By 2025, Shandong will build a group of near zero carbon cities

All binding indicators and more than 70% reference indicators must be completed during the construction period

Recently, the Shandong Provincial Department of Ecology and Environment issued the "Implementation Plan for Demonstration and Creation of Near Zero Carbon Cities, Near Zero Carbon Parks, and Near Zero Carbon Communities in Shandong Province", screening a group of counties (cities, districts), parks, and communities with good low-carbon work foundation, willingness, and compliance to carry out demonstration and creation of near zero carbon in the province. According to the Implementation Plan, by 2025, our province will build a batch of near zero carbon cities, near zero carbon parks, and near zero carbon communities, summarizing and forming replicable and promotable experiences in near zero carbon development.

The construction of near zero carbon cities, parks, and communities refers to the development goal of near zero carbon emissions within the scope of cities, parks, and communities. During the carbon peak stage, through comprehensive planning and the use of low-carbon management mechanisms, low-carbon development in energy, industry, construction, transportation, and other fields is promoted. The use of energy-saving technologies is actively promoted, low-carbon living is advocated, and the focus is on economic development to break free from the constraints of high carbon investment, Explore the experience of green and low-carbon transformation and development, and collaborate to promote high-quality economic and social development and high-level protection of the ecological environment.

The application objects for near zero carbon cities are the entire county (city, district), and the people's government of the county (city, district) where they are located serves as the application subject. The application objects for near zero carbon parks are provincial-level or above parks, with the park management committee as the application subject. The application objects of near zero carbon communities are urban communities, rural administrative villages, etc., and the Residents'committee (Villagers' committee) is the application subject.

The Implementation Plan has developed a comprehensive evaluation index system for demonstration creation, and carried out nearly zero carbon demonstration creation work from three aspects: city, park, and community. Near zero carbon cities include 32 indicators in 8 fields, including low-carbon management, low-carbon energy, low-carbon industries, low-carbon buildings, low-carbon transportation, low-carbon living, low-carbon agriculture, carbon sequestration and carbon offsetting, including 18 constraint indicators and 14 reference indicators; The near zero carbon park includes a total of 25 indicators in six fields: low-carbon management, low-carbon energy, low-carbon industry, low-carbon infrastructure, low-carbon transportation, and low-carbon life, including 14 constraint indicators and 11 reference indicators; The near zero carbon community includes a total of 11 indicators in 6 fields, including low-carbon management, low-carbon energy, low-carbon buildings, low-carbon transportation, low-carbon living, and carbon sequestration, including 5 constraint indicators and 6 reference indicators. During the construction period, all binding indicators and more than 70% of reference indicators must be completed. Most of the reference indicators are leading indicators, requiring near zero carbon demonstration construction objects to lead low-carbon development with higher standards, and encouraging local governments to establish more exploratory indicators. The establishment period of the near zero carbon demonstration is from 2023 to 2025. Before the end of October this year, it will be the application stage for demonstration creation, the construction implementation stage will be from November to December 2025, and the summary and improvement stage will be from January to April 2026. For those who pass the acceptance, they will be awarded the titles of "Near Zero Carbon City in Shandong Province", "Near Zero Carbon Park in Shandong Province", and "Near Zero Carbon Community in Shandong Province".
