  In combination with the actual situation of the city, the key work of carbon peak carbon neutrality and energy conservation and emission reduction in 2023 is arranged as follows:

1、 Effectively connecting the goals of the 14th Five Year Plan

In 2023, the city's energy consumption per unit of GDP and carbon dioxide emissions per unit of GDP will further decline. The energy intensity and carbon emission intensity of all regions and fields should be consistent with the goals and progress of the "14th Five Year Plan". The emission reduction of major pollutants such as nitrogen oxides, volatile organic compounds, chemical oxygen demand and ammonia nitrogen projects will meet the national goals, and the total coal consumption will continue to be controlled.

2、 Promote carbon peak carbon neutrality comprehensive management

Fully implement the implementation of the dual carbon policy document, implement the "Top Ten Actions for Carbon Peak" in a planned way, actively and steadily promote carbon peak carbon neutrality, organize the construction of carbon peak carbon neutrality digital platform, and promote all regions to fully complete the preparation of greenhouse gas emission inventory in 2022.

3、 Accelerate the promotion of green and low-carbon energy transformation

Strictly control the total amount of coal consumption, promote the comprehensive development and utilization of local "photovoltaic+", the construction of Hangzhou Bay offshore wind power, and the construction of clean power channels outside the city, and strive to complete the Nantong Chongming 500 kV interconnection project within the year.

4、 Continuously promoting energy conservation, carbon reduction, and efficiency enhancement

Carry out the annual assessment of the responsibility of the district level government for carbon peak carbon neutrality and energy conservation goals, the assessment of the responsibility of key energy using units for energy conservation goals, and the verification of the report on energy utilization status of key energy using units, continue to expand the functions and access scope of the energy consumption monitoring platform for key energy using units, and promote the upgrading and transformation of the national machinery and the sub metering system of large public buildings.

5、 Deepen the promotion of carbon peaking in the industrial sector

Accelerate the adjustment and shutdown of Gaoqiao Petrochemical and Wujing regions, promote the clustering of chemical industries in the Hangzhou Bay area, support the high-end and low-carbon upgrading of Shanghai petrochemical industry, and promote the adjustment of Baosteel's blast furnaces to electric furnaces; Cultivate green and low-carbon new tracks, vigorously develop 10 sub tracks such as cutting-edge technology and high-end equipment, and promote high-quality development of the hydrogen energy industry.

6、 Promoting carbon peaking in urban and rural construction

Vigorously promote the large-scale development of ultra-low energy consumption buildings, promote the large-scale energy-saving renovation of existing buildings of no less than 4 million square meters, and vigorously promote the large-scale application of renewable energy in buildings. Continuously promote the demonstration and creation of energy-saving institutions and green shopping malls throughout the city.

7、 Promote green and low-carbon transportation

Steadily increase the volume of sea rail intermodal transport, accelerate the construction of large capacity public transport infrastructure such as urban rail transit and medium volume public transport system, promote the development of new energy vehicles, and actively promote the development of electrification of inland ships.

8、 Vigorously developing circular economy

Clarify the planning layout of 1% land use for the resource recycling industry of the district (management committee), adjust the development list of resource recycling enterprises in this city in batches, steps, and dynamically, and release and implement the implementation plan of the city's waste resource recycling system.

9、 Fully leverage the core supporting role of technological innovation

We will implement a number of forward-looking and strategic energy-saving, low-carbon, zero carbon, and negative carbon cutting-edge science and technology projects, and strengthen research on disruptive technologies such as controllable nuclear fusion; We will actively foster a number of key laboratories, technology innovation centers, research and development and transformation functional platforms, professional technical service platforms, and carbon neutrality research institutions for energy conservation, low-carbon and new energy technologies.

10、 Continuously consolidating and improving carbon sequestration capacity

Steadily advancing the Thousand Parks Plan, consolidating and enhancing the carbon sequestration capacity of forests, enhancing the carbon sequestration capacity of marine systems, enhancing the carbon sequestration capacity of wetland systems, and strengthening the basic support for ecosystem carbon sequestration.

11、 Actively advocating for green and low-carbon public participation

Deeply promote plastic pollution control, green transformation of express packaging, food conservation, and anti food waste work. 12、 Promote green and low-carbon regional action

Support Chongming to promote the implementation of the Implementation Plan for the Construction of carbon neutrality Demonstration Area of Chongming World class Ecological Island, build carbon neutrality Innovation Industrial Park in Changxing, Shanghai, support Baowu Group to promote the implementation of the carbon neutrality Action Plan for China Baowu (Shanghai) Carbon Peak, and promote Baoshan District and Baowu Group to jointly build carbon neutrality Industrial Park in Shanghai.

13、 Strengthen the emission reduction of major pollutants

We will continue to implement a system of equal or reduced substitution for the total emission indicators of major pollutants in construction projects, explore the implementation of a paid use and trading system for pollutant discharge rights, comprehensively complete the comprehensive environmental improvement of the Jinshan area, implement the action of reducing fertilizer emissions and increasing efficiency, and promote the development of ecological circular agriculture.

14、 Implement key pollution reduction projects

Continuously promote the elimination of third grade diesel vehicles, strengthen the special rectification of organic liquid storage tanks, promote the treatment of volatile organic compounds in crude oil product terminals and oil ships, promote the construction of a number of sewage, sludge, domestic waste disposal and resource utilization projects, and continuously improve the capacity and level of environmental infrastructure.

15、 Improve energy conservation and emission reduction policy mechanisms

We will promote local legislation related to accelerating the green transformation of the development mode, vigorously develop financial products and services such as green credit, green bonds, green funds, and green insurance, and promote the formulation and revision of local standards in the areas of carbon peaking, carbon neutrality, and energy conservation and emission reduction.

16、 Strengthen responsibility implementation and supervision of law enforcement

We will carry out a mid-term evaluation of the "14th Five Year Plan for Resource Conservation and Circular Economy Development in Shanghai", strengthen law enforcement inspections on energy conservation and carbon reduction, resolutely curb the blind development of high energy consumption, high emissions, and low-level projects, and continue to clean up and rectify virtual currency "mining" activities.
