The national standard "Zero carbon building Technical Standard" passed the review

On December 18, the review meeting of the national standard "Zero Carbon Building Technical Standard" (draft for review) jointly prepared by the China Construction Research Institute and the China Building Energy Efficiency Association, together with 49 domestic design, research and higher education institutions, was held in Beijing. Bai Zhengsheng, deputy Director of the standard Quota Department of the Ministry of Housing and Urban-Rural Development, Wang Guoying, the second inspector, Lin Lanlan, Director of the Building Energy Conservation Department, Nie Mingxue, director of the implementation guidance and Supervision Department, Sun Zhi, deputy director of the urban and rural construction engineering Standards Department of the Institute of Standard Quotas, attended the meeting.

National master of engineering survey and design, chief scientist of China Construction Research Institute Xu Wei and President of China Building Energy Efficiency Association Wu Yong delivered a speech on behalf of the editor-in-chief unit. Zou Yu, Secretary General of the Building Environment and Energy Conservation Standard Committee of the Ministry of Housing and Urban-Rural Development, chaired the meeting.

Bai Zhengsheng pointed out that the standard has a wide coverage and is difficult to compile, and it is necessary to pay attention to the coordination of carbon reduction standards and energy conservation standards. Nie Mingxue introduced the reform of China's standardization system, emphasizing that this standard should pay attention to the coordination with the full-text mandatory standard.

At the meeting, a review committee was formed with Jiang Yi, academician of the Chinese Academy of Engineering, and Xiu Long, chairman of the Architectural Society of China, as the deputy chairman, and introduced the research and work carried out in the preparation of the standard and the main content of the standard. The review committee has carefully reviewed, discussed and questioned the draft of the standard for review chapter by chapter and article by article, and formed review opinions.

The "Zero carbon building Technical Standard" is an important basis for promoting the transformation of building and regional energy consumption "dual control" to carbon emission "dual control", and has a supportive role in implementing energy conservation and carbon reduction work in urban and rural construction. The standard closely combines the adjustment trend of China's energy structure, climate characteristics, building types, building energy characteristics and the development trend of low-carbon technology, determines the calculation boundary, scope and calculation method of building carbon emissions, defines low-carbon, near-zero carbon, zero carbon buildings/areas for the first time, and puts forward a hierarchical control index with carbon emission intensity as absolute value and carbon reduction rate as relative value. The method of determining the emission factor of building electricity is clarified, and the carbon reduction measures of non-building technologies such as green electricity trading and carbon emission rights trading are stipulated.

The "Zero carbon Building Technical Standard" is the first national standard in the world to specify the absolute value of carbon emission intensity and the relative value of carbon reduction rate for low-carbon near-zero carbon buildings/regions. The standard has comprehensive content, reasonable technical indicators and is in line with national conditions, and has reached the international leading level as a whole, which will play an important role in the realization of carbon neutrality in China's construction field.

The relevant person in charge of the Science and Technology Standards Department of China Construction Research Institute, experts from scientific research institutes, design institutes, colleges and universities, production units and a total of 70 members of the preparation group attended the meeting.
