In order to thoroughly implement the Opinions of the CPC Central Committee and the State Council on Completely, Accurately and Comprehensively Implementing the New Development Concept and Doing a Good Job in Carbon Peak carbon neutrality, the Notice of the State Council on Printing and Distributing the Action Plan for Carbon Peak by 2030, the Notice of the Ministry of Housing and Urban Rural Development and the National Development and Reform Commission on Printing and Distributing the Implementation Plan for Carbon Peak in the Field of Urban and Rural Construction, and The implementation plan is formulated in accordance with the requirements of the CPC Fujian Provincial Committee and the People's Government of Fujian Province on carbon peaking carbon neutrality and in combination with the actual situation of our province.


1、 Overall requirements

(1) Guiding ideology

  Guided by green and low-carbon development, we will promote urban renewal and rural construction actions, accelerate the transformation of urban and rural construction methods, control the growth of carbon emissions in the field of urban and rural construction, and continuously meet the needs of the people for a better life.


(2) Main objectives

Before 2030, carbon emissions in the field of urban and rural construction will peak. The green and low-carbon development policy system and institutional mechanisms for urban and rural construction have been basically established; The level of building energy conservation and waste resource utilization has significantly improved; More optimized energy utilization structure and methods, and more comprehensive application of renewable energy; Further improvement in building and engineering quality, and significant improvement in the quality of living environment; Positive progress has been made in the green and low-carbon transformation of urban and rural construction methods, with a basic reversal of "massive construction, consumption, and emissions"; The overall, systematic, and growing nature of the city has been enhanced, the problem of "urban diseases" has been preliminarily solved, green lifestyles have been widely formed, and green and low-carbon operation has been preliminarily achieved.


2、 Building green and low-carbon cities

(3) Optimize urban structure and layout

  1. Promote urban cluster development. Actively carry out the construction of green and low-carbon cities, and promote multi center and cluster development. The area of each cluster shall not exceed 50 square kilometers, and the average population density within the cluster shall not exceed 10000 people/square kilometer in principle, with a maximum of 15000 people/square kilometer in some areas. Strengthen the overall layout of ecological corridors, landscape corridors, ventilation corridors, waterfront spaces, and urban greenways, and establish continuous ecological corridors based on natural mountains and water systems, with a net width of no less than 100 meters. Promote urban ecological restoration and improve Urban ecosystem. Promote the balanced and integrated layout of employment positions and living spaces, moderately reduce the population density of the old city, strengthen the linkage between the new city and the old city, and reasonably control the proportion of employment and housing in the new city and the old city. 2. Strictly control the construction of super high-rise buildings. Generally, it is not allowed to build super high-rise residential buildings. Cities with a permanent population of less than 3 million in the urban area are strictly restricted from building super high-rise buildings exceeding 150 meters, and are not allowed to build super high-rise buildings exceeding 250 meters; Cities with a permanent population of over 3 million in urban areas are strictly restricted from building super high-rise buildings of over 250 meters and are not allowed to build super high-rise buildings of over 500 meters. 3. Improve the green and low-carbon transportation system. Build a fast track system for the metropolitan area of Fuzhou and the metropolitan area of Xiamen, Zhangzhou and Quanzhou, and accelerate the construction of an integrated transportation network for urban agglomeration. Optimize the connection of urban roads with expressways and trunk roads, improve the grading of expressways, primary and secondary trunk roads, branch roads and the urban road network with reasonable structure. The density of road network in urban built-up areas is more than 8.5 km/km2, and increase the construction of urban bus lanes. Carry out special actions to purify sidewalks and construct bicycle lanes, improve the urban slow traffic network system, and set up diversified slow traffic channels such as slow walking and cycling lanes according to local conditions. Scientifically plan and construct urban parking facilities, and accelerate the construction of green energy facilities for public transportation systems. Improve the operational efficiency and service level of urban public transportation, and steadily increase the proportion of green transportation trips in cities. 4. Strengthen the management of building demolition. Strictly implement the management of building demolition, adhere to the transition from "demolition to retention" to "retention to demolition" to promote urban renewal. Except for illegal construction and buildings that have been identified as dangerous buildings by professional institutions and have no value for repair and preservation, small-scale and concentrated demolition of existing buildings should not exceed 20% of the total construction area of urban renewal units (areas) or projects. Advocate for the classification and prudent disposal of existing buildings, promote small-scale and gradual organic renewal and micro renovation, revitalize existing houses, and reduce various types of vacant houses. (4) Building green and low-carbon communities

5. Optimize community layout and functions. Promote hybrid neighborhoods with multiple functions, advocate for a mixed layout of residential, commercial, and pollution-free industries, and connect several residential communities through a walking and cycling network to build a 15 minute living circle. According to the "Standard for the Construction of Complete Residential Communities (Trial)", we will improve municipal supporting infrastructure such as water, electricity, roads, information, and accessibility, accelerate the aging and renovation of urban gas supply pipelines and facilities, improve basic public service facilities such as community comprehensive service stations and express delivery services, and increase public activity space. By 2030, the coverage rate of complete residential communities in each district and city will reach over 60%. Promote the action of creating green communities, integrate the concept of green development throughout the entire process of community construction, management, and service, play the main role of community residents, carry out comprehensive management of community roads, sponge transformation construction, and household waste classification, orderly promote the green construction of basic infrastructure such as community charging and swapping, improve the level of community informatization and intelligence, and 60% of urban communities first meet the requirements of green community creation. Actively exploring the construction of zero carbon communities, encouraging projects invested by state-owned funds to take the lead and create replicable and promotable demonstration models. 6. Advocate for a low-carbon lifestyle. Encourage the selection of low-carbon, energy-saving, and water-saving household appliances, and reduce the use of disposable consumer goods. Encourage green and low-carbon energy consumption methods such as partial space and partial time, and advocate turning off lights at will. Turn off sockets and power when TVs, air conditioners, computers, and other electrical appliances are not in use. Encourage the selection of new energy vehicles, and build new residential areas with charging and swapping facilities for electric vehicles and bicycles in accordance with regulations. Charging stations should have orderly charging functions, and encourage the introduction of third-party charging service enterprises to participate in the construction and operation. Encourage property service enterprises to provide home care, housekeeping, childcare, fitness, shopping and other living services to homeowners, and meet their basic living needs within walking distance. (5) Improve the level of green and low-carbon buildings


7. Deepen the action of creating green buildings. Implement the "Regulations on the Development of Green Buildings in Fujian Province", standardize the design, construction, operation, and management of green buildings, implement basic level or above green building standards for new civil buildings, implement one star or above green building standards for government invested public welfare buildings and large public buildings, and implement three star or above green building standards for super high-rise buildings. Each city and county should organize the preparation of special green building plans in accordance with regulations, and Fuzhou, Xiamen, Quanzhou, and other new urban areas should take the lead in implementing higher standards of green building requirements. By 2025, the proportion of green buildings in newly built urban buildings will reach 100%, and the proportion of star rated green buildings will reach over 35%. 8. Improve the energy efficiency level of buildings. By 2028, the newly built residential buildings will meet the 75% energy-saving requirement, while the newly built public buildings will meet the 78% energy-saving requirement. Strengthen research on energy-saving and low-carbon technologies suitable for hot summer and warm winter and hot summer and cold winter climate zones, promote the large-scale development of low-carbon buildings, accelerate the promotion of ultra-low energy and near zero energy buildings suitable for the climate characteristics of our province, and develop zero carbon buildings. Combining urban renewal and the renovation of old urban residential areas, we will promote the energy-saving renovation of existing residential buildings, strengthen the evaluation of energy-saving renovation, and make every effort to renovate residential buildings that have renovation value and conditions. We will promote the improvement and renovation of insulation performance of doors, windows, exterior walls, roofs and other enclosure structures, and promote efficient lighting and intelligent lighting control renovation in public areas. The energy-saving level of the renovation should meet the current standards and regulations. We will continue to promote the construction of key cities for improving the energy efficiency of public buildings. During the 14th and 15th Five Year Plans, the province will implement energy-saving renovation of public buildings with an area of no less than 16 million square meters. Fuzhou, Xiamen, and Quanzhou will each implement energy-saving renovation of public buildings with an area of no less than 2.4 million square meters, while other districts and cities will each have an area of no less than 1.5 million square meters. After the renovation, the overall energy efficiency will be improved by more than 20%. Strengthen the evaluation and adaptation of key energy consuming equipment such as building air conditioning, lighting, and elevators, and achieve a 10% increase in overall energy efficiency of public building electromechanical systems from existing levels by 2030. 9. Strengthen energy consumption statistics and monitoring. Implement the statistical reporting system for energy resource consumption in civil buildings, gradually implement energy consumption quota management, and each district and city should formulate energy consumption quotas for public buildings based on actual conditions. Regularly publish a list of public buildings that exceed the quota and include them in energy-saving renovation plans. New government office buildings and other public buildings with a building area of over 10000 square meters should be equipped with online monitoring and measurement devices for building energy consumption, in order to strengthen low-carbon operation management of buildings. Improve the provincial and municipal energy-saving supervision platform for public buildings, promote the sharing of energy consumption data such as water, electricity, and gas, and strengthen statistical monitoring of building operating energy consumption and carbon emissions. (6) Building green and low-carbon housing


10. Promote low-carbon construction of residential buildings. Actively develop small and medium-sized ordinary residential units, and restrict the development of super large residential units. Based on the climate characteristics of this province, reasonably determine the orientation, window to wall ratio, and shape coefficient of residential buildings, promote the application of suitable technologies such as natural ventilation, natural lighting, building shading, three-dimensional greening, rainwater utilization, renewable energy, and building intelligence, and reduce residential energy consumption. Encourage large bays and small depths, reasonably layout living spaces, promote flexible and variable living space design, and reduce resource waste caused by renovation or demolition. Strengthen the maintenance and management of shared residential areas, and extend the service life of residential buildings. 11. Accelerate the industrialization of housing. Promote prefabricated construction methods, encourage the use of prefabricated decoration, and promote the application of modular components such as integrated bathrooms, integrated kitchens, and integrated doors and windows. Newly built affordable housing should be constructed in accordance with the requirements of fully decorated finished housing. Encourage new commercial housing to be fully decorated at once, promote the menu style full decoration model, and by 2025, the delivery rate of full decoration for new commercial housing will reach over 50%. (7) Improving the operational efficiency of infrastructure


12. Promote the classification and resource utilization of household waste. Improve the system for classifying, collecting, transporting, and treating household waste. Promote the construction of supporting facilities for household waste classification throughout the entire chain, implement measures such as "plastic restriction orders" and prevent food waste at the source. Accelerate the promotion of household waste classification in county towns, establish a sound social service system, and strive to promote the cultivation of habits of household waste classification among the whole population. By 2025, the primary domestic waste will basically achieve "zero landfill", and the resource utilization rate of urban domestic waste will reach over 60%; By 2030, the resource utilization rate of urban household waste will reach over 80%. 13. Promote the low-carbon construction of urban water environment. Systematically promote the construction of sponge cities, and by 2030, the proportion of permeable areas in urban built-up areas will reach over 45%. Promote the construction of water-saving cities, guide Fuzhou, Jinjiang, and Shishi to create national water-saving cities, and strive to create national water-saving cities in coastal cities such as Pingtan and other eligible cities. Comprehensively renovate water supply networks with severe leakage, strengthen zoning measurement management, and improve the intelligent management level of water supply networks. By 2030, the leakage rate of urban public water supply networks will be controlled within 7.5%. Implement the renovation of sewage collection and treatment facilities and the action of urban sewage resource utilization, comprehensively promote the renovation of municipal drainage pipe networks with staggered and mixed connections, the renovation of rainwater and sewage diversion, and the repair of damaged pipe networks, accelerate the renovation of rainwater and sewage diversion within residential communities, enterprises and public institutions, and repair damaged pipe networks, with a focus on eliminating blank areas in urban villages, old urban areas, and urban-rural fringe pipe networks, and promote the use of recycled water for municipal public use Industrial water and ecological replenishment. Encourage sewage treatment plants to adopt efficient and low energy consumption equipment, optimize process flow, and strengthen energy consumption and carbon emission management of sewage and sludge treatment facilities. By 2025, a new sewage treatment capacity of over 1.5 million tons/day will be added, and 3500 kilometers of sewage pipelines will be newly constructed and renovated. The centralized collection rate of urban domestic sewage will strive to reach over 70%, and the utilization rate of recycled water in water deficient cities will exceed 25%; By 2030, the average utilization rate of renewable water resources in cities across the province will reach 30%. 14. Promote urban green lighting. Strengthen the management of urban lighting planning, construction and operation process, strictly control the energy consumption of landscape lighting such as public facilities and large buildings, control excessive lighting and light pollution, promote the energy-saving and intelligent transformation of urban road lamps, and implement more than 80000 LED energy-saving transformation by 2025; By 2030, the proportion of efficient and energy-saving lighting fixtures such as LEDs will exceed 80%, and all cities will achieve digital lighting management. 15. Improve the level of urban landscaping and greening. Optimize and improve the layout of urban green spaces, strengthen three-dimensional greening, increase the proportion of local and local suitable plants, promote the construction of greenway networks in central and old urban areas, and create a "ten thousand mile road" connecting urban and rural areas. Create a group of national ecological garden cities and national garden cities. By 2030, the green space rate in urban built-up areas will reach 41%, and the length of greenways in urban built-up areas will reach 3.4 kilometers per 10000 people. (8) Optimizing the Energy Consumption Structure of Urban Construction


16. Increase the application of renewable energy in urban buildings. Priority should be given to promoting the application of solar hot water systems in residential buildings with sunlight conditions. Other residential buildings should use air powered hot water systems. Public buildings with hot water needs such as hotels, hospitals, and schools should use solar powered, air powered, and other forms of hot water systems. Promote the application of surface water heat pump technology in large public buildings along rivers, adjacent rivers, and offshore areas. Promote the integrated application of rooftop photovoltaics and power generation glass in photovoltaic buildings, carry out pilot construction of "light storage direct flexible" integration, and accelerate the promotion of intelligent photovoltaic applications. Promote the installation of solar photovoltaic systems on the roofs of existing public buildings and factories, encourage the utilization of idle roof resources, and orderly develop and construct distributed photovoltaic systems for transportation stations, large shopping malls, industrial parks and other buildings with good roof resources. By 2025, the renewable energy substitution rate for urban buildings is expected to reach 8%, and the photovoltaic coverage rate on the roofs of newly built public institutions and factories is expected to reach 50%. Areas with abundant solar energy resources such as Xiamen, Zhangzhou, and Quanzhou should increase the proportion requirement. 17. Promote electrification of building energy use. Guide the development of domestic hot water and cooking towards full house electrification, and by 2030, the proportion of building electricity consumption in building energy consumption will exceed 90%. Promote the full electrification of new public buildings, and by 2030, the proportion of full electrification will reach 20%. Promote gas replacement products such as heat pump water heaters and high-efficiency electric stoves, and promote the application of high-efficiency DC electrical appliances and equipment. Strengthen the connection and coordination with the power grid, promote the application of intelligent microgrid technology, improve the electrification level of building terminals, explore intelligent group control technology for building electrical equipment, and reasonably allocate electricity loads while meeting electricity demand, achieving less and no increase in electricity capacity.
