In order to accelerate the comprehensive green transformation of the city's economic and social development and help achieve the goal of carbon peaking and carbon neutrality, this plan is formulated in accordance with the spirit of The State Council's Notice on the Issuance of the 14th Five-Year Plan for Energy Conservation and Emission Reduction (Guofa [2021] No. 33) and the actual situation of our city.


First, general requirements


 Vigorously promote energy conservation and emissions reduction work, further play pollution control to be completed, accelerate the development of establishing and perfecting the green low carbon cycle economy, to achieve carbon reduction, reducing the pollution, expanding green, growing together, make sure to complete the "difference" energy conservation and emissions reduction targets, to achieving carbon was at peak, carbon neutral, lay a solid foundation, to write a new chapter for construction of picturesque scenery beautiful place.


Second, the main objectives


By 2025, energy consumption per unit of GDP of the city will drop by 14 percent compared with that of 2020, total energy consumption will be properly controlled, total emissions of major pollutants will continue to decrease, and emissions of chemical oxygen demand, ammonia nitrogen, nitrogen oxide and volatile organic compounds will be reduced by 43,200 tons, 0.1,800 tons, 36,800 tons and 10,600 tons respectively in key projects. Policies and mechanisms for conserving energy and reducing emissions have been improved, the energy efficiency of key industries and the emission control of major pollutants have basically reached domestic advanced levels, and green drivers of economic development have been comprehensively enhanced.


3. Implementing key projects to conserve energy and reduce emissions


(I) Green upgrading of key industries.


1. We will strive to improve energy efficiency in key industries. The proposed project shall be designed and constructed according to the high level of the energy efficiency benchmark, and the stock that has not reached the benchmark level and the projects under construction shall be transformed and upgraded according to the level of the energy efficiency benchmark. Focusing on the iron and steel, non-ferrous metals, building materials and chemical industries, we will promote energy-saving technologies such as enhanced oxygen-enriched melting, optimization of clinker firing system and efficient distillation system, and encourage long-process steelmaking mills to develop short-process steelmaking by electric furnace through on-site transformation. We will accelerate the construction of Chongqing data center cluster, the national hub node of the national integrated computing network, and guide the intensive, large-scale and green development of data centers. During the 14th Five-Year Plan period, the energy consumption per unit of industrial value added decreased by 14.5%. By 2025, the energy efficiency of key industries and data centers will all reach the benchmark level, and the benchmark level of production capacity will exceed 30%. 2. We will work to reduce pollutants in key industries. We will improve and upgrade industrial furnaces and kilns, reduce nitrogen oxides in waste incineration power plants, and upgrade the steel industry to produce ultra-low emissions of air pollutants. Focus on steel, chemical, building materials, non-ferrous metals and other key industries, comprehensive clean production audit and evaluation certification. We will focus on power and heat, iron and steel, chemicals, automobiles, non-ferrous metals, paper and other industries with large water consumption, large wastewater discharge, relatively mature transformation conditions, and obvious demonstration and driving role, and steadily promote the technological upgrading of wastewater recycling. By 2025, we will strive to achieve a water reuse rate of more than 92 percent in regulated industrial enterprises, and reduce the water consumption per 10,000 yuan of industrial added value by 15 percent compared with 2020. (2) The Park energy conservation and environmental protection improvement project.


1. We will deepen the construction of green parks. Industrial parks such as the Liangjiang New Area, Chongqing High-tech Zone, the Western Science City, and Chongqing Economic Development Zone will be promoted for recycling. Parks and enterprises where conditions permit will be encouraged to strengthen resource coupling and recycling, and create "non-waste parks" and "non-waste enterprises". We will promote the development of national green industry demonstration bases. We will carry out trials of cleaner production in industrial parks. We will continue to build venous industry parks and resource recycling bases. By 2025, 30 green parks and 300 green factories will be built. 2. We will promote joint construction and sharing of infrastructure in the park. We will promote the cascade utilization of energy and the recovery and utilization of waste heat and pressure. Development and utilization of renewable energy in light of local conditions. We will actively promote centralized gas and heat supply. Improve the industrial park sewage centralized treatment facilities and supporting pipe network. We will build and expand a number of general industrial solid waste disposal sites, and encourage enterprises and industrial parks with an annual waste capacity of more than 10,000 tons to build supporting facilities for the utilization and disposal of hazardous waste. Encourage parks with more volatile organic-related enterprises to build centralized organic waste gas treatment facilities and centralized organic solvent recovery centers, and guide the construction of centralized painting centers. (3) Urban green and energy saving renovation projects.


1. Implement green urban construction. Vigorously promote prefabricated buildings, promote construction industrialization. We will accelerate the construction of sponge cities. Implementing leakage and loss control projects for public water supply networks. Carry out the Chengdu-Chongqing twin city economic circle "no waste city" co-construction. We will promote the use of solar photovoltaics on the roofs of newly built public institution buildings and factories in urban areas, and promote the large-scale application of renewable energy in buildings. By 2025, an additional 5 million square meters of renewable energy will be used in buildings. 2. Improving energy efficiency in buildings. We will raise mandatory energy conservation standards for new urban civil buildings by stage and type. We will actively carry out demonstration projects for ultra-low energy consumption buildings, and explore pilot projects for near-zero energy consumption and low-carbon (zero-carbon) buildings. We will promote the transformation of existing public buildings such as shopping malls, hospitals, schools, hotels and office buildings from simple energy-saving transformation to comprehensive green transformation. We will promote green and efficient refrigeration in data centers, various industrial parks and cold chain logistics. By 2025, 100% of new buildings in cities and towns will comply with green building standards. Energy conservation and emission reduction projects in transportation and logistics.


1. Develop intensive and efficient transportation organization. Optimize passenger and freight organization, reduce empty load ratio and unreasonable turnover. We will vigorously develop multimodal transport, promote the transfer of bulk goods by rail, water, and combined transport of iron and water, and increase the proportion of railways and waterways in comprehensive transport. We will accelerate the development of a green travel system, strengthen the seamless connection between rail and public transport, and increase the breadth and depth of public transport services. By 2025, the share rate of motorized public transport trips in central urban areas will reach 63 percent. 2. We will improve green transportation infrastructure. We will promote the project of replacing oil with electricity and oil with gas for handling machinery and transport equipment at ports, airports and freight hubs, and actively promote energy recovery of port operating machinery and energy-saving upgrading of power supply equipment. We will promote the construction of charging and replacement infrastructure. We will carry out demonstrations for the construction and application of alternative facilities for auxiliary power plants at airports and for the comprehensive utilization of new energy equipment and equipment. Accelerate the construction of hydrogen fuel cell vehicle infrastructure layout, take the lead in the reasonable layout of hydrogen fueling stations in Liangjiang New District, Wanzhou District, Jiulongpo District, Nanan District, Changshou District, Qijiang District, Tongnan District and other demonstration areas. Urban public transportation, taxi, sanitation, port and airport services, urban logistics distribution, postal delivery and other fields to add or update vehicles, the priority is to use pure electric, hydrogen energy, natural gas and other new energy or clean energy vehicles, promote Liangjiang New Area, western science City Chongqing high-tech Zone, Yuzhong District slag transport vehicle pure electric. We will strictly implement National 6 emission standards for vehicles and National 4 emission standards for non-road mobile diesel machinery, and promote the phasing out and upgrading of diesel trucks operating under National 3 emission standards. By 2025, the city's production of new energy vehicles will reach 1 million, with no less than 100,000 new pure electric vehicles. 4. We will accelerate the development of green logistics and distribution. We will guide the development of green logistics and accelerate the greening of logistics facilities. We will promote standardization, serialization and modular packaging of express delivery products, strengthen the control of plastic pollution in express delivery areas, and reduce the secondary packaging of e-commerce express packages. Green express packaging will be comprehensively promoted, and e-commerce and express delivery enterprises will be guided to give priority to purchasing and using green certified express packaging products. 5. Energy conservation and emission reduction projects in agriculture and rural areas


1. We will accelerate energy conservation in agriculture and rural areas. We will actively promote energy-saving agricultural facilities and equipment, and develop rural solar energy, rural biogas and other renewable energy in light of local conditions. Combined with the resource utilization of livestock and poultry waste, actively promote the construction of biogas projects in livestock farms, strengthen the safety management of rural biogas facilities, and improve the level of rural biogas utilization. 2. We will strengthen prevention and control of agricultural non-point source pollution. We will improve the recycling and disposal system for waste agricultural film and pesticide packaging. We will develop key counties for comprehensive utilization of straw. Livestock and poultry farms (households) should be encouraged to return manure to the field locally. We will promote biopesticides and pesticides with high efficiency, low toxicity and low residue, and increase efforts to replace chemical fertilizers with organic fertilizers. By 2025, the comprehensive utilization rate of crop straw will be above 90 percent, and the comprehensive utilization rate of livestock and poultry manure will be above 80 percent. The utilization rate of pesticides and fertilizers on major crops reached 43%, and the coverage of green prevention and control and unified prevention and control reached 55% and 45%, respectively. 3. Improving rural sewage and garbage treatment capacity. We will continue to improve the treatment of domestic sewage in rural tourism hubs with a permanent population of 200 households or more than 500 people, rural homes and homestays. Clean up villages on a regular basis and gradually eliminate black and smelly water bodies in rural areas. We will deepen the model of household collection, village collection, township transport, and regional treatment, and improve the collection, transport and disposal system for rural household garbage. By 2025, 40 percent of rural domestic sewage will be treated, and 100 percent of household waste will be effectively treated in administrative villages. (6) Energy efficiency improvement projects for public institutions.


1. Strengthen management by objectives. We will implement dual control management of the total amount and intensity of energy and resource consumption, and implement an energy-saving target management mode combining dual control and quota. The administrative departments of energy conservation of public institutions at all levels of the city shall implement the quota management of energy consumption for the public institutions under their management. 2. We will deepen green transformation. We will continue to promote the green transformation of key energy-using areas such as data centers and kitchens of public institutions, as well as key energy-using systems such as air-conditioning systems and lighting systems. We will increase the number of special parking Spaces and charging infrastructure for new energy vehicles. Take the lead in phasing out old vehicles and purchasing energy-saving and new energy vehicles. In addition to special purpose vehicles, new and updated pure electric vehicles for official vehicles by Party and government organs and institutions at all levels of the city account for no less than 30%. By 2025, the energy consumption per unit building area of public institutions in the city will drop by 5% and the per capita comprehensive energy consumption will drop by 6%. 3. We will move forward with demonstration initiatives. We will promote the construction of new buildings for public institutions and carry out the construction of ultra-low-energy and near-zero-energy buildings. We will launch a comprehensive campaign to create conservation-oriented institutions, and promote the selection of energy efficiency "leaders" and water efficiency "leaders". During the 14th Five-Year Plan period, all Party and government organs in the city were established into energy-saving organs, 50 energy-saving public institution demonstration units were created, and 6 energy efficiency "leaders" were selected. (7) Pollution co-control Project in Chengdu-Chongqing Economic Circle.


1. We will deepen joint prevention and control of air pollution. We will establish a joint response mechanism for polluting weather and promote integrated emergency response. We will work to improve key industries and pollution sources in neighboring areas. We will promote coordinated control of traffic, industrial, household, and dust pollution in key areas, and explore ways to control PM2.5 and ozone pollution in contiguous areas. Information on vehicle emissions exceeding standards will be shared across regions and departments, and law enforcement will be coordinated, and joint supervision of oil quality will be strengthened. 2. We will improve the environment of transboundary water bodies. We will jointly promote the river chief system and improve the mechanism for regular joint river patrol and joint law enforcement. We will jointly promote collaborative governance of the upper and lower reaches of the Qiongjiang River, Tongbo River, and Daqingliu River basins. We will promote the joint construction and sharing of qualified sewage treatment and sludge disposal facilities in the adjacent areas of Sichuan and Chongqing. We will carry out pilot and demonstration projects to improve the water environment in the first-level tributaries of the Yangtze and Jialing Rivers, and deepen the pilot projects for comprehensive water environment management and sustainable development in the Longxi River. By 2025, the water quality of the state controlled sections of the Chongdu-Sichuan transboundary rivers will reach 100 percent of the standard. (8) Clean and efficient utilization of coal.


1. We will optimize coal consumption. On the premise of ensuring energy security, the project of replacing coal with electricity and gas will be carried out in an orderly manner. We will optimize existing coal-power operations and strictly control new coal-power projects. We will strictly control coal consumption in key coal industries such as steel, chemicals and cement, and increase the proportion of coal used for power generation. By 2025, the share of non-fossil energy consumption in total energy consumption will reach 25 percent, and the share of coal consumption in total energy consumption will be reduced to around 40 percent. 2. Improve the clean use of coal. We will promote the clean and efficient use of coal in building materials, metallurgy and chemical industries. We will vigorously promote the "three reforms" of energy saving and consumption reduction, heating improvement, and flexibility improvement of coal power units. Orderly phasing out coal-fired units that fail to meet environmental protection and energy consumption standards. Urban built-up areas and industrial parks in all districts and counties have basically eliminated coal-fired boilers below 35 tons/hour. We will upgrade power plants owned by enterprises and coal-fired boilers over 65 tons/hour with ultra-low emissions, and gas-fired boilers with low nitrogen. (9) Comprehensive remediation of volatile organic compounds.


1. We will vigorously promote source substitution. With THE focus ON industrial coating, furniture manufacturing, printing and packaging industries, promote the use of low volatile organic matter content of coatings, inks, adhesives, cleaning agents. By 2025, the city's solvent - based industrial coatings, solvent - based ink use ratio is reduced by 20%, 15%, the use of solvent - based adhesives decreased by 20%. 2. We will thoroughly implement refined management and control. We will strictly implement the emission standards of volatile organic compounds, strengthen the control and control of the unorganized emission of volatile organic compounds, and put enterprises producing and using products with high volatile organic compounds content on the list of mandatory cleaner production audits. By 2025, we will complete comprehensive remediation of volatile organic compounds in 600 enterprises. (10) Projects to upgrade environmental infrastructure.


1. We will strengthen domestic sewage treatment facilities. We will promote the new, renovation and expansion of centralized domestic sewage treatment facilities, carry out the renovation and repair of misconnected, leaky and old and broken pipe networks, and implement the "one-plant, one-plan" renovation of sewage plants whose inlet biochemical oxygen demand (BOD) concentration is less than 100mg/L. We will promote the construction of specialized sludge disposal facilities, such as cogeneration of heat and power, thermal drying, and garden composting, and encourage domestic waste incineration plants to mix municipal sludge. By 2025, the centralized treatment rate of urban domestic sewage and the harmless treatment and disposal rate of sewage sludge in urban domestic sewage plants will reach 98 percent and above. 2. We will improve the quality and efficiency of solid waste disposal facilities. We will establish and improve the municipal solid waste treatment system for classified release, transportation and treatment. We will promote the construction of household waste incineration and treatment facilities at districts and counties. We will accelerate the development of facilities for recycling kitchen waste. We will optimize the layout of centralized medical waste disposal facilities, and build or expand a number of such facilities. By 2025, the incineration and treatment capacity of urban solid waste will reach 24,800 tons per day, accounting for about 65 percent of the total. 4. Improve policies and mechanisms for energy conservation and emission reduction


1. Optimizing and improving policies and measures for dual control of energy consumption


1. We will improve flexible management of total energy consumption. We will improve the way in which total energy consumption targets are set. Each district or county will set a total annual energy consumption target based on the target of GDP growth and the target of energy intensity reduction. Districts or counties whose economic growth exceeds the expected target may adjust the total energy consumption target accordingly. We will implement policies that exclude new renewable energy and raw material energy consumption from total energy consumption control and separate energy consumption lists for major national projects to make energy conservation work more scientific, precise, and effective. We will improve the annual flexibility management of energy intensity, and implement the accountability assessment mechanism for national energy conservation targets. We will strengthen quarterly monitoring and mid-year forecasts of energy conservation, and strengthen work guidance for districts and counties with high warning levels. 2. We will strictly implement the review and supervision system for energy conservation. We will optimize and improve the review mechanism for energy conservation, give priority to projects with high energy efficiency and low energy consumption per unit of value added, appropriately limit projects with high energy consumption and low output, and ensure orderly energy use in key projects. We will strengthen the review and management of energy conservation projects, urge and guide project construction units to strictly implement the energy conservation review system, improve pre-construction procedures in accordance with the law and regulations, and resolutely prevent new projects being built before approval. We will monitor and manage energy conservation in accordance with laws and regulations, focus on key energy-using units in industries, public institutions, data centers and other industries, and carry out special inspections on the implementation of the energy conservation review system for fixed asset investment projects. 2. Improve the total pollutant discharge control system.


1. Strengthen management by objectives. We will take the reduction of major pollutants as an important means to improve environmental quality, break down emission reduction targets and tasks according to the requirements of environmental quality improvement, encourage districts and counties with heavy environmental quality improvement tasks to undertake more emission reduction tasks, and strengthen supervision and management of total emission reduction. 2. Implement regulations on environmental access. Further play the leading role of planning environmental impact assessment, strengthen the linkage of planning environmental impact assessment, regional environmental impact assessment and project environmental impact assessment. It is forbidden to expand steel, coking, building materials, non-ferrous metals and other highly polluting projects outside the industrial park, and it is forbidden to build or expand projects that do not conform to the national layout plan for petrochemical, modern coal and chemical industries. 3. Implement the principal responsibility of business operators. We will improve the environmental management system for fixed sources of pollution with the pollutant discharge permit system at its core, gradually incorporate the requirements for total volume control and pollutant reduction into the pollutant discharge permit system, link the environmental impact assessment system with the pollutant discharge permit system, and establish and improve the total pollutant discharge control system for enterprises and public institutions. 3. Resolutely curb the reckless development of energy-intensive and high-emission projects.


1. Strict project access. We will optimize project management methods, and strictly check projects with high energy consumption and high emissions (hereinafter referred to as "two high emission" projects) in terms of industrial planning and policies, examination and approval procedures, energy conservation and carbon reduction, and pollutant emission levels. Strictly prohibit the construction and operation of "two high" projects in violation of regulations, and resolutely take down the "two high" projects that do not meet the requirements. 2. Improve control mechanisms. Establish the "two high" project work list, implement dynamic monitoring. We will strengthen the supervision and evaluation of the approval procedures and implementation of the results of the energy conservation review and environmental impact assessment of the "two high-tech" projects.
