Implementation Plan for the creation of Environmental Protection buildings in Guangdong Province (2021-2023)

    In order to thoroughly implement the spirit of the 19th CPC National Congress and the second, third, fourth and Fifth Plenary sessions of the 19th CPC Central Committee, conscientiously practice Xi Jinping's thought of ecological civilization, and fully implement the Guangdong Provincial regulations on Environmental Protection buildings (hereinafter referred to as the regulations), promote the development of environmental protection buildings and help achieve the goal of carbon neutralization. 

    In accordance with the notice of the Banking and Insurance Regulatory Commission of the State Administration of the people's Bank of China of the Ministry of Housing and Urban-Rural Development and Reform Commission of the Ministry of Education of the Ministry of Industry and Information Technology on issuing the action plan for the creation of environmentally friendly buildings (Jianbiao (2020) No. 65) and the relevant requirements of the provincial party committee and provincial government, this implementation plan is formulated according to the actual situation of the province.

    Ⅰ. make a goal. 

    By 2021, we will basically establish a policy document system compatible with the regulations and a full-life supervision system for environmentally friendly buildings; comprehensively promote the construction of new civil buildings in accordance with the standards of environmentally friendly buildings. From 2021 to 2023, the proportion of environmentally friendly buildings in new urban civil buildings in our province reached 70%, 75% and 80%, respectively. 

    The area of star-rated environmentally friendly buildings continues to increase. By 2023, the proportion of environmentally friendly buildings built according to one-star or more standards in the province will reach 20%, of which the proportion of Guangdong-Hong Kong-Macau Greater Bay Area's nine cities in the Pearl River Delta will reach 35%. 

    The health performance of buildings in the province has been significantly enhanced, the proportion of prefabricated construction methods has been steadily improved, the level of building energy efficiency has been continuously improved, and the scale of environmental protection renovation of existing buildings, the application of renewable energy buildings and the application of environmentally friendly building materials has been further expanded.

    Ⅱ. Key tasks. 

    (1) to improve the policy and standard system for the whole life cycle of environmentally friendly buildings. 

    1. Establish a supporting document system. 

    All localities and departments should, in the light of reality, start with the implementation of the regulations, formulate supporting policies for environmental protection building management, and establish full-life work promotion mechanisms such as environmental protection building planning and construction, operation and renovation, technological development and incentive measures. compaction construction, planning, design, construction drawing review, construction, supervision, inspection, acceptance and other parties and relevant departments regulatory responsibilities. 

    Bring the development of environmentally friendly buildings into the track of the rule of law.

    2. Improve the system of technical standards. 

    In 2021, we will complete the compilation of the construction acceptance and inspection standards of environmental protection buildings in our province, and realize the standard control in the whole process of survey and design, construction and acceptance management of environmental protection buildings. 

    In 2022, we will complete the technical standards such as the environmental protection transformation of existing buildings and the post-evaluation of environmental protection buildings, as well as the technical guidelines for environmental protection of rural housing construction and the revision of the "energy consumption limit of public buildings", and further strengthen the construction of the valuation basis system of environmental protection buildings. formulate the valuation method of environmental protection construction projects in our province, and improve the technical standard database of environmental protection buildings in our province in the whole life period.

    3. We will promote the implementation of special plans on the ground. 

    To formulate and issue the technical guidelines for the compilation of the special planning for the development of environmental protection buildings in our province, the departments in charge of urban and rural housing construction in various places shall, in conjunction with the departments of development and reform, natural resources and other departments, complete the preparation of the special plan for the development of environmental protection buildings in cities and counties (districts and towns) by the end of March 2022, and clarify the development objectives of environmental protection buildings, key development areas, new construction technology routes and environmental protection renovation of existing civil buildings. 

    The special plan for the development of environmental protection buildings must conform to the land and space planning and related special plans, and put forward the technical indicators of environmental protection buildings that conform to the scientific system and logic of the detailed planning, which shall be submitted to the people's government at the corresponding level for approval and made public. 

    When drawing up the regulatory detailed planning, the local departments in charge of natural resources shall incorporate into the detailed planning the relevant technical indicators of environmental protection buildings in the special planning for the development of environmental protection buildings that conform to the scientific system and logic of the detailed planning, and specify the environmental protection building grade requirements of the project in the planning conditions of construction land.

    4. Strengthen the control and control of the stage of land use for project establishment. 

    When transferring or allocating land, the local departments in charge of natural resources shall incorporate the environmental protection building grade requirements specified in the planning conditions of construction land into the contract for the assignment of the right to the use of state-owned construction land or the decision on the allocation of state-owned land. 

    When issuing planning opinions, the grade requirements of environmentally friendly buildings shall be indicated in the project planning permit or attachment. 

    The construction unit shall strengthen the primary responsibility, specify the environmental protection building grade, technology, energy conservation and emission reduction when organizing and compiling the feasibility study report or project application report, and bring the relevant costs of environmental protection buildings into the estimated budget of the project investment. entrust design, construction and supervision in accordance with the grade of environmental protection buildings specified in the planning conditions of construction land, and specify the grade requirements of environmental protection buildings in the contract.

    5. The responsibility of compacting the whole process of construction. 

    Each department shall supervise the construction unit in carrying out consultation, design, construction, supervision, material and equipment purchase and related bidding activities, shall clearly state to the relevant units the environmental protection building grade requirements of the construction project and organize the implementation. 

    The design unit shall carry out the design in accordance with the requirements of the environmental protection building grade and compile the environmental protection building design instructions or special articles; the institution responsible for the examination of the construction drawing design documents shall examine the construction drawings in accordance with the requirements of the environmental protection building grade, the examination opinions shall be put forward in the examination report according to the requirements of the environmental protection building grade, and if the environmental protection building grade is changed, the construction drawing design documents shall be re-examined. 

    The construction unit shall publicize the environmental protection building grade and main technical measures of the project in a conspicuous position at the construction site; for the projects found in the inspection that do not meet the requirements of the design or technical standards, it shall promptly report to the local housing department in charge of urban and rural construction; the supervision unit shall strictly supervise the construction process of environmental protection buildings. 

    When organizing the relevant responsible entities such as design, construction, supervision and other relevant responsible units to carry out completion acceptance, the construction unit shall carefully check whether the project conforms to the construction drawing design documents and environmental protection building standards, those that do not meet the requirements of construction drawing design documents and environmental protection building standards shall not pass the completion acceptance. 

    We will promote the examination and acceptance of construction drawings of environmentally friendly buildings to be incorporated into information management in real time and made public.

    6. Explore the supervision mechanism of environmental protection residential users. 

    Real estate developers shall clearly indicate the grade of environmentally friendly buildings at the sales site, and incorporate the relevant indicators of residential environmental protection building grade and environmental performance into commercial housing sales contracts, commercial housing quality guarantee certificates and commercial housing use instructions, clarify the responsibility of quality warranty and the way to deal with disputes. 

    Carry out the pilot house inspection of environmentally friendly residential buyers, and guide buyers to do a good job of house inspection. 

    Insurance companies are encouraged to provide engineering quality insurance for environmentally friendly buildings and gradually improve the engineering quality assurance and warranty mechanism.

    7. Strengthen the operation and management of environmentally friendly buildings. 

    Strengthen the main responsibility of the owner or user of the environmental protection building for the maintenance of the facilities and equipment of the environmental protection building, strengthen the property management of the environmental protection building, and ensure that the operation of the environmental protection building meets the requirements. 

    Promote the intelligent management of energy use systems, strengthen data collection and statistics on the operation of environmentally friendly buildings, and establish and improve building energy consumption statistics, energy audit, energy consumption monitoring and energy efficiency evaluation systems, so as to provide a basis for scientific and efficient supervision of the operation of environmentally friendly buildings; implement energy consumption limits for large-scale public buildings, office buildings of state organs, and other public buildings invested by state funds, and evaluate and adjust the level of energy consumption. 

    We will support cities at and above the prefectural level to formulate energy consumption limits for public buildings that are stricter than provincial requirements in the light of the actual situation, and carry out pilot projects of building and post-evaluation.

    8. Develop star environmental protection buildings. 

    Large-scale public buildings with a floor area of more than 20,000 square meters, office buildings of state organs, and other public buildings invested by state funds shall be built in accordance with the standards of environmental protection buildings of one star or above. 

    Guangdong-Hong Kong-Macau Greater Bay Area Pearl River Delta nine cities should be combined with local reality, in a certain area to build two-star and above high-grade environmental protection buildings. 

    Create a number of high-grade environmental protection building gathering areas, promote the construction of environmental protection residential areas, communities and urban areas, and promote the high-grade and large-scale development of environmental protection buildings.

    9. Standardize the label management of environmentally friendly buildings. 

    Revise the measures for the management of environmental protection building signs, clarify the contents of organization and management, identification procedures, supervision and management, cooperate with the Ministry of Housing and Urban-Rural Construction to recommend three-star marks for environmentally friendly buildings, and organize the provincial identification and awarding of two-star logos, guide cities to do a good job in the identification and awarding of one-star signs. 

    Based on the Guangdong Provincial Environmental Protection Building Information platform, the unified management of the identification of environmental protection buildings in the province has been implemented. 

    Dynamic management of environmentally friendly buildings shall be carried out, and those that do not meet the grade requirements of environmentally friendly buildings shall be rectified within a time limit or directly cancelled.

    10. Develop energy-saving and low-carbon buildings. 

    We will speed up the development of ultra-low and near-zero energy consumption buildings, further improve the health performance of indoor air, water quality and sound insulation of environmentally friendly buildings, and strive to build a pilot project of ultra-low energy consumption buildings with Lingnan characteristics of 1 million square meters. 

    According to the climate characteristics of Lingnan, we will gradually raise the level of mandatory energy efficiency standards for new environmental protection buildings, further improve the energy conservation performance requirements of building enclosures and other parts, and encourage and support various localities to take measures in accordance with local conditions. formulate and implement higher technical standards for environmentally friendly buildings and improve the energy efficiency of buildings.

    11. Speed up the environmental protection renovation of existing buildings. 

    We should establish and improve the system and mechanism for the environmental protection renovation of existing buildings, work out a reasonable transformation plan in combination with the transformation of old urban communities, the establishment of environmental protection communities, and the construction of sponge cities, and popularize environmental protection building technologies suitable for subtropical climate. improve the living quality of existing buildings. 

    We will promote contract energy management and strengthen the responsibilities of building owners, users and managers. 

    We will explore ways and technologies to adapt to the environmental protection transformation of the region, carry out pilot projects of environmental protection transformation, and cities at or above the prefecture level will carry out more than one pilot project of environmental protection transformation of existing buildings every year according to the actual situation. 

    In 2023, we will conscientiously summarize the pilot project of environmental protection transformation, and promote the environmental protection transformation technology suitable for the characteristics of Lingnan in the whole province.
