This plan is formulated to thoroughly implement the major strategic decisions and deployment of the CPC Central Committee and the State Council on carbon peak, carbon neutrality and the work deployment requirements of the provincial party committee and the provincial government, vigorously, orderly and effectively promote the city's carbon peak work, and ensure that the carbon peak goal is achieved on schedule.

1、 Overall requirements

(1) Guiding ideology.

  Firmly grasp the overall grasp of "industry first, transportation improvement, urban leapfrogging, and people's livelihood first", bring carbon peak and carbon neutrality into the overall economic and social development, adhere to the principle of building first and then breaking down, seek progress in stability, strengthen the system concept and strategic thinking, highlight scientific carbon reduction, precise carbon reduction, carbon reduction according to law, and carbon reduction in safety, coordinate and stabilize growth and adjust the structure, adhere to carbon reduction, pollution reduction, green expansion, and coordinated development of growth, and clarify all regions, fields The objectives and tasks of all industries are to accelerate the green transformation of production and lifestyle, promote the economic and social development of Zhuhai based on the efficient use of resources and green low-carbon development, accelerate the building of a modern, international, future ecotype smart city, and make contributions to the exploration of new paths for the province to achieve carbon peak and carbon neutrality goals.

(2) Main objectives.

During the "14th Five Year Plan" period, the economic system of green and low carbon cycle development was basically formed, and significant progress was made in the adjustment of industrial structure, energy structure and transportation structure. The efficiency of energy resource utilization and carbon emissions in the whole society continued to improve. By 2025, energy consumption per unit of GDP will decrease by 14.5% compared to 2020, and carbon dioxide emissions per unit of GDP will ensure the completion of the provincial targets, laying a solid foundation for the city's carbon peak.

During the "15th Five Year Plan" period, significant achievements have been made in the green transformation of economic and social development, a clean, low-carbon, safe and efficient energy system has been preliminarily established, a high-quality modern industrial system has been basically formed, and a green and low-carbon production and lifestyle has been widely formed throughout society. By 2030, energy consumption per unit of GDP and carbon dioxide emissions per unit of GDP will be ensured to meet the provincial targets and achieve carbon peak before 2030.

2、 Key Tasks

We will resolutely integrate carbon peaking into all aspects and the entire process of economic and social development, seize key areas and links of carbon emissions, and focus on implementing the "Thirteenth Action Plan for Carbon Peaking".

(1) Green and low-carbon energy transformation actions.

Strictly control fossil energy consumption, vigorously develop new energy, and the gradual withdrawal of traditional energy must be based on the safe and reliable replacement of new energy. A new power system that adapts to the increasing proportion of new energy must be built, and the construction of a clean, low-carbon, safe, and efficient energy system must be accelerated.

1. Strictly and reasonably control coal consumption. Based on the basic national conditions of coal as the mainstay, we will orderly promote the "three transformations" of energy conservation and carbon reduction, flexibility transformation, and heating transformation in Zhuhai Power Plant and Jinwan Power Plant, ensuring the safety of energy supply. Promote the reduction and substitution of coal consumption and clean and efficient utilization, vigorously reduce non power generation coal, promote the elimination of temporary heating boilers in China Resources Fushan during the 14th Five Year Plan period, promote the upgrading and transformation of Huafeng Paper's own power plants, and comprehensively consolidate the achievements of the "coal to gas" work. During the 14th Five Year Plan period, strict and reasonable control was exercised over the growth of coal consumption, while coal consumption gradually decreased during the 15th Five Year Plan period.

2. Vigorously develop renewable energy. Complete the responsibility weight for renewable energy electricity consumption assigned by the province. Accelerate the development and utilization of offshore wind power, promote the construction of Gaolan offshore wind power projects, and gradually form a large-scale development pattern for coastal wind power. Vigorously enhance the scale of photovoltaic power generation, adhere to the combination of centralized and distributed development, support the demonstration projects of complementary utilization of fishing and agriculture, actively promote the integrated construction of photovoltaic buildings, encourage the development of rooftop distributed photovoltaic power generation, and accelerate the construction of the "County wide Promotion of Distributed Photovoltaic Pilot" project in Doumen. Develop biomass energy according to local conditions, coordinate and plan the development of waste incineration power generation and agricultural and forestry biomass power generation projects, and focus on promoting the construction of the third phase of the Zhuhai Environmental Protection Biomass Thermal Power Project. Conduct a survey of marine energy resources, explore the application research of island independent power systems that integrate wind, solar, wave energy, and other power generation, and promote the integrated development of offshore wind power and marine ranching. By 2025, strive to achieve an installed capacity of 3.55 million kilowatts for wind and photovoltaic power generation, and 150000 kilowatts for biomass power generation. By 2030, strive to achieve an installed capacity of 5 million kilowatts for wind and photovoltaic power generation, and 200000 kilowatts for biomass power generation.

3. Reasonably regulate oil and gas consumption. Strictly control the addition of new petrochemical and chemical projects, accelerate the replacement of oil products in the transportation sector, maintain oil consumption within a reasonable range, and strive to enter the platform period of oil consumption during the "15th Five Year Plan" period. Give full play to the supporting and transitional role of natural gas in the low-carbon transformation process of energy structure, and layout natural gas cogeneration and distributed energy station projects in areas with useful heat demand such as industrial parks and industrial clusters according to the principle of "determining electricity based on heat". Build and put into operation natural gas cogeneration projects such as Hongwan cogeneration and Doumen cogeneration, and accelerate the preliminary work of natural gas power generation projects such as Yuhai cogeneration Phase II and Yihai Power Plant Phase II. Promote the transformation of existing coal-fired power plants to gas power plants, orderly promote the Lingang cogeneration project, and increase the installed capacity of natural gas power generation by 4.6 million kilowatts during the 14th Five Year Plan. Vigorously promote the integration and development of natural gas and various energy sources, while ensuring the supply of gas sources, comprehensively promote the efficient utilization of natural gas in industries, transportation, commerce, and residents' lives.

4. Accelerate the construction of a new type of power system. Build a new type of power system that adapts to the gradual increase in the proportion of new energy, strengthen the construction of power peak shaving and emergency capacity, and improve the level of power grid security guarantee. Promote the demonstration of smart energy, build a batch of smart grids and smart distribution networks, promote the Tangjiawan multi terminal AC/DC hybrid flexible distribution network interconnection project, expand the application of multi terminal flexible and direct distribution networks throughout the city, and support the flexible and efficient integration of new energy into the power grid and on-site consumption. Vigorously enhance the demand side response and regulation capabilities of electricity, and explore the use of market-oriented means to accelerate the formation of more mature demand side response business models. Enhance the flexible regulation capability of the power supply side and promote the flexibility transformation of coal-fired power. We will carry out demonstration and large-scale application of new energy storage power stations in accordance with local conditions, and steadily promote the construction of "new energy+energy storage" projects. By 2030, the municipal power grid will have a basic peak load response capacity of over 5%.

(2) Energy conservation, carbon reduction, and efficiency enhancement actions.

Adhere to prioritizing conservation, continuously reduce energy resource consumption and carbon emissions per unit of output, and form effective carbon emission control valves from the source and inlet.

5. Comprehensively improve energy conservation and carbon reduction management capabilities. Establish and improve a system based on the unified deployment of the province, with carbon emission intensity control as the main focus and total carbon emission control as the auxiliary, to promote the transformation from "dual control" of energy consumption to "dual control" of carbon emission total and intensity. Accelerate the formation of incentive and constraint mechanisms for reducing pollution and carbon emissions. Promote energy budget management, strengthen energy conservation review of fixed assets investment projects, conduct comprehensive evaluation of project energy use and carbon emissions, and promote energy conservation and carbon reduction from the source. Improve the energy measurement system and encourage the use of certification methods to enhance the level of energy conservation management. Establish a cross departmental energy-saving supervision mechanism, comprehensively utilize administrative penalties, credit supervision, green electricity prices, and other means to enhance the binding force of energy-saving supervision. Explore regional energy and carbon assessment work mechanisms in accordance with the unified deployment of the province, and promote the comprehensive improvement of regional energy efficiency and carbon emissions levels.

6. Promote the synergistic effect of pollution reduction and carbon reduction. Strengthen the collaborative control of greenhouse gases and atmospheric pollutants. Exploring the construction of a collaborative control framework system from the perspectives of policy planning, technical standards, data statistics, and assessment mechanisms. Accelerate the promotion and application of pollution reduction and carbon reduction technologies, reduce waste generation and pollution emissions from the source, and explore pilot projects for coordinated pollution reduction and carbon reduction governance in the petrochemical industry according to the unified deployment of the province.

7. Strengthen energy conservation and carbon reduction in key energy consuming units. Implement urban energy conservation and carbon reduction projects, carry out energy-saving upgrades and renovations of infrastructure such as buildings, transportation, lighting, and heating, promote the demonstration and application of advanced green building technologies, and promote the improvement of urban comprehensive energy efficiency. Focusing on parks with high energy consumption and emission projects such as Gaolan and Fushan, we will implement energy-saving and carbon reduction renovations in the parks, and promote energy system optimization and cascade utilization. Implement the high energy consumption industry and data center efficiency improvement and up-to-standard transformation project, and strive to fully achieve the national benchmark level for proposed and ongoing projects. Existing projects with energy efficiency lower than the industry benchmark level will be renovated, upgraded, and phased out within a specified period of time. Implement key projects for energy conservation and carbon reduction in the fields of construction and transportation, benchmark against international advanced standards, and guide key energy consuming units to deeply explore the potential for energy conservation and carbon reduction. Establish an energy efficiency oriented incentive and constraint mechanism, comprehensively utilize various means such as taxation, pricing, and subsidies, promote advanced and efficient products and equipment, and accelerate the elimination of outdated and inefficient equipment. Promote the construction of an online energy consumption monitoring system for key energy consuming units in the city, strengthen energy efficiency monitoring of key energy consuming equipment, and severely crack down on illegal and irregular energy consumption behavior. Fully leverage the role of market mechanisms and actively promote the participation of enterprises in carbon emission trading.

8. Promote energy conservation and carbon reduction in new infrastructure. Optimize the spatial layout of new infrastructure and promote the green development of data centers. Orderly promote the green technology transformation of old base stations and "old scattered" data centers. Strengthen the management of energy consumption in new infrastructure, include data centers with annual energy consumption exceeding 10000 tons of standard coal in the online monitoring system for energy consumption of key energy consuming units, conduct energy measurement reviews, and build large and ultra large data centers that all meet the requirements of green data centers. The green and low-carbon level should reach 4A or above, and the power utilization efficiency (PUE) should not exceed 1.3. It is strictly prohibited to carry out virtual currency "mining" activities in any form.

(3) Action to reduce carbon emissions in the industrial sector.

Industry is the main field that generates carbon emissions. We should seize key industries and key links, actively promote green manufacturing, deepen clean production, continuously improve the overall energy efficiency level of the industry, deeply adjust and optimize industrial structure, resolutely curb the blind development of high energy consumption, high emissions, and low level projects, vigorously develop green and low-carbon industries, accelerate the formation of new driving forces and sustainable growth poles for green economy, and promote green and low-carbon development of industry.

9. Promote the green and low-carbon development of key industries. Promote the optimization of inventory in the steel industry, promote advanced and applicable technologies, and reduce fossil energy consumption. Promote the development of petrochemical and chemical industry clusters, accelerate the promotion of reducing oil and increasing chemicals, actively develop the green hydrogen chemical industry, optimize product structure, and actively develop high-quality, durable, and recyclable green petrochemical and chemical products. Develop advanced material industries such as high-end architectural ceramics and electronic ceramics, and increase the proportion of clean energy consumption in the ceramic industry. The reduction in carbon dioxide emissions per unit of industrial added value is greater than that of the entire society, and the intensity of carbon dioxide emissions in key industries is steadily decreasing. By 2030, the carbon emissions per unit product of long process crude steel will be reduced by more than 8% compared to 2020.

10. Accelerate the optimization and upgrading of industrial structure. Strengthen the connection between the industrial planning layout and the carbon peak and carbon neutrality policies, and guide the districts to focus on the layout of major industrial projects with high added value, low consumption and low carbon emissions. Focusing on the "4+3" industrial cluster, we will promote the green transformation of traditional manufacturing industries, develop and strengthen high-tech industries and advanced manufacturing industries such as new generation electronic information, biopharmaceuticals, new energy, new materials, high-end printing equipment, and smart home appliances, with a focus on integrated circuits. Efforts will be made to create a highland for the new energy industry, expand and develop the power battery, energy storage battery, and photovoltaic equipment industries, layout and develop smart grid industries such as distribution complete equipment, terminal equipment, and information communication equipment, and enhance the competitiveness of new energy vehicle manufacturing. Accelerate the digital, networked, and intelligent development of the service industry, and promote the deep integration of modern service industry with advanced manufacturing and modern agriculture. By 2025, the proportion of high-tech manufacturing industry's added value to industrial added value above designated size will increase to 35%.

11. Vigorously develop green and low-carbon industries. Develop a guide catalog and supporting policies for green and low-carbon industries, with a focus on developing green industries such as energy conservation and environmental protection, clean production, clean energy, green upgrading of ecological environment and infrastructure, and green services, and accelerate the cultivation of emerging industries such as low-carbon, zero carbon, and negative carbon. Promote the cluster development of green and low-carbon industries, and cultivate a group of green benchmark parks and enterprises. Develop development plans for industries such as hydrogen energy, energy storage, and smart energy.

12. Resolutely curb the blind development of high energy consumption, high emissions, and low-level projects. Implement inventory management, classified disposal, and dynamic monitoring for high energy consumption and high emission projects. Conduct a comprehensive investigation of ongoing projects, promote the improvement of energy efficiency levels, and strive to comprehensively reach advanced domestic and even international levels. Scientifically evaluate the proposed project, strictly implement industrial planning and policies, and reduce production capacity in industries that have already reached capacity saturation according to the principle of "reduction and substitution". For industries that have not yet reached capacity saturation, the entry threshold should be raised against the international advanced level. Deeply explore existing projects, eliminate outdated and inefficient production capacity in accordance with laws and regulations, and improve the overall energy efficiency level of the industry. By 2030, the overall energy efficiency and carbon emission intensity of key industries such as steel, cement, oil refining, and ethylene will reach international advanced levels.

(4) Action to reduce carbon emissions in urban and rural development.

Integrating green and low-carbon requirements into all aspects of urban and rural planning, construction, and management, combined with urban renewal, new urbanization, and rural revitalization, we will accelerate the promotion of green and low-carbon development in urban and rural construction.

13. Promote the green transformation of urban and rural construction. Optimize the spatial layout of urban and rural areas, build a "one main, one auxiliary, one special, one excellent, and several clusters" urban spatial structure, and promote the linkage and integration of the "two cities" in the east and west. Reasonably plan the development goals of urban construction area, control the rapid growth of new construction land, and improve the efficiency of urban land use. Accelerate the construction of sponge cities, vigorously build green towns, green communities, beautiful towns, and beautiful villages, and enhance the ability of urban and rural areas to cope with climate change. Establish and improve a green and low-carbon oriented urban and rural planning and construction management mechanism, and eliminate large-scale demolition and construction. Strictly control the total amount of urban construction land, guide the formation of an intensive and compact urban spatial pattern, and delineate a boundary area of 525.16 square kilometers for urban development. Carry out demonstration of green ecological urban areas in our city, and promote the creation of green ecological urban areas in the new urban center and Tangjiawan main park of the high-tech zone. Implement the demonstration and creation action of the "Hundred Counties, Thousand Towns, and Ten Thousand Villages High Quality Development Project", promote energy-saving and green transformation of existing residential buildings in the renovation projects of old villages and old residential areas in cities such as Hongwan and Dong'an, and encourage old residential areas to be renovated according to green building evaluation standards. By the end of 2025, the coverage rate of complete residential communities in the city will significantly increase.

14. Promote green building design. Accelerate the improvement of building energy efficiency, strictly implement green building design standards for new urban civil buildings, and encourage farmers to build their own houses according to green building standards. Take the lead in promoting ultra-low energy consumption buildings and near zero energy consumption buildings in areas with conditions. Support key areas such as the Jinwan Aviation New City area and Tangjiawan area, benchmark international advanced energy-saving levels, and create a high star green and low-carbon building cluster. By 2025, new urban buildings will be fully built into green buildings, with a star rated green building accounting for over 95%. All public buildings with a single building area of over 5000 square meters invested by fiscal funds will reach two star or more.

15. Fully promote green construction. Implement the "Key Points for Green Building Design in Zhuhai", "Key Points for Review of Green Building Construction Drawings in Zhuhai", and "Key Points for Quality Control of Green Building Engineering in Zhuhai", and strengthen supervision and inspection of green building construction. Accelerate building industrialization, vigorously develop prefabricated building, promote steel structure residences, and carry out trial prefabricated decoration. Promote the application of green building materials and prioritize the use of building materials products that have obtained green building material certification marks. Encourage the production and recycling of building materials using construction waste, improve the level of resource utilization, and reduce the consumption of building materials. By 2030, prefabricated building will account for 40% of new buildings in cities and towns in that year. The comprehensive promotion of green building materials for star rated green buildings has resulted in a reduction of over 20% in the loss rate of building materials on construction sites compared to 2020, and a resource utilization rate of 55% for construction waste. Strengthen the control of construction waste on construction sites. By 2030, the discharge of construction waste (excluding engineering waste and mud) from new construction sites will not exceed 300 tons/10000 square meters.

16. Strengthen green operation management. Strengthen energy conservation in public buildings, focus on managing energy consumption quotas for office buildings, schools, hospitals, shopping malls, hotels, and other areas, and improve the level of property energy conservation and carbon reduction management. Carry out post evaluation of green buildings, establish a mechanism for green building user evaluation and feedback, and implement dynamic management of star rated green buildings. By 2030, the refrigeration efficiency of large public buildings will increase by 20% compared to 2020, and the energy consumption per unit building area and per capita comprehensive energy consumption of public institutions will decrease by 7% and 8% respectively compared to 2020. Promote the use of 100% efficient and energy-saving lighting fixtures such as green lighting and LED in cities. Build a city wide greenway network in accordance with provincial planning requirements. By 2030, the green space rate in built-up areas will not be less than 43%.

17. Optimize the energy consumption structure of buildings. Actively promote the application of renewable energy buildings, encourage large-scale public buildings and industrial factory buildings with suitable roof areas to apply solar photovoltaic power generation technology, further increase the application of solar thermal systems in mid to low rise residential buildings, hotels, and school buildings, and encourage the integrated construction of photovoltaic buildings. Improve the electrification level of urban and rural residents' lives, actively develop and promote efficient electrification technologies and equipment for domestic hot water and cooking. Improve the penetration rate of natural gas pipelines for urban and rural residents. By 2025, the renewable energy substitution rate for urban buildings will reach 8%, and the photovoltaic coverage rate on the roofs of newly built public institutions and factories will strive to reach 50%. By 2030, the proportion of building electricity consumption to building energy consumption will exceed 85%.

(5) Green and low-carbon action in transportation.

Transportation is a key area of carbon emissions. We need to accelerate the construction of a low-carbon transportation system, promote energy-saving and low-carbon transportation vehicles, optimize the transportation structure, improve infrastructure networks, and ensure that the growth of carbon emissions in the transportation sector remains within a reasonable range.

18. Promote low-carbon transformation of transportation equipment. Vigorously promote energy-saving and new energy vehicles, actively promote the electric replacement of urban public service vehicles, achieve comprehensive new energy utilization of cruising vehicles by the end of 2025, and achieve comprehensive electric ride hailing by the end of 2028. Gradually reduce the proportion of traditional fuel vehicles and promote the electrification of private cars. Develop hydrogen fuel cell vehicles in an orderly manner, explore and promote the substitution of electric and hydrogen fuel vehicles for commercial and specialized fuel vehicles. Promote the construction of green ports and public docks in Zhuhai Port, orderly promote the "oil to gas" and "oil to electricity" conversion of ships and port machinery, and reduce the proportion of diesel used in the port. Accelerate the clean power transformation of ship LNG and the layout and construction of inland LNG refueling terminals. Accelerate the construction of shore power facilities at the port, and ensure that all shore power needs to be connected when ships dock. By 2030, the proportion of newly added new energy and clean energy powered transportation vehicles will reach around 40%, and the sales of electric passenger vehicles will strive to reach over 30% of the sales of new passenger vehicles. The carbon emission intensity of converted turnover per unit of operating transportation vehicles will decrease by 10% compared to 2020, and the consumption of oil in land transportation will strive to enter the platform period before 2030.

19. Build a green, intelligent, and efficient transportation system. Promote the rational division of labor and effective connection of different transportation methods, reduce the empty load rate and unreasonable passenger and freight turnover, and improve comprehensive transportation efficiency. Actively guide the transfer of bulk goods and medium to long distance freight from public transportation to rail and from public transportation to water. Actively promote multimodal transportation such as public rail, air rail, water rail, and river sea, and cooperate with the province to promote the development of "one ticket" and "one single system" intermodal passenger and freight transportation services. Accelerate the green development of urban and rural logistics distribution, and promote the innovation of green, low-carbon, intensive and efficient urban logistics distribution service models. Strengthen the application of information technologies such as Beidou Navigation, Internet of Things, and Mobile Internet in the logistics field, and select parks such as Gaolan Port International Logistics Park, Guangdong Hong Kong Macao Logistics Park, and Fushan Industrial Park Logistics Center to carry out a batch of smart logistics demonstration projects. Based on the location and policy advantages of Zhuhai, select areas such as Zhuhai High tech to build autonomous driving technology pilot zones, introduce relevant industries, and support the development of new transportation technologies. Implement the public transportation priority strategy, strengthen the seamless connection between urban public transportation and intercity passenger transportation, create an efficient, fast and comfortable urban public transportation service system, and actively guide green travel. By 2030, the proportion of green travel in cities will not be less than 70%.

20. Accelerate the construction of green transportation infrastructure. Green, energy-saving and low-carbon will be integrated into the whole process of transport infrastructure planning, construction, operation and maintenance, effectively reducing energy consumption and carbon emissions throughout the life cycle of transport infrastructure construction. Actively promote the application of renewable energy in the construction and operation of transport infrastructure, and build a green energy system for integrated transportation hub stations. Accelerate the layout of urban and rural public charging and swapping networks, actively build intercity charging networks and supporting facilities for fast charging stations in highway service areas, strengthen two-way intelligent interaction with the power grid, and cooperate with the province to achieve full coverage of fast charging stations in highway service areas by 2025. Actively promote the application of new materials, new technologies and new processes in the field of transportation, and create a batch of green transport infrastructure projects. By 2030, efforts will be made to fully realize electrification of vehicles and equipment at Zhuhai Jinwan Airport.

(6) Agricultural and rural emission reduction and carbon sequestration actions.

Vigorously develop green and low carbon cycle agriculture. Accelerate the transformation of agricultural and rural energy use methods, improve agricultural production efficiency and energy efficiency level, and enhance agricultural emission reduction and carbon sequestration capacity.

21. Improve agricultural production efficiency and energy efficiency level. Strictly adhere to the red line of farmland protection, and comprehensively implement special protection policies and measures for permanent basic farmland. Promote the construction of high standard farmland and comprehensively develop agricultural mechanization. Implement the smart agricultural engineering, explore the construction of agricultural big data and smart agricultural machinery equipment, and increase the promotion and application of eco-friendly agricultural technology and agricultural machinery equipment such as water-saving, fertilizer saving and drug saving. Implement actions to reduce the amount and increase efficiency of fertilizers and pesticides, reasonably control the use of fertilizers and pesticides, promote the application of commercial organic fertilizers, green manure planting, and straw returning to the field.

22. Accelerate the transformation of energy use methods in agriculture and rural areas. Comprehensively promote the upgrading and upgrading of rural infrastructure in Zhuhai, further improve the rural power grid project, enhance the reliability of rural power supply and electricity consumption, and enhance the level of rural energy electrification. Accelerate the use of solar energy, wind energy, biomass energy, geothermal energy and other renewable energy in agricultural production and rural buildings, and promote the pilot application of rural distributed energy storage and new energy grid connection. Promote energy-saving and environmentally friendly stoves, electric agricultural vehicles, energy-saving and environmentally friendly agricultural machinery, and fishing boats. Vigorously develop green and low-carbon carbon cycle agriculture, develop energy-saving and low-carbon agricultural greenhouses, and promote low-carbon agriculture and fishery models such as "photovoltaic+facility agriculture", "offshore wind power+marine ranching". Orderly promote the extension of gas supply facilities to rural areas.

23. Vigorously develop green and low-carbon carbon cycle agriculture.
