The Beijing Municipal Commission of Housing and Urban Rural Development recently released a notice on its official website regarding the public solicitation of opinions on the "Regulations on Green Development of Buildings in Beijing" (draft for comments) (hereinafter referred to as the "Regulations"), proposing to implement the three-star standard for green buildings in super high-rise buildings, new buildings in core areas, and new public buildings in urban sub centers in this city. If individuals use housing provident fund loans to purchase green buildings, prefabricated building or ultra-low energy consumption buildings above two stars, the amount of provident fund loans can be appropriately increased.


According to the Regulations, when applying for the construction project planning license, the planning natural resources department shall indicate the star level of green buildings, assembly rate of prefabricated building, ultra-low energy consumption buildings and renewable energy application requirements in the construction project planning license. The construction, design, construction, and supervision units shall carry out construction activities in accordance with the content specified in the planning permit certificate mentioned in the preceding paragraph.


Implementing green building standards of one star or above for newly built civil buildings; New large-scale public buildings and other civil buildings invested and constructed by financial funds, as well as new residential buildings in urban sub centers, shall comply with the green building two star or above standard; Super high-rise buildings, newly built buildings in core areas, and newly built public buildings in urban sub centers shall comply with the three-star standard for green buildings.


The city's real estate development projects and affordable housing projects exceeding a certain scale shall adopt prefabricated building and the assembly rate shall not be lower than Grade A; The factory buildings and warehouses in public buildings and industrial buildings exceeding a certain scale shall be prefabricated building. The teaching, office, and dormitory buildings of newly built kindergartens and primary and secondary schools should be constructed in accordance with ultra-low energy consumption building standards.


According to the Regulations, if existing public buildings do not meet the mandatory energy-saving standards for civil buildings, corresponding energy-saving and green transformation should be implemented simultaneously during decoration and decoration. The implementation of urban renewal projects should implement the requirements for green development of buildings and carry out energy-saving and green transformation of existing buildings. On the basis of respecting the wishes of the building owners, energy-saving and green transformation of existing residential buildings can be implemented, and synchronous implementation with the renovation of professional pipelines such as water, electricity, gas, and heat inside the building and the improvement of public area environment is encouraged. The owners of existing residential buildings should cooperate. For the implementation of energy-saving and green transformation of existing buildings, it is encouraged to implement according to standards such as green buildings or ultra-low energy buildings, and the addition of renewable energy utilization facilities is encouraged.


This city will implement policy support for the green development of buildings. Specific support policies include: the increased building area of external wall insulation due to the implementation of stricter than the current energy-saving design standards of the city, and the increased building area of the outer leaf plate of the sandwich insulation composite wall for prefabricated building, which are not included in the building area of floor area ratio accounting and real estate registration. Projects that actively improve the star level standard of green buildings, voluntarily implement prefabricated building or improve the grade of prefabricated building, and actively implement ultra-low energy consumption buildings will be given priority in the evaluation of various construction engineering awards. If individuals use housing provident fund loans to purchase green buildings, prefabricated building or ultra-low energy consumption buildings above two stars, the amount of provident fund loans can be appropriately increased. Outstanding projects, exemplary organization and individuals in the green development activities of buildings shall be commended and rewarded in accordance with the relevant provisions of the State and this Municipality.


In terms of punishment, the "Regulations" mention that if the owner of key public buildings or the person in charge of operation and management entrusted by them fails to formulate management systems in accordance with regulations, or fails to implement indoor temperature control in public buildings in accordance with regulations, the housing and urban-rural development department shall order them to make corrections within a time limit. If they fail to make corrections within the time limit, they shall be fined not less than 1000 yuan but not more than 5000 yuan. If the building owner or the person in charge of operation and management entrusted by them dismantle, modify or damage equipment and facilities related to the green performance of the building without authorization, the housing and urban-rural development, urban management comprehensive administrative law enforcement, and water affairs departments shall order correction according to their respective responsibilities. If they fail to correct within the time limit, they shall be fined not less than 1000 yuan but not more than 5000 yuan.


If the annual energy consumption of key public buildings exceeds 80% of the building energy consumption standard constraint value and fails to carry out energy audit as required, the housing and urban construction department shall order them to correct within a time limit. If they fail to correct within the time limit, they shall be fined not less than 10000 yuan but not more than 30000 yuan; If the energy consumption exceeds the constraint value of building energy consumption standards by more than 80% for two consecutive years and fails to implement energy-saving and green transformation in accordance with regulations, the housing and urban-rural development department shall order correction within a time limit. If the correction is not made within the time limit, a fine of not less than 30000 yuan but not more than 100000 yuan shall be imposed. If the owner of a public building fails to carry out corresponding energy-saving and green transformation during decoration and renovation, the housing and urban-rural development department shall order it to make corrections within a time limit. If it fails to make corrections within the time limit, a fine of not less than 30000 yuan but not more than 100000 yuan shall be imposed.
