The department vigorously implements energy-saving, carbon reduction, and efficiency enhancement actions, and promotes the introduction of relevant implementation plans around the decision-making and deployment of "carbon peaking and carbon neutrality". In the first half of this year, the green building area completed in the entire district was 6.1209 million square meters. The demonstration project of "passive ultra low energy consumption housing" in Hohhot City and the pilot project of "near zero carbon future community" in Wuhai City have been further promoted, leading the construction industry in the region to transform to energy saving and low-carbon development.

Promote clean heating according to local conditions. At present, the total area of urban centralized heating in the entire district is 980 million square meters, with a centralized heating network of 41000 kilometers and a clean heating rate of 91% in urban areas. In 2021 and 2022, Baotou City, Hohhot City, Ulanqab City and Bayannur City were successively listed as pilot cities of clean heating projects in northern China. All coal-fired heating boilers with a capacity of 10 steam tons or less in urban built-up areas above county level have been eliminated, and all coal-fired heating boilers with a capacity of 35 steam tons or less in urban built-up areas of Hohhot, Baotou and Wuhai have been eliminated. Hohhot, Baotou and Wuhai carried out the pilot work of heat metering.

Collaborate to promote pollution reduction and emission reduction actions in the field of housing and urban-rural construction. The district has launched a three-year action to improve the quality and efficiency of urban sewage treatment. As of the end of 2022, a total of 12300 kilometers of urban sewage collection pipelines and 3131 kilometers of recycled water pipelines have been built. The 13 black and odorous water bodies in the 23.46 kilometer urban built-up areas of the entire region have met the national governance goals, effectively curbing the phenomenon of "dirty, disorderly, and poor" urban waterways, and significantly improving water quality.

Deeply promote the action of increasing green and expanding green, continuously improve the green living environment in urban and rural areas, and continuously enhance the carbon sink capacity of the ecosystem. As of the end of 2022, the green space rate in urban built-up areas in the entire region is 38.96%, with a per capita park green space area of 19.47 square meters. 10 national garden cities, 13 national garden counties, 18 autonomous region garden cities, 45 autonomous region garden counties, and 4 autonomous region garden towns have been created. Actively promote the construction of urban "Pocket park" and greenways. In 2023, 150 urban "Pocket park" and 120km urban greenways will be proposed. By the end of June, 131 new urban "Pocket park" and 124.9 kilometers of urban greenways had been built in the district.
