Encourage construction units to provide fully decorated finished houses through menu style and collective commission methods. We will focus on supporting the development of high star green buildings, continuously reducing the discharge of construction waste from new construction sites, improving the mechanism for promoting the identification and evaluation of green buildings, and establishing a passive tracking service system for ultra-low energy consumption proposed project libraries.

For public buildings with government investment or mainly government investment, as well as residential buildings under centralized construction, the planning, construction, and operation shall be carried out in accordance with the passive ultra-low energy consumption building standards in principle. At the same time, we will support the construction of passive ultra-low energy buildings for commercial development projects, and support the construction of prefabricated green agricultural houses in various counties and districts based on local conditions.

In terms of innovative organizational management models, Qinhuangdao City proposes to promote the application of the "engineering general contracting model" in new construction industrialization projects, implement full process quality responsibility traceability, strengthen quality control in key links, and ensure the quality and safety of new industrialization projects. Promote the "Internet plus supervision" mode, establish the city's new construction industrialization project management service platform, and bring the whole industry chain supervision service of the city's new construction industrialization project into the platform for unified management.

Data shows that in recent years, green buildings in Qinhuangdao City have been comprehensively promoted. In 2022, 4.1149 million square meters of green buildings were completed in the city, accounting for 100% of the newly built area. Among them, star rated green buildings accounted for 84.67%, ranking second in the province. The newly started prefabricated building covers an area of 1593200 square meters, accounting for 39.7% of the newly built building area, ranking first in the province. The China Great Wall Cultural Museum under construction is the first zero energy three star green building in the province, and the Tengyue Senior High School project in Beidaihe New Area is the largest passive ultra-low energy school in the province.
