Adhere to systematic planning and coordinated promotion, strengthen top-level design and global planning, strengthen results control, reasonably determine the pace of work, pay attention to the multi-objective coordination of all lines, and promote the realization of carbon peak in the field of urban and rural construction. We should adhere to innovation-led and green development, focus on innovation in thinking, methods, technologies and mechanisms, strengthen efforts to tackle key issues in green and low-carbon core technologies, improve the system of technical standards, and establish a sound management system for carbon emission reduction in urban and rural development. We will adhere to two-wheel driving, joint contribution and shared benefits, give full play to government leadership and the role of the market mechanism, form an effective incentive and restraint mechanism, implement joint contribution and shared benefits, and coordinate all efforts to achieve carbon peak in urban and rural development.


3. Development goals. By the end of 2025, the growth trend of building energy consumption and carbon emissions will be effectively brought under control, and a green, low-carbon and circular mode of construction and development will be basically in place, laying a solid foundation for urban and rural development to reach a carbon peak by 2030. New urban buildings across the province have fully implemented green building standards, and ultra-low energy consumption buildings have achieved large-scale development. Energy conservation renovation of existing buildings has continued to advance, the development of prefabricated buildings has accelerated, the energy structure of buildings has been gradually optimized, and the energy efficiency level of new urban residential buildings and public buildings has been further improved.


Before 2030, the carbon emissions of urban and rural construction in the province will reach the peak. The policy system and institutional mechanism of green and low-carbon development in urban and rural areas of the province have been basically established; The quality of buildings and projects will be further improved, and the quality of the living environment will be significantly improved. Energy efficiency in buildings and the utilization of waste resources have been significantly improved. The structure and mode of building energy use will be better optimized, renewable energy will be more fully applied, and the efficiency of energy and resources utilization will reach the advanced level in China; Positive progress has been made in the transformation of urban and rural development into a green and low-carbon mode, and cities have become more integrated, systematic, and growing. Green lifestyles have taken shape, and green and low-carbon operations have been basically realized.


Second, build a green and low-carbon city

3. Improving energy efficiency in buildings

7. Promoting green and low-carbon construction
