In recent years, Tianjin has attached great importance to building energy conservation and green development. Significant achievements have been made in various areas such as building energy conservation, green buildings, prefabricated buildings, and the application of renewable energy, laying a solid foundation for achieving carbon peak in the urban and rural construction field of Tianjin.


In this context, recently, the Tianjin Housing and Urban Rural Development Commission, Tianjin Development and Reform Commission, and Tianjin Urban Management Commission jointly issued the "Implementation Plan for Carbon Peak in the Field of Urban and Rural Construction in Tianjin" (referred to as the "Implementation Plan"), clarifying the main goals and key tasks during the "14th Five Year Plan" and "15th Five Year Plan" periods.


It is understood that Tianjin has a certain working foundation in promoting building energy conservation and emission reduction.


Tianjin has taken the lead in implementing the four step energy-saving design standards for new residential buildings and the three step energy-saving design standards for public buildings nationwide, actively promoting the energy-saving work of new buildings. As of the end of 2020, the cumulative built area of energy-saving civil buildings has exceeded 500 million square meters. Since 2007, multiple measures have been taken to promote heating metering and energy-saving renovation of existing residential buildings, while also creating a benchmark for energy-saving renovation of existing public buildings. In 2011, it became one of the first demonstration cities for energy-saving renovation of public buildings in China, and in 2017, it was approved as a key city for improving energy efficiency of public buildings. As of the end of 2020, it has completed energy-saving renovation of existing buildings by over 100 million square meters, After the completion of the renovation, the proportion of energy-saving buildings in existing urban residential buildings has reached over 98%, and the energy-saving renovation work has achieved significant results.


In addition, Tianjin has laid a solid foundation for the development of prefabricated buildings and basically established a standard system covering the entire process of design, production, construction and installation of prefabricated buildings, forming effective technical support. Actively promote pilot demonstration projects and industrial base construction, and build 15 prefabricated building industrial bases. Among them, the "Tianjin Modern Building Industrial Park" supported by Jinghai District has been recognized by the Ministry of Housing and Urban Rural Development as a park type prefabricated building industrial base. During the 13th Five Year Plan period, the goal of 30% of the total construction volume for prefabricated construction projects was achieved.


The Implementation Plan specifies the strengthening of urban and rural green and low-carbon planning guidance, improving the energy-saving and low-carbon level of new buildings, continuously promoting low-carbon renovation of existing buildings, vigorously promoting low-carbon development of centralized heating, steadily promoting low-carbon development of rural residential areas, improving the level of building electrification, promoting green and low-carbon construction, accelerating the application of renewable energy buildings, and promoting low-carbon operation of infrastructure Key tasks such as improving the level of intelligent operation and management in the field of housing and construction.


The Implementation Plan proposes to improve the energy-saving level of newly built buildings and accelerate the development of ultra-low energy buildings. Guide key areas such as China Singapore Tianjin Ecological City to carry out pilot projects for near zero energy consumption buildings, zero energy consumption buildings, and zero carbon buildings, forming a key technology system for near zero energy consumption buildings, zero energy consumption buildings, and zero carbon buildings in Tianjin. By 2030, further increase the scale of near zero energy consumption buildings, zero energy consumption buildings, and zero carbon buildings construction.


Continuously promote the renovation of heating pipeline networks and implement the renovation project of old heating pipeline networks. We will focus on the renovation of old primary and secondary pipelines with poor heating efficiency and frequent failures. By 2025, we will renovate over 300 kilometers of old pipelines, and by 2030, the scope of renovation will continue to expand. The proportion of pipelines with a pipe age of 20 years or more and the proportion of series systems will significantly decrease. Continuously carry out energy-saving and low-carbon renovations on heating equipment with long operating hours and poor regulation performance, reasonably select energy-saving equipment such as variable frequency water pumps and balance valves, strengthen hydraulic balance debugging of the heating system, improve system control strategies, improve hydraulic imbalance of the heating network, and reduce pipeline leakage and excessive heating losses.


Regarding the comprehensive utilization of construction waste, the Implementation Plan specifies the establishment of a classification and treatment system for construction waste, strengthens the graded utilization of construction waste, and encourages the adoption of advanced technologies, processes, equipment, and management measures to achieve the reduction of construction waste at the source. Promote the centralized treatment of construction waste, actively implement the layout plan of environmental sanitation facilities, and accelerate the construction of facilities such as construction waste disposal sites and resource utilization disposal. Promote the comprehensive utilization of construction waste through multiple channels, encourage the application of recycled aggregates and products from construction waste in construction and road engineering, and promote the large-scale utilization of treated construction waste in areas such as earthwork balance, forestry soil, environmental governance, sintered products, and backfilling. By 2030, the discharge of construction waste from new construction sites will not exceed 300 tons/10000 square meters, and the resource utilization rate of construction waste will reach over 55%.
