Shandong Qingdao supports the promotion of green building materials through government procurement

In October 2020, Qingdao, Shandong Province, was selected as one of the first pilot cities in China to support green building materials and promote building quality improvement through government procurement. Since becoming a pilot city, Qingdao has adhered to the standardization of work, standardization of procedures, and openness of procedures. With government procurement as the main line, government projects as the carrier, project supervision as the starting point, and department collaboration, close cooperation, and innovation as the assistance, Qingdao has issued government procurement demand standards for green building materials, and improved the entire construction management system of pilot projects, We have found a path for government procurement to support green building materials and promote building quality improvement.

Coordinate multiple parties to form a working force

Adhere to government guidance, set basic principles, work goals, and key tasks. Qingdao has established a special team for the pilot work of green building materials, clarifying the division of responsibilities, strengthening coordination and cooperation, and forming a joint effort to promote work. Six pilot principles were proposed, including green leadership and adapting to local conditions. Eight pilot tasks were proposed, including clarifying pilot engineering projects and implementing green building material procurement requirements. A timetable, roadmap, implementation path, and specific measures were established to complete the pilot tasks.

Adhere to policy support, issue policy documents, management systems, and technical standards. The Implementation Plan of Qingdao's Action to Promote the Creation of Green Buildings and other documents were issued, and the requirements such as star rating of green buildings and the proportion of prefabricated building were put forward in the opinion paper on construction conditions. Promote the application of green building materials in government procurement projects such as hospitals, schools, and office buildings in the city to not less than 40%. Develop technical documents such as the "Guidelines for the Registration and Acceptance of Green Building Materials Information in Qingdao (Trial)", effectively implement the procurement requirements for green building materials, and improve the entire construction management system of the project.

Adhere to talent support, strengthen expert strength, enhance training, and enhance internal and external participation. Qingdao has established a Green Building Materials Expert Committee and recruited 241 experts in the field of building materials to provide talent support for the pilot work. Continuously held expert training sessions on government procurement support for green building materials to promote pilot work on building quality improvement, through which relevant personnel were strengthened to understand the connotation of green building materials, pilot work, and support for the adoption of green building materials.

Key breakthroughs to build a good pattern

Focus on procurement needs and establish government procurement demand standards for green building materials. Based on the "Basic Requirements for Government Procurement of Green Buildings and Green Building Materials" and taking into account key factors such as local climate parameters and the current development status of the building materials industry, Qingdao has announced 68 categories and 134 types of green building materials. Release the "Guidelines for the Registration and Acceptance of Green Building Materials Information in Qingdao (Trial)", and publish 8 batches of green building materials acceptance catalogs, involving 33 categories, 412 products, and 165 enterprises, to provide product support for implementing green building materials procurement requirements.

Focus on industrial cultivation and form advantages in the development of green building materials industry. Focus on promoting green building materials such as high-strength steel bars and high-performance concrete, and support the development of "specialized, refined, and innovative" enterprises. Through the construction of pilot projects, Germany's Frye Construction Group and others have landed in Qingdao, cultivating 16 prefabricated building industrial bases in total. Successfully built the Qingdao Green Sail 5 million ton construction waste resource utilization "zero carbon factory" project, which aims to establish a "five zero" cycle production system of zero waste, zero wastewater, zero exhaust gas, zero waste heat, and zero energy consumption.

Focus on engineering applications and form a policy system for promoting and applying green building materials. During the whole life cycle of buildings such as project approval, architectural design and construction, Qingdao requires the construction units to explicitly include the procurement requirements of green building materials in the bidding documents and contracts, to achieve the organic integration of government procurement and bidding systems, to innovate the mass centralized procurement mode of direct negotiation between supply and demand, and to form a mechanism for the whole process of engineering consultation and identification, random inspection of green building materials and credit punishment.

Transformation and upgrading highlight development advantages

Focus on trading services and create a regulatory platform for green building materials trading. Qingdao has built a "Green Building Cloud" construction industry Industrial Internet platform integrating green building materials trading, intelligent design and other functions. The application for green building materials products, expert evaluation, and product acceptance are fully online, achieving full chain connectivity and traceability throughout the entire process; Green building materials products entering the construction site must be scanned and confirmed by the purchaser, supplier, etc., and relevant data will be automatically uploaded to the platform; Reserve upgrade ports for green buildings and intelligent construction sites to achieve full lifecycle management of engineering projects and full digital control of green building material procurement.

Focus on financial services and form a support and guarantee mechanism for green finance. Continuously expand the scale of green credit, support ultra-low energy consumption renovation of public buildings, and research and development and production of green building materials. Create a new type of green building materials guarantee insurance, adopting a "commitment+credit+insurance" model. Suppliers can first purchase insurance through credit and warehousing, reach a transaction intention with customers, and then conduct testing or certification to reduce costs. Build an open and shared green finance supermarket, set up multiple application scenarios such as procurement and trading, and introduce diversified Internet green finance products, which can be selected by enterprises according to their needs.

Focus on green construction and create green and low-carbon high-quality building projects. Qingdao has strengthened the application of green construction technology, promoting 21.37 million square meters of star logo green buildings, 20.71 million square meters of prefabricated building, and 1 million square meters of ultra-low energy consumption buildings.

Qingdao will take the implementation of the three-year action plan for promoting and applying green building materials in Shandong Province as a new starting point, expand the pilot scope, increase the application proportion, innovate promotion methods, promote the full use of government investment projects, encourage social investment projects to actively adopt, and contribute more Qingdao experience to the promotion of green building materials.
