The Opinions on Promoting the Green Development of Urban and Rural Construction issued by the General Office of the CPC Central Committee and the General Office of the State Council proposed to promote ultra-low energy consumption and near zero energy consumption buildings and develop Zero-energy building.

The "Implementation Plan for Carbon Peak in Urban and Rural Construction in Fujian Province" issued by the Provincial Department of Housing and Urban Rural Development and the Provincial Development and Reform Commission points out the need to improve the level of green and low-carbon buildings and increase the proportion of star rated green buildings.

Ultra low energy building


Ultra low energy consumption buildings refer to buildings that adapt to climate characteristics and natural conditions, significantly reduce the demand for building heating, air conditioning and lighting, improve the efficiency of energy equipment and systems, effectively use renewable energy, and provide comfortable indoor environment with less energy consumption through passive technology. Ultra low energy consumption buildings are the primary form of near zero energy consumption buildings. Their indoor environmental parameters are the same as those of near zero energy consumption buildings, and their energy efficiency indicators are slightly lower than those of near zero energy consumption buildings. Their building energy consumption level should be higher than the national standard "Design Standard for Energy Efficiency of Public Buildings" GB50189-2015, the industrial standard "Design Standard for Energy Efficiency of Residential Buildings in Severe Cold and Cold Regions" JGJ26-2010, "Design Standard for Energy Efficiency of Residential Buildings in Hot Summer and Cold Winter Regions" JGJ134-2016 The "Design Standard for Energy Efficiency of Residential Buildings in Hot Summer and Warm Winter Areas" JGJ75-2012 (hereinafter collectively referred to as the "Standard") has been reduced by more than 50%.


Near zero energy consumption building


Near zero energy consumption buildings refer to buildings that adapt to climate characteristics and site conditions, minimize the demand for heating, air conditioning and lighting through passive building design, take active technical measures to maximize the efficiency of energy equipment and systems, make full use of renewable energy, and provide a comfortable indoor environment with minimum energy consumption. Its indoor environmental parameters and energy efficiency indicators comply with the provisions of the Technical Standard for Buildings with Near Zero Energy Consumption (GB/T 51350-2019), and the building energy consumption level should be reduced by more than 60% -75% compared with the Standard.


Zero-energy building


According to the Guidelines for the Identification and Evaluation of Zero-energy building led by Tianjin Low Carbon Development Research Center, Zero-energy building refer to buildings that make full use of building energy conservation measures and renewable energy resources, so that the annual carbon dioxide reduction of renewable energy is greater than or equal to the total carbon dioxide emissions of buildings throughout the year. The building energy consumption level should comply with the current national standard Technical Standards for Buildings with Near Zero Energy Consumption (GB/T51350-2019). At present, the national standard Zero-energy building Technical Standard is still in preparation.


Urban and rural construction is one of the main areas of carbon emissions. Zhangzhou Housing and Urban Rural Development Bureau is committed to promoting the development of ultra-low energy consumption buildings, near zero energy consumption buildings, and Zero-energy building, and organizing and promoting six provincial green low-carbon pilot projects in our city to explore full cycle carbon reduction measures and technologies in the construction field.


Among them, the office building of Dongshan Development Plaza (Phase I) adopts the "near zero energy consumption" design standard and has recently passed the national "near zero energy consumption building" design stage expert review and obtained the design identification certificate. It is the first public building project in Fujian Province to obtain the near zero energy consumption building design identification.
