The "Regulations" first clarify that green buildings refer to high-quality buildings that save resources, protect the environment, reduce pollution, provide users with healthy, applicable, and efficient usage space, and maximize the harmonious coexistence between humans and nature throughout the entire lifespan of the building, including civil buildings and industrial buildings.

The Regulations specify that the implementation requirements of green buildings include the green building grade, the assembly rate of prefabricated building, and the average energy-saving rate of buildings. In terms of green building level requirements, civil buildings are divided into basic level, one star, two star, and three star levels. The planning, design, and construction of new civil buildings should adopt green building standards of basic level and above; Industrial buildings are divided into one star, two star, and three star levels. The planning, design, and construction of new industrial buildings should adopt green building standards of one star or above.

The Regulations propose that the municipal and district (city)/county governments should increase financial support for green buildings, with a focus on the following areas: the preparation of green building development plans, as well as building energy consumption statistics, monitoring, and operational evaluation; Research and development and promotion of green building technology and products; Demonstration projects of ultra-low energy consumption buildings, near zero energy consumption buildings, high star green buildings, high assembly rate prefabricated building, renewable energy technologies, etc; Green renovation of existing buildings and application of contract energy management.

At the same time, enterprises, universities, and research institutions are encouraged to research and develop new technologies, processes, materials, and equipment for green buildings. Relevant research and development expenses can enjoy tax preferential policies in accordance with national regulations; Enterprises implementing green building projects and certified new wall materials, waste utilization ratios that meet the requirements for resource comprehensive utilization of building materials, shall enjoy tax preferential policies in accordance with regulations.

In addition, for green buildings and prefabricated building that meet the relevant standards of the state and Sichuan Province and the requirements of urban and rural planning, the increased building area due to the use of wall insulation technology is not included in the calculation of floor area ratio. The construction area of the first floor elevated part, which serves as an unclosed common part of public greenery, passages, public sports facilities, children's amusement facilities, etc., is not included in the calculation of plot ratio. The specific regulations shall be formulated separately by the Municipal People's Government.

We will also establish and improve a mechanism for collecting, evaluating, and applying green building credit information. According to relevant regulations, green building projects that have been recognized, rewarded, or rated as demonstration projects can be given credit incentive points for construction, survey, design, construction, and supervision units. Projects that have obtained high star green building logos should be given priority in the evaluation of various construction engineering awards.

The Regulations also clarify the legal liability for violating relevant regulations.
