On July 3rd, it was reported that in order to implement the green building development requirements proposed in the decision-making deployment of green development in urban and rural construction, carbon peaking and carbon neutrality, the Provincial Department of Housing and Urban Rural Development has issued the "Notice on Comprehensively Promoting the Development of Green Buildings" (hereinafter referred to as the "Notice"), promoting green buildings to move towards a new stage of high-quality development.

The Notice requires strict implementation of green building construction standards, promotion of high-quality development of green buildings, and strict implementation of the quality management system for survey and design. Urban civil buildings should be constructed in accordance with the green building standards and the green building construction indicators determined in the construction land planning conditions, while public buildings should be constructed in accordance with the standards of one star or above; Super high-rise and ultra high rise buildings should be constructed according to the three-star level standards. Encourage public buildings and other eligible projects invested by state-owned funds to implement a 2-star or above standard, and other civil buildings to be constructed according to a 1-star or above standard; Encourage green buildings to be constructed in accordance with requirements such as ultra-low energy consumption, near zero energy consumption, zero energy consumption, low-carbon, and zero carbon. Green building projects should strictly implement the commitment system for survey and design quality and the lifelong responsibility system for survey and design quality.

The Notice emphasizes that green building projects with a rating of one star or above should comply with the provisions of the Shanxi Provincial Green Building Development Regulations, implement a standardized expert demonstration system for green buildings with a rating of one star or above, clarify the preparation of green building special design documents, demonstration procedures, demonstration content, demonstration requirements, demonstration results, change requirements, and other contents, and ensure the quality of star rated green building survey and design.

The Notice clearly states that the competent departments for housing and urban-rural development at all levels should establish and improve green building supervision mechanisms, and strengthen construction quality control; Supervise and inspect the special acceptance of green buildings, and order a new organization for acceptance if it does not meet the requirements; Increase the punishment intensity, and if it is found that the relevant responsible parties have illegal and irregular behaviors, the responsible units and personnel shall be punished in accordance with the law and regulations.
