Recently, various regions have introduced favorable policies on building energy conservation and carbon reduction.

These policies provide great support for the promotion and application of new building models such as ultra-low energy consumption buildings and zero carbon buildings.

The editor has summarized some parts for reference:

1、 Heilongjiang

Notice on Organizing the Application of Incentive Funds for Energy Conservation, Carbon Reduction, and Green Transformation of Industrial Enterprises in 2023

On March 2, 2023, enterprises that meet the conditions for energy-saving transformation will be rewarded with 1 million yuan. A one-time reward of 1 million yuan will be given to enterprises rated as national level green factories or green supply chain management enterprises in the previous year. In the same year, the same enterprise is only allowed to apply for one incentive fund referred to in these detailed rules. Energy conservation renovation enterprises that have received support from national and provincial financial funds shall not repeat the application.

2、 Nanshan District, Shenzhen

Several Measures for Supporting High Quality Development of Ecological Environment Services in Nanshan District, Implementing Technical Assistance Fund Subsidies

For social investment construction projects that meet the requirements of the "Implementation Guidelines for Carbon Emission Full Process Management of Government Investment Construction Projects in Nanshan District", a project subsidy of 4% of the actual construction and installation cost of the project will be given, with a maximum of 1 million yuan per project; For projects awarded the title of near zero carbon emissions by municipal or above ecological and environmental departments, a one-time reward of 10% of the total investment of the pilot project will be given, with a maximum of 500000 yuan per project. For those who have obtained national green product certification, low-carbon product certification, or certification certificates in accordance with the "Nanshan District Green and Low Carbon Product Evaluation and Evaluation Rules", a reward of 100000 yuan will be given for each certificate, with a maximum of 300000 yuan for each enterprise; For enterprises certified as carbon neutral enterprises, a one-time reward of 100000 yuan will be given. For enterprises that establish carbon neutrality path goals and have an annual reduction in total carbon emissions of no less than 5% and a reduction in carbon emission intensity of no less than 5%, a one-time reward of 300000 yuan will be given.

3、 Shenzhen Science and Technology Innovation Committee

Double carbon application project subsidy, with a single item maximum of 6 million yuan

The maximum funding intensity for a single project in technology research and application demonstration shall not exceed 6 million yuan, the maximum funding intensity for a single project in the basic frontier category shall not exceed 3 million yuan, and the maximum funding intensity for a single project in the soft science category shall not exceed 1 million yuan.

4、 Tianjin

Notice on Application for Special Fund Subsidy for Energy Conservation and Carbon Reduction in 2023, with a maximum subsidy of 4 million yuan

（1） Energy saving technology transformation project: The project investment amount shall not be less than 2 million yuan, and the annual energy savings shall not be less than 1000 tons of standard coal. According to the annual energy savings of the project, a financial subsidy of 400 yuan/ton of standard coal shall be given to the energy consuming unit. The subsidy fund shall not exceed 4 million yuan and shall not exceed 30% of the total project investment.

（2） Efficient equipment promotion project: The project investment amount shall not be less than 1 million yuan. The total power of the high-efficiency motor promotion project shall not be less than 1000 kilowatts, and a subsidy of 100 yuan/kilowatt shall be given; Efficient air compressors and ventilators. The total power of the promotion project shall not be less than 500 kilowatts, and a subsidy of 1000 yuan/kilowatt shall be given; The total power of the high-efficiency LED lamp promotion project shall not be less than 100 kilowatts, and a subsidy of 3000 yuan/kilowatt shall be provided. The subsidy funds shall not exceed 1 million yuan and shall not exceed 30% of the project investment amount.

（3） Carbon reduction technology demonstration projects: advanced and applicable technology demonstration projects such as low-carbon/zero carbon smelting, full process scale carbon capture, utilization, and storage (CCUS). The project investment amount shall not be less than 20 million yuan, and a subsidy of 10% of the investment amount shall be provided, with a subsidy fund not exceeding 4 million yuan.

5、 Jing'an District, Shanghai

Release of support measures for energy conservation, emission reduction, and carbon reduction, with a subsidy of no more than 1 million yuan for a single project

（1） Subsidy for independent energy-saving renovation projects: The subsidy funds shall not exceed 30% of the total project investment, and the subsidy amount for a single project shall not exceed 1 million yuan. Calculated based on annual energy savings, a subsidy of 1200 yuan per ton of standard coal will be given; According to the actual investment amount, a subsidy of 20% of the project investment amount will be given.

（2） Subsidy for the application of new energy technology: For projects using solar photovoltaic technology, a subsidy of 800 yuan per kilowatt will be given based on the grid connection scale, and the installed capacity of photovoltaic equipment will not be less than 10 kilowatts; Subsidies for the application of other new energy technologies. Provide supporting support at a rate of 50% of the municipal level support funds received. The subsidy amount for a single new energy technology application project shall not exceed 1 million yuan.

（3） Subsidy for energy-saving technology application: Subsidies will be provided at a rate not exceeding 20% of the investment in energy-saving facilities and equipment, and a single project can only enjoy one subsidy. The subsidy amount for a single project shall not exceed 1 million yuan.

6、 Hangzhou

On July 12, 2023, Hangzhou issued a notice on the revision of the Hangzhou Green Building Special Plan (2022-2030)

In order to implement carbon peak and carbon neutrality in the construction industry, and promote the high-quality development of green buildings, in accordance with the requirements of the "Zhejiang Provincial Green Building Regulations" and the "Notice of the Zhejiang Provincial Department of Housing and Urban Rural Development on the Revision of the Special Plan for Green Buildings" (Zhejiang Construction Letter [2022] No. 268), the Municipal Construction Commission, the Municipal Development and Reform Commission The Municipal Planning and Natural Resources Bureau jointly completed the "Revision of Hangzhou Green Building Special Plan (2022-2030)" and obtained approval from the municipal government. Effective from August 1, 2023. By 2025, it is clear that the ultra-low energy consumption building area will not be less than 950000 square meters, and the number of near zero energy consumption building demonstrations will not be less than 13.
