, colleges and universities, vocational colleges and scientific research institutions to build construction industry worker training bases, build Liangshan construction labor brand, and give credit incentives to enterprises. Carry out skills competition extensively, and those who win the award of provincial construction skills competition are supported to apply for the selection of "Sichuan Technical Expert" and "Sichuan May 1 Labor Medal".


5. Improving the business environment. The implementation of "evaluation separation" and do not meet the bid opening, remote and remote bid evaluation. The bidding control price shall be prepared in accordance with the relevant national and provincial pricing regulations, and the developer shall be encouraged to share the price risk reasonably. Guide enterprises from "fight price" to "fight quality" change. It is encouraged to stipulate in the contract that in case of work stoppage due to force majeure, heavy pollution weather, major government event guarantee and other reasons, reasonable compensation shall be given to the construction period. In case of loss and increase of expenses caused, reasonable share shall be made according to relevant provisions and contract agreement. Standardize the "lock certificate" method of construction site personnel supervision, and only "lock" the project leader of construction enterprise and the chief supervision engineer of engineering supervision unit for construction projects under construction. The same construction unit may use the same set of site management personnel who meet the requirements of project scale and production safety in the construction process of adjacent bid sections of the same project. We will carry out inclusive and prudent supervision, and implement a list of exemptions from administrative penalties for minor violations in the construction market and on construction sites.


6. Deepening the reform of qualification examination and approval. We will speed up the implementation of electronic examination and electronic certificates to reduce examination and approval time and improve examination and approval efficiency. We will expand the scope of the notification commitment system and reduce the number of enterprise qualification application materials. We will support first-class (comprehensive) and first-class (Grade A) general construction contractors to optimize their qualification structure through restructuring, merger and division in accordance with laws and regulations. Record information of professional subcontracted projects for completion and acceptance should be improved, and the performance of subcontracted projects can be regarded as the performance of qualification upgrading. Administrative permits for work safety will be optimized, so that changes in construction enterprise qualification certificates and work safety certificates can be applied for and approved together. We will support high-quality development of construction materials enterprises such as ready-mixed concrete. The prefectural administrative competent department of Housing and urban and rural construction undertakes the assessment of the safety production capacity of "safety production management personnel" and "special operation personnel" of local construction enterprises.


7. We will work hard to reduce the burden on enterprises. The regulations on the limit and return of bid bond, performance bond and project quality bond shall be strictly implemented, and the project guarantee system shall be fully implemented. Construction enterprises may pay various types of bond in the form of bank guarantee, professional guarantee company guarantee and guarantee insurance instead of cash. The implementation of "differentiated" guarantee means to support the development of honest enterprises. The bid security for construction projects of Party and government organs and public institutions shall not exceed 1% of the estimated price of the bidding project. If the project has provided the performance guarantee or paid the performance bond before completion, the construction unit shall not set aside the project quality bond at the same time. Actively promote the project payment guarantee, the construction unit should provide project payment guarantee to the construction unit. The construction process settlement shall be strictly implemented, the system of advance payment, progress payment and completion settlement shall be implemented, and the construction unit shall not be required to pay for the construction. The construction unit may not take the audit conclusion of the audit institution as the basis for the settlement of the completion of the project, may not delay the settlement of the project, default on the payment of the project, or refuse to return the quality deposit on the grounds of incomplete audit.


8. Increase financial, fiscal and tax support. We will establish and improve the government-bank-enterprise cooperation mechanism, and encourage construction enterprises with good credit to apply for bank loans with construction contracts, construction permits, construction materials, engineering equipment, and self-built projects as measures to increase credit. Banking financial institutions are encouraged to support construction enterprises with market and credit in terms of credit lines, guarantee methods, preferential interest rates, etc. Support construction enterprises to achieve direct financing through the stock market and bond market to expand financing channels. We will implement preferential policies for taxes and fees related to state support for the large-scale development of the western region, additional deductions for research and development costs, and accelerated depreciation of fixed assets, and support construction enterprises in developing and applying new energy and energy conservation and green construction.


9. Promote Outward economic development. Strengthen exchanges and strategic cooperation with key cities (prefectures) inside and outside the province, hold special promotion and exchange activities, and promote Liangshan construction enterprises to "go out". Establish a docking and coordination mechanism for out-of-state construction markets to assist enterprises in solving problems such as project payment, production safety, rights and interests maintenance and emergency treatment. Build a service platform for the development of Liangshan construction industry, and release information such as project bidding, enterprise employment, financial services and legal consultation. The achievements and awards of projects completed outside the state and province shall be recognized in the aspects of enterprise application qualification, bidding and bidding, quality project evaluation, credit evaluation and so on. A one-time fund reward of 100,000 yuan, 300,000 yuan and 500,000 yuan will be given to construction enterprises whose annual revenue of construction industry outside the state or province exceeds 100 million yuan, 500 million yuan and 1 billion yuan respectively.


X. Improve the service guarantee system. We will strengthen consultation, research and judgment, and coordinate solutions to key and difficult problems in the development of construction enterprises. We will establish a mechanism to provide support for housing and urban and rural development. Members of the leading bodies of the administrative departments for housing and urban development at all levels will contact at least one construction enterprise to provide guidance for their development and help them solve their difficulties. Establishment of annual business revenue, growth contribution, emergency rescue and other construction enterprise behavior notification and praise incentive mechanism. The construction unit shall handle all aspects of the project through the Sichuan Province Project Construction Project Approval Management system. If the construction project fails to handle the completion acceptance record on time due to reasons other than the responsibility of the construction unit, the relevant performance information can be input into the provincial construction market supervision public service platform according to the completion acceptance report signed by the responsible parties and the professional subcontract of the project. Strengthen epidemic prevention and control at construction sites, support the contracting parties to negotiate an increase in the cost of normal epidemic prevention and control measures in the construction project based on the actual project conditions, and include the cost of reduced efficiency and slow work caused by epidemic prevention and control into the project cost.


 Support construction enterprises with first-class (Class A) or above qualification of general contracting for construction outside the state to register in Liangshan by means of overall relocation, separate qualification, new enterprise, and reorganization with local construction enterprises, etc., provide special grade (comprehensive grade) and first-class (Class A) enterprises for general contracting for construction, and provide certain credit comprehensive evaluation and cultivation period and policy support according to laws and regulations.


Strengthening the construction of the credit system. Further promote the construction of credit evaluation system in the construction industry, strengthen the combination of credit evaluation results and construction market application, and encourage the construction market players with good credit evaluation in the work of qualification management, bidding and bidding, engineering guarantee insurance, policy support, and evaluation of excellence. The application of credit evaluation results should be fully introduced in government and state-owned capital investment projects, and high-quality construction enterprises should be preferentially selected in new social investment projects involving people's livelihood.


The award and subsidy funds shall be formulated by the Housing and Urban-Rural Development Bureau of the Prefecture and the Finance Bureau of the Prefecture. The measures will come into effect on October 19, 2022 and will be valid for five years.
