    II. Main objectives. 

    We will actively carry out the pilot work of passive ultra-low energy consumption buildings; by 2025, the construction of green buildings, green ecological areas and green ecological communities in cities and towns in the city will continue to advance, with star-rated green buildings accounting for more than 35% of new buildings; the proportion of prefabricated buildings will strive to reach 30%; the energy efficiency of existing residential buildings will be renovated by 8 million square meters, and the energy efficiency of public buildings will be improved continuously. 

    The promotion area of green building materials will reach 1.5 million square meters, the integrated project of building thermal insulation and structure will account for more than 30%, and the proportion of renewable energy in civil buildings will reach 30%. 

    We will initially form a high-quality development pattern of building energy conservation and green buildings, promote urban and rural construction to embark on a green, circular and low-carbon scientific development track, and achieve energy conservation and emission reduction in the field of construction.

    III. Key tasks. 

    (1) Strictly implement the mandatory standards for building energy efficiency. 

    New urban buildings fully implement the Design Standards for Energy efficiency of Residential buildings (DBJ03-35-2019) and the Design Standards for Energy efficiency of Public buildings (DBJ03-27-2017). The implementation rate of energy efficiency standards for new buildings has reached 100%, continuously reducing building energy consumption, and encouraging the implementation of higher standards for near-zero energy consumption and zero energy consumption building standards. 

    (2) To promote the development of green buildings in an all-round way. 

    All the new buildings in the city implement green building standards, including government office buildings, indemnificatory housing and public welfare buildings such as schools, hospitals, museums, science and technology halls and gymnasiums, large-scale public buildings with a single construction area of more than 20,000 square meters, residential areas with a construction area of more than 50,000 square meters, civil buildings in new urban areas and green ecological urban areas. 

    All implement the green building standards of more than one star (including one star). 

    Guide and encourage other qualified projects to be designed and built in accordance with higher star green building standards, focusing on the construction of a number of star green buildings and green ecological communities. 

    (3) Continue to promote the improvement of energy efficiency in public buildings. 

    To complete the construction task of improving the energy efficiency of 1.6 million square meters of buildings in the "implementation Plan for the Construction of key cities to improve the Energy efficiency of Public buildings in Hohhot". 

    Actively carry out energy-saving transformation of public buildings, implement energy-saving transformation of existing public buildings, such as enclosure structure, lighting system, power system, heating, ventilation and air conditioning system, domestic hot water supply system, power supply and distribution system, energy consumption monitoring and metering system, mechanical and electrical control system, water supply and drainage system, etc. after energy-saving transformation, the comprehensive energy-saving rate is not less than 15%. 

    Among them, the proportion of projects that implement energy-saving transformation through the contract energy management mode is not less than 40%. 

    Encourage and promote the contract energy management model, guide more social funds to invest in energy-saving renovation of existing buildings, support qualified units and owners with requirements for energy-saving transformation to actively raise funds for energy-saving transformation, and speed up the formation of a market mechanism for energy-saving renovation of existing buildings. 

    (4) To promote the development of ultra-low energy consumption buildings. 

    Vigorously promote the construction of pilot demonstration projects for ultra-low energy consumption buildings, give full play to the leading role of demonstration projects, guide the construction, publicity, promotion and application of demonstration projects, and launch special incentive policies for the development of ultra-low energy consumption buildings in accordance with the law. Measures such as supporting financial incentives, optimizing the way of land transfer, rewarding the volume rate and reducing matching fees have been introduced in accordance with the law, so as to further increase the proportion of ultra-low energy consumption buildings. 

    Encourage the research and development of technologies and products related to passive ultra-low energy consumption buildings, and form a systematic policy and technology system of passive ultra-low energy consumption buildings through advanced technology, materials, equipment and technology. to achieve the development of passive ultra-low energy consumption buildings in the direction of standardization, scale and systematization.

    (5) To promote the development of prefabricated buildings. 

    Great efforts should be made to develop prefabricated buildings and encourage new buildings to be built in accordance with the prefabricated mode. 

    The prefabricated concrete structure project should first adopt prefabricated internal and external wall panels, floors, stairs and other components, and then gradually develop to the application of vertical components to continuously improve the assembly rate. 

    We will give priority to prefabricated buildings in government-invested public buildings such as affordable housing, office buildings, hospitals, schools, science and technology halls and gymnasiums, as well as municipal infrastructure facilities such as underground pipe corridors, bridges, rail transit and bus stops in new urban areas. 

    We will actively promote prefabricated steel structure housing, and give priority to the use of prefabricated steel structure in new long-span, large-space public buildings and industrial buildings invested by the government. 

    For new buildings in tourist attractions, landscapes, self-driving tourist stacks and resorts, we should develop modern prefabricated wood structures according to local conditions, and gradually increase the proportion of prefabricated construction projects in the city's new projects. we will effectively promote the development of construction industrialization. 

    We will speed up the introduction and cultivation of prefabricated building development, design, construction, supervision and production enterprises, equipment, technology, and talents, speed up the cultivation of the industrial chain, and form a number of industrial clusters with backbone enterprises as the core and a sound industrial chain as soon as possible. 

    Priority should be given to ensuring the factory land for the production of prefabricated building materials and parts, and the industrial land should enjoy the industrial land policy. Long-term leasing, lease before concession, combination of lease and flexible transfer period can be adopted to supply land, the maximum term of lease shall not exceed the maximum term prescribed by law, and enterprises producing and manufacturing assembly parts are encouraged to jointly develop into the form of a park. 

    For prefabricated real estate development projects, if there is a basement project, the foundation and underground structure works shall be completed, and if there is no basement project, the foundation and ground floor structure projects shall be completed, and if the construction progress and completion delivery date have been determined (including the construction of the environment and supporting facilities), under the premise of complying with the relevant laws and regulations, the "pre-Sale permit of Commercial Housing" can be obtained in advance. 

    The performance bond and bid bond of prefabricated construction projects shall be exempted; guide enterprises to strengthen the research, application and popularization of building information model (BIM) technology, intelligent technology and information system, so as to improve the whole process of building engineering design, production, construction and acceptance. 

    Information standard system, strengthen the integration of information resources, improve the level of comprehensive utilization of information. 

    (6) Actively promote the full renovation of residential buildings. 

    We will promote the implementation of general contracting for residential decoration projects and realize the integration of design, procurement and construction.

    Promote the construction of dry building (ground) surface, integrated kitchen, integrated toilet, pipeline and so on. 

    Strengthen the supervision and inspection of residential decoration, strengthen sales control, and improve the quality of finished residential decoration, environmental protection and indoor environment. 

    The newly-built houses within the downtown area are fully decorated, and the new green buildings with one-star, two-star and three-star standards should be fully decorated.

    (7) To strengthen the popularization and application of green building materials. 

    Implement the relevant policies of the state and autonomous regions on the development of green building materials. 

    Great efforts will be made to develop green building materials such as high-strength steel bar, high-performance concrete, high-performance masonry materials, ready-mixed mortar and integrated wallboards with thermal insulation structures. 

    We will improve the market system for green building materials, improve the quality of green building materials products, increase the supply of green building materials products, guide the consumption of green products, and promote the transformation and upgrading of the building materials industry and the construction industry. 

    We will promote green buildings, indemnificatory housing and other government-invested or financial-funded construction projects, as well as public buildings of more than 20,000 square meters and residential construction projects of more than 50,000 square meters, taking the lead in adopting certified green building materials products. 

    Actively promote the integration of building thermal insulation structure. 

    Guide production enterprises to research and develop and introduce integrated technology, improve the level of technology and equipment, improve the quality assurance system, and ensure the quality and market supply of integrated technology products. 

    We will promote the adoption of integrated technology in indemnificatory housing, green buildings, government-invested public buildings and public welfare buildings in our city. 

    We will strengthen the popularization and application of the "four new" technologies. 

    Promote the use of new technologies, new processes, new materials and new products of building energy conservation and green buildings. 

    Promote mature technical products such as natural lighting, ventilation, Rain Water collection, reclaimed water utilization, water saving and sound insulation according to local conditions, and encourage the use of solid wastes such as construction waste, coal gangue, fly ash, slag and tailings as raw materials to produce wall materials. 

    Guide the construction, design and construction units of commercial housing projects to give priority to the building energy-saving technologies, materials, products and equipment that have obtained the evaluation mark of green building materials, and gradually increase the proportion of the application of green building materials. 

    (8) To promote the large-scale application of renewable energy buildings. 

    According to local conditions, we will promote the application of solar energy, shallow geothermal energy, air energy and other new energy in buildings, and reduce the use of conventional energy in civil buildings. 

    We will promote the use of solar photothermal building integration technology in new construction, reconstruction (expansion) of residential buildings with less than 12 storeys and public buildings such as hospitals, schools, hotels, swimming pools and public bathrooms. 

    Promote the distributed and integrated application of solar photovoltaic in urban buildings; encourage the unified design and installation of solar hot water systems in qualified residential buildings and other public buildings; promote the integrated application of solar photovoltaic in buildings, promote the use of solar photovoltaic lighting in public areas and courtyards of residential buildings. 

    (9) To promote green construction and safe and civilized construction. 

    To carry out the demonstration of green construction projects, through scientific management and the adoption of advanced technology, strengthen the control and control of construction dust control, water saving and consumption reduction, slag transport, noise pollution, disassembly and recycling, etc., implement the requirements of "four sections and one environmental protection" (energy saving, land saving, water saving, material saving and environmental protection), maximize energy saving and reduce consumption, and improve the level of green construction and environmental protection on construction sites. 

    Strengthen the operation and management of green buildings. 

    Improve the online energy consumption monitoring system for public buildings. Office buildings of public institutions with a floor area of more than 5000 square meters and public buildings with a floor area of more than 20, 000 square meters shall install an online energy consumption monitoring system, and network transmission with the energy consumption monitoring platform of office buildings of state organs of the autonomous region and large-scale public buildings, so as to realize real-time energy consumption monitoring and data transmission on the Internet.

    Speed up the research and development of common and key technologies of green buildings, focusing on low-cost technologies such as energy-saving renovation of public buildings, application of BIM (Building Information Model) technology, comprehensive utilization of water conservation and water resources, green building materials, recycling of waste, environmental quality control, and improving the durability of buildings. 

    Support the technological research and development of scientific research institutes in the region, support the demonstration of star green buildings, prefabricated buildings and ultra-low energy consumption buildings to apply for national and provincial green building innovation awards, and promote the application of new green building technologies.

    IV. Safeguard measures. 

    (1) Strengthen organization and coordination.

    In the examination of construction drawings, the competent departments of urban and rural construction shall supervise the examination institutions of construction drawings to conduct special examination of construction drawings in accordance with the mandatory standards for building energy efficiency and green building standards, and mark the stars of green buildings in the examination qualification documents. 

    The administrative departments in charge of construction at all levels shall incorporate the requirements of building energy conservation and green building development into the project construction management procedures at the stage of project construction implementation, and carry out special acceptance of civil buildings energy conservation and green buildings. the special acceptance report shall be included in the completion acceptance record link, and at the same time, in accordance with the requirements of "double random and one open", strengthen the supervision and management of the implementation of building energy conservation and green building quality responsibility by all parties.
