According to relevant regulations such as the "Management Measures for Provincial Financial Special Funds in Guangdong Province (Revised)" (Yue Fu [2023] No. 34), the "Management Measures for Provincial Financial Fund Project Library in Guangdong Province (Trial)" (Yue Cai Yu [2018] No. 263), and the "Management Measures for Special Funds for Energy Conservation, Consumption Reduction, and Charging Infrastructure Construction by the Provincial Energy Administration" (Yue Cai Gong [2020] No. 40), In order to do a good job in the storage and storage of provincial-level energy conservation and consumption reduction special fund projects in 2024, the relevant matters are hereby notified as follows.

1、 Support scope

（1） Energy conservation and carbon reduction renovation projects in key areas. Support the energy-saving and carbon reduction technology transformation of key energy consuming industries such as electricity, steel, non-ferrous metals, building materials, petrochemical, chemical, textile printing and dyeing, papermaking, and data centers. After the transformation, the energy efficiency should meet the benchmark level or standard advanced value announced by the country in principle, and the annual energy-saving amount should exceed 1000 tons of standard coal.

（2） Advanced energy-saving technology demonstration project. Support the core energy-saving technologies and processes in the national "Green Technology Promotion Catalogue" and "Energy Conservation and Environmental Protection Industry", the application demonstration projects of energy-saving technologies and equipment in the "Guangdong Province Energy Conservation Technology and Equipment (Product) Recommendation Catalogue", and the demonstration projects of digital energy-saving and carbon reduction technologies such as cloud computing, big data, Internet of Things, AI intelligent algorithms, etc., with a project investment of no less than 5 million yuan.

（3） Efficient and energy-saving equipment manufacturing industrialization project. Support industrialization projects of energy-saving key materials, equipment, and products, with technical performance indicators reaching advanced domestic or international levels, and project investment not less than 5 million yuan.

（4） Energy conservation demonstration projects for public institutions. Party and government agencies, schools, hospitals, and other public institutions have integrated energy consumption systems and facility equipment for building envelope structures, refrigeration, lighting, elevators, and energy-saving renovation, with a focus on supporting the creation of energy-saving public institution demonstration units and green and low-carbon public institution demonstration units.

2、 Declaration conditions

（1） Declaration subject. An independent legal entity within Guangdong Province, with energy-saving service companies being the main applicants for contract energy management projects; The project unit has no serious dishonesty behavior.

（2） Declare the project. Comply with national industrial policies and relevant approval regulations, complete preliminary procedures, and the project must have started construction or meet the conditions for starting construction (enterprises must start construction before the end of August 2023, public institutions must start construction before the end of 2024); The project has not received provincial financial support.

3、 Work procedures and requirements

（1） Project application. Provincial directly affiliated public institutions shall be summarized and reported by the corresponding provincial competent department, while others shall be summarized and reported by the energy conservation competent department of the project location according to the principle of locality. The project unit must truthfully fill out and submit the application report (see the template in the attachment, bound into a volume, in triplicate), stamp the official seal of the unit, and then send it to the municipal energy conservation department or relevant provincial department where the project belongs. The application report for the contract energy management project must be stamped with the official seals of the energy conservation service company and the project owner unit at the same time. Please submit the project application report in hard copy and electronic format (with one CD engraved and labeled) to our bureau (Energy Conservation Department) by June 23rd, by the competent energy conservation departments of various cities and relevant departments directly under the provincial government.

（2） Project warehousing. By conducting expert review and argumentation, entrusting third-party professional institutions for review, and other means, the project is reviewed or reviewed and argumentation is formed, forming written conclusions as the basis for project compliance review and prioritization.

（3） Project fund allocation. The allocation of funds is mainly based on the entry status of the project, combined with the annual budget amount of special funds and the previous use of special funds.
