The Implementation Plan for Promoting the Development of Ultra Low Energy Consumption Building Industry in Harbin, developed by the Harbin Municipal Bureau of Industry and Information Technology and the Harbin Municipal Bureau of Housing and Urban Rural Development, was officially implemented on April 20. It is expected that by 2025, the city's ultra low energy buildings will reach 5.8 million square meters.


It is understood that ultra-low energy buildings are designed to adapt to climate characteristics and natural conditions. Through the performance design of building envelope systems, energy-saving technical measures, and operation and maintenance management, they significantly reduce energy consumption demand and provide a comfortable indoor environment with less energy consumption. The energy consumption level of buildings is far lower than that of conventional buildings.


The introduction of this "Plan" has important practical significance in promoting the transformation and upgrading of the construction industry towards greenery, informatization, and industrialization, promoting the development and large-scale application of Harbin's ultra-low energy consumption construction industry, constructing a complete entire industry chain system, improving the quality of construction projects, promoting high-quality development, and leading and promoting the transformation and upgrading of Harbin's construction industry towards green and low-carbon.


The plan points out that by 2025, the ultra-low energy building industry in the city will form a good development pattern with significantly improved technological innovation capabilities, increasingly improved industrial chains, and continuously expanding industrial scale. It will create a batch of domestic first-class ultra-low energy building demonstration projects and become the core area for integrated development of industry and city in the province. The total industrial chain output value of the ultra-low energy construction, manufacturing, operation and maintenance, and service industries in the city has reached over 58 billion yuan, and the construction area of new and renovated ultra-low energy building projects has reached 5.8 million square meters. Among them, in 2023, the industrial chain output value will be 10 billion yuan, with a new construction area of 1 million square meters; In 2024, the industrial chain output value will be 15 billion yuan, with a new construction area of 1.5 million square meters; In 2025, the industrial chain output value will be 32 billion yuan, with a new construction area of 2 million square meters and a total of 1.2 million square meters of building renovation projects.


The plan emphasizes that Harbin will further strengthen policy support and guidance. When handling planning approval (or acceptance), the thickness of external wall insulation for building projects using ultra-low energy consumption building technology is not included in the calculation of plot ratio. Projects that have obtained land, planning and other procedures but have not yet started construction, and have been redesigned as ultra-low energy buildings, will equally enjoy support policies; If only the thickness of the insulation wall is increased, the construction can be carried out according to the approved plan, without considering the impact on other indicators (excluding fire indicators). For commercial housing projects designated as demonstration projects for ultra-low energy consumption buildings in our province, enterprises can apply for pre-sale permits for commercial housing by building if they have obtained land use rights certificates, construction project planning permits, and construction permits, and have invested more than 25% of the total investment in project development and construction, and have determined the completion and delivery date of construction; The regulatory limit for pre-sale funds of commercial housing can be determined by comparing to non ultra-low energy consumption buildings; When applying for commodity housing price guidance procedures, the additional cost can be included in the construction and installation project expenses; Add 6 points in the credit evaluation of real estate development enterprises.


In addition, for ultra low energy public buildings that use centralized heating, heating metering is supported for charging. Encourage the use of distributed heating compensation methods such as renewable energy and clean energy, and issue heating operation licenses to civil building heating entities. The "coal to electricity" user heating electricity price adopts a peak valley time of use electricity price policy.
