Notice of Shenzhen Ecological Environment Bureau on Carrying out the Third Batch of Pilot Applications for Near Zero Carbon Emission Zones

All relevant units:

In order to further deepen low-carbon pilot demonstration and accelerate the construction of near zero carbon emission zone pilot projects, in accordance with the "Implementation Plan for Shenzhen Near Zero Carbon Emission Zone Pilot Construction" (Shen Huan [2021] No. 212), our bureau plans to solicit the third batch of near zero carbon emission zone pilot projects throughout the city. The relevant matters are hereby notified as follows:

1、 Declaration scope

The pilot projects for near zero carbon emission zones collected this time include six types: regions, parks, communities, campuses, buildings, and enterprises. Pilot projects need to have significant emission reduction potential or a good low-carbon foundation, and have a certain demonstration and driving role.

2、 Declaration requirements

（1） Pilot projects for near zero carbon emission regions. The applicant is the administrative department in charge of urban areas, new areas, or key areas. For larger regions, some of them can be used as pilot areas for application.

（2） Pilot projects for near zero carbon emission parks. The applicant is the park management committee or relevant management unit.

（3） Near zero carbon emission community pilot. The subject of declaration is the corresponding Subdistricts of China (town people's government), developer or residential property management unit of the community.

（4） Pilot campus with near zero carbon emissions. The applicants are primary and secondary schools, vocational schools, and higher education institutions.

（5） Pilot construction with near zero carbon emissions. The applicant is a construction project developer, owner, or operation management unit. The operation management unit, as the reporting entity, needs to provide the owner's authorization certificate.

（6） Pilot projects for near zero carbon emitting enterprises. The applicant is an enterprise or institution registered in Shenzhen with independent legal personality.

The specific application requirements and materials can be found in the "Implementation Plan for Pilot Construction of Near Zero Carbon Emission Zones in Shenzhen".

3、 Declaration Procedure

（1） According to the requirements of the Implementation Plan for Pilot Construction of Shenzhen Near Zero Carbon Emission Zone, the applicant prepares the pilot project application form (Annex 2) and the pilot project creation plan (see Annex 1 for the preparation outline), which are bound into a volume and stamped with the official seal of the unit. The application materials (paper version in triplicate, electronic version with CD) shall be submitted to the ecological and environmental department of the region (including the new area and cooperation zone, the same below) for review before August 25th.

（2） The ecological and environmental departments of each district will conduct a preliminary review of the application materials and provide recommendation opinions, and submit a summary to the Climate Change Response Department of the Municipal Ecological and Environmental Bureau before August 31, 2023.

（3） The Municipal Ecological Environment Bureau, in conjunction with relevant departments such as the Municipal Development and Reform Commission, organizes relevant experts to review the pilot projects applied for. After expert evaluation and overall consideration, a preliminary pilot list is determined, and the pilot list is determined after public announcement.

4、 Relevant requirements

（1） Strengthen organizational leadership. All relevant units must attach great importance, strengthen organizational leadership, actively encourage and guide projects that meet the conditions for pilot construction to apply and support the construction work of pilot projects on a voluntary basis. The ecological and environmental departments of each district shall conscientiously conduct the preliminary review of application materials and organize the recommendation work.

（2） Scientifically prepare application materials. The applicant should carefully study the contents and requirements of the Implementation Plan for the Pilot Construction of Shenzhen Near Zero Carbon Emission Zone and its annexes, scientifically determine the pilot construction objectives, optimize the Technology roadmap, prepare high-quality construction plans, and actively explore various characteristic near zero carbon emission construction models in combination with its own actual situation.

（3） Provide financial support. Fully utilize various funding policies to actively support the pilot construction of near zero carbon emission zones, reward or subsidize pilot projects that meet regulations, and encourage the finance of each district to support pilot projects. Actively guide financial institutions at all levels to provide green credit, Green bond, green funds and other financial support for the construction of pilot projects, and attract all kinds of financial capital and social capital to participate in the design, transformation and operation of pilot projects.
