  This implementation plan is formulated in accordance with the relevant requirements of the Notice on Printing and Distributing the Action Plan for Green Building Creation in Guangdong Province (2021-2023) (YJK [2012] No. 166) and in combination with the actual situation of this city.

1、 Create Target

By 2021, basically establish a policy document system matching the Regulations and a life-cycle regulatory system and mechanism for green buildings; We will comprehensively promote the construction of new civil buildings in accordance with green building standards, and from 2021 to 2023, green buildings will account for 50%, 55% and 60% of the new civil buildings in cities and towns in our city; The area of star rated green buildings will continue to increase. By 2023, the proportion of green buildings built according to the standards of one star and above in the city will reach 10% of new civil buildings, including 20% in urban areas (Yuancheng District, Jiangdong New District, and High tech Zone). The health performance of buildings in the city has been significantly enhanced, and the proportion of prefabricated construction has steadily increased; The energy efficiency level of existing buildings in the city has been continuously improved, and the scale of green transformation of existing buildings, application of renewable energy buildings and green building materials has been further expanded. The specific target plan is as follows:

2、 Key tasks

(1) We will improve the life-cycle policy system for green buildings.

1. Establish the supporting document system of regulations. All departments in various regions should combine the actual situation, take the implementation of the Regulations as the starting point, formulate supporting policies for green building management, establish a life-cycle work promotion mechanism for green building planning and construction, operation and transformation, technical development and incentive measures, compact the supervision responsibilities of all parties and relevant departments in construction, planning, design, construction drawing review, construction, supervision, detection and acceptance, and bring the development of green buildings into the track of the rule of law. (Led by the Municipal Housing and Urban Rural Development Bureau)

2. Promote the implementation of special plans. The municipal competent department of housing and urban and rural construction will work with the development and reform, natural resources and other departments to promote the preparation of the special plan for the development of green buildings in our city in combination with the actual situation of our city, and define the development goals of green buildings, key development regions, new construction technology routes, green transformation of existing civil buildings and other contents. The special plan for green buildings must conform to the land space planning and relevant special plans, The technical indicators of green buildings that conform to the scientific system and logic of detailed planning shall be put forward and reported to the people's government at the same level for approval before being disclosed to the public. When preparing the regulatory detailed planning, the natural resources authorities at all levels should include the relevant green building technical indicators in the special planning for green building development that conform to the scientific system and logic of the detailed planning into the detailed planning, and when formulating the List of Land Resources and Technical Control Indicators or the planning conditions for construction land, they should seek the opinions of the housing and urban and rural construction authorities to clarify the green building grade requirements of the project, (The Municipal Housing and Urban Rural Development Bureau and the Natural Resources Bureau take the lead respectively according to their responsibilities, with the cooperation of the Municipal Development and Reform Bureau)

(2) Implement the whole process green building management.

3. Strengthen the management and control of the project land use stage. When transferring or allocating land, local natural resource authorities shall include the green building grade requirements specified in the List of Land Resources and Technical Control Indicators or the planning conditions of construction land into the transfer contract of state-owned construction land use right or the state-owned land allocation decision. When issuing planning opinions, the green building grade requirements shall be indicated in the project planning permit or appendix. The construction unit shall strengthen its primary responsibility. When organizing the preparation of the feasibility study report or project application report, it shall specify the green building grade, technology, energy conservation and emission reduction, etc., include the relevant costs of green buildings into the project investment budget, commission the design, construction and supervision according to the green building grade specified in the construction land planning conditions, and specify the green building grade requirements in the contract (The Municipal Housing and Urban Rural Development Bureau and the Natural Resources Bureau shall take the lead respectively according to their responsibilities, with the cooperation of the Municipal Development and Reform Bureau, the Education Bureau and the Market Supervision Bureau)

4. Responsibility for the whole process of compaction construction. Each department shall supervise the construction party to express the green building grade requirements of the construction project to relevant units and organize the implementation when carrying out consultation, design, construction, supervision, material and equipment purchase and relevant bidding activities. The design unit shall design according to the requirements of green building grade, and prepare the green building design instructions or special articles; The review agency in charge of the construction drawing design documents shall review the construction drawings according to the requirements of green building grade. The review report shall include review comments on green building grade. If the change of green building grade is involved, the construction drawing design documents shall be reviewed again; The construction unit shall publicize the green building grade and main technical measures of the project in a conspicuous position on the construction site; The testing agency shall promptly report to the local competent department of housing and urban construction the items found in the testing that do not meet the requirements of the design or technical standards; The supervision unit shall strictly supervise the construction process of green buildings; When organizing the design, construction, supervision and other relevant responsible main units to carry out the project acceptance, the construction unit shall carefully check whether the project conforms to the construction drawing design documents and green building standards, and those that do not conform to the requirements of the construction drawing design documents and green building standards shall not pass the completion acceptance. Promote the review and acceptance results of green building construction drawings to be incorporated into information management in real time and disclosed to the public. 5. Establish a supervision mechanism for green residential users. The real estate development enterprise shall clearly indicate the green building grade at the sales site, and include the green building grade and green performance related indicators of the residence into the commercial housing sales contract, the commercial housing quality guarantee certificate and the commercial housing instruction manual, so as to clarify the quality warranty responsibility and dispute handling method. Encourage insurance companies to provide project quality insurance for green buildings, and gradually improve the project quality assurance and warranty mechanism. 6. Strengthen the operation management of green buildings. Strengthen the main responsibility of the owner or user of green buildings for the maintenance of facilities and equipment of green buildings, strengthen the property management of green buildings, and ensure that the operation of green buildings meets the requirements; Promote the intelligent management of energy consumption system, strengthen the collection and statistics of green building operation data, establish and improve the building energy consumption statistics, energy audit, energy consumption monitoring and energy efficiency evaluation system, and provide the basis for scientific and efficient supervision of green building operation; The energy consumption quota of public buildings shall be implemented for large public buildings, office buildings of state organs, and other public buildings invested and constructed by state-owned funds, and the energy consumption level shall be assessed and adjusted. (3) Improve the quality of green buildings.

7. Develop star rated green buildings. Large public buildings with a building area of more than 20000 square meters, office buildings of state organs, and other public buildings invested by state-owned funds shall be constructed according to the green building standard of one star or above. All counties and districts shall, in combination with local conditions, build 2-star and above high-level green buildings in certain areas (important urban areas, important public buildings). Build a number of high-level green building clusters, promote the construction of green residential areas, communities and urban areas, and promote the high-level and large-scale development of green buildings. 8. Standardize the management of green building signs. The competent departments of housing and urban and rural construction at all levels shall cooperate with the provincial and ministerial departments of housing and urban and rural construction to recommend the 2-star and 3-star green building signs, and the municipal departments of housing and urban and rural construction shall organize the identification and awarding of the 1-star green building signs in their own regions. Relying on the green building information platform of Guangdong Province, the city's green building identification work is under unified management; Dynamic management shall be carried out for green buildings, and those failing to meet the requirements of green building grade shall be rectified within a time limit or directly cancelled. 9. Develop energy-saving and low-carbon buildings. Accelerate the development of ultra-low energy consumption and near zero energy consumption buildings, further improve the indoor air, water quality, sound insulation and other health performance indicators of green buildings, and strive to build a 20000 square meter Lingnan characteristic ultra-low energy consumption building demonstration project. According to the climate characteristics of Lingnan, gradually improve the level of mandatory energy-saving standards for new green buildings, further improve the energy-saving performance requirements for building envelope and other parts, encourage and support local governments to adjust measures to local conditions, formulate and implement higher technical standards for green buildings, and improve the energy efficiency level of buildings. 10. Accelerate the green transformation of existing buildings. Establish and improve the system and mechanism of green transformation of existing buildings. In combination with the transformation of old urban communities, the creation of green communities, the construction of sponge cities and other work, reasonably formulate the transformation plan, promote green building technology suitable for the subtropical climate, and improve the quality of living in existing buildings. Promote energy contract management and strengthen the responsibilities of building owners, users and managers. We will explore ways and technologies to adapt to green transformation in our region, and carry out green transformation pilot projects. Yuancheng District, Longchuan County and Zijin County will carry out at least one pilot project for green transformation of existing buildings according to actual conditions. (4) Promote the development of green building technology,

11. Promote prefabricated construction. We will vigorously develop the industrialization of new buildings represented by prefabricated buildings, adhere to standardized design, factory production, prefabricated construction, integrated decoration, and information management, and promote the deep integration of prefabricated and green buildings. Improve the standardization level of prefabricated parts of prefabricated buildings, comprehensively promote full decoration, introduce technical standards for prefabricated decoration, and promote the development of prefabricated decoration. In principle, the construction projects invested and constructed by state-owned funds should implement prefabricated buildings. In the project approval stage, the relevant requirements for implementing prefabricated buildings should be clarified. The star green buildings should actively adopt prefabricated construction. A number of prefabricated construction industry bases and demonstration projects will be established. By 2023, 2 prefabricated construction industry bases and 3 prefabricated construction demonstration projects will be established in the city. 12. Use green building materials and renewable energy. Implement the city's green building materials product certification work plan and promote green building materials product certification; Promote the use of construction waste to produce construction materials and recycle them; Improve the promotion and application measures of green building materials in our city, and gradually establish a long-term mechanism for the development of green building materials. Further promote the application of renewable energy in buildings, increase the solar heat collection area by 50000 square meters, and the installed capacity of solar photovoltaic building applications by 10 megawatts, and encourage the use of solar energy and other renewable energy in rural housing. 13. Promote scientific and technological innovation of green buildings. Promote the application of new technologies such as 5G, Internet of Things and artificial intelligence in green buildings. Organize relevant units to actively apply for the Green Building Innovation Award of the Ministry of Housing and Urban Rural Development, as well as the science and technology project plan of the Ministry of Housing and Urban Rural Development and the provincial science and technology department, and the science and technology innovation project plan of the provincial housing and urban construction department to promote green building

14. Actively implement incentive measures. Actively organize the implementation of the "Regulations" of the hospital foot's incentive indicators such as Beij culture, plot ratio incentives, tax incentives, provident fund loans, etc., and departments such as the Heyuan Central Sub branch of the People's Bank of China and the Banking and Insurance Regulatory Branch should actively promote financial institutions to level up their seedlings and optimize green financial products, improve service levels, and encourage financial institutions to be more proactive in risk control

On the premise of commercial sustainability and compliance with relevant policies, according to the principle of "transformation", we will strengthen the improvement of green building investment and financing system and mechanism, and innovate the Guangyang Kimono service provider of Green Pakistan Finance, (In the form of credit support for green buildings, we will promote the collaborative exhibition of green buildings and green finance. The Housing and Urban Rural Development Bureau will take the lead, and the Municipal Development and Reform Bureau, the Education Bureau, the Industrial and Cultural Bureau, the Finance Bureau, the Natural Resources Bureau, the Taxation Bureau, the People's Bank of China Heyuan Central Sub branch, and the Heyuan Banking and Insurance Regulatory Branch will respectively cooperate.)

3、 Safeguards

(1) Strengthen organizational leadership. All county and district departments should take the implementation of the Regulations as an opportunity to seriously formulate practical and effective measures to implement the Regulations. Establish a linkage working mechanism led by housing and urban and rural construction, involving development and reform, education, science and technology, industry and informatization, finance, natural resources, ecological environment, market supervision, taxation, provident fund center, banking and insurance supervision and other departments, strengthen the responsibility of departments, fully implement the responsibilities specified in the Regulations and the action implementation plan, and guide the industry to promote the creation of green buildings. Under the guidance of the Party committee and the government, the county and district departments should refine the goals and tasks, implement the support policies, improve the working mechanism, strengthen the work responsibility, form a joint force of work, and jointly promote the development of green buildings.

(2) Strengthen performance evaluation. The municipal housing city and township construction departments, together with relevant departments, strengthened the guidance and supervision of the implementation of the Regulations and the green building creation action, incorporated the completion of relevant work into the important content of the municipal people's government's assessment of the responsibility for energy conservation goals of the people's governments of all counties and districts, and evaluated the effectiveness of green building creation. The county/district housing and urban and rural construction departments shall organize relevant departments to evaluate the effectiveness of green building creation in their own regions, establish and improve the quarterly report and annual summary submission mechanism (see the appendix for the quarterly report), timely summarize the progress and effectiveness of the year, and report to the Municipal Housing and Urban Rural Development Bureau before the end of December each year.

(3) Strengthen publicity and guidance. Organize training on the Regulations, and all departments at the county and district levels should carry out targeted training to learn, master and use the Regulations well. Organize building energy conservation and green building publicity month activities to improve public awareness and participation of green buildings; Make full use of newspapers, radio, television and other news media as well as new online media to widely publicize the successful experience and development achievements of advanced counties and districts. We will improve the mechanism for cultivating and introducing green building talents, establish a municipal green building talent pool, and incorporate green building implementation standards and mature technologies into the re education of vocational personnel. Encourage green building experts to guide service activities at the grassroots level, and promote the development of green building technology for rural rural housing. Give full play to the role of industry associations, streets, communities and other grassroots organizations, actively carry out green building publicity training, technology promotion and information consultation, and create a good atmosphere for the whole industry and society to create green buildings in an all-round way.
