To adapt to the beijing-Tianjin-Hebei integration strategy and the requirements of Zhangjiakou Renewable Energy Demonstration Area Development Plan, and promote the hosting of the Winter Olympics, Zhangjiakou Municipal People's Government officially approved Zijin Bay Residential Project in Qiaodong District of Zhangjiakou City as the first passive ultra-low energy consumption green residential demonstration project under Sino-German technical cooperation in Zhangjiakou City on June 4, 2015. On September 12, 2015, Zhangjiakou Landun Real Estate Development Co., Ltd. signed technical cooperation agreements with Science, Technology and Industrialization Development Center of the Ministry of Housing and Urban-Rural Development of China, German Energy Agency and Hebei Institute of Building Science. At the same time, the project adopted the Energy-saving Design Standards for Passive Low-Energy Residential Buildings jointly compiled by the Science and Technology Development Promotion Center of the Ministry of Housing and Urban-Rural Development of China and the Hebei Institute of Building Science, which was implemented on May 1, 2015.

As an important part of the demonstration project of Zhangjiakou Municipal People's Government, [Landun · Zijin Bay] passive project (such as Landun · Zijin Bay] Passive House Experiment Center is also the first passive low-energy building in the high-cold area of Zhangjiakou.
