At this year's Chengdu Two Sessions, "green and low-carbon" became a high-frequency buzzword. The reporter learned from Chengdu Housing and Urban Rural Development Bureau that in order to reduce building energy consumption, meet people's growing demand for high-quality work and living space, promote the construction of park city demonstration areas, and help achieve carbon peak and carbon neutrality, according to relevant laws, regulations and reality, Chengdu has formulated the Chengdu Green Building Promotion Regulations (hereinafter referred to as the Regulations).

The Regulations will come into effect on March 1, 2023.

Clarify the execution requirements for green buildings

Standardized operation management

The "Regulations" first clarify that green buildings refer to high-quality buildings that save resources, protect the environment, reduce pollution, provide users with healthy, applicable, and efficient usage space, and maximize the harmonious coexistence between humans and nature throughout the entire lifespan of the building, including civil buildings and industrial buildings.

The Regulations specify that the implementation requirements of green buildings include the green building grade, the assembly rate of prefabricated building, and the average energy-saving rate of buildings. In terms of green building level requirements, civil buildings are divided into basic level, one star, two star, and three star levels. The planning, design, and construction of new civil buildings should adopt green building standards of basic level and above; Industrial buildings are divided into one star, two star, and three star levels. The planning, design, and construction of new industrial buildings should adopt green building standards of one star or above.

Newly built, renovated, or expanded government office buildings, as well as public buildings with a total building area of over 20000 square meters, as well as existing government office buildings and large public buildings undergoing energy-saving renovation, should simultaneously design and install energy consumption monitoring equipment and systems with remote transmission function. After the acceptance of the building energy-saving project Before the completion and acceptance of the project, the building energy consumption monitoring equipment and system will be connected to the municipal building intelligent system to achieve online monitoring.

The municipal and district (city)/county people's governments should establish a data sharing mechanism for water, electricity, gas, and heat consumption in civil buildings, in order to enhance the monitoring capacity of building energy consumption.

Public buildings shall not exceed the energy consumption limit. If large public buildings, government office buildings, government invested and mainly government invested public buildings exceed the energy consumption limit, effective measures should be taken to reduce the building energy consumption to within the limit.

The energy consumption quota standards for public buildings shall be formulated by the municipal housing and construction department in conjunction with relevant departments.

Promote green buildings in multiple scenarios

The Regulations state that the municipal and district (city)/county people's governments should combine urban renewal, promote green renovation of existing buildings according to local conditions, formulate renovation plans, and organize their implementation.

Existing large public buildings, government office buildings, government invested and government funded public buildings that do not meet the corresponding green building standards after evaluation should be included in the green renovation plan.

Chengdu encourages the use of contract energy management, professional green operation trusteeship, and other innovative models in the operation of green buildings and the green renovation of existing buildings. State office buildings should gradually adopt a contract energy management model for renovation.

In terms of technology and promotion, Chengdu encourages the R&D and promotion of energy-saving and low-carbon technologies, actively promotes renewable energy utilization technologies such as solar energy, biomass energy, geothermal energy, air source and geothermal heat pump, as well as the application of energy-saving and water-saving technologies such as insulation of building envelope, rainwater collection and utilization, and renewable water use, and promotes intelligent building products, indoor environmental products, permeable products Efficient and energy-saving lighting products and other green products.

Chengdu implements a green building material product certification and labeling system, encouraging enterprises to carry out green building material production and application technology transformation. The municipal and district (city)/county people's governments and relevant departments should vigorously cultivate green building material production enterprises in accordance with the requirements of green, low-carbon, and healthy development, and accelerate the promotion and application of green building materials.

The people's governments of cities, districts, and counties, as well as relevant departments, should promote the coordinated development of intelligent construction and building industrialization. By accelerating the application of building information models, implementing prefabricated construction methods, promoting intelligent construction, and exploring innovation in intelligent management, we can promote the interconnection of all elements, entire industrial chains, and entire value chains in the construction industry.

Increase financial funds to support green buildings

Relevant research and development can enjoy tax incentives

In terms of policy support, the Regulations also provide clear guidance.

The Regulations propose that the municipal and district (city)/county governments should increase financial support for green buildings, with a focus on the following areas: the preparation of green building development plans, as well as building energy consumption statistics, monitoring, and operational evaluation; Research and development and promotion of green building technology and products; Demonstration projects of ultra-low energy consumption buildings, near zero energy consumption buildings, high star green buildings, high assembly rate prefabricated building, renewable energy technologies, etc; Green renovation of existing buildings and application of contract energy management.

At the same time, enterprises, universities, and research institutions are encouraged to research and develop new technologies, processes, materials, and equipment for green buildings. Relevant research and development expenses can enjoy tax preferential policies in accordance with national regulations; Enterprises implementing green building projects and certified new wall materials, waste utilization ratios that meet the requirements for resource comprehensive utilization of building materials, shall enjoy tax preferential policies in accordance with regulations.

In addition, for green buildings and prefabricated building that meet the relevant standards of the state and Sichuan Province and the requirements of urban and rural planning, the increased building area due to the use of wall insulation technology is not included in the calculation of floor area ratio. The construction area of the first floor elevated part, which serves as an unclosed common part of public greenery, passages, public sports facilities, children's amusement facilities, etc., is not included in the calculation of plot ratio. The specific regulations shall be formulated separately by the Municipal People's Government.

We will also establish and improve a mechanism for collecting, evaluating, and applying green building credit information. According to relevant regulations, green building projects that have been recognized, rewarded, or rated as demonstration projects can be given credit incentive points for construction, survey, design, construction, and supervision units. Projects that have obtained high star green building logos should be given priority in the evaluation of various construction engineering awards.

The Regulations also clarify the legal liability for violating relevant regulations.
