On April 7, the reporter learned from the provincial market supervision bureau that in order to thoroughly implement the major strategic decisions of the CPC Central Committee and the State Council on carbon peak carbon neutrality, earnestly implement the deployment requirements of the provincial party committee and provincial government's Opinions on the Implementation of the New Development Concept to Do a Good Job in Carbon Peak carbon neutrality, and comprehensively promote the construction of carbon peak carbon neutrality standard measurement system, the provincial market supervision bureau, the provincial development and reform commission, the provincial department of industry and information technology Nine departments, including the Provincial Department of Natural Resources and the Provincial Department of Ecological Environment, jointly formulated the Implementation Plan for Shaanxi Province to Establish and Improve the carbon neutrality Standard Measurement System for Carbon Peak (hereinafter referred to as the Implementation Plan).

The Implementation Plan clearly states that by 2025, the provincial carbon peak carbon neutrality standard measurement system will be basically established. Build or renovate no less than 60 provincial-level social public measurement standards, formulate and revise no less than 20 local measurement technical specifications, and establish 1 to 2 carbon measurement monitoring and technology centers. Lead or participate in the formulation and revision of two or more relevant international standards, complete the formulation and revision of one to two national and industry standards, complete no less than five local standards, and significantly improve the supply quantity and quality of independently formulated standards in the market.

By 2030, the provincial carbon peak carbon neutrality standard measurement system will be more perfect. The carbon emission value transmission and traceability system has been further improved, and significant breakthroughs have been made in carbon emission measurement and testing technology in key areas. Key emission units have basic carbon emission measurement capabilities, and energy consumption quotas and energy efficiency standards for key industries and products have steadily increased. The standards for carbon capture, utilization, storage and ecological carbon sink have been gradually improved, and the constraints and leading role of the standards have become more significant. The focus of standardization work has changed from carbon peak to carbon neutrality.

The Implementation Plan points out that our province will improve the basic general standard system for carbon emissions and participate in the development of national and industry carbon emission terminology, classification, management system, carbon information disclosure and other basic standards; Strengthen the construction of carbon emission reduction standard systems in key areas, strengthen the revision of energy-saving basic common standards, and accelerate the revision of new power system standards; Accelerate the layout of the carbon removal standard system, accelerate the development of carbon removal technology standards for ecosystem carbon sequestration and sequestration, carbon capture, utilization and storage, agricultural and rural emission reduction and carbon sequestration, and play a leading role in the innovation and application of carbon removal technology through standards; We will improve the standard system of market-oriented mechanisms, strengthen green finance services, and accelerate the formulation and revision of standards for realizing the value of ecological products; Improve the measurement technology system, strengthen research on basic cutting-edge carbon measurement technologies, and strengthen research on common key measurement technologies.

The Implementation Opinions propose that our province will implement 8 key projects and actions, including the carbon measurement technology innovation project, the carbon measurement basic capacity improvement project, the carbon measurement benchmark leading project, the carbon measurement precision service project, the carbon measurement regional cooperation project, and the dual carbon standard strong foundation action.
