5、 Safeguard measures

(19) Strengthen organizational leadership, supervision and assessment. Relevant departments at all levels should, in accordance with the unified deployment of the provincial carbon peak carbon neutrality work leading group, effectively strengthen organizational leadership, improve the coordination mechanism, clarify the division of responsibilities, and promote the implementation of key tasks as a whole. On the basis of understanding the bottom line, grasping the trend, and conducting scientific research and judgment, various regions should study and formulate detailed plans for implementing carbon peaking in the field of urban and rural construction in their respective regions, reasonably determine the overall idea of carbon peaking, carbon reduction goals, and work measures, strengthen departmental collaboration and cooperation, establish data sharing mechanisms for building electricity, heat, gas, coal, and other aspects, and form a working force. The leading departments in the field of urban and rural construction at all levels should organize annual self inspection and self-evaluation of target tasks, and submit a comprehensive report on the implementation of the self inspection to the relevant higher-level departments before the end of November each year.

(20) Improve the promotion mechanism and supporting policies. Promote the formulation and revision of laws and regulations on energy conservation, emission reduction, and green development in urban and rural construction, and incorporate basic requirements such as carbon emissions and energy consumption into relevant laws and regulations. Establish and improve green and low-carbon development policy mechanisms and guarantee measures for urban and rural construction, formulate and implement management systems for total energy consumption, energy intensity, and carbon emission control. Comprehensive use of financial subsidies, tax incentives, special bonds and other means to increase support for key tasks of carbon peak in urban and rural construction, promote the construction of high star green buildings, high-level prefabricated building, ultra-low energy and near zero energy consumption buildings, low-carbon and zero carbon buildings (communities, parks), energy efficiency improvement and green transformation of existing buildings, renewable energy building applications and other projects. We will improve the carbon peaking system in the field of green finance supporting urban and rural construction, establish a reserve project library for green and low-carbon development in green finance supporting urban and rural construction, encourage financial institutions to innovate credit products and service models, and provide diversified financing support. Promote government green procurement, improve the mandatory and priority procurement system for green and low-carbon products. Carry out pilot projects for energy use rights trading in the field of urban and rural construction, and promote a "one-stop" comprehensive service model for energy conservation consultation, diagnosis, design, financing, renovation, and trusteeship. Reasonably open up the investment, construction, and operation markets in energy-saving related areas of urban infrastructure, and attract social capital investment through means such as franchising and government procurement of services.

(21) Adhere to technology leadership and innovation driven. Accelerate the construction of a carbon emission and energy-saving carbon reduction standard system for urban and rural construction, revise and improve relevant standards and specifications for design, construction, acceptance, testing, and renovation, and formulate and revise energy consumption quotas and energy efficiency evaluation standards for different types of public buildings. Accelerate the Digital transformation of urban and rural construction, and use building information model (BIM) technology and city information model (CIM) platform to promote the construction of digital buildings and digital twin cities. Strengthen technological innovation in green and low-carbon development in the field of urban and rural construction, strengthen research on monitoring technology for actual energy consumption and carbon emissions in buildings, focus on tackling a number of key low-carbon technologies in buildings, and strive to achieve breakthroughs in areas such as zero carbon buildings, "light storage, direct flexibility" in buildings, and carbon emission amplification data. Integrate and optimize industry, academia, and research technology resources, promote the construction of high-level innovation teams and innovation platforms, and support universities, research institutes, social organizations, enterprises, financial institutions, etc. to form innovation consortiums.
