    Carbon peak action plan by 2030. 

    This plan is formulated in order to thoroughly implement the major strategic decisions of the CPC Central Committee and the State Council on carbon peak and carbon neutralization, and to promote the carbon peak action in a down-to-earth manner. 

    I. overall requirements. 

    (1) guiding ideology. 

    Under the guidance of Xi Jinping's thought of socialism with Chinese characteristics in the new era, we should fully implement the spirit of the 19th CPC National Congress and the second, third, fourth and Fifth Plenary sessions of the 19th CPC Central Committee, thoroughly implement Xi Jinping's thought of ecological civilization, and be based on the new stage of development. complete, accurate and comprehensive implementation of the new development concept, build a new development pattern, adhere to the system concept, and properly handle the relationship between development and emission reduction, overall and partial, short-term and medium-and long-term. 

    We should coordinate and stabilize growth and adjust the structure, integrate carbon peak and carbon neutralization into the overall situation of economic and social development, adhere to the general principle of "national overall planning, giving priority to saving, two-wheel drive, smooth internal and external flow, and preventing risks", and do a good job in carbon peak work in a strong, orderly and effective manner. we should clarify the objectives and tasks of all regions, fields and industries, and speed up the realization of green changes in production and life style. 

    We will promote economic and social development on the basis of efficient use of resources and green and low-carbon development, and ensure that the carbon peak target by 2030 will be achieved as scheduled.

    (2) working principles.

    All regions, fields and industries adopt measures in accordance with local conditions and adopt classified measures to clarify the objectives and tasks that are not only in line with their own reality but also meet the overall requirements.

    We should have a comprehensive and accurate understanding of the far-reaching impact of the carbon peak action on economic and social development, and strengthen the systematicness and coordination of policies. 

    We should grasp the main aspects of principal contradictions and contradictions and promote key areas, key industries and places with conditions to take the lead in reaching the peak.

    We should give better play to the role of the government, build a new national system, give full play to the role of the market mechanism, vigorously promote green and low-carbon scientific and technological innovation, deepen reform in energy and related fields, and form an effective incentive and restraint mechanism.

    Based on China's energy resource endowment of rich coal, poor oil and little gas, we should persist in setting up before breaking, stabilize the stock, expand the increment, take ensuring national energy security and economic development as the bottom line, and strive for time to realize the gradual substitution of new energy. we will promote the smooth transition of low-carbon energy transformation, effectively ensure national energy security, industrial chain supply chain security, food security and the normal production and life of the masses, and strive to resolve all kinds of risks and hidden dangers. 

    Prevent overreaction, promote carbon peak action step by step in a safe and orderly manner, and ensure safe carbon reduction.

    II. Main objectives. 

    During the 14th five-year Plan period, remarkable progress was made in the adjustment and optimization of the industrial structure and energy structure, the energy efficiency of key industries was greatly improved, the growth of coal consumption was strictly controlled, and the construction of a new power system was accelerated. New progress has been made in the research, development, promotion and application of green and low-carbon technology, and green production and lifestyle has been widely implemented, which is conducive to the further improvement of the policy system for green and low-carbon circular development. 

    By 2025, the proportion of non-fossil energy consumption will reach about 20%, energy consumption per unit of GDP will be 13.5% lower than that of 2020, and carbon dioxide emissions per unit of GDP will be 18% lower than that of 2020, laying a solid foundation for achieving a carbon peak. 

    During the 15th five-year Plan period, great progress was made in the adjustment of industrial structure, a clean, low-carbon, safe and efficient energy system was initially established, a low-carbon development model in key areas was basically formed, and the energy efficiency of key energy-consuming industries reached the international advanced level. the proportion of non-fossil energy consumption has further increased, coal consumption has gradually decreased, green low-carbon technology has made key breakthroughs, and green lifestyle has become a conscious choice of the public. 

    The policy system of green and low-carbon circular development is basically sound. 

    By 2030, the proportion of non-fossil energy consumption will reach about 25%, and carbon dioxide emissions per unit of GDP will be more than 65% lower than that in 2005, successfully achieving the carbon peak target by 2030.

    III. Key tasks. 

    The carbon peak will run through the whole process and all aspects of economic and social development. 

    Focus on implementing energy green and low-carbon transformation action, energy conservation and carbon reduction action, industrial carbon peak action, urban and rural construction carbon peak action, transportation green low-carbon action, circular economy carbon reduction action, green and low-carbon science and technology innovation action, carbon sequestration capacity consolidation and enhancement action, green low-carbon national action, echelon orderly carbon peak action in various regions, and so on.

    (1) Energy green and low-carbon transformation action. 

    Energy is not only the important material basis of economic and social development, but also the main source of carbon emissions. 

    It is necessary to adhere to safe carbon reduction, vigorously implement renewable energy substitution under the premise of ensuring energy security, and speed up the construction of a clean, low-carbon, safe and efficient energy system. 

    1. Promote the substitution, transformation and upgrading of coal consumption. 

    We will speed up the pace of coal reduction, strictly and reasonably control the growth of coal consumption during the 14th five-year Plan period, and gradually reduce it during the 15th five-year Plan period. 

    Strictly control new coal-fired power projects, meet international advanced coal consumption standards for new units, eliminate backward coal-fired power production capacity in an orderly manner, speed up energy-saving upgrading and flexible transformation of existing units, actively promote heating transformation, and promote the transformation of coal-fired power to both basic security and system regulatory power. 

    We will strictly control the scale of coal-fired power for trans-regional transmission of renewable energy, and in principle, the proportion of renewable energy in new channels will not be less than 50%. 

    We will promote coal reduction and coal restriction in key coal-using industries. 

    We will vigorously promote the clean use of coal, rationally delimit areas where bulk coal is prohibited, adopt multiple measures, actively and orderly promote the replacement of bulk coal, and gradually reduce or even ban bulk coal burning.

    2. Vigorously develop new energy sources. 

    We will comprehensively promote the large-scale development and high-quality development of wind and solar power generation, adhere to both centralized and distributed development, and speed up the construction of wind power and photovoltaic power generation bases. 

    Speed up the innovation, upgrading and characteristic application of the intelligent photovoltaic industry, innovate the "photovoltaic +" mode, and promote the diversified layout of photovoltaic power generation. 

    We will attach equal importance to land and sea, promote the coordinated and rapid development of wind power, improve the offshore wind power industry chain, and encourage the construction of offshore wind power bases. 

    We will actively develop solar photothermal power generation and promote the establishment of a wind-solar-thermal comprehensive renewable energy power generation base with complementary regulation of photothermal power generation, photovoltaic power generation and wind power. 

    Develop biomass power generation, biomass clean heating and bio-natural gas according to local conditions. 

    Explore and deepen the development and utilization of geothermal energy, wave energy, tidal current energy, temperature difference energy and other marine new energy. 

    We will further improve the guarantee mechanism for the consumption of renewable energy. 

    By 2030, the total installed capacity of wind power and solar power will reach more than 1.2 billion kilowatts.

    3. Develop hydropower according to local conditions. 

    We will actively promote the construction of hydropower bases, promote the construction of hydropower projects in the upper reaches of the Jinsha River, the upper reaches of the Lancang River, the middle reaches of the Yalong River and the upper reaches of the Yellow River that meet the requirements of ecological protection, and promote the development of hydropower in the lower reaches of the Brahmaputra River. promote the green development of small hydropower. 

    We will promote the coordination and complementarity of hydropower, wind power and solar power in southwest China. 

    We will make overall plans for hydropower development and ecological protection, and explore the establishment of a compensation mechanism for ecological protection in the development of hydropower resources. 

    During the 14th five-year Plan period and the 15th five-year Plan period, the installed capacity of hydropower was increased by about 40 million kilowatts respectively, and a renewable energy system dominated by hydropower was basically established in southwest China.

    4. Actively, safely and orderly develop nuclear power. 

    Reasonably determine the layout and development sequence of nuclear power plants, develop nuclear power in an orderly manner on the premise of ensuring safety, and maintain a steady pace of construction. 

    We will actively promote advanced reactor demonstration projects such as high-temperature gas-cooled reactors, fast reactors, modular small reactors and offshore floating reactors, and carry out demonstration of comprehensive utilization of nuclear energy. 

    We will step up the standardization and autonomy of nuclear power, speed up the tackling of key technologies and equipment, and cultivate high-end nuclear power equipment manufacturing industry clusters. 

    We will implement the strictest safety standards and stringent supervision, and continue to improve the capability of nuclear safety supervision. 

    5. Reasonable regulation and control of oil and gas consumption. 

    We will keep oil consumption within a reasonable range, gradually adjust the scale of gasoline consumption, vigorously promote advanced bio-liquid fuels, sustainable aviation fuels and other alternatives to traditional fuels, and improve the energy efficiency of terminal fuel products. 

    We will accelerate the large-scale development of shale gas, coalbed methane, tight oil (gas) and other unconventional oil and gas resources. 

    We will guide natural gas consumption in an orderly manner, optimize the utilization structure, give priority to ensuring the use of natural gas for people's livelihood, vigorously promote the integrated development of natural gas and various energy sources, build natural gas peak-shaving power stations in line with local conditions, and reasonably guide the use of industrial gas and chemical raw materials. 

    Support vehicles and ships to use liquefied natural gas as fuel.

    6. Speed up the construction of a new power system. 

    Build a new power system with a gradual increase in the proportion of new energy, and promote the large-scale optimal allocation of clean power resources. 

    Vigorously enhance the comprehensive regulation capacity of the power system, speed up the construction of flexible regulation power sources, and guide self-provided power plants, traditional high-energy industrial loads, industrial and commercial interruptible loads, electric vehicle charging networks, virtual power plants, etc., to participate in system regulation, build a strong smart grid, and improve the level of power grid security. 

    We will actively develop "new energy plus energy storage", the integration of charge and storage in the source network and the complementarity of multi-energy, and support the rational allocation of distributed new energy storage systems. 

    We will formulate a new round of medium-and long-term development plans for pumped storage power stations and improve the policy mechanism for promoting the development of pumped storage power stations. 

    Speed up the demonstration and application of the new type of energy storage. 

    We will deepen the reform of the power system and speed up the construction of a national unified electricity market system. 

    By 2025, the installed capacity of the new type of energy storage will reach more than 30 million kilowatts. 

    By 2030, the installed capacity of pumped storage power stations will reach about 120 million kilowatts, and the provincial power grid will basically have more than 5 per cent peak load response capacity.

    (2) actions to save energy, reduce carbon and increase efficiency. 

    We will implement the policy of giving priority to conservation, improve the double control system of energy consumption intensity and total energy consumption, strictly control the intensity of energy consumption, reasonably control the total amount of energy consumption, promote the revolution of energy consumption, and build an energy-saving society. 

    1. Improve the ability of energy-saving management in an all-round way. 

    Implement energy budget management, strengthen energy conservation review of fixed assets investment projects, make a comprehensive evaluation of project energy use and carbon emissions, and promote energy conservation and carbon reduction from the source. 

    We will improve the information level of energy conservation management, improve the on-line monitoring system of energy consumption per unit of key energy use, establish a national and industrial platform for promoting energy-saving technology promotion and service, and promote the establishment of energy management centers in high-energy-consuming enterprises. 

    We will improve the energy measurement system and encourage the use of certification means to improve the level of energy conservation management. 

    We will strengthen the capacity building of energy conservation supervision, improve the energy conservation supervision system at the provincial, municipal and county levels, establish an inter-departmental linkage mechanism, and comprehensively use administrative penalties, credit supervision, green electricity prices and other means to enhance the binding force of energy conservation supervision.

    2. Implement key projects for energy conservation and carbon reduction. 

    We will implement urban energy conservation and carbon reduction projects, carry out energy-saving upgrading of infrastructure such as buildings, transportation, lighting and heating, promote the demonstration and application of advanced green building technologies, and promote comprehensive urban energy efficiency. 

    We will implement energy conservation and carbon reduction projects in the park, focus on parks with high energy consumption and high emission projects (hereinafter referred to as the "two high" projects), promote the optimization and cascade utilization of the energy system, and create a number of energy-saving and low-carbon parks that reach the international advanced level. 

    We will implement energy conservation and carbon reduction projects in key industries, promote energy conservation and carbon reduction in electric power, iron and steel, non-ferrous metals, building materials, petrochemical and other industries, and improve the efficiency of energy resources utilization. 

    We will implement major demonstration projects for energy conservation and carbon reduction technologies, and support the industrial demonstration and application of key green and low-carbon technologies that have made breakthroughs. 

    3. Promote energy-saving and efficiency-increasing of key energy-using equipment. 

    Focus on motors, fans, pumps, compressors, transformers, heat exchangers, industrial boilers and other equipment to comprehensively improve energy efficiency standards. 

    Establish an energy efficiency-oriented incentive and restraint mechanism, promote advanced and efficient products and equipment, and speed up the elimination of backward and inefficient equipment. 

    We will strengthen the energy conservation review and daily supervision of key energy-using equipment, strengthen the management of the whole chain of production,     operation, sale, use and scrap, severely crack down on violations of laws and regulations, and ensure that energy efficiency standards and energy conservation requirements are fully implemented.

    4. Strengthen new infrastructure for energy saving and carbon reduction. 

    We will optimize the spatial layout of new infrastructure, make overall planning and scientific allocation of new infrastructure such as data centers, and avoid low-level repetitive construction. 

    Optimize the new infrastructure energy structure, adopt DC power supply, distributed energy storage, "photovoltaic + energy storage" and other models to explore diversified energy supply and increase the proportion of non-fossil energy consumption. 

    We will speed up the improvement of energy efficiency standards for equipment such as communications, computing, storage and transmission, raise the threshold for entry, and eliminate backward equipment and technology. 

    We will strengthen the energy management of new infrastructure, bring all data centers with an annual comprehensive energy consumption of more than 10,000 tons of standard coal into the on-line monitoring system of energy consumption per unit of key energy consumption, and carry out energy metering review. 

    We will promote the green upgrading of existing facilities, actively promote the use of technologies such as efficient refrigeration, advanced ventilation, waste heat utilization, and intelligent energy control, and improve the energy efficiency of facilities.

(3) the carbon peak operation in the industrial sector. 

    Industry is one of the main areas of carbon emissions, which has an important impact on the realization of carbon peak in the whole country. 

    The industrial sector should speed up the green low-carbon transformation and high-quality development, and strive to take the lead in achieving carbon peak. 

    1. Promote the development of green and low carbon in the industrial field. 

    We will optimize the industrial structure, speed up the withdrawal of backward production capacity, vigorously develop strategic emerging industries, and speed up the green and low-carbon transformation of traditional industries. 

    We will promote low-carbon industrial energy consumption, promote clean and efficient use of fossil energy, increase the proportion of renewable energy applications, strengthen power demand side management, and raise the level of industrial electrification. 

    We will thoroughly implement the green manufacturing project, vigorously promote green design, improve the green manufacturing system, and build green factories and green industrial parks. 

    We will promote the development of digital, intelligent and green integration in the industrial field, and strengthen technological transformation in key industries and fields.

    2. Promote the carbon peak of the iron and steel industry. 

    We will deepen the supply-side structural reform of the iron and steel industry, strictly implement capacity replacement, strictly prohibit new capacity, promote stock optimization, and eliminate backward capacity. 

    We will promote the cross-regional and cross-ownership merger and reorganization of iron and steel enterprises and increase the concentration of the industry. 

    We will optimize the distribution of productive forces, focus on Beijing, Tianjin, Hebei and surrounding areas, and continue to reduce iron and steel production capacity. 

    We will promote the optimization of the structure of the iron and steel industry and the substitution of clean energy, vigorously promote the demonstration of non-blast furnace ironmaking technology, raise the level of recycling of scrap resources, and promote the full scrap electric furnace process. 

    We will promote advanced and applicable technologies, deeply tap the potential for energy saving and carbon reduction, encourage steelization and co-production, explore pilot demonstrations such as hydrogen metallurgy and the integration of carbon dioxide capture and utilization, and promote the development of low-grade waste heat heating. 

    3. Promote carbon peak in non-ferrous metals industry. 

    We will consolidate and eliminate the results of excess capacity in electrolytic aluminum, strictly implement capacity replacement, and strictly control new production capacity. 

    We will promote the substitution of clean energy and increase the proportion of hydropower, wind power, solar power and other applications. 

    We will speed up the development of the recycled non-ferrous metal industry, improve the recovery, sorting and processing network of waste non-ferrous metal resources, and increase the output of recycled non-ferrous metals. 

    We will speed up the promotion and application of advanced green and low-carbon technologies, improve the level of waste heat recovery in the production process of non-ferrous metals, and promote a continuous decline in energy consumption per unit product.

    4. Promote the carbon peak in the building materials industry. 

    We will strengthen supervision over capacity replacement, speed up the withdrawal of inefficient production capacity, strictly prohibit new cement clinker and flat glass production capacity, and guide the building materials industry to transform to lightweight, intensive and manufactured products. 

    Promote the normalization of cement peak production and reasonably shorten the running time of cement clinker plant. 

    Make use of renewable energy such as wind and solar energy according to local conditions, and gradually increase the proportion of electricity and natural gas application. 

    Building materials enterprises are encouraged to use fly ash, industrial waste slag and tailings slag as raw materials or cement admixtures. 

    We will accelerate the certification and application of green building materials, and strengthen the research and application of new cementitious materials, low-carbon concrete, wood and bamboo building materials and other low-carbon building materials. 

    Popularize energy-saving technology and equipment, carry out the construction of energy management system, and achieve energy conservation and efficiency. 

    5. Promote the carbon peak in the petrochemical industry. 

    We will optimize the scale and distribution of production capacity, increase the elimination of backward production capacity, and effectively resolve the contradiction of structural surplus. 

    Strict project access, reasonable construction schedule, strict control of new oil refining and traditional coal chemical production capacity, and safe and orderly development of modern coal chemical industry. 

    Guide enterprises to change the way of using energy and encourage the substitution of electricity and natural gas for coal. 

    Adjust the structure of raw materials, control the use of coal for new raw materials, expand the import sources of hydrogen-rich raw materials, and promote the lightening of petrochemical and chemical raw materials. 

    Optimize the product structure, promote the coordinated development of petrochemical and coal mining, metallurgy, building materials, chemical fiber and other industries, and strengthen the efficient utilization of by-product gases such as refinery dry gas and liquefied petroleum gas. 

    Encourage enterprises to upgrade energy conservation and promote energy cascade utilization and material recycling. 

    By 2025, the primary processing capacity of domestic crude oil will be controlled within 1 billion tons, and the capacity utilization rate of major products will be increased to more than 80%.

    6. we will resolutely curb the blind development of the "two high" projects. 

    Take strong measures to implement inventory management, classified disposal, and dynamic monitoring of the "two high" projects. 

    Comprehensively inspect the projects under construction, and if the energy efficiency level is lower than the allowed value of the energy consumption limit of the industry, stop work for rectification in accordance with the relevant regulations, promote the energy efficiency level to be raised as much as possible, and strive to reach the domestic and international advanced level in an all-round way. 

    To scientifically evaluate the proposed projects, for industries with saturated capacity, reduce production capacity in accordance with the principle of "reduction and substitution"; for industries with unsaturated capacity, in accordance with the requirements of national layout and examination and approval, raise the entry threshold for the international advanced level; for emerging industries with large energy consumption, we will support and guide enterprises to apply green and low-carbon technologies to improve energy efficiency. 

    In-depth projects to tap potential stock, speed up the elimination of backward production capacity, and tap the potential of energy conservation and emission reduction through transformation and upgrading. 

    We will strengthen regular supervision and resolutely win the "two high" projects that do not meet the requirements.

    (4) carbon peak construction in urban and rural areas. 

    Speed up urban and rural construction to promote green and low-carbon development, urban renewal and rural revitalization should implement green and low-carbon requirements. 

    1. Promote the green and low-carbon transformation of urban and rural construction. 

    We will promote urban group development, scientifically determine the scale of construction, and control the excessive growth of new construction land. 

    Advocate the concept of green and low-carbon planning and design, enhance the climate resilience of urban and rural areas, and build a sponge city. 

    Promote green low-carbon building materials and green construction methods, accelerate the industrialization of new buildings, vigorously develop prefabricated buildings, promote steel structure housing, promote the recycling of building materials, and strengthen green design and green construction management. 

    We will strengthen the green and low-carbon construction of the county seat. 

    We will promote the establishment of a green and low-carbon-oriented management mechanism for urban and rural planning and construction, formulate management measures for building demolition, and put an end to large-scale demolition and construction. 

    Build green towns and green communities.

    2. Speed up the improvement of building energy efficiency. 

    We will speed up the renewal of standards such as building energy conservation and municipal infrastructure, and raise the requirements for energy conservation and carbon reduction.     

    We will strengthen the research and development and promotion of energy-saving and low-carbon technologies suitable for different climatic areas and different types of buildings, and promote the large-scale development of ultra-low energy consumption and low-carbon buildings. 

    We will speed up the energy-saving renovation of residential and public buildings, and continue to promote the energy-saving and carbon-reducing transformation of municipal infrastructure such as old heating networks. 

    We will improve the intelligent level of operation and management of urban buildings and infrastructure, speed up the promotion of heating metering and charging and contract energy management, and gradually carry out energy consumption quota management of public buildings. 

    By 2025, green building standards will be fully implemented for new urban buildings. 

    3. Speed up the optimization of building energy structure. 

    We will deepen the application of renewable energy in buildings and promote the integrated application of photovoltaic power generation and construction. 

    We will actively promote clean heating in cold and cold areas, promote central heating by cogeneration, speed up the large-scale application of industrial waste heat heating, actively and steadily carry out nuclear energy heating demonstration, and promote clean and low-carbon heating such as heat pump, biomass energy, geothermal energy and solar energy according to local conditions. 

    Guide scientific heating in hot summer and cold winter areas, and adopt clean and efficient heating methods according to local conditions. 

    We will improve the electrification level of building terminals and build a "direct and flexible" building that integrates photovoltaic power generation, energy storage, DC power distribution and flexible power consumption. 

    By 2025, the replacement rate of renewable energy in urban buildings will reach 8%, and the photovoltaic coverage of new public institutions and new factory buildings will strive to reach 50%.

    4. Promote rural construction and energy-use low-carbon transformation. 

    We will promote the construction of green agricultural houses and speed up the energy-saving transformation of agricultural houses. 

    Continue to promote clean heating in rural areas and choose suitable heating methods according to local conditions. 

    We will develop energy-saving and low-carbon agricultural greenhouses. 

    We will promote energy-saving and environmentally friendly stoves, electric agricultural vehicles, energy-saving and environmentally friendly agricultural machinery and fishing boats. 

    Speed up the application of renewable energy such as biomass and solar energy in agricultural production and rural life. 

    Strengthen the construction of rural power grid and improve the level of rural energy electrification.

    (5) Green and low-carbon action in transportation. 

    We will speed up the formation of green and low-carbon transport modes and ensure that the growth of carbon emissions in the field of transportation remains within a reasonable range. 

    1. Promote the low-carbon transformation of transport equipment. 

    We will actively expand the application of new and clean energy sources such as electric power, hydrogen energy, natural gas, advanced biological liquid fuels, etc., in the field of transportation. 

    Vigorously promote new energy vehicles, gradually reduce the proportion of traditional fuel vehicles in the production, sales and ownership of new vehicles, promote the electric replacement of urban public service vehicles, and promote heavy freight vehicles powered by electric power, hydrogen fuel and liquefied natural gas. 

    Raise the electrification level of the railway system. 

    We will speed up the renewal and renovation of old ships, develop electric and liquefied natural gas-powered ships, further promote the use of shore electricity by ships in port, and carry out demonstration and application of green intelligent ships in coastal and inland rivers in line with local conditions. 

    We will raise the level of electrified and intelligent airport operation and develop new energy aircraft. 

    By 2030, the proportion of new energy and clean energy-powered vehicles will reach about 40%, the carbon emission intensity of operating vehicles will be about 9.5% lower than that of 2020, and the comprehensive energy consumption of national railway unit turnover will be 10% lower than that of 2020. 

    Oil consumption in land transportation is expected to peak by 2030. 

    2. Build a green and efficient transportation system.

    The relevant departments in all regions should deeply understand the importance, urgency and complexity of carbon peak and carbon neutralization work, and earnestly shoulder their responsibilities. in accordance with the "opinions of the CPC Central Committee and the State Council on the complete, accurate and comprehensive implementation of the new development concept to do a good job in carbon neutralization work" and the main objectives and key tasks set out in this plan, we should focus on the implementation of various tasks and ensure that policies, measures and results are in place. 

    The implementation shall be included in the central and provincial eco-environmental protection inspectors. 

    All relevant units, people's organizations and social organizations should actively play their role in promoting green and low-carbon development in accordance with the relevant arrangements of the state.

    Strengthen the application of supervision and assessment results, give commendation and reward to areas, units and individuals that have achieved outstanding results in     Cundafeng's work in accordance with the regulations, and carry out notification, criticism, interview and accountability to areas and departments that fail to complete their targets and tasks in accordance with the law. 

    The people's governments of all provinces, autonomous regions, and municipalities directly under the Central Government should organize and carry out the annual evaluation of the target task of the carbon peak, and report the relevant work progress and major issues to the leading group of carbon neutralization work in a timely manner.
