[Beijing] Notice on Strengthening the Quality Management of Exterior Windows of New Residential Buildings

In order to implement the requirements of Beijing Municipal Energy Conservation Design Standard for Residential Buildings (DB11/891), strengthen the quality management of exterior window project of new residential buildings, ensure that its performance, function and safety meet the relevant codes, standards and design requirements, according to the Regulations on Quality Management of Construction projects and other relevant laws and regulations, aiming at the problems existing in the exterior window project of our city, The relevant matters are hereby notified as follows:

First, the construction unit should strengthen the quality management of the exterior window project

(I) Take overall responsibility for the quality of exterior window project, shall not reduce the quality of exterior window project, and must ensure the use of exterior window function and safety.

(2) In the same residential project constructed by the same real estate development enterprise, the design standards of the exterior window profile material and air tightness, water tightness, wind pressure resistance, heat transfer coefficient, exterior window shading coefficient and sound insulation performance of the low-income housing and ordinary commercial housing shall be consistent.

(3) Prior to structural construction, the design unit, supervision unit, general construction contractor and exterior window manufacturer shall be organized to conduct joint examination of the design drawings and exterior window deepening design drawings, with emphasis on the examination and confirmation of the contents mentioned in Article 2 of the second part of this Notice, and a record of the examination and confirmation of the design drawings shall be formed. The change negotiation involving the building energy efficiency shall be examined by the original construction drawing examination institution and go through the legal and effective change procedures before the formal construction.

(4) The exterior window project shall be included in the management of the general construction contractor, shall not directly contract the exterior window project, shall not require the general construction contractor to purchase or install the exterior window that does not meet the requirements of the design drawings.

(V) Outside window before mass entry, The design unit, supervision unit and general construction contractor shall be organized to determine the size, partition, opening mode, profile material, frame material color, glass type and color, glass and air layer thickness, air tightness, water tightness, wind pressure resistance, heat transfer coefficient and exterior window cover of the same manufacturer, the same variety (aluminum alloy window, steel window, etc.) and the same type (push-pull window, casement window, etc.) The positive coefficient (if the outdoor shading facilities are set, the comprehensive shading coefficient should also be increased) and the sound insulation performance should be confirmed to meet the requirements of the design drawings, specifications and standards, and the sample window confirmation record should be formed.

(6) According to the "Ministry of Housing and Urban-Rural Development on the issuance of the" Civil Building Energy Saving Information Publicity Measures "(Construction Section [2008] 116) requirements, in the construction site (such as model rooms) to publicize the use of various types of external window heat transfer coefficient, comprehensive shading coefficient, energy-saving performance labels (if the external window has obtained energy-saving performance identification certificate, the certificate number should be publicized, If the energy-saving performance identification certificate is not obtained, it shall be marked as none), and the section of the outside window shall be publicized, and the authenticity of the publicized content shall be borne the responsibility.

(7) The air tightness, water tightness, wind pressure resistance, heat transfer coefficient, sun shading coefficient and sound insulation performance of external Windows should be specified in the housing sale contract.

Two, the design unit should strengthen the exterior window engineering design quality management

(1) The design unit shall give priority to the exterior Windows with the standard specifications and sizes in the current drawing set, and shall give priority to the exterior Windows and auxiliary materials promoted in the current Catalogue of Beijing Municipal Promotion, Restriction and Prohibition of the Use of Building Materials, while the exterior Windows and auxiliary materials prohibited in the current Catalogue of Beijing Municipal Promotion, Restriction and Prohibition of the Use of Building Materials.

(2) The design unit shall strictly implement the relevant national, industrial and local standards for doors and Windows in the design, and the depth of the design drawings shall meet the requirements of the construction drawing design specified in the "Regulations on the Depth of Preparation of Architectural Engineering Design Documents". In the design drawings, the size and partition of the exterior window, opening mode, profile material, color of the frame material, type and color of the glass, thickness of the glass and air layer, air tightness, water tightness, wind pressure resistance, heat transfer coefficient, shading coefficient of the exterior window (such as the setting of outdoor shading facilities, Also should increase the comprehensive shading coefficient), sound insulation performance, and the connection with the main structure and the waterproof, sealing, heat preservation practices around the outside window. When selecting an exterior window atlas, the atlas number, citation page number, terms and node number shall be marked on the design drawing.

(3) Random Inspection of Construction Drawing Examination The third party institutions shall check the contents related to the mandatory standards of project construction in the above contents.

3. The general contractor of construction shall strengthen the quality management of exterior window project

(I) Responsible for the construction quality of exterior window project. Should purchase in accordance with the design drawings and specifications, standards requirements of the outside window.

(2) The external window can be installed by itself. When other enterprises are entrusted to install exterior Windows, the Contract for Exterior Window Installation shall be signed with the entrusted enterprises; The entrusted enterprise shall obtain the "Business License" of the company legal person and have certain technical strength and management ability of exterior window installation, and each project management department shall be equipped with professionals who meet the needs of safety and quality management and have on-site installation management experience, including no less than 2 construction and quality personnel and no less than 1 full-time safety personnel, and shall be included in the management of the general contractor of construction. Full-time safety personnel shall obtain the production safety examination certificate issued by the provincial administrative department of construction. The integration of exterior window production and installation is encouraged.

(3) Before the construction of the structure, the Construction Plan of Exterior Window Project shall be prepared according to the design drawings and relevant specifications, and shall be implemented after the inspection by the supervision unit. "External window project construction plan" should be clear about external window hole treatment measures, window frame (or attached frame) and wall connection and external window around the waterproof, sealing, heat preservation practices and other construction technology, and clear whether to install attached frame, whether to set up the tongue and so on, at the same time should be clear about external window project leakage and other quality common disease prevention measures. If the size of the structural opening is increased or the opening is equipped with a tongue and tongue due to the installation of the attached frame, the construction can only be carried out after the consent of the design unit and the engineering change negotiation.

Iv. All parties involved in the construction shall strengthen the management of entrance acceptance of exterior Windows

(a) The outside window should be the whole window approach. After the entrance of the exterior window, the general contractor shall check the product qualification certificate of the exterior window and the materials used for the exterior window (profile, glass, sealing materials, hardware and other materials as agreed), mandatory product certification certificate of safety glass, delivery inspection report and type inspection report of the exterior window, and conduct appearance quality inspection by comparing the sample window. There must be a mandatory certification mark (CCC mark) on the safety glass, which shall be reported to the supervision unit for acceptance after passing the inspection; For exterior Windows that have obtained energy-saving performance identification certificates for doors and Windows, relevant materials, accessories and node structures should be checked against identification certificates and calculation reports.

Before the installation and construction of Windows, the construction unit should, under the supervision of the supervision unit, randomly extract 3 millimeters of the window of the same manufacturer, the same material, the same opening method and the same profile series. Qualified testing units are entrusted to conduct a retest on the wind pressure resistance performance, water tightness performance, air tightness performance, heat transfer coefficient, light transmission, sunlight reflection ratio of some transparent sunshade materials, and sealing performance of insulating glass. In addition to the above retest items, if otherwise stipulated in the construction contract or design document, the corresponding retest items should be added. The exterior Windows that have not been retested or failed to pass the retest shall not be installed.

Exterior window certificate shall include: project name, material, opening method, profile series, size, quantity, color, production date; Enforcement standards; Signature of the inspector; Name, address, telephone number and quality inspection seal of the manufacturer.

(2) The general contractor of construction shall ensure the authenticity of the external Windows submitted for inspection, shall not use deception to submit the external Windows for inspection, shall not submit the external Windows for inspection by the external Windows manufacturer or entrust the re-test, and shall save the photos of the external Windows witness sampling and submitting for inspection in the technical materials.

(3) The commissioning test sheet and witness record of the outer window shall be filled with project name, manufacturer name, material, opening method, profile series, size, quantity, test items, inspection requirements and other information, and ensure that the information filled in conforms to the design requirements.

V. All parties involved in the construction shall strengthen the construction quality management of exterior window works

(1) Exterior window installation personnel should have certain exterior window installation skills. Before installation, the general construction contractor should disclose the information to the construction personnel, quality personnel, full-time safety personnel and exterior window installation personnel.

(2) The general construction contractor shall make physical samples of the treatment of external window openings, the connection between window frames (or attached frames) and walls, and the waterproofing, sealing and thermal insulation construction technology around the external window. The construction unit shall organize the design, general construction contractor and supervision units to accept the physical samples of the construction technology. Large-area exterior window construction can be carried out only after the acceptance is qualified and the acceptance record of the physical sample of exterior window construction technology is formed. The general contractor of construction shall keep the image data of the physical sample of construction technology.

(3) The general contractor shall carry out the construction of the outer window openings according to the design requirements. The allowable deviation of hole size shall meet the specification requirements; If it does not meet the requirements, the hole must be treated according to the "Construction Plan of External Window" first, and the supervision acceptance can be carried out before the installation of attached frame or window frame. When the external wall is a filler wall, the filler wall around the hole should be treated according to the design requirements.

(IV) The general contractor shall strictly follow the requirements of the physical sample of the construction process for the construction of the exterior window, ensure that the window frame (or attached frame) is connected with the wall and the waterproof, sealing and heat preservation practices around the exterior window meet the requirements of the design drawings, and can not be concealed until the supervision unit has accepted the window by window. The concealed project should be kept in the whole process of video and image data, to ensure the installation is firm, no seepage and no leakage.

Vi. All parties involved in the construction shall strengthen the quality acceptance and warranty management of exterior window works

(a) Before the acceptance of exterior window project, the construction unit shall organize the general contractor and supervision unit to formulate the "exterior window water test program", determine the sampling quantity, test methods and acceptance standards, etc. The sampling quantity of the unit project should not be less than 10% of the total exterior window and not less than 3 millimeters, which should focus on the selection of balcony Windows, bay Windows and bedroom Windows, and should be evenly distributed. The general contractor shall, under the supervision of the supervision unit, carry out the exterior window drench test in accordance with the "Exterior Window drench Test Plan". If the drench test fails, the general contractor shall inspect and rectify the exterior Windows that are not suitable for the special Windows and the exterior Windows in the same use position, and carry out the drench test again until they are qualified. The general contractor of construction and the supervision unit shall make records of exterior window drenching test and keep the image data of exterior window drenching test.

After passing the water spraying test of exterior Windows, the construction unit shall entrust a qualified testing unit to randomly select exterior Windows to conduct on-site physical testing of their airtightness and watertightness performance under the witness of the supervision unit. No unit shall resort to deception to dispose the exterior Windows in advance and then test them. Unit engineering sampling quantity is the same material, the same opening method, the same profile series of two groups of 6 Windows, which should focus on the extraction of different sizes of Windows in the room, and should be evenly distributed. The construction unit shall organize the design, the general contractor of construction, the supervision unit and the manufacturer of exterior Windows to analyze the reasons and put forward the rectification and treatment suggestions. The general contractor of construction shall make rectification according to the rectification and treatment suggestions for the unqualified exterior Windows and Windows of the same specifications and size. After the rectification is completed, the testing unit shall be re-commissioned to carry out random sampling of unqualified exterior Windows and exterior Windows of the same specification and size into a group of 3 which are diaphragm diaphragm for physical testing, which can be accepted only after passing the inspection.

(2) Exterior window manufacturers shall participate in the acceptance of exterior window works and submit the "Exterior Window Supply Confirmation". The general construction contractor and supervision unit shall sign and confirm the Confirmation of External Window Supply and file it as the acceptance data of external window project. If the exterior window manufacturer fails to submit the "Exterior Window Supply Confirmation", or the technical data of the exterior window is inconsistent with the "Exterior Window Supply Confirmation", the construction unit shall not carry out the acceptance of the exterior window project.

The Confirmation of the Supply of External Windows shall include: project name, project address, name of external window manufacturer, production date, implementation standard, supply date, material, opening method, profile series, size and quantity.

(III) After passing the physical inspection of the exterior window project, the construction unit shall organize the design unit, the general construction contractor, the supervision unit and the exterior window manufacturer to conduct the acceptance inspection of the exterior window project, and form the Exterior Window Project Quality Control Check Form (see Annex 1 for details).

(4) The general contractor of construction and construction shall strengthen the warranty management of external window projects. The minimum warranty period of the exterior window project is 2 years, and the minimum warranty period of the exterior window anti-leakage is 5 years. The construction unit should actively organize the general contractor to repair or replace the exterior window leakage and other quality problems during the warranty period.

Vii. Supervision units shall strengthen the quality management of exterior window works

The supervision unit shall conduct acceptance check for the construction of the outside window and the outside window, witness the re-test of the outside window, the water spraying test of the outside window and the entity inspection of the outside window, review the Construction Scheme of the Outside Window Project, and sign and confirm the Confirmation of the Supply of the Outside Window.

8. Testing units should strengthen the management of exterior window engineering testing

The testing unit shall test the external window in strict accordance with the norms, standards and entrusted requirements. The test report shall specify the test conclusion and shall not falsified test data or issue false test report. If the test results do not meet the requirements, the testing institution shall timely report to the corresponding quality supervision institution of the project.

9. The Municipal and District Housing and Urban-Rural Construction Commission, the Municipal Planning and Natural Resources Commission and all sub-bureaus should strengthen the supervision of exterior window works

(1) The law enforcement inspection of external window project should be strengthened. The relevant units found to violate the requirements of this notice shall be investigated and punished according to law, and the responsible units and persons shall be scored according to the dynamic supervision and management measures of Beijing Municipal Government on enterprise qualification and personnel qualification; Please refer to Annex 2, 3 and 4 for the new scoring criteria added in this notice.

(2) The investigation and punishment of the quality of inside and outside Windows during the warranty period should be strengthened. For the quality problems of leakage or unstable installation of exterior Windows during the warranty period, the construction unit shall be ordered to organize the general contractor for maintenance or replacement. The construction unit should be ordered to rectify the leakage quality problems caused by the improper procurement of extra Windows, or the leakage or installation of unstable quality problems caused by the construction unit directly contracted by the external window project. The general contractor of the construction unit should be investigated and punished according to law.

X. This notice shall come into force as of January 1, 2023. Notice on Strengthening the Quality Management of Exterior Windows of New Residential Buildings in Beijing (Beijing Construction Law No. 11, 2015) shall be repealed at the same time.
