China plans to select 100 cities and parks to carry out carbon peak pilot

The National Development and Reform Commission released the "National carbon peak pilot construction plan" on the 6th. The plan is clear, and 100 typical cities and parks nationwide are selected to carry out carbon peaking pilot construction, focusing on cracking the bottlenecks faced by green and low-carbon development, exploring carbon peaking paths for cities and parks with different resource endowments and development bases, and providing operable, replicable and scalable experience for the whole country.

The plan puts forward the four working principles of adhering to active and prudent, adhering to local conditions, adhering to reform and innovation, and adhering to safe carbon reduction, as well as the main goals for 2025 and 2030. By 2025, a policy mechanism conducive to green and low-carbon development within the scope of the pilot should be basically established, a number of operational, replicable and scalable innovative measures and reform experience should be initially formed, and the path to carbon peak in cities and industrial parks with different resource endowments, different development bases and different industrial structures should be basically clear. By 2030, key tasks, major projects and important reforms in pilot cities and industrial parks will be completed on schedule, and policy mechanisms conducive to green and low-carbon development will be fully established. Relevant innovative measures and reform experience will play an important role in driving the country to achieve the carbon peak goal.

The plan has deployed the content of pilot construction in five aspects: determining pilot tasks, implementing key projects, strengthening scientific and technological innovation, improving policy mechanisms, and carrying out national actions.

The relevant person in charge of the National Development and Reform Commission introduced that the National Development and Reform Commission will comprehensively consider the total carbon emissions and growth trend in various regions, economic and social development and other factors, the first batch of 15 provinces and regions to carry out carbon peak pilot construction, the development and reform Commission of the relevant provinces and regions to put forward a list of suggestions, approved by the people's government of the region after the National Development and Reform Commission confirmed.

Ding Xuexiang pointed out that the work of keeping warm and ensuring supply is a major livelihood project and a popular project. Thanks to the joint efforts of relevant parties, China's energy supply capacity has steadily increased, resource reserves have been enriched, and energy protection for people's livelihood has been strengthened, laying a good foundation for keeping warm and supplying supplies. It is necessary to further unify the thought and action to the decision-making and deployment of the Party Central Committee and The State Council, adhere to the people-centered development thought, and do a solid job of keeping warm this winter and next spring with a sense of responsibility of "always at ease"

Ding Xuexiang stressed that efforts should be made to grasp the production and supply of coal and natural gas, support enterprises to increase production and supply, actively expand resource imports, and stabilize the basic plate of energy supply. Give full play to the role of reserve resources regulation, further do a good job of coal storage base coal storage, focus on the low coal storage power plants to increase the amount of coal storage, and do a solid job of natural gas reserves. We will strictly follow the signing and implementation of medium - and long-term energy contracts to ensure stable supply and stable prices. Priority should be given to ensuring the energy consumption of residents, improving the work plan to cope with the impact of extremely cold weather and emergencies, strengthening the energy supply guarantee for users of "coal to gas" and "coal to electricity", and doing a good job of keeping warm and supplying people in disaster-hit areas. We will carry out in-depth and meticulous work on production safety, strengthen the investigation and treatment of hidden dangers, inspection and maintenance of facilities, and prevent and contain major and extremely serious production safety accidents. All regions, relevant departments, units and enterprises should earnestly shoulder their responsibilities, closely coordinate and cooperate to ensure a safe and stable supply of energy and a warm winter for the people.
