Recently, the Jiangmen City Carbon Peak Implementation Plan (hereinafter referred to as the "Plan") was officially issued, which proposes to firmly put carbon peak throughout all aspects and the whole process of economic and social development, and focus on the implementation of the "twelve major actions of carbon peak" to ensure that carbon peak will be achieved by 2030.

The Plan proposes that during the "14th Five Year Plan" period, our city will basically establish an economic system that will achieve green and low-carbon Carbon cycle development, adjust and optimize the industrial structure, energy structure and transportation structure significantly, continuously improve the efficiency of energy utilization and carbon emissions in key industries, and basically form a green and low-carbon production lifestyle. By 2025, the energy consumption per unit of Gross regional product will be reduced by 14%, the reduction rate of carbon dioxide emission intensity will ensure the achievement of the goals set by the province, and the proportion of non fossil energy consumption will reach about 32%. During the 15th Five Year Plan period, our city will make significant progress in adjusting its energy structure, basically completing the green and low-carbon transformation in key areas, and widely forming a green and low-carbon production and lifestyle in the entire society. By 2030, the control level of energy consumption and carbon dioxide emissions per unit of Gross regional product will remain at the middle and upper reaches of provincial cities, and the proportion of non fossil energy consumption will reach about 35%, so as to ensure that carbon reaches its peak by 2030.

The Plan proposes to focus on implementing the "Twelve Actions to Achieve Carbon Peak", setting targeted key tasks, refining task measures, and clarifying task division.

The plan proposes that our city will deeply implement the action of green and low-carbon energy transformation, reasonably control coal consumption, vigorously develop clean and low-carbon energy, reasonably regulate oil and gas consumption, and accelerate the construction of a new power system; Action on energy conservation, carbon reduction, and efficiency enhancement, comprehensively improving the level of energy conservation, pollution reduction, and carbon reduction management, deepening the implementation of key energy conservation and carbon reduction projects, and strengthening the management of key energy consuming units; Action to achieve carbon peak in the industrial sector, accelerate the optimization of industrial structure, promote green and low-carbon development in industry, and strengthen the supervision of high-energy consumption and high emission projects; Action to achieve carbon peak in urban and rural construction, promote low-carbon transformation of urban and rural construction models, vigorously develop green, energy-saving, and low-carbon buildings, and improve the level of green operation of buildings; Green and low-carbon transportation actions, promoting low-carbon transformation of transportation equipment, building a low-carbon transportation system, and accelerating the construction of green transportation infrastructure; Agricultural and rural carbon reduction and fixation action, improve the carbon fixation capacity of farmland system, vigorously develop green and low Carbon cycle agriculture, and accelerate the transformation of agricultural and rural energy use; Circular economy helps carbon peak action, promotes the development of low Carbon cycle in industrial parks, promotes the transformation and upgrading of urban environmental infrastructure, and improves the resource recycling system; Green and low-carbon technology innovation action, promoting innovation in key green and low-carbon technologies, promoting the construction of the Jiangmen Double Carbon Laboratory, and strengthening the application of green and low-carbon technologies; Action to enhance ecological carbon sequestration capacity, consolidate the carbon sequestration effect of ecosystems, enhance the carbon sequestration capacity of mountains, rivers, forests, fields, and lakes, and explore the carbon sequestration of blue ecosystems; Green economic and trade cooperation action, carry out the "the Belt and Road" green economic and trade cooperation, promote technical cooperation in the Guangdong–Hong Kong–Macao Greater Bay Area, and develop green finance with characteristics of overseas Chinese; Green and low-carbon national action, promote green and low-carbon lifestyles, guide enterprises to fulfill their social responsibilities, and strengthen green and low-carbon publicity and training; Step by step orderly peaking actions, scientifically and reasonably determine carbon peaking goals, carry out carbon peaking pilot demonstration construction, and carry out green and low-carbon pilot demonstration in key areas.
