Bian Shuping, deputy to the Provincial People's Congress: Opening up to the north to achieve high-quality cooperation in the field of energy

Heilongjiang is the forefront of China's opening and cooperation with Russia and an important node in the joint construction of the "Belt and Road". Relying on unique geographical advantages, in 2023, our province will deeply integrate into and serve the high-quality development of the "Belt and Road", promote the construction of trade, investment, channels, ports and platforms as a whole, and promote the innovative development of open platforms. Remarkable achievements have been made in the further expansion of economic and trade cooperation with Russia. In the field of energy cooperation, Bian Shuping, deputy to the provincial People's Congress, put forward suggestions to promote the cooperation between Mongolia and Russia to develop passive houses, cooperate to transform old energy, build a new energy Belt and Road between Mongolia and Russia, and deepen practical cooperation between China and Mongolia and Russia as well as between countries around the world.

Developing "passive rooms"

In recent years, the Passive House building standard has gained worldwide recognition for its superior energy efficiency. Passive houses minimize reliance on fossil fuels and can save up to 90% of energy compared to regular buildings. This not only helps to ease energy pressure, but also helps to reduce greenhouse gas emissions, and the house will last longer and be more comfortable to live in, in line with the global trend of sustainable development.


In the past ten years, China has developed rapidly in the field of building energy efficiency, comparable to Europe. Our province is one of the earliest provinces to introduce passive house in China. It can be said that it has a long history, mature technology and rich experience in building energy conservation. However, due to insufficient capital investment, there are still fewer projects presented.


To this end, Bian Shuping suggested that our province strongly promote the cooperation between Mongolia and Russia to develop passive houses, jointly develop energy-saving buildings and related industrial supporting facilities, and contribute to energy conservation and emission reduction, environmental protection and then prevent the earth's climate change, demonstrating the responsibility of a major country.


Transform old energy


It is understood that the formulation of low-carbon development technology routes is the key core to achieve the high-quality development of energy and chemical industries such as coal chemical industry and petrochemical industry in various countries. How to break through the technical bottlenecks such as high energy consumption and high emissions in the utilization of fossil energy, realize the transformation of traditional energy to green and low-carbon development, and promote the transformation of low-carbon process and structural upgrading of the petrochemical industry is the direction of the old energy transformation technology in various countries to be broken through.


"While Mongolia and Russia, fossil energy reserves are extremely rich, arbitrary extraction and simple consumption, strong demand for green transformation such as coal chemical or petrochemical, but suffering from lack of funds, technology and talent, the transformation and upgrading of old energy use is slow." Bian Shuping said that China has formed a series of core technologies in the field of coal chemical industry, such as the efficient and clean catalytic conversion of low-carbon raw materials, multi-channel coupling catalytic conversion of low-carbon raw materials, as well as the efficient catalytic conversion of hydrocarbon resources across the industrial process, these world-leading technologies are in a favorable period of industrial demonstration and large-scale promotion and application.


Bian suggested that our province promote the cooperation between Mongolia and Russia to transform old energy, export China's technological advantages of efficient and clean transformation of coal-based fossil energy, support the economic development of Mongolia and Russia, and further demonstrate the profound heritage of Chinese-style modernization.


Develop new energy


Clean energy is an important alternative to traditional fossil energy, which is of great value to ease energy shortage and reduce carbon emissions. China's new energy technology is the world's leading, photovoltaic and energy storage technology is the world's leading, the export of solar power products is the first in the world, the development of new energy automobile industry is on the rise, and the contribution of national automobile brand development and corresponding infrastructure to the global new energy transportation can not be underestimated.


Mongolia and Russia have strong cooperation potential and space in the fields of wind energy, solar energy and hydropower, and can strengthen cooperation through joint research and development, technical exchanges and other ways to jointly promote the development and application of renewable energy.


Bian Shuping suggested that our province build a new energy "Belt and Road" between Mongolia and Mongolia, create a capital cooperation platform, promote the investment and development of new energy, explore cooperation with Russia and Mongolia in new energy vehicle infrastructure, including charging facility construction, pipe network optimization, scheduling, transmission and distribution optimization, smart services, remote area supply, etc., to share new opportunities in the new energy vehicle market. We will consolidate all-round energy cooperation partnership and strengthen long-term cooperation in key areas of energy. Taking advantage of its unique location, Heilongjiang is making every effort to create a new highland for opening up to the north of China, giving full play to cooperation in energy, platform construction, and technological advantage output.
