Based on extensive research, the Shandong Provincial Department of Housing and Urban Rural Development, in collaboration with the Shandong Provincial Development and Reform Commission, has developed the "Several Measures for Prosperous Architectural Creation".

Wang Runxiao introduced that Shandong plans that by 2025, green buildings will account for 100% of new civil buildings in cities and towns, and the area of new prefabricated building in cities and towns will account for more than 40% of new civil buildings. To achieve this goal, architectural designers will play a more critical role in the construction process.

The "Several Measures" propose specific measures for the comprehensive development of green and low-carbon buildings, guiding architects to fully play a leading role in building scheme creation, and implementing green and low-carbon building policies and technical requirements from the design source.

In the creative process, integrate new technologies, materials, products, and processes into the design concept, actively adopt green, low-carbon, energy-saving, and environmentally friendly technology products, prioritize the use of green building materials such as high-strength, high-performance, high durability, recyclability, and assembly. In the scheme creation stage, clarify the predetermined goals of green and low-carbon, and fully integrate the spatial layout, form design, functional organization, material selection, and other aspects of the building with green building technology.

At the same time, we will vigorously promote prefabricated building, set up a special part of prefabricated building design in prefabricated building design documents, and strictly implement the building module coordination standards and prefabricated building design selection standards. Fully implement the "Energy Efficiency Design Standards for Residential Buildings" and achieve the goal of achieving an energy efficiency rate of 83% for residential buildings.

Break down regional market access barriers, provide a fair and just development environment for architectural design units, and establish a unified and open architectural design market throughout the province. Cancel all types of approval, filing matters or notification conditions for design units operating across regions without authorization, and do not force foreign design units to establish subsidiaries or branches in the local area. Do not require design unit legal persons to go through the procedures for entering the market or county on site, or engage in other behaviors that hinder independent operation and fair competition.

At the briefing, Liu Tao, Director of the Survey and Design Department of the Shandong Provincial Department of Housing and Urban Rural Development, stated that the department will strengthen policy implementation, actively adopt on-site research, discussions, supervision and inspection, and other forms to understand the situation of establishing and improving a unified and open construction market throughout the province. If any behavior that hinders independent operation and fair competition, such as setting approval, filing, or notification conditions without authorization, is found, it will be promptly reported for interviews, corrected and corrected.

Shandong is leveraging the advantages of big data technology to enhance the regulatory efficiency of the survey and design market. He introduced that the Shandong Provincial Department of Housing and Urban Rural Development has developed and constructed a provincial construction drawing review and supervision information system, which is about to be launched for trial operation. After trial operation and testing, information systems and big data will be used to enhance the efficiency of survey and design market and quality supervision, achieve data interconnection in areas such as image review data, credit evaluation results, and dynamic supervision of enterprise qualifications, promote industry classification and supervision, and effectively enhance the pertinence and effectiveness of market supervision.

In the process of architectural creation, the evaluation process is particularly important. The "Several Measures" clearly proposes to standardize the selection of bid evaluation experts and provides relevant measures. Highlight the professionalism of bid evaluation experts. According to the classification standards for bid evaluation experts of the National Development and Reform Commission and other relevant requirements, bid evaluation experts for residential buildings, public buildings, and industrial building schemes shall be selected from corresponding categories of experts, and the experts shall not be less than two-thirds of the total number of members of the bid evaluation committee. The tenderer may recommend personnel with corresponding technical capabilities, which shall be included in the bid evaluation committee after being reviewed by the competent department. For construction projects with special requirements for architectural art modeling, academicians, national or provincial architectural engineering (survey and design) masters, and overseas experts with corresponding qualifications can be directly invited as evaluation experts.

By leveraging the initiative of architects, the "Several Measures" clearly promote the architect responsibility system and encourage the implementation of the architect responsibility system in civil construction projects and low-risk industrial construction projects.

In 2021, Jinan issued the "Implementation Plan for the Pilot Work of the Jinan City Architect Responsibility System (Trial)", starting the pilot of the architect responsibility system. Jinan has carried out 49 projects under the architect responsibility system, with a total investment of over 36 billion yuan. The "Several Measures" clarify the service form, service content, and responsibility obligations of the architect responsibility system. Architects responsible for projects can apply for construction permits through the quality and safety commitment system for survey and design in accordance with relevant regulations. At the same time, it is proposed that the architect responsibility system service fee calculation can refer to the "Guiding Opinions on Promoting the Development of Full Process Engineering Consulting Services" issued by the National Development and Reform Commission and the Ministry of Housing and Urban Rural Development, and be included in the project investment.
