Promoting green development, energy conservation and carbon reduction in the field of urban and rural construction is an inevitable requirement and important way to achieve the carbon peak goal. Recently, the Shandong Provincial Department of Housing and Urban Rural Development, the Provincial Development and Reform Commission, and other five departments jointly issued the "Implementation Plan for Carbon Peak in the Field of Urban and Rural Construction in Shandong Province" (hereinafter referred to as the "Plan"), refining 22 specific measures from the aspects of green and low-carbon city construction, green and low-carbon county and rural construction, and improving the green and low-carbon development level of the entire building chain, to ensure that carbon emissions in the field of urban and rural construction reach the peak by 2030.

The Plan further clarifies the short-term and medium to long-term goals of achieving carbon peak in the field of urban and rural construction in Shandong. By 2025, green and low-carbon development laws, policies, and institutional mechanisms for urban and rural construction will be preliminarily established, the technical standard system will be further improved, and the transformation of urban and rural construction methods from extensive to intensive will be accelerated; The quality of green building development continues to improve, the level of building energy efficiency steadily improves, the promotion of green construction methods accelerates, the growth trend of building energy consumption and carbon emissions is effectively controlled, and the efficiency of energy resource utilization in urban and rural construction continues to improve. By 2030, carbon emissions in the field of urban and rural construction will peak. Before 2060, the urban and rural construction methods comprehensively achieved green and low-carbon transformation.

Cities are an important carrier of green and low-carbon development. According to the "Plan", in order to systematically promote the construction of green and low-carbon cities, the first step is to reasonably optimize the urban functional layout, coordinate the comprehensive development and utilization of above ground and underground spaces, strictly control the construction of new super high-rise buildings, steadily carry out urban renewal actions, and promote the transition from "demolition, renovation, and retention" to "retention, renovation, and demolition". Except for illegal buildings and buildings that have been identified as dangerous buildings by professional institutions and have no value for repair and preservation, the current buildings will be demolished on a small scale and in a concentrated manner. We need to strengthen the construction of green and low-carbon communities, and by 2030, the complete coverage rate of residential communities in all districts and cities in the province will increase to over 60%. To improve the operational efficiency of urban infrastructure, by 2025, 120 kilometers of underground comprehensive pipeline corridors will be added, and all districts and cities will be established as national water-saving cities. The black and odorous water bodies in urban built-up areas and the combined rainwater and sewage pipe network of the entire county (city, district) will achieve "double clearing", and more than 50% of counties (city, district) will basically establish model counties for urban and rural household waste classification. At the same time, it is necessary to enhance the carbon sequestration capacity of urban greening, systematically promote the multi-level park system, and achieve the goal of "seeing greenery at 300 meters and gardens at 500 meters". By 2025, the green coverage rate of urban (county) built-up areas in the province will reach 42%.

In terms of county and rural construction, the Opinion proposes to strengthen the density and intensity control of county construction, promote "narrow roads, dense road networks, and small blocks", and the width of the red line of the internal roads in the county should not exceed 40 meters, and the area of concentrated hard land in the square should not exceed 2 hectares. We need to promote green and low-carbon rural housing, while promoting the application of renewable energy in rural domestic hot water, gas supply, heating, power supply, and other aspects. By 2025, we aim to achieve a clean heating rate of over 80% in rural areas of 9 non channel cities.

Promoting the development of high-level green buildings is an important measure to achieve carbon peak in urban and rural construction. The plan proposes to focus on improving the green and low-carbon development level of the entire building chain, comprehensively promoting green and energy-saving buildings. During the "14th Five Year Plan" period, more than 500 million square meters of new green buildings will be added, and by 2030, the proportion of star rated green building area in new buildings will reach over 50%. At the same time, we will improve the energy efficiency level of existing buildings and complete 30 million square meters of energy-saving (green) renovation of existing residential buildings during the 14th Five Year Plan period. We aim to achieve full renovation of existing residential buildings with energy-saving renovation value and conditions by 2030. In terms of building energy consumption, we will actively develop urban distributed photovoltaic systems, clean energy heating, and gradually establish a building energy consumption system dominated by electricity. By 2025, the proportion of building electricity consumption in building energy consumption will exceed 55%. Develop and apply green and low-carbon building materials, and by 2030, the proportion of green building materials used in new buildings will reach 70%.
