Add a green foundation and create a low-carbon new chapter. In response to the goal of carbon peak and carbon neutrality, the Municipal Construction Bureau adheres to the essence of the "3820" strategic engineering idea and accelerates the green construction of urban areas.


Smooth supply and demand

According to the requirements of the "Government Procurement Requirements Standards for Green Buildings and Green Building Materials", establish a list of three major categories of green building materials, including 75 types of green building materials products, to provide product support for implementing the procurement requirements for green building materials.


Pilot First

According to the notice of the Fujian Provincial Department of Housing and Urban Rural Development and the Fujian Provincial Department of Finance on organizing the application for green and low-carbon pilot areas for urban and rural construction, we will create a green and low-carbon demonstration model in the urban and rural construction field of Mawei Kuai'an District.


Building star rated green buildings

Selecting the Fuzhou Development Zone New Energy Industrial Park and utilizing efficient air conditioning, photovoltaic and other systems, it is estimated that the energy consumption level of the project building can be reduced by 60% to 75% compared to national and industry standards, meeting the requirements of ultra-low energy buildings. The roof of the factory building can add over 6000 square meters of solar photovoltaic panels, with an installed capacity of 1MWp. At the same time, the comprehensive office building plans to adopt the form of photovoltaic roofs to add solar energy applications and energy storage.


Energy saving renovation of existing public buildings

Carry out energy-saving diagnosis for buildings with excessive energy consumption, integrate and apply appropriate green and low-carbon technologies according to local conditions, and achieve energy-saving and carbon reduction rates greater than 20% by constructing BIPV photovoltaic power stations on existing roofs and retrofitting high energy consuming equipment using data monitoring and automatic control systems.


Establish a carbon emission monitoring platform

We plan to establish a carbon emission monitoring platform in the region and apply Internet of Things technology to monitor and manage the energy consumption of public buildings and carbon emissions in urban and rural construction.


Model innovation

The Fuzhou Architectural Design Institute Building is the first ultra-low energy building in Fujian Province. It was listed as a green and low-carbon pilot project for urban and rural construction in Fuzhou in May 2022, and later as a carbon emission measurement pilot project for urban and rural construction in Fujian Province


Project highlights 

One is to use shape design to achieve passive energy conservation. The building land is 30 ° south to east, and the design pushes and pulls the exterior window shape in two directions to form a polygonal exterior wall, making the exterior window face due south, avoiding glare and sunlight, and reducing energy consumption.

The second option is to use innovative fully assembled shale ceramsite concrete precast hanging panels for exterior walls, using a new type of top bearing point support rotating connection node, and no thermal bridge beams, slabs, and columns for exterior walls.


The third is to use renewable energy - pressurized air source heat pump domestic hot water system, and develop dehumidification type fresh air air conditioning system.

The fourth is to develop an ultra-low energy consumption user manual, develop a smart building digital twin platform based on BIM, conduct real-time energy consumption monitoring and dynamic carbon emission calculation during operation, identify problems in a timely manner, and improve operation management and low-carbon level. The unit carbon sequestration of the pilot project has increased to 23197.2kg, and the annual building carbon emissions have decreased to 581323.4kg.
